Convoque a nouveau au Service de securite nationale (SSN) dans le
cadre de l’enquete lancee contre son think-tank Civilitas, l’ancien
Ministre des AE a une nouvelle fois refuse de temoigner. Le chef du
SSN, Gorik Hakobian, a estime inacceptable, lors d’un point de presse,
ce comportement arguant que les honnetes gens qui n’ont rien a cacher
n’optent pas pour le mutisme. M. Oskanian sera de nouveau convoque
dans les jours a venir.

Les quotidiens relèvent en outre que depuis vendredi dernier le comite
d’Etat des recettes mène des contrôles au sein de la fondation,
inspectant notamment les archives financières depuis sa creation
en 2008. Par ailleurs tous les membres du Conseil d’administration
de la fondation ont ete convoques au Service de securite nationale
pour interrogatoire.

La Commission europeenne a salue jeudi la selection du projet de
gazoduc Nabucco-Ouest pour acheminer a travers l’Europe le gaz de
l’immense gisement gazier de Shah Deniz en Azerbaïdjan.

Avec cette preselection, nous sommes proches du moment où nous ferons
venir du gaz directement d’Azerbaïdjan et d’autres pays du pourtour
de la Caspienne, a commente le commissaire en charge de l’Energie
Gunther Oettinger dans un communique.

Quelle que soit la decision finale pour l’acheminement a travers
la Turquie, du gaz en provenance d’Azerbaïdjan arrivera en Europe,
a-t-il ajoute.

C’est un succès pour l’Europe et pour la securite de ses
approvisionnements, a-t-il conclu.

Le projet Nabucco-Ouest acheminera le gaz d’Azerbaïdjan via un gazoduc
de 1.300 km partant de la frontière bulgaro-turque, traversant la
Bulgarie, la Roumanie, la Hongrie et se terminant a Baumgarten dans
l’est de l’Autriche.

Il a ete prefere a un autre projet de gazoduc, SEEP, opere par BP,
dont le developpement va s’arreter, a indique le groupe britannique
dans un communique.

Le projet initial Nabucco prevoyait un pipeline de 3.900 kilomètres
de long a travers la Turquie.

Nabucco-Ouest devra etre raccorde au projet de gazoduc TANAP qui
traversera la Turquie jusqu’a la Georgie et l’Azerbaïdjan. Il y aura
deux gestionnaires au lieu d’un, mais la solution nous convient,
a commente l’entourage de M. Oettinger.

L’immense gisement gazier de Shah Deniz en Azerbaïdjan a une capacite
estimee a 16 milliards de mètres cubes par an, et les Azeris ont
decide d’en commercialiser une grande partie. On parle de 10 milliards
de m3 pour l’Europe, mais aucune decision sur les quantites n’a ete
prise. Cette fourniture devrait permettre de combler l’augmentation
des besoins en gaz de l’UE, qui devraient passer de 526 milliards de
m3 a 622 milliards en 2030, souligne la Commission.

Le gaz d’Azerbaïdjan devrait arriver en Europe en 2018.

Un contrat definitif avec Shah Deniz serait une avancee importante pour
le projet Nabucco, qui vise a diversifier l’approvisionnement en gaz de
l’Europe juge trop dependant de la Russie, mais peine depuis des annees
a s’assurer des fournisseurs et a ete reporte a plusieurs reprises.

BP detient 25% des parts du consortium exploitant Shah Deniz, devant
le francais Total (10%) et le norvegien Statoil (10% egalement).

Le consortium est en train de developper l’exploitation de ce gisement,
situe au large de l’Azerbaïdjan en mer Caspienne, avec l’objectif de
porter sa production a 25 milliards de mètres cubes de gaz par an.

departement d’Education Chretienne du Catholicosat de Cilicie.

Le Catholicos a explique la signification de la foi et son importance
dans la vie quotidienne. Il a dit que dans les premiers temps de
l’histoire humaine, les gens ont compris leurs imperfections et ont
cherche de l’aide de pouvoirs superieurs.

Dans le Christianisme, a-t-il ajoute, Jesus le Fils de Dieu a montre la
voie vers le Père, la voie vers la vraie vie. Pour les Chretiens, donc,
Jesus est la verite et Son Incarnation est une partie essentielle de
la foi. Ce n’est pas juste accepter Jesus, il faut croire en Lui. La
croyance implique la foi.

L’annee prochaine le cours d’etude de la Bible se concentrera sur
les Sacrements et les Rituels de l’Eglise armenienne.

L’Union europeenne a recommande vivement aux autorites armeniennes
de tenir des elections plus democratiques dans l’avenir, en reiterant
sa reaction en grande partie positive quant aux dernières elections.

La question aussi bien que les reformes politiques promises par
Erevan etaient a l’ordre du jour des pourparlers du President Serge
Sarkissian avec le chef de la politique etrangère de l’UE, Catherine
Ashton, qui se sont tenus a Bruxelles. Mme Ashton s’est felicite ”
des reussites des reformes “.

