French MP says it is time to combine efforts to stop anti-Armenian
policy of Turkey and Azerbaijan

Ex – President of France Nicolas Sarkozy created the appropriate
conditions for the adoption of the bill criminalizing denial of the
Armenian Genocide, the incumbent president Francois Hollande must just
fulfill his electoral promise and pass the bill. French Union for
Popular Movement (UMP) MP Valerie Boyer, the author of the bill
criminalizing denial of the Armenian genocide, made such statement in
an interview with the Armenian Public Television.

She said that Francois Hollande during the election campaign promised
to adopt the bill, but today he is waging a different policy towards
Turkey. “We will wait and see if the President will fulfill his
campaign promise. The centennial of the Armenian genocide is coming
soon, and we should bring the case to the very end. Political forces
in France should support this initiative,” Boyer said. Turkey with his
hatred and aggressive policy contributed to putting the Armenian cause
on the European agenda.

In Turkey they have understood now that there are people in France who
are not afraid of them, the MP said. She recalled that after the
Senate passed her bill, she began to receive threats from Turks and
had to apply to the law-enforcement agencies to protect her family.

Valerie Boyer reiterated that she is going to put the bill on agenda
of the Senate and is currently lobbying for recognition of the
Armenian Genocide by other European countries. As regards allegations
against ex-president Sarkozy saying that he could sign the Senate
Resolution criminalizing denial of the Armenian Genocide yet before it
was vetoed by the Constitutional Court, Boyer said that Sarkozy could
not sign the document before the verdict of the Constitutional Court
as it would be illegal. Boyer said that Sarkozy was a very brave
president and contributed to adoption of the Resolution despite the
protests by Turkey and a number of European countries.

Boyer is sure that if passed, the bill would soften Ankara’s stance of
denying the Armenian Genocide and would prevent extradition and pardon
of the Azerbaijani murderer Safarov. Commenting on the reports that
Hungary extradited Safarov in exchange for Azerbaijani investments in
the amount of 3 bln euro, the MP said that she would not like to
believe that everything can be bought for money and oil. She called
inadequate France’s response to Safarov case. Boyer thinks that it is
time to combine efforts to stop the anti-Armenian policy of Turkey and
Azerbaijan’s challenges to Nagorno Karabakh, the French MP said.

The next immoral announcement by Azerbaijan: it sent a protest note to Russia

Russian ambassador to Azerbaijan Vladimir Dorokhin was summoned to the
Azerbaijani Ministry of Foreign Affairs and met by the Deputy Foreign
Minister Khalaf Khalafov on September 18. Azerbaijani Press Agency
informs about this refering to the Ministry of Foreign Affairs that
Khalafov told Russian ambassador that “Azerbaijan seriously protests
the actions held on the initiative of Russian-Armenian Union and on
the permission of Major’s Office of Moscow City on September 14,
concerning the extradition and pardoning of Ramil Safarov”.

Remind that Ramil Safarov is an Azerbaijani murderer who killed
Armenian officer Gurgen Margaryan with ax on 2004 in Budapest, during
the NATO trainings. Gurgen was sleeping while the criminal killed him.
Now Safarov is extradited to Azerbaijan and he is now in freedom.

The whole world expressed dissatisfaction towards such shameful deal
between Azerbaijan and Hungary.

And after releasing the criminal Azerbaijani officials are immoral
enough to condemn the Armenian actions against their mean step. After
Azerbaijani decision to release the ax-murderer make the situation
over Nagorno-Karabakh issue very strained. And now Azerbaijani
official is troubled that ”such statements seriously damage the
efforts made by OSCE Minsk Group co-chairs presided by Russian
Federation towards the peaceful settlement of Nagorno Karabakh
conflict and restoration of peace between Azerbaijan and Armenia”.
With its illegal decision Azerbaijani Government endangered the whole
negotiating process over NK issue.

`Criminal’ Aliyev urged `to restore atmosphere of trust with Armenia’-

Azerbaijani President Ilham Aliyev’s visit to Paris has been
accompanied with protest rallies. Hundreds of people met him calling
`criminal,’ French Le Monde writes.

According to the source, about 600 Armenian demonstrators called
Aliyev fascist, demanding to leave France.

President of France Francoise Holland called on Aliyev to `restore the
atmosphere of France with Armenia’ to create an opportunity for
resuming negotiations over Nagorno Karabakh conflict settlement.

Aliyev-Holland meeting lasted for half an hour.

