Azerbaijani side spread information before according which Armenian
side violated ceasefire and as a result of it an Azerbaijani soldier
is wounded.

“Artsakh side continues keeping ceasefire regime strictly but if
Azerbaijani side continues violating it so often NKR Defense Army will
have to hold punitive actions on the border”, head of the press-service
of NKR Defense Army Senor Hasratyan told Panorama.am while commenting
on the announcement by Azerbaijani side.

As Times.am has already informed today, on June 18, at about 08:25
Armenian soldier Aram Simon Gyulnazaryan (born on 1993) died as
a result of ceasefire regime violation on the Eastern part of the
border between NKR and Azerbaijan.

The soldier was wounded and was taken to the hospital. But he died
on the way to hospital.

YEREVAN. – Armenia’s capital city Yerevan Mayor Taron Margaryan toured
the city, over the past weekend, and followed the improvement and
landscaping activities underway in areas near the capital’s entrances.

And during the City Hall’s working consultation on Monday, he
instructed that these activities come to an end as soon as possible,
the City Hall Information and Public Relations Department informs.

Also, the Mayor instructed that the unused irrigation water networks
be put into service at the shortest time.

In terms of installing WiFi Internet at 25 parks and gardens, it was
reported that talks are underway in this regard with telecommunication
operators.

Also, the inspections are continuing on the collection of revenues.

Margaryan instructed to activate the “Help your School” and the
“Help your Kindergarten” websites.

Renovations of the main entrances of residential buildings are in
the progress.

The inspections are continuing on the prevention of illegal
constructions and land confiscations.

Water Works Company director reported that three more fountains will
resume operations by July.

Also, the flaws in Yerevan’s artistic lighting network are being
eliminated and lighting systems are being installed to new buildings.

YEREVAN. – Armenian Center for National and International Studies
Director, analyst Manvel Sargsyan does not have many expectations
from the Armenian and Azerbaijani FMs’ scheduled meeting in Paris,
but, according to him, some changes could come about.

In an interview with Armenian News-NEWS.am, the analyst reflected
on US Secretary of State Hilary Clinton’s recent statement that in
Paris the two FMs will be introduced new proposals toward settling
the Nagorno-Karabakh conflict.

“It was said numerous times that there will be new proposals, but
nothing substantial has happened. And it is very difficult to imagine
that there will be some new approach. I do not think they will propose
anything vital,” noted Sargsyan and added:

“The sole interesting thing that occurred was Clinton’s
statement, whereby she yet again stressed that normalization of the
Armenian-Turkish relations is a separate issue and the Karabakh [issue]
is completely separate. They are not only attempting to make concrete
proposals, but [also] they are interested in impacting on the positions
of the sides. The new proposals may refer to the negotiation process.”

Manvel Sargsyan maintained that the FMs’ Paris meeting is important
and it will bring clarity as to what these new proposals mean.

“Perhaps there will be negotiating changes in the negotiation format,”
said Sargsyan, and he did not rule out the possibility that the US
involvement in the negotiation process could grow.

As Armenian News-NEWS.am informed earlier, Armenia’s Foreign Minister
Edward Nalbandian and his Azerbaijani counterpart Elmar Mammadyarov
are scheduled to meet Monday in Paris.

The two ministers will discuss the Nagorno-Karabakh peace process.

And in line with some information, the get-together aims to set up
a future high-level meeting.

To note, during her recent visits to Armenia and Azerbaijan, US
Secretary of State Hilary Clinton had stated that in Paris the two
FMs will be introduced new approaches toward settling the conflict.

top priority. Though Azerbaijan ignores the problem, its solution is,
indeed, very important,” member of RPA Council Gagik Melikyan told
Panorama.am answering on the question what expectations he has from
the meeting of Armenian and Azerbaijani Foreign Ministers.

Mr Melikyan stressed that the heads of the OSCE Minsk Group co-chairing
states have repeatedly urged the sides to withdraw the snipers voicing
their hope that under the pressure of the international community
the issue will be settled.

Prosperous Armenia, having sent in resignation, hinted at readiness to
leave the party in case of relevant decree by president.

