Putin Announces New Russian Security Council

MOSCOW, May 26 (RIA Novosti)

Russian President Vladimir Putin has named the new members of the
national Security Council, the Kremlin said on Saturday.

The council is a presidential consultative body that works out
decisions on national security affairs. It is composed of key
ministers and agency heads.

Putin appointed Prime Minister Dmitry Medvedev, Federal Security
Council Chief Alexander Bortnikov, Presidential Administration head
Sergei Ivanov, Interior Affairs Minister Vladimir Kolokoltsev, Foreign
Minister Sergei Lavrov, Federation Council Speaker Valentina
Matvienko, Duma Speaker Sergei Naryshkin, Russian Security Council
Secretary Nikolai Patrushev and his deputy Rashid Nurgaliyev, Defense
Minister Rashid Nurgaliyev, Foreign Intelligence (SVR) director
Mikhail Fradkov and Boris Gryzlov new members of the council.

MEETINGS BETWEEN MEL GIBSON AND ROGER KUPELIAN CONTINUE WITH THE AIM TO SHOOT A FILM ON ARMENIA

The author of Hollywood visual effects and filmmaker Roger Kupelian
met Mel Gibson and President Serzh Sargsyan’s representatives with
the aim of shooting the film “East of Byzantium” telling about Armenia.

According to Kupelian: “Armenian culture needs to embrace warrior-code
based identity over one that focuses on its victimization, and this
project that I have personally financed over the course of ten years
has been shaped by that ideal”.

Kupelian’s East of Byzantium chronicles the history of Armenians from
the adoption of Christianity as its state religion in 301 AD to the
Battle of Avarayr in 451 AD and the victories following it.

The meetings between Kupelian, Fugitive Studios Entertainment Armenia
founder and Gibson started in May, 2011 in Moscow. The two have been
meeting intermittently until as early as last month. Fugitive Studios
said that the most recent Kupelian-Gibson meeting “was promising yet
preliminary.” Negotiations with prospective producers of the project
are also being pursued, with the goal of reaching a solid conclusion
before the end of this year.

Yerkir paper reminds that spokesman for Prosperous Armenia Party
Khachik Galstyan gave up his parliamentary mandate. The paper gives
the reasons behind Tsarukyan’s decision to make Galstyan renounce
his mandate.

“It was found that the spokesman, who had begun to perform his duties
imperfectly, twice secretly visited Baghramyan Ave., 26. Tsarukyan
got angry and decided to get rid of him,” the paper writes.

Cette annee, l’Armenie fetera le 1400e anniversaire de la naissance du
mathematicien, geographe et astronome armenien Anania Chiragatsi, celui
qui avait dit plusieurs siècles avant Galilee que la terre etait ronde
et tournait autour du soleil. Du 24 au 28 septembre sera organisee
une conference internationale a l’observatoire de Byurakan (Armenie)
consacree a l’~uvre du celèbre astronome et mathematicien armenien. De
nombreuses autres manifestations et publications celebreront le
1400e anniversaire d’Anania Chiragatsi. En 2012, dans la liste des
anniversaires de l’UNESCO figure egalement celui d’Anania Chiragatsi.

Le CCAF prend acte des reactions de la presse internationale qui,
a l’occasion du 57e concours Eurovision de la chanson, samedi 26 mai
2012 en Azerbaïdjan, a denonce ouvertement la tenue de cet evenement
dans un Etat dictatorial aux mains de la dynastie Aliev au pouvoir a
Bakou depuis 1993. Editoriaux, analyses et reportages sont unanimes :
le regime azerbaïdjanais accumule les violations des droits de l’homme
et les atteintes a la liberte de la presse. Les opinions publiques
mondiales n’ont pas ete dupees par l’operation de seduction que les
autorites de Bakou mènent depuis des annees pour embellir l’image
du pays et notamment le “prestige” du clan Aliev, qui repose sur le
culte de la personnalite, la corruption et l’autoritarisme. Desormais,
pour la presse internationale, l’Azerbaïdjan n’est qu’une dictature
fondee sur la rente energetique.

Le CCAF denonce depuis des annees le règne de la tyrannie a Bakou
qui institutionnalise le racisme anti-armenien et menace l’existence
physique des Armeniens de la Republique du Haut-Karabakh, en n’hesitant
pas a recourir a la force pour detruire ce jeune Etat.

L’Azerbaïdjan a impose dès 1988 une guerre aux Armeniens et il
l’a perdue en 1994. Au clan Aliev et a ses troupes d’en assumer
les consequences en acceptant le droit a l’autodetermination de
la Republique du Haut-Karabakh. Les Armeniens du monde entier ne
cesseront jamais de soutenir ce droit a l’independance.

