[Presenter] Despite Azerbaijani President Ilham Aliyev’s failure
to participate in the Non-Aligned Movement summit in Tehran on
recommendations from Israel, the Islamic Republic of Iran insisted
on its principled position on the Karabakh conflict settlement.

[Correspondent] Baku media reported on the support for Azerbaijan
regarding the Karabakh issue at the Tehran summit of the Non-Aligned
Movement. Qafqazinfo website carried an article by [Azerbaijani
state-run] Azartac news agency headlined “Support for Azerbaijan from
Iran”. The article says that a provision supporting Azerbaijan’s
territorial integrity was included in the Tehran summit’s final
declaration.

Provision No 391 on page 104 of the Tehran summit’s final declaration
says that the leaders of the states and governments [that participated
in the summit] expressed regret that the Armenian-Azerbaijani conflict
has not been resolved yet, which continues to pose a threat to
regional and international peace and security. The member countries
of the Non-Aligned Movement once again confirmed the importance of
the principle of non-use of force that was fixed in UN regulations,
and called on the sides [to the conflict] to continue their attempts
to resolve the conflict through negotiations within Azerbaijan’s
territorial integrity, sovereignty and borders that were recognized
at international level.

Though Armenia is satisfied with the Global Competitiveness Report
published yesterday, but it is worried by certain indicators.

Armenia has taken the 82nd place instead of the previous 92nd among
144 countries. The main drawbacks in Armenia are the severity of local
competition, the low standards of business education, the heavy burden
of customs processes, the indicator of weak universities-industry
cooperation, not sufficiently efficient steps directed to the
anti-monopoly policy, the lack of independence of the judicial system.

The PM was especially angry over the IT and internet accessibility
section, as the authors of the report used the 2009 database. Of
course, because of the negligence of Armenian officials.

“It is not understandable why the authors of the report used the 2009
database when we addressed this issue last year and punished officials
of the Ministry of Transport and Communication for not having presented
the corresponding information. But I am reported that information
was placed on the websites this year. This indicator in which we have
essentially worsened our positions is conditioned with the fact that
the indicators of 2009 were used,” PM Tigran Sargsyan said.

Armenian National Bureau Of Expertise Cooperates With Cambridge

YEREVAN. – Armenian National Bureau of Expertise has set up cooperation
with University of Cambridge Institute of Criminology in the field
of scientific research.

As the Armenian Justice Ministry spokesperson Lana Mshetsyan informed
Armenian News-NEWS.am, director of University of Cambridge Institute
of Criminology, Professor Frederick Lozell has contributed to
scientific research center a series of materials such as articles,
researches and books as previously agreed with bureau’s director
Artashes Javadyan. The materials are mostly related to the studies
of juvenile crimes and development of the preventive measures. They
also present different methods of criminological research, out of
which meta-analysis is mostly discussed.

Currently the staff of research center of applied problems of
criminology works on the translation of the materials. The cooperation
continues.

YEREVAN. – Azerbaijan’s granting pardon to Ramil Safarov will not
contribute to peaceful settlement of the Nagorno-Karabakh conflict,
NATO Secretary General Anders Fogh Rasmussen said Thursday, while
addressing the students and faculty at Yerevan State University (YSU),
and in response to the question as to whether the NATO Secretary
General plans to apply certain sanctions upon Hungary and Azerbaijan.

As per Rasmussen, the brutal crime should not have been glorified
in Azerbaijan.

“Azerbaijan’s decision to pardon will not contribute to peaceful
settlement of the [Nagorno-]Karabakh conflict and to the dialogue
between both countries. This is NATO’s position. NATO is not
responsible for this crime, just as Hungary is not responsible for
this crime. I understand that Safarov’s extradition to Azerbaijan
was carried out in compliance with international standards. But I’m
concerned by the decision to grant Safarov pardon in Azerbaijan,”
the NATO Secretary General noted.