Following party leader Gagik Tsarukyan’s refusal to join the
coalition, businessman MPs dropped a hint they may leave the party if
necessary.

They fear that business-related problems may arise. However, sources
say President Serzh Sargsyan didn’t let them quit the party, the paper
claims.

Rumors circulate that weakening of Prosperous Armenia doesn’t favor
President Sargsyan’s interests on the eve of the upcoming presidential
race.

Both former ministers and businessman MPs were instructed to remain in
the party until the elections, the daily says.

». Né à Valence (Drôme) le 16 juin 1955, au sein d’une famille
arménienne rescapée du génocide, Christian Terzian a passé son enfance
rue Bouffier, au c`ur du quartier arménien de la ville, en fréquentant
dans sa jeunesse l’école du Palais, où passèrent nombre d’Arméniens de
Valence. Le génocide ? « Il était présent chez moi. Il a accompagné ma
vie ! » dit-il et de rajouter « j’ai eu un rapport direct avec le
génocide arménien car mes parents étaient tous deux des rescapés du
génocide ». Son père né à Bursa en 1898 et sa mère à Malatia en 1912
furent miraculeusement sauvés. Surtout sa mère dont les Turcs avaient
arraché les boucles d’oreille. « Les lobes déchirés des oreilles de ma
mère, étaient pour moi un rappel permanent de la sauvagerie de ce
génocide ! » se confie Christian Terzian qui ne manque pas de rappeler
à chaque occasion la souffrance du peuple arménien qui fut victime
d’une des pires barbaries au début du 20e siècle. Artiste, mais avant
tout homme très sensible, il a écrit une chanson sur ces souffrances
et ces déchirures des Arméniens à travers sa vision et son c`ur
blessé.

Mais l’artiste continue son chemin. Dans la région drômoise, le
vendredi 29 juin il donnera un concert à la Roche de Glun puis le 27
septembre au Chteau de Montéléger dans le cadre des « Jeudis de
l’orangerie ». Christian Terzian est un véritable personnage à Valence
amoureux de sa ville, de la Drôme et de l’Arménie de ses parents. Il
continue de faire partager ses créations à ses nombreux fans.

Une autre audience a eu lieu devant un tribunal fédéral dans le procès
qui oppose les avocats Mark Geragos / Brian Kabateck contre l’avocat
Vartkes Yeghiayan qui autrefois avaient conjointement combattu la
compagnie d’assurance française AXA pour assurer le paiement aux
héritiers des victimes du génocide qui avaient acheté des polices
d’assurance-vie de cette société.

Au terme de cette audience environ 700 000 dollars resteront dans le
fonds d’indemnisation après les versements.

Environ 2,1 millions de dollars seront finalement versés par le fonds
d’indemnisation pour les descendants des victimes du Génocide des
Arméniens pris malgré eux dans un procès devant le tribunal depuis
plus d’un an.

Au cours de l’audience la Juge de Circonscription fédérale Christina
Snyder a dit que si les avocats étaient d’accord sur le plan, les
chèques pourraient être émis rapidement au profit d’à peu près cent
demandeurs.

` Faisons cela sans plus tarder, ` a-t-elle dit.

L’accord pour le paiement, négocié entre des groupes d’avocats qui
s’étaient opposés pour le contrôle et la comptabilité du fonds, a été
atteint à la suite des conclusions de la firme Holthouse, Carlin et
Van Tright, qui a vérifié les revendications.

Il devrait rester environ 700 000 dans le fonds après cette mise en
paiement, la recevabilité de quelques revendications restant à
finaliser.

Au cours de la vérification par Holthouse, Carlin et Van Tright,
cependant, les comptables ont relevé 17 chèques étaient endossés par `
Boyajian et Associés, ` dirigé par l’avocat Berj Boyajian, bien
qu’ayant été rédigés à l’ordre d’autres personnes, selon une requête
déposée au tribunal.