Le CCAF tient par ailleurs a rappeler que si la presse et les opinions
mondiales ont raison de qualifier l’Azerbaïdjan de dictature, il
s’etonne de voir la communaute internationale pratiquer le double
langage a l’egard des Etats tyranniques dans le monde. D’un côte,
la communaute internationale admet avoir tire les lecons d’une
cooperation honteuse avec les dictatures arabes d’Egypte, de Libye
et de Tunisie. De l’autre, la communaute internationale collabore
etroitement avec l’Azerbaïdjan aux mains du despote Aliev. Mais quelle
difference y’a-t-il entre Ben Ali et Ben Aliev ? Aucune. Nous exigeons
donc que le Conseil de l’Europe et l’Union europeenne prennent des
sanctions contre cet Etat membre d’institutions europeennes mais aux
antipodes des valeurs de l’Europe.

Le CCAF apporte son soutien indefectible a l’Armenie qui a eu raison
de boycotter sa participation a l’Eurovision 2012 a Bakou, alors que
le fascisme anti-armenien s’est installe sur les plus hautes marches
de l’Etat azerbaïdjanais et pavane dans les rues de sa capitale. Le
CCAF interpelle une nouvelle fois la communaute internationale, et
notamment les autorites de notre pays, la Republique francaise sur la
necessite absolue de reconnaître l’independance de la Republique du
Haut-Karabakh pour eviter de nouvelles tragedies a l’encontre du peuple
armenien. Personne ne voudrait vivre sous le joug d’une tyrannie quelle
qu’elle soit, pourquoi les Armeniens du Haut-Karabakh devraient-ils
en etre l’exception ? La paix dans le Caucase du Sud passe par une
seule voie : la reconnaissance internationale de l’independance de
la Republique du Haut-Karabakh.

The Constitutional Court of Armenia has postponed the consideration
of the claim of the Armenian National Congress (ANC), which requires
to cancel the results of parliamentary elections, until May 29,
News-Armenia reports.

The Armenian Constitutional Court today began consideration of
a complaint filed by the ANC to cancel the official results of
parliamentary elections which took place on May 6.

The ANC calls on the Central Electoral Commission of Armenia to annul
the decision to generalize the results of parliamentary elections in
Armenia based on proportional electoral system and voting results,
according to the decision of the CEC adopted on May 13.

YEREVAN. – Yerevan Mayor Taron Margaryan promised the residents of
Yerevan’s Noragavit district not to cut trees for constructing a
football stadium.

The Mayor and President of Armenia’s Football Federation Ruben
Hayrapetyan visited Noragavit on Friday and advised the owners of 28
gardens that they should prepare the necessary papers to privatize
the gardens, Ecolur reports.

As Armenian News-NEWS.am reported earlier, Yerevan’s city hall intends
to cut 15 thousand fruit trees in Yerevan’s Noragavit area in order
to construct a football stadium.

YEREVAN. – Armenia’s Parliament Speaker Samvel Nikoyan received on
Friday members of the French Senate Philippe Marini, Sophie Joissains
and Bernard Fournier.

Nikoyan stressed the importance of their visit to Nagorno-Karabakh,
claiming Artsakh and its people have gained their right of living
in freedom and they should not be neglected from the international
community, parliamentary press service informs Armenian News-NEWS.am.

“Democracy is the key competitive privilege of Karabakh,” Nikoyan said
thanking all those French Senators who voted for the bill criminalizing
denial of the Armenian Genocide.

Senator Marini claimed he is impressed by the visits to Karabakh
and Armenia.

At the same time, Senator Joissains stated she was impressed to
see in Karabakh strong youth, who stand for their history, culture
and universal values. Besides, the Senator claimed that works are
run to declare Karabakh’s capital city Stepanakert and France’s
Aix-en-Provence twin cities.

The parties also touched upon political, economic, and cultural
bilateral relations.

YEREVAN, MAY 25, ARMENPRESS: With the support of the Armenian Embassy
in Belgium in collaboration with Armenian and Lithuanian community
figures, an exhibition entitled “3+1” was held May 24 in Brussels’
authoritative BRENART hall.

The works of Armenian and Lithuanian artists Armen Babayan, Levon
Akhayan, Jonas Danilauskas and painter-sculptor Suren Ohanyan were
exhibited, Foreign Affairs Ministry press service told Armenpress. In
the opening speech Armenian ambassador Avet Adonts attached importance
to conduction of analogous cultural initiatives, pointing out the
readiness of the Armenian Embassy to assist in spread and consolidation
of Armenian culture in Belgium.

