Armenia and Switzerland to fight together against domestic violence

YEREVAN, JUNE 22, ARMENPRESS: Human Right Defender of Armenia Karen
Andreasyan and ambassador of Switzerland to Armenia Konstantin
Obolensky on June 22 signed memorandum of cooperation. Armenpress
reports that before the signing the memorandum Andreasyan mentioned
that he paid attention to issues relating the violations of rights of
each citizen.

`There are issues about which everybody speaks but there are some
which are avoided to be sounded. The violence against women and
children are among them’ said Andreasyan. In his words those issues
must be sounded among the society, everybody must be informed about
their rights, provided with psychological and informational support. A
pilot program with duration of six months will be implemented after
the signing of the memorandum. A clip will be shown with help of which
women and children will be informed about the opportunity to apply to
the office of Human Right Defender.

Ambassador Obolensky said that domestic violence is met all over the
world: it can be in poor and rich families, educated and non-educated
societies. He informed that during 20-25 years there had been made
efforts in that direction in Switzerland. `We have discussed this
program which will be implemented in near future. I hope that it will
help all suffered people’ mentioned the ambassador. He highlighted
that the program is implemented not only in the capital but also in
regions.

HAYKAKAN ZHAMANAK: COUNCIL OF DOCTORS FINDS BEATEN COLLEAGUE’S CONDITION HOPELESS

The paper says it has learned from sources that doctors at the Defense
Ministry’s central hospital convened a council on Wednesday to decide
the condition of Vahe Avetyan, the military doctor beaten severely
at Yerevan’s Harsnaqar restaurant on Sunday evening.

The best specialists had to admit with regret that medicine is no
longer powerful to save their colleague and all they can do now is to
rely on a miracle, says the paper. It further adds that Avetyan was
already in a critical condition when being hospitalized with another
colleague, though artificial support systems were deemed enough to
prevent further deterioration. As for the other doctors injured in
the incident, their condition is said to be satisfactory, with none
facing threats to life, says the paper, adding that several people
were finally arrested over the incident on Tuesday.

Israël a une bonne raison de reconnaître le genocide armenien

Le Parlement d’Israël — la Knesset – a tenu ” une seance historique ”
le 12 juin, au cours de laquelle ” sept partis politiques differents
ont approuve a une ecrasante majorite la reconnaissance du genocide
armenien “, selon le Dr. Israel Charny, directeur executif de
l’Institut de l’Holocauste et du Genocide a Jerusalem. Il a prudemment
predit que la Knesset achèverait ses procedures legislatives menant
a la reconnaissance du genocide armenien.

Puisque reconnaître le genocide armenien serait salutaire, Israël
aurait dû le faire depuis longtemps. De fait, l’Etat juif aurait
dû etre le premier pays a reconnaître le genocide, etant donne le
terrifiant heritage de l’Holocauste — Shoah. Qui d’autre devrait
davantage faire preuve d’empathie avec les victimes du genocide,
si ce n’est ceux qui ont subi le meme sort ? Le membre de la Knesset
Nino Abesadze a fait remarquer pendant la seance : ” C’est precisement
parce que nous avons ete un peuple victime que nous ne devrions pas
manquer de nous identifier a un autre peuple victime. ” Un autre
membre important de la Knesset, Zeev Elkin, chef du groupe du Likud,
a declare : ” Nous sommes l’une des dernières nations du monde a ne
pas avoir encore reconnu le genocide armenien. C’est une responsabilite
morale que nous n’avons pas encore endossee. ”

Lors de la session du 12 juin, le president de la Knesset Reuven
Rivlin a parle ” fermement et avec brio ” et avec ” un sentiment
profond de l’imperatif tant juif qu’israelien d’accorder une
reconnaissance due depuis des annees “, a rapporte Dr. Charny. Le
president Rivlin a annonce qu’un nouveau vote pour reconnaître le
genocide armenien n’etait pas necessaire, puisque la Knesset avait
deja vote unanimement pour sa reconnaissance l’an dernier. Dr. Charny
a explique que contrairement au Congrès americain, les resolutions
de la Knesset sont d’abord debattues en seance plenière avant d’etre
traitees par l’une de ses commissions. L’etape suivante, concernant la
resolution sur le genocide armenien, est la commission de l’Education.

Ensuite, elle sera renvoyee devant la Knesset pour le vote final. Ce
n’est qu’a ce moment-la que l’on pourra dire que la Knesset a
officiellement reconnu le genocide armenien.

L’un des developpements inattendus de la session du 12 juin a ete la
declaration du ministre de l’Environnement Gilad Erdan, qui a annonce
qu’il parlait officiellement au nom du gouvernement. Il a declare sans
ambiguite qu’Israël avait decide de reconnaître le genocide armenien.

