ACNIS Youth School Examines Civic Initiatives in Armenia

Yerevan–The Armenian Center for National and International Studies
(ACNIS) today held a regular seminar-course at its youth school. The
guest speaker was Arpine Galfayan, President of the Institute for
Democracy and Human Rights (IDHR) NGO, who made a presentation on the
essence of public activity, with particular emphasis on the activities
carried out by civic initiatives in Armenia. The lecture encouraged a
lively exchange with the audience.

The next session of a thematic workshop series, entitled `Key Issues
of Democratization in Armenia and Artsakh,’ will be convened on May
25, and will be devoted to some psychological aspects of social
interactions.

Baku. Victoria Dementieva – APA. The European Union prepared a package
of proposals for confidence-building between the sides of the Nagorno
Karabakh conflict, Head of the EU Delegation to Azerbaijan Roland
Kobia said in his press conference in Baku today.

“The European Union has some ideas to contribute to confidence-building
between the sides of the Nagorno Karabakh conflict, but the sides
have not accepted the proposals yet. I hope they will accept these
proposals in the near future and show their real commitment to solve
the problem”.

Roland Kobia said that the EU intended to increase its support of
the peaceful settlement process. “Giving a mandate to EU Special
Representative on the region Philippe Lefort concerning the Nagorno
Karabakh conflict and EU’s confidence-building measures could be an
example for that. These proposals are being negotiated with Armenia
and Azerbaijan. This is a long-standing conflict and people die
in the contact line between the troops. We support the activity of
the OSCE Minsk Group, but alongside with the official negotiations,
it is important to restore mutual confidence between the people too.”

Azerbaijani MPs will attend the 39th session of PA BSEC in Yerevan
on May 21-24.

The delegation will be led by PA BSEC VP Asaf Hajiyev, member of
Azerbaijani delegation, MP Musa Guliyev told Trend today. Guliyev
will deliver speech on agricultural issues.

During the meeting, the chairmanship will pass from Armenia to
Azerbaijan.

Bako Sahakyan participated in a solemn event dedicated to the 20th
anniversary of the liberation of Berdadzor sub-district villages in
the Shoushi region.

President Sahakyan laid a wreath at the memorial of the Berdadzor
people perished in the Artsakh Liberation war and handed in state
awards to a group of freedom fighters for the courage shown during
the military actions.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, NKR officials, guests from Armenia
and Diaspora attended the event, Central Information Department of
the Office of the Artsakh Republic President reported.

Ex-foreign minister, member of Prosperous Armenia Party Vardan Oskanyan
has touched upon RA Prime Minister Tigran Sargsyan’s statements during
today’s government session on his Facebook page.

“I read that the Prime Minister touched upon and to a certain extent
responded to the criticism that I had made regarding Armenia’s economic
policy during the election campaign.

It is painful to see that the Prime Minister has chosen an “easy”
way of coming back by viewing the criticism as “illiterate” for
no reason, when my commentaries, analyses and criticism during the
election campaign were probably the rarest in terms of content and were
related to the social-economic issues that concern the people the most.

I wouldn’t like to get into a dispute with the Prime Minister. It is
suffice to go out to the street, talk to citizens, get acquainted with
the government’s statistics to find out the results of the government’s
“literate” policy.

I would like to inform the Prime Minister and his team that today’s
global trends are such that even the centralization of central banks
on moderating the inflation rate are becoming history.

Based on the current global economic state and the imperative for
economic growth, central banks are making the transition from the
monitoring of the inflation rate to the monitoring of the GDP, which
assumes that central banks must combine the economic growth and the
moderation of the inflation rate. I suggest reading the article “The
Death of Inflation Targeting” published by Professor of the University
of Harvard, economic advisor to former U.S. President Bill Clinton,
Jeffrey Frankel, which is posted on Project Syndicate website.