L’avocat Vartkès Yeghiayan exerçant à Glendale avait à l’origine
demandé une vérification des 13 000 revendications faites à un fonds
d’indemnisation créé par l’assureur français AXA S.A. pour rechercher
d’éventuelles incohérences, mais son avocat, Roman Silberfeld –
conjointement avec les avocats Mark Gueragos et Brian Kabateck –
étaient parvenus à un accord cette année selon lequel seules les
revendications s’élevant à 15 000$ ou plus soient vérifiés.

Les chèques signés par Boyajian et Associés s’élèvent au total à 312
000$ selon la requête déposée par Silberfeld.

Silberfeld cite deux demandeurs qui avaient des chèques émis en leur
faveur mais avaient été encaissés par Boyajian. Lorsqu’on les a
contactés, ils ont déclaré n’avoir autorisé personne à présenter les
chèques à l’encaissement en leur nom.

Lors d’une entrevue qui avait suivi l’audience, Boyajian avait dit
avoir déposé six chèques dans un fonds en fidéicommis – un procédé qui
avait été autorisé par ses clients.

L’argent dans ce fonds en fidéicommis sera finalement retourné à ses
clients ou bénéficiaires, a ajouté Boyajian.

Azerbaijan voices concern over reports of Karabakh separatists’ meeting in UK

Baku, 15 June: The Azerbaijani embassy in the UK has sent a letter to
the British Foreign Office related to reports in Armenian media about
meetings held by Nagornyy Karabakh separatists in the parliament of
this country, Azerbaijani Foreign Ministry spokesman Elman Abdullayev
has said.

He said the embassy had also held several meetings to this end and
expressed concern over the participation of separatists at a meeting
of the Armenia-Britain friendship group.

In a reply to the Azerbaijani embassy, the British Foreign Office
reiterated its support for Azerbaijan’s territorial integrity. The
letter says that the parliamentary group is an informal interest group
which does not reflect the official position of the British government
and parliament.

“This shows that Armenian media have once again distorted facts. Their
report is nothing but provocation,” Abdullayev said.
The Azerbaijani embassy in Britain found out that the presence of
Nagornyy Karabakh separatists at the meeting of the Armenia-Britain
friendship group had been initiated by Baroness Caroline Cox.

Some Armenian media reported on a visit of a delegation of Nagornyy
Karabakh separatists to London on 13 June. They claimed that the
delegation had held meetings in the House of Lords and participated in
an annual meeting of the Armenia-Britain friendship group. The
Azerbaijani Foreign Ministry had tasked the embassy in the UK to
investigate this information.

Oxford Analytica: Mediators can exert pressure on both sides in Paris

Yerevan/Mediamax/. The Armenian and Azerbaijani foreign ministers will
meet in Paris on June 18. OSCE Minsk Group French, Russian and US
Co-Chairs are widely expected to exert pressure on both sides to
de-escalate tensions.

This is the forecast of Oxford Analytica British Research Center,
Mediamax reports.

Oxford Analytica says that Azerbaijan is following a new military
strategy based on a build-up of procurement and preparations for
attaining operational readiness by 2014, threatening to go to war by
the 20th anniversary of the ceasefire if there is no progress in the
Karabakh peace process.

`Bolstered by a steady build-up in weapons and spending, the
Azerbaijani General Staff recently warned it would take just ten days
to liberate the occupied territories and reach the Iranian-Armenian
border. However, despite such rhetoric, the Azerbaijani armed forces
remain unready for a new war, while the Armenian side poses no
offensive threat and simply seeks to secure its earlier gains.
Nevertheless, Azerbaijan seems unwilling to climb down from its
threats, underestimating the potentially destabilizing impact of
domestic disappointment with unfulfilled promises and expectations of
military victory,’ the research says.

Oxford Analytica reminds that Azerbaijan’s attacks coincided with a
regional tour by US Secretary of State Hillary Clinton, and seriously
disrupted its agenda.

According to Oxford Analytica, reflecting recognition of the new scale
of risk, there is now a new sense of diplomatic urgency. Yet under the
current OSCE mediation format, such urgency will be difficult to
sustain, and nearly impossible to succeed. One of the reasons is
Russia’s stance, whose interests are better served by either the
status quo or an expansion of tension.