En outre, le ministre Erdan a affirme que ” l’Etat d’Israël ne l’avait
jamais nie, au contraire, nous deplorons le genocide [armenien]. ”
Ce fut une declaration surprenante, car il est de notoriete publique,
que sous les pressions turques, Israël s’est continuellement oppose
a la reconnaissance du genocide armenien. Neanmoins, defiant le
negationnisme de l’Etat israelien, le 24 avril 2000, le ministre de
la Justice, Yossi Beilin, et le ministre de l’Education Yossi Sarid
avaient reconnu le genocide armenien, poussant le gouvernement a
dementir leurs declarations. Beilin avait aussi reconnu le genocide
en 1994, alors qu’il etait ministre adjoint des Affaires etrangères.

Le fait que des discussions serieuses sur le genocide armenien
interviennent au moment où les relations Turquie-Israël se deteriorent,
soulève des questions quant aux motifs du gouvernement israelien. Il
serait moralement repugnant de voir le massacre d’une nation exploite
pour des calculs politiques ehontes. Toutefois, il faut comprendre
que les relations internationales sont rarement basees sur des
principes moraux. Si ce n’etait pour des considerations politiques
et economiques, le monde entier aurait reconnu le genocide armenien
depuis longtemps.

Si certains critiques sont mecontents qu’Israël envisage de reconnaître
le genocide armenien au moment où le pays est en conflit avec la
Turquie, le plus grand tort, a mon avis, a ete de ne pas avoir fait
ce qu’il aurait fallu faire pendant toutes ces annees. Et meme
aujourd’hui, en depit des efforts pour rectifier les erreurs du
passe et faire respecter la verite, certains officiels israeliens
s’inquiètent du fait que soulever la question de la reconnaissance du
genocide armenien exacerberait davantage les tensions avec la Turquie.

Le depute de la Knesset Arieh Eldad a rejete ces objections en
soulignant la position illogique des personnes negatives : ” Il y a
quelques annees, on disait que nous ne pouvions pas en parler a cause
de nos bonnes relations avec la Turquie. Aujourd’hui, on dit que nous
ne pouvons pas en parler a cause de nos mauvaises relations avec la
Turquie. ” Eldad a ajoute que lorsque des personnes sont reticentes
a aborder des questions morales et ethiques, c’est toujours au motif
que ce n’est pas le bon moment pour une telle discussion.

Il existe cependant une ligne rouge qu’aucun Armenien ne doit
franchir. Les responsables israeliens ont cherche a obtenir des
concessions politiques de l’Armenie et des Armeniens en echange
de la reconnaissance du genocide. De telles exigences doivent etre
categoriquement rejetees, car les Armeniens ne doivent rien a Israël
s’il reconnaît le genocide – un fait historique universellement
accepte. Israël devrait reconnaître le genocide tout simplement parce
que c’est la bonne chose a faire, refletant ainsi les sentiments de
tous les Juifs vertueux du monde.

Les quotidiens relèvent que le Service de securite nationale (SSN)
a de nouveau convoque, le 13 juin, l’ancien ministre des AE, Vartan
Oskanian, pour l’interroger au sujet d’une enquete criminelle lancee
contre sa fondation pour ” blanchiment d’argent “. Il a refuse de
temoigner a nouveau. Son avocat a declare aux journalistes que son
client a exerce son ” droit au silence ” garanti par la Convention
europeenne des droits de l’Homme. Haykakan Jamanak relève que Vartan
Oskanian risque de 6 a 12 ans d’emprisonnement s’il est accuse de
” blanchiment d’argent ” (actuellement il est interroge en tant que
temoin dans l’affaire intentee contre sa fondation). Bien qu’il jouisse
de l’immunite parlementaire, celle-ci pourrait etre levee si l’AN
prend une decision en ce sens, d’autant qu’il existe des precedents
d’emprisonnement de deputes d’opposition en 2008. Dans son editorial,
la journaliste de Haykakan Jamanak, Anna Hakobian, relève que dans
la vie de chaque homme politique il existe des episodes qui laissent
leur empreinte sur sa carrière et ne s’oublient pas. Dans celle de
M. Oskanian, un tel episode est, selon cette journaliste, la journee
du 1er mars 2008 lorsqu’il declarait que la force utilisee contre les
manifestants pacifiques etait justifiee. Elle rappelle que lorsque des
dizaines d’hommes d’opposition etaient alors poursuivis, ce meme Vartan
Oskanian etait muet et que lorsque quelques diplomates de son Ministère
ont proteste en 2008 contre les represailles, il les a licencies, les
laissant sans moyen de subsistance. ” Si auparavant Vartan Oskanian
s’etait oppose a l’arbitraire dans le système judiciaire, l’on aurait
aujourd’hui une Armenie qualitativement differente où l’on ne paierait
pas pour une prise de position politique “, conclut la journaliste.