La dévaluation du dram augmente la dette publique externe de l’Arménie

Le quotidien arménien Hayots Ashkharh (le Monde arménien) affirme que
la dévaluation en cours de la monnaie nationale, le dram, augmente la
dette publique externe du pays.

Le quotidien dit que le budget de cette année a affecté 157 milliards
de drams pour rembourser la dette, cependant, cette somme n’est plus
assez suffisante. Le fait est que cette somme a été calculée quand la
valeur de la monnaie nationale était plus haute. Ainsi, si au
commencement de l’année 157 milliards de drams étaient équivalents à
402 millions $, maintenant la somme est équivalente à 373 millions $.
Cela signifie que le gouvernement devra allouer des moyens
complémentaires de 2 à 3 milliards de drams pour rembourser sa dette
étrangère.

Le quotidien dit aussi la dépréciation de la monnaie nationale a un
effet positif sur les recettes du budget. Mais malgré cela, le fardeau
de la dette cette année sera significatif – la somme allouée pour le
remboursement de la partie principale de la dette nationale excédera
109 milliards de drams et 47 autres milliards de drams seront payés en
tant qu’intérêt. Ainsi, environ 15 % du budget sera employé pour payer
la dette d’état de l’Arménie.

À la date du 1 avril 2012 la dette publique étrangère totale de
l’Arménie était de 3,633 milliards de $, en hausse de 65 millions de $
par rapport au début de cette année. Cependant, avec une dette
publique de 40 à 45 % du PIB l’Arménie continue à être parmi les pays
avec des niveaux moyens de dette publique.

La Hongrie doit présenter ses excuses à l’Arménie

J’en appelle à tous les citoyens hongrois honnêtes en deçà et au-delà
de nos frontières : demandons pardon aux Arméniens que le gouvernement
hongrois a insultés contre notre volonté et honteusement en notre nom.
Début septembre, notre gouvernement a extradé à Bakou Ramil Safarov,
auteur en 2004 en Hongrie d’un assassinat à la hache d’un officier
arménien sans autre motif que sa nationalité arménienne. Un tribunal
hongrois l’a condamné à une peine de prison à perpétuité. Depuis 2004,
il purgeait sa peine en Hongrie. Mais aussitôt arrivé à Bakou, il a
été gracié par le président azerbaidjanais Ilham Aliev.

On ignore encore pour quelle raison notre gouvernement a procédé
ainsi. Mais en remettant à l’Azerbaïdjan cet assassin glorifié dans
son propre pays, il a commis un acte d’inhumanité, qui viole la morale
et constitue un geste juridiquement indéfendable.

La Hongrie est un Etat de droit millénaire dont nous sommes fiers.
C’est pourquoi nous exigeons que le gouvernement de Viktor Orbán
présente sans délais ses excuses à l’Arménie et cesse de contribuer au
conflit entre Arméniens et Azerbaïdjanais. Il doit le faire au plus
tôt, d’autant que selon les derniers échos à Bakou et à Erevan, on
peut légitimement craindre que l’extradition de Ramil Safarov ne
conduise à une reprise du conflit. Dans ce cas, la Hongrie serait
marquée du stigmate honteux de responsable de guerre.

Aux yeux de la communauté internationale, cette affaire constitue une
nouvelle preuve que notre chef du gouvernement démocratiquement élu
lutte en paroles contre le racisme, pas dans les actes. Voilà pourquoi
nous exigeons également qu’il fasse tout pour que la série de meurtres
racistes les plus graves de notre histoire ne sombre pas dans l’oubli,
et que les citoyens hongrois d’origine tsigane puissent enfin se
sentir pleinement citoyens en Hongrie. Nous exigeons que notre
gouvernement ne soutienne aucune de nos institutions culturelles dont
les dirigeants sont antisémites.

Enfin, Viktor Orbán doit cesser d’encourager les extrémistes : le
parallèle entre ses déclarations vulgaires à l’adresse de l’Union
Européenne et les bûchers de drapeaux allumés par le parti d’extrême
droite parvenu au Parlement saute aux yeux. Assez de doubles discours
! La Hongrie est un pays européen car jadis ses dirigeants éclairés en
avaient décidé ainsi. Ce sont eux que nous voulons fidèlement suivre.
Respectueusement à l’égard de tous ceux qui ne pensent pas comme nous,
nous refusons toute violence physique ou verbale.

Ruben Vardanyan in the list of “Top – 1000 Russian managers”

The Association of Managers and Kommersant have presented the XIII
annual rating of the leading managers of Russia. Ruben Vardanian is in
the list.