” Elle s’est rejouit des efforts par les autorites armeniennes de
tenir les recentes elections parlementaires dans un environnement
plus transparent et competitif, mais a pointe le besoin de
prendre en charge quelques questions identifiees dans le rapport
de la Mission d’Observation des Elections de l’OSCE/ODIHR afin de
repondre entièrement aux standards internationalement reconnus comme
democratiques lors des elections presidentielles prevues en 2013 ”
a declare son porte-parole, Maja Kocijancic.

Une declaration separee publiee par le bureau de Sarkissian a dit
qu’Ashton a decrit les les elections du 6 mai comme ” les meilleurs
tenus depuis l’independance il y a 20 ans de l’Armenie “.

YEREVAN. – In terms of quality, Armenia’s current National Assembly
(NA) is lot higher than the previous two, ruling Republican Party MP
Manvel Badeyan said during a press conference on Monday.

He noted that he had this impression from the views expressed during
the NA discussions on the Government’s program.

“Overall, both the criticism and the defense were made by
professionals,” he said.

In his turn, politician and Nagorno-Karabakh Republic’s former FM
Arman Melikyan noted that the NA’s qualitative makeup is conditioned
on the quality of holding the parliamentary elections.

“We have an agreement in the NA, but the body politic does not have
an NA yet. We have an NA where the authorities have the necessary
majority,” he stated.

As per Arman Melikyan, the political opposition which demanded justice
from the streets, by and large, adapted, entered the Parliament,
and agreed to the small number of NA seats.

And reflecting on a possible collaboration between the Prosperous
Armenia Party (PAP) and the opposition Armenian National Congress
(ANC), Manvel Badeyan noted that the PAP has lot more political weight
than the ANC.

And in Arman Melikyan’s view, the discussions about such cooperation
are illusions.

“These illusions will not become real. The opposition’s activities
are crushed because the opposition which was on the street and was
expecting a change in power no longer exists,” concluded Melikyan.

killed in the result of the severe beating in Harsnakar restaurant
will be held. Hundreds of citizens, military officers, representatives
of political forces and intellectuals are present there.

Head of Armed Forces Staff Yuri Khachaturov in a talk to our reporter
condemned the incident and said: “I’m warning – don’t dare touching
the army, I’m saying this for the last time. Those who have armed
bodyguards should behave well”.

Dressed For Death: Demonstrators Remember Beating Victim Vahe Avetyan

YEREVAN (A.W.)-On June 30, several hundred people participated in a
candlelight vigil held at Harsnakar restaurant in Avan, the site where
three military doctors were beaten, one of whom, Major Vahe Avetyan,
died the day before from severe head trauma.

group calling itself the “Self-Determined Citizens of the Republic
of Armenia.”

At first the demonstrators were on the sidewalk close by the restaurant
holding lit candles and posters reading, “I am Vahe Avetyan” and
“You can’t get away with it.”

Some demonstrators wanted to approach the restaurant and place candles
in the parking lot of the restaurant but the police initially blocked
their path. One of the organizers then convinced the police to let
a stream of people slowly approach.

The demonstration was peaceful, with people speaking to each other
quietly and lighting candles, while others wept and prayed. Anahit
Bakhshyan of the Heritage Party was visibly distraught when talking
to Civilnet.

“I am really tired of this lack of accountability,” Bakhshyan said. “I
am disgusted by this situation but… at this moment, I can’t find
the words. I can’t find the way out, but I know this can’t happen. I
know we have to do something, and if there’s someone who knows what
to do I’ll stand by him. But right now, I feel empty.”

demonstrators.

the leadership must teach a lesson and certainly reiterate what is
demanded by law-that an obvious murder took place in public sight,”
Rustamian said. “If that is not explained, brought to light and
condemned… they will have to do something so that [the issue]
doesn’t become complicated.”

Some young people were able to approach the restaurant without gaining
notice of the police and wrote slogans in red spray paint on the walls,
such as “house of murder” and the word “oligarchs” crossed out.

When protesters realized that a wedding party was going on inside
the restaurant they approached the main entrance, which was guarded
by law enforcement officers, including high-ranking members of the
police department. When the police did not let protesters enter the
restaurant they began to chant “shame shame,” chastising them for what
was perceived as an act of protecting the oligarchic establishment.

They also chanted the familiar slogan of the opposition-“Sergik go
away,” referring to president Serge Sarkisian. The police formed a
human chain in front of the entrance and began to shove the protesters
away from the entrance. Some of the people from the wedding party
began to approach the entrance, which enraged the protesters even more.

The demonstration ended just after 10 pm and similar protests continued
Sunday in front of the Presidential Palace and Prosecutor General’s
office. A memorial service was held for Avetyan on Monday afternoon.

only a few hours after demonstrators left the scene Vartan Samvelyan
lieutenant colonel in the Armenian military entered Harsnakar with
the intention of blowing up the restaurant with explosives he was
carrying, as reported by Tert.am. He was arrested shortly thereafter
by the police and is under custody.