To note, around 200-300 youth had held a demonstration Thursday,
in front of YSU Central Building, to protest NATO Secretary General
Anders Fogh Rasmussen’s visit to Armenia and YSU.

The young people held banners protesting Hungary’s extradition of
Ramil Safarov to Azerbaijan and his being pardoned there, Armenian
News-NEWS.am reporter informed from YSU.

Aside from banners, the young protesters also held Gurgen Margaryan’s
picture as well as his killer, Ramil Safarov’s photograph with a red
cross on it.

And upon NATO Secretary General’s arrival at YSU, the youth chanted
“Justice!” while Anders Fogh Rasmussen saluted them and entered
the University.

While in Yerevan the NATO Secretary General will meet with President
Serzh Sargsyan, FM Edward Nalbandian, and Defense Minister Seyran
Ohanyan.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Hungarian Foreign Minister Janos Martonyi declared on September 5
that it was “extremely regrettable, unacceptable and condemnable”
that the government of Azerbaijan had not kept its promise not to
release Ramil Safarov, an Azeri officer who received a life sentence
in Hungary for killing an Armenian soldier” reports Armenpress citing
politics.hu. Hungarian Foreign Affair’s Minister highlighted that
they had acted within the international norms that their action had
nothing to do with economic context.

Speaking about his visit to Switzerland Janos Martonyi noted that
his colleague Dider Burkhalter had offered his country’s help in the
settlement of relations between Hungary and Armenia.

Armenia suspended diplomatic relations with Hungary on August 31 when
life-sentenced perpetrator Ramil Safarov was extradited and pardoned
in Azerbaijani. Safarov hacked to death Armenian serviceman Gurgen
Margaryan during NATO’s training in Budapest.

Minister Armen Gevorgyan met with Iraqi delegation led by Deputy
Prime Minister for Economic Affairs Rozh Nouri Shaways.

At the meeting, the Armenian official stressed the importance of
Iraqi delegation’s visit in development of bilateral ties.

Gevorgyan expressed readiness to cooperate with Iraq in the sectors of
construction, energy, food industry, healthcare, science and education.

Mr. Shaways, in turn, noted that the Iraqi side is open to discussion
on possible collaboration perspectives.

In conclusion, Mr. Shaways shared Iraq’s intention to open an embassy

the Council of Europe (PACE) condemned the release of Azeri criminal
Ramil Safarov given a life term for murdering an Armenian officer.

“I join the international condemnation of the ‘glorification’ of
the terrible crime which Mr Safarov has committed, and for which he
has been condemned by a court in a Council of Europe member state,”
Jean-Claude Mignon said.

“His liberation is unacceptable, and I am extremely disappointed by the
abusive use of a Council of Europe legal instrument in this affair.”

“This scandalous liberation is having very negative consequences
on the already-strained relations between Armenia and Azerbaijan,
and also risks destabilising the situation in the region. I call on
the Azeri authorities to reconsider their position, in line with the
standards and the ethos of the Council of Europe,” Mr Mignon concluded.

YEREVAN. – There is no need for a mediation to settle relations
between Armenia and Hungary, Armenia’s MFA Press Secretary Tigran
Balayan told Armenian News-NEWS.am, commenting on the news about a
possible Swiss brokerage to normalize these ties.

“I do not think there is a need for mediation here. What we need here
are clear steps from the Hungarian authorities,” Balayan noted.

To note, Hungarian FM Janos Martonyi had stated that his country
accepted Switzerland’s offer to normalize the relations with Armenia.

He noted that Hungary condemns Azerbaijani president Ilham Aliyev’s
decision of granting pardon to Ramil Safarov.

“The actions by the Azerbaijani side are unacceptable and they must
be condemned. Azerbaijan has broken its promise and granted Safarov
pardon, despite previous guarantees that he will continue to serve
his sentence in Baku,” the Hungarian FM stated.

He also informed that, during his visit to Switzerland, the latter’s
FM had offered to settle Hungary’s relations with Armenia.