Less new names appeared in the present rating than in the last year
one. Here are the new names – Igor Sechin, Ruben Aganbekyan, Mikhail
Zadornov and Arkadiy Novikov.

To note, Ruben Vardanian is chairman of the Board of Directors and CEO
of the Troika Dialog Group.

a critical article about Ramil Safarov extradition to Azerbaijan and
his subsequent ”heroism” in Homeland. As Armenpress reports
columnist Amberin Zaman article entitled ” Azerbaijani justice: act
axe murdering raise your rank ”dwells on not only Armenian officer
Gurgen Margaryan axe assassination but international law violation in
Budapest.

”Eight years ago Azerbaijani officer Ramil Safarov axed to death
Armenian officer Gurgen Margaryan when the latter was sleeping ,
during English language courses program in Budapest . He was
sentenced to life imprisonment. Safarov was extradited to Azerbaijan,
where he was welcomed as national hero. Azerbaiajni President granted
him pardon and released from further punishment. The state even
awarded him with a flat, presented 8 year wage and raised military
title. Azerbaijan had paved the way for Safarov ”glorious” return
for ages, as if Margaryan vilified Azerbaijani flag, yet Hungarian
court failed to present evidence. No matter from what point of view
one regards the event; it is fact international law was axe murdered
jointly with Margaryan”.

News are circulated that Hungarian Government badly in debts sought
for its benefit. There is a version Azerbaijan purchased Hungary state
shares by 3 billion. For that reason Hungary was accused by European
Parliament, reputable countries and international organizations for
that scandalous deal. Reportedly Armenia suspended relations with
Hungary” the author quotes.
Ramil Safarov axe murdering Armenian officer Gurgen Margaryan on
February 19, 2004 in Budapest, sentenced to life imprisonment was
transferred to Azerbaijan, when he granted hero title.

Le public sous le charme du baryton arménien

Nous nous réjouissons du succès de notre ami Mourad à Payzac et je
reprends les propos de Pierre Thibaud :

“Samedi soir, le chanteur lyrique arménien Mourad Amirkhanian était
l’invité de la commune de Payzac et de l’écomusée de la papeterie de
Vaux, qui fête cette année ses dix ans d’ouverture au public. Cette
rencontre a pu se faire grce à une amie du chanteur, professionnelle
du monde musical et originaire de Lanouaille.

Dire que le public présent à l’église Saint-Sauveur a été séduit
serait bien en deçà du véritable coup de foudre qu’ont ressenti les
spectateurs à l’écoute de ce baryton basse, lauréat de plusieurs prix
internationaux. Le chanteur a présenté un récital d’`uvres rares, en
particulier françaises, russes et arméniennes.

Pour reprendre une spectatrice, la voix de Mourad Amirkhanian coule «
comme du miel sur les monts d’Arménie ». Elle se découvre profondément
grave, toute à la fois puissante et contenue, épanouie dans les `uvres
arméniennes contemporaines.

En fin de concert, accompagné par le pianiste russe Antoine Metelin,
le chanteur a interprété le « Se canto » occitan de Gaston Phébus,
repris par tout le public, faisant écho à son « Arara », l’hymne
d’Arménie qu’il chante avec fougue.

Après le récital, le maire de Payzac et conseiller général Jean-Michel
Lamassiaude a rendu hommage à l’artiste, lui souhaitant une longue
carrière”.

Azerbaijan’s ancient maps to be searched in Library of Alexandria

The Institute of Oriental Studies of the Azerbaijani National Academy
will undertake studies in the Library of Alexandria in Egypt to find
Azerbaijan’s old maps, Institute director Govhar Bakhshaliyeva told
Trend on Wednesday.

She added that she will visit Egypt in this regard.

Bakhshaliyeva stressed that there is information about Azerbaijan’s
ancient maps at the Library of Alexandria.

After these studies are completed, Azerbaijan’s historical-geographic
atlas will be published, Bakhshaliyeva said.

She added that she had found the maps refuting Armenian claims that
the capital of the so-called “Great Armenia” was on the territory of
Azerbaijani Askeran region.

Two Western astronauts declared personae non gratae in Azerbaijan

Azerbaijan’s Foreign Ministry has put US astronaut Charles Duke and
Swiss astronaut Claude Nicollier on the black list for visiting
Nagorny Karabach without approval from Baku, a spokesman with the
Ministry told Interfax.

On September 16, the astronauts traveled to Nagorny Karabakh to take
part in the conference `Human and Space’.

Nagorny-Karabakh is a region that is officially part of Azerbaijan,
but under Armenian control.
