No country of the world supports Azerbaijan which pardoned a killer
Ramil Safarov. In this initiative only a mental hospital may support
Azerbaijan, as the actions taken by Azerbaijan are inadequate and
are out of logic of a sober man, Foreign Minister of Armenia Edward
Nalbandyan said at today’s joint press-conference with vice-premier
of Luxembourg, Foreign Minister Jean Asselborn.

“The position of all international structures in the matter of
extradition of a criminal Safarov were unanimous. There was no
organization not to express its concern about the matter. Politicians
from dozens of countries have phoned me for several last days and
expressed their negative attitude to the incident”, – Nalbandyan said.

Touching on the information in mass media about the letter of foreign
minister of Hungary to him, Nalbandyan said that the point is not if
he sent a letter to me or not. We can just fix a fact – the bargain
between the Azerbaijani and Hungarian authorities caused shock both of
international structures and the world community in general, he said.

“The statements by Baku and Budapest have caused bewilderment of
Yerevan. The Hungarian authorities said that the entire negotiating
process on Safarov’s case was open. For its part, Azerbaijan said it
was secret. The Hungarians say they did not know the criminal will
be discharged, but the Azerbaijani party says they were informed in
advance. After all this, the letter of Hungary’s Foreign Ministry says
that Hungary will go on developing relations with Azerbaijan based
on deep mutual trust. This also causes bewilderment”, – Nalbandyan
said and added that just refusal of Hungarian authorities to be
responsible for the incident pushed Armenia to suspend diplomatic
relations with Hungary.

YEREVAN, SEPTEMBER 11, ARMENPRESS: The columnist of “Hurriyet” Turkish
newspaper Ahmet Hakan highly evaluated Hasan Cemal’s book “1915.

Armenian Genocide”. The book, written by the grandson of one of the
implementators of the Armenian Genocide Cemal Pasha, will soon appear
in Turkey’s bookstores.

According to Armenpress, the Turkish columnist wrote in his article in
“Hurriyet” that one of the best “elements” in the book is the fact
that it was written “by the grandson, who managed to prevail over
his own grandfather and condemned the latter’s actions, as well as
developed an opinion different from the one of his grandfather”. “I
think this is the main value”, – he mentioned.

Parliament of Armenia ratified an Agreement On Establishment of
Scientific Research Center for Developing Countries Having no Access
to Sea Communications, Tuesday.

In his speech, Economy Minister Tigran Davtyan said the Agreement
was signed in New York on September 24 2010. He said the countries
having no access to the sea are more vulnerable and these countries
make efforts to soften or recompense the lack of direct access to
sea communications. The Agreement developed under the aegis of the
UN provides for establishment of five scientific research centers to
study possibilities of contribution to developing countries having
no access to the sea. One of the Centers will be located in Mongolia
and Armenia will participate in the given Center’s activity.

Involving in such projects Armenia will receive a number of privileges
for logistics, which will help raising investments and stimulating
economic growth. At least two countries in the region create serious
problems and obstacles to accessing sea communications.

Apart from the fact that such step (extradition, pardoning and
glorification of an Azerbaijani officer, who killed Armenian officer
in Budapest) is an affront to basic notions of justice and the rule
of law, even more troubling is the message that it sends to the rest
of the world: that the Azerbaijani government thinks it is acceptable
to kill Armenians, New York Times rights.

“In recent days there have been two symbolic events that run the
danger of igniting hostilities in an already tense neighborhood of
the Caucasus.

On Aug. 31 a former Azerbaijan Army lieutenant, Ramil Safarov, flew
back to Baku after serving eight years in a Budapest jail for killing
Gurgen Margarian in 2004. The victim, an Armenian officer, had been a
fellow participant in a NATO Partnership for Peace exercise. Safarov
hacked him to death in his sleep with an ax.

The Hungarian government transferred the prisoner to Azerbaijan on the
understanding that he would serve out the rest of his life sentence in
his home country. But immediately upon his arrival in Baku, Lieutenant
Safarov was pardoned by President Ilham Aliyev, restored to military
duties, promoted to major, given an apartment and awarded back pay
for his time in prison. These actions drew universal condemnation
from Washington, Moscow and European governments.