The above mentioned establishes my view that making economic growth
the main target is the imperative for Armenia. This means creating
jobs, raising the living standard, viewing all other macroeconomic
issues in this context and taking into account that all international
organizations stress that in the long run, there are serious risks for
Armenia’s economy and the latter is still in a state of uncertainty.”

In which state bodies bribe is taken? Who bother people with
bureaucratic red tape? The government monitoring groups will soon
give the answers to these questions. The prime minister informed
during today’s government session that monitoring of 15 inspections
has started. The results will be summed up in two weeks.

“The issue of raising the quality of services provided by the state
is meant,” Tigran Sargsyan told the government members and added:
“There are still state services where bureaucratic red tape is still
in force, there is still robbery, people take bribes for providing
this or that certificate. The monitoring has started and we’ll sum
up the monitoring results for each agency in two weeks”.

Interview with the coordinator of the Armenian National Congress

In the parliamentary election of May 6 the Congress received 7 seats.

Had you expected such a result?

We expected it in the sense that we still live in a dictatorship with
a democratic face. It appears that competition is enabled but on the
last day the results are summed up according to a pre-made scenario.

The regime uses live bombs, these are the people who vote multiple
times and the people who are coerced or bribed to vote.

In Armenia there are no categories of people which are not related
to politics and not because everyone is interested in it. Simply the
passive mass which normallywould not vote in other countries ensure
falsifications in totalitarian countries. There is an entire network
which is managed by brigadiers. They coordinate up to 100 votes,
receive money for bribes from the RPA and other ruling parties,
collect the passports of citizens to report accomplished work. In the
right hour the brigadiers organize voting by the persons under their
charge. Different methods are used, including vote buying, proxy
voting, open voting which is used in remote villages and military
units, coercion. If people on the list vote to another party, not
only they are punished but also the brigadier.

Those who voted multiple times use the government’s feeder and are
ready to do everything they can.

Do you think people are to blame for everything?

A lot of people are trying to blame the public but we blame the Nazi
regime which forces people to commit a mass crime. The government
encourages crime, and we must understand that from now on it is
necessary to think about national identity, the dismantlement of
the regime.

Should the Armenian National Congress be blamed as well?

I am trying to analyze and I cannot find serious mistakes. We were able
to waken hope, create an atmosphere where people were ready to vote for
the Congress. But the machine was launched on the election day. People
were simply cut off. We did everything to prevent breaches – we set
up a joint headquarters, tried to cooperate with ARF and Prosperous
Armenia. But we did not fight against RPA and separate criminals,
we are fighting the criminal regime headed by Serzh Sargsyan. When
all the government institutions are involved in the crime – the army,
police, prosecutor’s office – it is tough to do something against
them. Only revolutions will end this.

Do you want to follow the revolutionary path?

There is such a discourse to follow the path of voting mechanisms
or revolutions. We combine them. There are already results – a small
platoon of people is in Parliament. We will have 7 fighters who will
have certain levers to influence the government. We will have an
opportunity to bring up any issue and demand a response. Our final
goal is a democratic revolution.

There is an opinion that accepting the mandates will legitimize
the elections.

We would like to hear logical arguments. Our mandates are more than
legitimate and if the elections were fair, we would have had more
mandates. We announce that the mandates of the RPA are illegitimate.

Would it be right to reject the vote of confidence of people?

The Congress is accused of cooperation with the PA, they say the ANC
thus gave part of its votes to PA.

In fact, without this cooperation, had the coalition formed a common
front, we would have received fewer votes and would not reach the
threshold of 7%. We broke down this front, split the coalition, and
their breakup will continue even if a coalition is formed. Those who
think that the game is over are mistaken. And the results which the
regime has ensured were not determined by the moods of the public,
they appeared in the result of large-scale operations. The joint
headquarters was intended to weaken this operation.

The victory of the regime was ensured at the expense of moral and
psychological losses. The country hates the regime. All these breaches
will be revealed and disputed at the Constitutional court.

As to vote buying by PA, let us confess that if the regime did not
buy votes, the other parties would not do it either.