Harsnakar is a grand-scale restaurant and function hall owned by the
oligarch and member of parliament Ruben “Nemets Rubo” Hayrapetyan where
the wealthy have extravagant wedding parties. Hayrapetyan owns numerous
business ventures, among them the Bjni mineral water company (which
bottles Bjni and Noy), a hotel also called Harsnakar on Lake Sevan
and a bank. He is also the president of Armenia’s Football Federation.

Although Hayrapedyan maintains he had no connection with the beating,
his own personal bodyguard, Garik Markaryan allegedly inflicted the
severe injuries on Avetyan.

Exactly what happened on June 17 between the quarrelers remains
unclear. Words were exchanged at two separate times between the
servicemen and staff over an apparent dress code violation, the second
conflict occurring after Avetyan returned to the premises having gone
home to change out of his athletic clothing. Just why Markaryan felt
obligated to severely beat Avetyan has yet to be revealed. Accounts
from eyewitnesses have yet to come to light, probably due to fear of
retaliation against them.

President Sarkisian was expected by many to publically convey his
condolences to the Avetyan family. Ironically, on Monday the Armenian
press published photos showing the president sitting side by side
with Hayrapetyan at the Euro Cup soccer championship game held July 1.

We have no right to lose anyone, especially military personnel and
doctors, Armenia’s Defense Minister Seyran Ohanyan said in connection
with the June 17 brawl at the Harsnakar Restaurant which led to the
death of military doctor Vahe Avetyan.

The minister calls on everyone to create an atmosphere of mutual
tolerance in Armenia in order to avoid repetition of a similar tragedy
in the future.

“I think that people occasionally become inflamed with passion and
try to put forward their visions and ideas, their “ego.” Anyway,
as we mature and grow older, we should realize that all differences
must be settled by peaceful means rather than by power or blows,”
Seyran Ohanyan told A1+.

Minister Ohanyan says he has had a telephone conversation with the
restaurant owner Ruben Hayrapetyan who is presently in Ukraine.

“We both condemned the tragic incident. We think that the public
needn’t organize more campaigns and protests. We should leave it to
the law enforcement bodies to investigate the case and identify those
guilty,” said Mr. Ohanyan.

In his turn, Chief of Armenian Police, Lieutenant-General Vladimir
Gasparyan says they are doing everything to ensure objective
investigation of the incident.

“We shall provide open, transparent and unbiased investigation into
the case. I think we will put an end to arrogance and lawlessness in
this country,” he said.

Later, he said that the law on bodyguards is included in the parliament
agenda. The adoption of the draft law will help regulate the field
and curb oligarchs.

“Let the oligarchs work well and be honest, in that case they will
not need bodyguards,” said Mr. Gasparyan.

Regarding the act of Lieutenant Colonel Vardan Samvelyan, a senior
official at the Defense Ministry’s capital regiment, who attempted
to blow up the Harsnakar Restaurant, Seyran Ohanyan said, “If each
of us succumbs to his emotions, what is to become of us? We must be
tolerant and respect our laws.”

“I think he was under the influence of alcohol,” said Vladimir
Karapetyan.

injured when a bus overturned in the territory adjacent to Aparan’s
water-storage basin in Armenia’s Aragatsotn province.

According to Armenia’s Emergency Ministry, those injured –
Hrachik Melkumyan, 61; Susanna Vardanyan, 60; Azniv Enokyan, 54;
Hermine Enokyan, 14; Aida Ghambaryan, 29; Narine Khachatryan, 47:
Ani Khachatryan, 22: Varduhi Avetisyan, 21; Srbuhi Sarkisyan, 17;
Mariam Yeritsyan, 15; Seda Avagyan, 15 and Syuzanna Babayan, 14 were
taken to the hospital to be given first medical aid, and discharged
soon afterwards.

YEREVAN, JULY 2, ARMENPRESS: Vice Prime Minister of Armenia, President
of Council on issues of Trafficking Armen Gevorgyan on July 2 hosted
the delegation of responsible officials for making an annual report
on Trafficking headed by US ambassador to Armenia John Heffern.

Armenpress was informed from public relations department of Ministry
of Territorial administration that the interlocutors discussed
issues relating to cooperation in the sphere of struggle against
trafficking, reverberated to the report published by US Department
of State according to which Armenia was again among the countries of
second group. There was mutually expressed readiness to continue the
productive cooperation.

Vice Prime Minister mentioned that Armenian authorities pay great
attention to the issues relating to implementing productive works
against trafficking. He particularly informed that the legislative
field had been improved, international cooperation had been formed.

Armen Gevorgyan highlighted the cooperation between public
organizations of the sphere and Armenian office of UNESCO.

The guests in their turn mentioned that Armenian Government in this
sphere improves its works year by year. In their estimation Armenia
is on very good way which will be favorable for being included in
the first group of countries.