Apart from the fact that such a step is an affront to basic notions of
justice and the rule of law, even more troubling is the message that
it sends to the rest of the world: that the Azerbaijani government
thinks it is acceptable to kill Armenians. Apparently, the grievances
they suffered in their defeat by Armenian forces in 1992-94 are so
profound that even murder is excusable. It is hard, then, to ask
the Armenians living in Karabakh to quietly accept the idea that the
solution to their disputed territory is for them to return to living
under Azerbaijani rule.

This one single act could undo the patient efforts of diplomats and
activists over many years to try to rebuild connections and work
toward mutual trust – without which any kind of peace settlement will
be a pipe dream. Compounding the problem was a less significant but
still noteworthy gesture. On Sept. 3, Richard Morningstar, the new
U.S. ambassador to Azerbaijan, paid his respects to Heidar Aliyev,
the deceased former president (and father of the incumbent), by laying
a wreath at his statue in central Baku. Apparently it is standard
protocol for U.S. ambassadors to include this stop in their round
of duties when arriving in Baku. Photographs also clearly showed
the ambassador bowing his head before the monument, though a State
Department spokesman later denied this.

Mr. Morningstar’s far from empty gesture sent two wrong signals.

First, it is disheartening to Azerbaijani democratic activists to see
the United States so cravenly supporting dictatorship as a suitable
form of rule, a pattern all too familiar from U.S. policy toward the
entire Middle East.

Second, it signals to Armenia – and its principal ally, Russia –
that the United States is an unqualified backer of the Azerbaijani
overnment, warts and all. Strategic interests – Caspian oil, access to
Central Asia, containment of Iran – count for more than the niceties
of human rights and democratic procedure.

This makes it all but impossible for Armenia to expect the United
States to act as an honest broker in the peace process. And if the
United States cannot play that role, no one else will. …What we
need in the Caucasus are leaders willing to follow the examples of Mr.

Brandt and Mr. Putin, with the courage to show contrition and a
willingness to meet with their former adversary and figure out a way
to live together. We may be in for a long wait,” the paper writes.

After extradition of Azerbaijani murderer Ramil Safarov and his
glorification, Armenia should voice the issue of depriving Azerbaijan
of the status of non-permanent member of the UN Security Council,
director of Armenian Genocide museum-institute Hayk Demoyan told the
reporters on Tuesday.

He said it is the first step Armenia should do in the created
situation.

“The issue on official recognition of Armeniaphobia as crime should
be voiced in the European Parliament. Today two states are carrying
out a clear anti-Armenian policy. They should be held accountable,”
Demoyan stressed.

Referring to the talks between Armenia and Azerbaijan, the museum’s
director said, “Talks are circulating that the extradition may
affect the peace process. There is no need to make conclusions. It
has already affected the process. Till now it was spoken about mutual
concessions. But why should we make concessions? For who?” he said.

Demoyan stressed that Azerbaijani President Ilham Aliyev has afforded
Armenia an opportunity to make like what he said a golden step –

Ambassador to Lebanon Ashot Kocharyan was accepted by the President
of Lebanon Michel Suleiman.

As Armenpress was informed by the press, information and PR agency at
the Ministry of Foreign Affairs of the Republic of Armenia, bilateral
relations and related issues had been discussed at the meeting.

Particularly the close bilateral cooperation in international
organizations was highlighted. In this context the Ambassador Kocharyan
announced about the Armenian Government’s gratitude to the Lebanese
party for close cooperation and continuous assistance in the framework
of the Non-Aligned Countries Movement. He stressed the necessity for
high-level official bilateral visits and economic relations activation.

The Armenian Ambassador presented the Lebanese President Suleiman
details on the Azerbaijani perpetrator Ramil Safarov’s extradition
from Hungary to Azerbaijan and his pardoning and giving him a “national
hero” by the Azerbaijani President Ilham Aliyev.

Ashot Kocharyan informed that Armenia suspended diplomatic relations
and official bounds with Hungary. The Ambassador stressed that many
countries and the international community condemn and express their
deep concern about the Hungarian-Azerbaijani scandalous deal and the
Armenians worldwide organize protest actions in different countries,
including Beirut, in front of the Hungarian Embassy building.