And pressure by way of rallies will be effective only if other parties
join. For the time being, we have not been able to ensure the national
format of resistance. And responsibility is on us because hardly
anyone doubts our decisiveness.

I can also assure that the forces which will defect from the Congress
referring to the official election results and the modest return of
the Congress will disappear from the political arena. Although the
departure of the desperate ones will open up the path for ideological
people. The Congress undergoes transformation and the leading positions
are gradually occupied by young people with fresh thoughts.

Besides, the core of the Congress is becoming firmer.

Will the Congress nominate a presidential candidate in 2013?

The decisions will not be made now. The Congress must run in the
elections, and Levon Ter-Petrosyan will remain the strongest candidate
of the Congress. There is no disagreement on this. I do not rule out
that Ter-Petrosyan will be supported not only by the Congress but
also other forces.

EU Representative In Karabakh

The European Union understands it will have to forget about
neighborhood with the South Caucasus countries without Karabakh’s
European integration. So, the EU puts the precondition of free access
to Karabakh.

Karabakh is part of the South Caucasus, not a small part of it, and
geographically it is illogical to integrate the South Caucasus with
Europe excluding a large part of it. In the development of plans of
integration of Armenia and Azerbaijan (it is called EU membership,
association, other) one of the main issues was how Karabakh should
be involved in these processes.

Baku insisted on territorial integrity, Armenia insisted on Karabakh’s
independence and stated plainly that Karabakh cannot be part of
Azerbaijan.

The European institutions will have to make a tough decision. Despite
the statement on support to territorial integrity, it is evident
that they do not see Karabakh as part of Azerbaijan, otherwise they
would not promote the process of settlement which is to determine
Karabakh’s status.

However, apparently, the European integration of Armenia and Azerbaijan
has reached the limit where it is already impossible to leave out
Karabakh. The European Union needs to propose its approaches.

Approaches are worked out and proposed to the sides for discussion.

The European Union has prepared a package of measures to build
confidence between the parties to the Nagorno-Karabakh conflict. The
Azerbaijani mass media report the head of EU representation in
Azerbaijan Roland Kobia stated about this. “The conflict is lasting
too long; people die at the line of contact. We support the activities
of the OSCE Minsk Group but along with official negotiations it is
also very important to restore trust between publics,” the envoy said.

At the same time, he did not rule out that soon EU representatives will
visit Karabakh. “If the EU official representative visits Karabakh,
this does not mean the EU considers this territory independent,”
said Roland Kobia. He recalled that at the end of February, 27 EU
foreign ministers adopted a resolution in which they appealed to
ensure access of the EU Special Representative Philipp Lefort to
Nagorno-Karabakh. “This issue was discussed by both countries but
there has been no decision yet”. On May 15 the European Commission
released the reports on Armenia and Azerbaijan in which it called to
ensure access of the EU representatives to Karabakh.

The statement of the EU envoy to Azerbaijan is preparing the ground.

Though, properly speaking, what can Azerbaijan do if representative
Lefort arrives in Karabakh? In the end, the OSCE office has been
operating in Armenia for long, Russian, French, U.S. parliamentarians
visit Karabakh and Azerbaijan only includes them on its “black list”.

Baku may suspend its participation in the Eastern Partnership. But
it may be better than now.

is also mentioned about Europe’s dominant role in the world from

“CSTO declaration has also fixed adherence to peaceful settlement of
Nagorno Karabakh conflict, and highlighted that Azerbaijan is alone
with its approaches and standpoints. It was indeed very important
that the CSTO fixed a standpoint matching with the Armenian side’s
approaches,” expert Edgar Hovhannisyan told Panorama.am.

The expert underlined that CSTO presidents have for the first time
issued a statement where Armenia’s disposition was reflected in
a paragraph.

E Hovhannisyan signified that some CSTO member states once making
pro-Azerbaijani statements have also joined the statement.

Azerbaijan, the expert said, is in political blockade due to its
destructive approach, with Turkey backing its position.