Expressing special gratitude to the art figures and organizers of
the event, Ambassador Adonts wished successes and new achievements
to the artists. Prominent figures of scientific and cultural circles
of Belgium, intellectuals, journalists, representatives of Armenian
and Belgian communities attended the solemn opening of the exhibition
and the reception followed it.

BOSTON, Mass.-A persistent and nagging rain failed to dampen the
spirits of nearly 1,000 attendees who turned out May 22 at Rose Kennedy
Greenway for the much-anticipated dedication of Armenian Heritage Park.

a decade-long $6 million project that captured the hearts and minds
of Armenians from coast-to-coast.

For those with a grim outlook, they felt the storm was just another
burden shouldered by Armenians throughout its long and turbulent
history.

Others felt the raindrops represented “holy water” and were tears of
joy shed by the 1.5 million martyrs over such an imposing memorial
park and monument.

Even Middlesex County Sheriff Peter Koutoujian, whose inspiration
helped guide the project, shed a tear in his closing remarks after
being overcome with emotion.

“I think people worried about this being a memorial and that was
never our intent,” said Koutoujian, an honorary co-chairman. “We had
to drive the issue home and explain that this is something we are
all here to embrace. It’s not just an Armenian heritage park. It’s
about all our experiences.”

People sat on rain-soaked chairs toting umbrellas while others stood
unprotected from the rain. A canopied stage shielded speakers and
other VIPs. A barrage of cameras also withstood the elements.

“This park will stand in tribute to these Armenian immigrants and
many other immigrant communities who escaped tragedy and misfortune
to find safety on our shores,” said James Kalustian, the foundation’s
president. “This park commemorates those who lost their lives in
the genocide against the Armenian people and all other genocides
that followed.”

Visitors may relax on benches in the shade of trees by historic Faneuil
Hall, walk the Labyrinth (a circular winding path paved in granite and
set in lawn), take delight as children splash in a single jet of water
at its center, or marvel at the 12-sided abstract geometric sculpture,
a split dodecahedron resting on a 16-foot diameter reflecting pool.

The Labyrinth celebrates the journey of life, symbol of an eternity
etched within its granite center. Annually, the sculpture will
reconfigure to commemorate lives lost during the 1915-23 genocide
and all other massacres that have marked the immigrant experience.

“The quest for human dignity comes through when you talk to the
proponents of this project,” said Governor Deval Patrick. “Their
yearning for recognition and acknowledgement, along with the fact it
was a gift to the Commonwealth, makes it a very moving opportunity.”

Boston Mayor Thomas Menino called the Armenians “a resilient population
who has made tremendous strides since the genocidal years.”

“They’ve contributed immensely to the wellbeing and enhancement of
Greater Boston,” he pointed out. “We’ve offered hope and refuge to
immigrants seeking to create a new life in America. This memorial
park is a tribute to their proud heritage.”

U.S. Congressman Ed Markey, a proponent for genocide recognition as
one of state’s most venerable legislators, urged his colleagues to
pass recognition.

“As we approach the centennial in 2015, it’s time for our country
to stand among other nations of the world in bringing credence to
the Armenian Genocide,” he said. “Human rights are something we must
embrace in our daily lives.”

A scheduled appearance by Armenia President Serge Sarkiain was
cancelled during the final hour. His place was taken by Foreign
Minister Eduard Nalbandian, Tatoul Markarian, Armenia’s ambassador
to the United States, and Hranush Hakobyan, minister of the diaspora,
each of whom delivered stirring messages.

A dinner the night before drew 450 patrons, thanks to the generosity
of such benefactors as Carolyn Mugar, James Kalustian, Noubar and
Anna Afeyan, and the Nishan Atinizian family.

Registrar of Motor Vehicles Rachel Kaprielian, honorary co-chairman,
served as mistress of ceremonies. Afeyan spoke of the resurgence of
economic conditions in Armenia. Prayers were offered by Archbishop
Khajag Barsamian and Archbishop Oshagan Choloyan.

Entertainment was provided by Knarik Nerkararyan, Sevag Khatchadourian,
and Levon Hovsepian.

Three awards were presented by the Armenian Embassy for dedicated
service in the diaspora to James Kalustian, for his work as foundation
president and other efforts; Dr. Herand Markarian, for his many years
as a devoted playwright; and Noubar Berberian, whose work in Armenian
media remains noteworthy. Markarian’s play “Silence” just wrapped up
a successful tour off-Broadway.

Billed as a gift to the City of Boston and Commonwealth of
Massachusetts, representatives from 37 churches and organizations
all contributed to the fruition of this project.