L’editorialiste d’Aravot, quant a lui, affirme que personnellement,
il ne croit pas que l’ancien Ministre aurait ” blanchi ” de l’argent,
de meme que son predecesseur Alexandre Arzoumanian emprisonne en
2007 pour la meme accusation. Tout de meme, l’editorialiste attire
l’attention sur le fait que si M. Oskanian a aujourd’hui accès a deux,
trois chaines de television pour denoncer les pressions contre lui,
dans les annees ou il exercait les fonctions de Ministre des AE,
aucun representant d’opposition n’aurait ainsi pu s’exprimer du fait
de l’absence de toute chaine independante. ” Ceux qui ont eu leur
part de responsabilite, doivent accepter leurs erreurs “, conclut
l’editorialiste.

Haykakan Jamanak et Jamanak relèvent en outre que depuis quelques
jours l’usine de ciment d’Ararat appartenant a l’homme d’affaires
Gaguik Tsaroukian, president d’Armenie prospère, ne fonctionnerait
pas. Le porte-parole de celui-ci a confirme la suspension des travaux
de l’usine, en invitant a ne pas y chercher des motifs politiques.

D’après lui, l’usine serait a l’arret en raison de la diminution de
la demande du ciment sur le marche, celle-ci etant due a la recession
dans le domaine de la construction. Il a par ailleurs releve qu’aucun
employe de l’usine ne serait mis au chômage.

Le Conseil de coordination des organisations armeniennes de France
(CCAF) salue l’ouverture de la XIVe legislature de l’Assemblee
nationale, mardi 20 juin.

A cette occasion, il rappelle que conformement aux engagements du
president de la Republique, Francois Hollande, le Parlement doit
dans les meilleurs delais etre saisi d’un projet de loi portant sur
la penalisation de la negation des genocides reconnus en France. Lors
d’une rencontre avec Francois Hollande, en tant que candidat du Parti
socialiste durant la campagne presidentielle, le futur President de
la Republique nous avait donne toutes les garanties sur sa volonte
indiscutable de legiferer a nouveau sur ce dossier, lui-meme s’etant
personnellement implique dans cette question il y a plus de 10 ans et
lors de la commemoration du 97e anniversaire du genocide des Armeniens,
le 24 avril 2012, a Paris, a laquelle il a chaleureusement participe.

Lors de la precedente legislature, la proposition de loi portant sur
la lutte contre le negationnisme avait suscite, durant son adoption,
une large majorite dans les deux chambres. Une majorite cassee par
un recours scandaleux auprès du Conseil Constitutionnel, lequel a
invalide la loi, pour des considerations plus politiques que juridiques
et sous la pression inadmissible de la Turquie et de l’Azerbaïdjan.

Ce principe du consensus entre la majorite et l’opposition doit
necessairement guider l’action des legislateurs lors de l’examen du
prochain texte a venir. Ce climat non-partisan est l’une des cles
de reussite de la lutte contre le negationnisme. Nous appelons donc
l’ensemble des deputes a s’engager en faveur d’un nouveau texte au
nom de la paix civile, des valeurs de la Republique et de la dignite
humaine.

Nos exigences sont fortes, nos espoirs sont eleves et notre
determination est intacte.

‘ELECTIVE COURSES MAY BE ICE-BREAKER FOR ALL’

Teaching Armenian and Syriac in Turkish public schools could help make
a contribution to Turkey’s peace, members of the minority communities
have said in the wake of a decision to introduce elective Kurdish to
schools in the next academic year.

Some community members say Armenian and Syriac elective classes in
the state schools could be an icebreaker with the Turkish community,
while others say crypto-Armenians – an umbrella term to describe
Turkish people of full of partial ethnic Armenian origin who generally
conceal their Armenian identity from wider Turkish society – could
also learn their culture.

“Even though it is not enough, the step taken by the Turkish government
[to offer the Kurdish classes] was remarkable,” said Etyen Mahcupiyan,
a columnist for daily Zaman. “Elective mother tongue classes will
help provide consensus.”

Zakarya Mildanoglu, an editor for Armenian-Turkish weekly Agos, said
there were already schools providing instruction about the Armenian
language, but that elective classes could allow crypto-Armenians to
learn their own language, he said.

Å~^abo Boyacı, the founder of a Syriac website, said he was forced to
send his child to public school due to the absence of a Syriac school.