The President Suleiman received the information with understanding and
expressed hope that negotiations concerning the peaceful regulation
of the Nagorno-Karabakh issue will be continued. He asked the Armenian
Ambassador to pass his warm congratulations to the Armenian President
in connection with the victory of the Armenian National Chess team
in the World Chess Olympiad.

On the same day the Armenian Ambassador Ashot Kocharyan met the
President of the Lebanese Parliament Nabih Berri, whom as well
he presented the details of the Hungarian-Azerbaijani deal. The
Ambassador Kocharyan informed about the special session held by the
Armenian National Assembly (NA) on September 5. The Ambassador Berri
was handed the announcement adopted by the Armenian NA.

Russian national team celebrates winning the gold medal in women’s
competition at the World Chess Olympiad in Istanbul ahead of second
China and third Ukraine.

Armenia and Russia claimed gold medals as the 40th edition of the
World Chess Olympiad finished in Istanbul on Sept. 9.

Armenia’s team claimed the gold in the men’s competition while the
Russians took home gold in the women’s event.

Armenian President Serge Sargsyan congratulated the national chess
team, who has walked away a winner three times in the last four
Olympiads.

“Very few countries have been able to register success like this in
the history of the Chess Olympiads and that fact fills our hearts with
pride,” Sargsyan said in a speech. “To be more precise, only teams
of the Soviet Union, Russia and Armenia won the Olympiads three or
more times.”

“The Armenian chess players not only raised the Armenian tricolor to
the Olympian heights three times, but also reiterated the truth that
we can be powerful individuals as well as a united team,” he said.

Armenia had nine wins, one draw and one defeat.

Russia, which also had nine wins, one draw and one defeat, won the
silver medal while Ukraine settled for the bronze with nine wins and
two defeats.

In the women’s competition, Russia won the gold medal with eight wins
and three draws.

China won the silver medal with eight wins and three draws, while
Ukraine came in third with seven wins and four draws.

The hosting Turkish teams lagged behind their opponents with the
men’s team coming 41st and the women’s team finishing 42nd.

(AGI) Sofia – After the 2-2 on its home pitch in the first match
against Italy, Penev’s Bulgaria beat Armenia by 1-0 in Sofia. It was
the B Group’s 2nd game. The home team prevailed thanks to a goal by
Manolev who had already scored against Italy at the 43′. Two expulsions
were executed at 73′ with a red card for Armenia’s Pizzelli and one
for Bulgaria’s Djakov.

But the story didn’t end there because at 77′ also Ghazaryan got
himself expelled, leaving the away team in only 9 players.

Thanks to this victory Bulgaria climbs to 4 points while Armenia,
which won by 1-0 in its first match in Malta and is scheduled to play
against Italy next, lags behind at 3 points.

said in Yerevan today that “Turkey should ratify Armenian-Turkish
Protocols”.

Addressing a joint press conference with Armenian Foreign Minister
Edward Nalbandian, he said that “the EU holds a common position on
the issue”, Mediamax reports.

Speaking on Ramil Safarov’s extradition from Hungary to Azerbaijan
and the following pardon, Jean Asselborn said that the EU is very

Yerevan/Mediamax/. Armenia doesn’t plan to reduce the number of its
troops in Afghanistan in 2013.

Armenian Defense Minister Seyran Ohanyan said this receiving the
Commander of the German Armed Forces Operations Command, Lieutenant
General Rainer Glatz today.

Seyran Ohanyan said that Armenia hails its cooperation with the German
armed forces within the NATO’s ISAF operation in Afghanistan.

“It’s already 2.5 years that the Armenian military servicemen have
successfully served in Afghanistan together with German and other
countries’ servicemen. The formula of this success is based on warm and
friendly relations between Armenia and Germany”, stressed the Minister.

Rainer Glatz hailed the participation of the Armenian side in the
operations in Afghanistan stressing that Armenian servicemen “are
very reliable, trustworthy and professional”.

On September 11, Lieutenant General Rainer Glatz was also received by
the Chief of the General Headquarters of the Armenian Armed Forces,
Colonel General Yuri Khachaturov.