“My kids are having difficulties learning their mother tongue and
learning their own culture. An elective in our mother tongue has
provided a glimmer of hope for us. On the one hand, our children
will learn their own language and, on the other, Turkish children
will learn the different languages and cultures of Anatolia. This
contributes to dialogue and rapprochement,” he said.

But Garo Paylan, an administrator from YeÅ~_ilköy Armenian Elementary
School, said consensus was impossible “until the way people look at
differences in Turkey are changed.”

The Turkish government will introduce Kurdish elective lessons in
public schools in the next educational year as part of the ruling
party’s effort to find a solution to the Kurdish question.

“Kurdish will be learned and taught as an elective lesson if there
are a sufficient number of students [demanding it]. This is a historic
step,” Turkish Prime Minister Recep Tayyip Erdogan said June 13.

TURKEY-FRANCE: ANKARA REVOKES SANCTIONS AGAINST PARIS

(ANSamed) – ANKARA, JUNE 21 – The Turkish government has revoked the
sanctions against France taken after the Paris parliament issued a law
last December against the denial of the Armenian Genocide in 1915,
then dismissed by the constitutional court, Foreign minister Ahmet
Davutoglu has announced.

The abrogation of the sanctions, he told Turkish private TV network
CNN Turk, was ordered by the Islamic Nationalist PM Recep Tayyip
Erdogan after the talk he had this morning in Brazil with the new
French President Francois Hollande, whom he also chose to invite on
an official visit to Ankara.

The meeting seems to mark a tepid renewal of relations between the two
countries after the tensions felt during the presidency of conservative
Nicolas Sarkozy. The sanctions decided by Ankara, which continues to
deny the genocide of 1915, also foresaw the recalling of the Turkish
ambassador in Paris, the suspension of bilateral and international
operations with France and the closure of Turkish ports to French
military ships. Davutoglu has announced that he will be in Paris on
July 5 to meet the new French authorities. “The talk between Erdogan

‘SKIMMER’ TRIAL TO RESUME FRIDAY AFTER DEFENDANT RECOVERS FROM APPARENT OVERDOSE OF SLEEPING PILLS

The trial for accused ID skimmer Aleksandr Goukasian will resume
on Friday after being halted for two days while the defendant was
hospitalized with an apparent overdose of prescription sleeping pills.

The defense is expected to begin presenting its case at 8:45 a.m.

Friday in state District Judge Wayne Salvant’s court.

Goukasian, 52, an Armenian who listed a Los Angeles address at the
time of his arrest, is accused of participating in a theft ring that
used high-tech “skimmers” to cull consumers’ account information from
gas pumps across North Texas.

Prosecutors Lori Burks and Jon O’Toole presented evidence that the
ring placed small devices inside gas pumps to collect credit and
debit card information and PIN numbers as consumers filled their tanks.

Thirteen skimmers were discovered throughout North Texas.

Defense attorneys Abe Factor and Gerard Kardonsky could not be reached
for comment.

Sochi-Yerevan flight by the Armenian national carrier Armavia
was postponed on Thursday without providing any explanations by
the company, one of the passengers Anahit Gogoryan told Armenian
News-NEWS.am.

The flight was twice postponed in Sochi information center without
providing any explanations by Armavia. Second time it was postponed
till 7.00 a.m. on Friday, as the passenger claimed.

At the same time, the national carrier did not provide the passengers
with food, water and accommodation. However, a former representative
of Armavia Varuzhan Voskanyan provided little information on the
situation but placed some people in the local hotel, paying for their
accommodation from private means.

Baku – APA. Images of Azerbaijani Karabakh horses, and designs derived
from Karabakh carpets, have featured on a new range of top-quality
ties, pocket handkerchiefs and scarves, handmade from Italian silk,
by the long-established German fashion house EDSOR Berlin, working
in collaboration with The European Azerbaijan Society (TEAS). These
were launched on 19 June at the historic Hotel de Rome in the heart of
Berlin during an outstanding sound and light show, attended by around
500 people from the worlds of fashion, business, politics and society.

This high-profile event was covered by German and Azerbaijani
television and numerous journalists.

Jan-Henrik Scheper-Stuke, Manager, EDSOR Berlin, stated: “The
inspiration for the collection is the Azerbaijani region of Karabakh.

This project and the recent Eurovision Song Contest in Baku have
stimulated our interest in Azerbaijan. We need to know more about
this country. I did not believe that an event of such elegance could
be held in Berlin, and we had to reach out to Azerbaijan to make such
an event possible. I am delighted by the Karabakh-Azerbaijan range,
and hope that this joint venture will be the first of many between
