A deputy foreign minister of Armenia has commented on a recent
statement by Natig Hasanov, the head of Azerbaijani Economic
Development Ministry’s intergovernmental economic cooperation
committee, who said the Ministry had estimated what he called the
damages caused by the Armenian occupation.

Below is an excerpt from Shavarsh Kocharyan’s interview to the
Armenpress news agency.

How would you comment on Azerbaijan’s financial claims to Armenia?

It is impossible to find a qualitative criterion to estimate the
damages Azerbaijan caused to Karabakh, Armenia and itself, by using
force and pursuing Armenophobic policies.

In response to the Nagorno-Karabakh people’s right to self
determination, Azerbaijan committed massive slaughters and ethnic
cleansing against the self-determined Nagorno-Karabakh; it unleashed
a large-scale aggression that led to many victims and the devastation
of many cities and towns, the destruction of infrastructures and the
occupation of the Nagorno-Karabakh Republic, which continues to date.

And today, declaring a night axe-murderer a hero, refusing to
withdraw snipers, elaborate investigation mechanism and strengthen
the ceasefire, and inciting provocations on the Line of Contact,
Azerbaijan bears a responsibility for every killed person, regardless
of ethnic origins.

The fraudulent misrepresentation of figures or the regional history
will not help the Azerbaijani leadership to avoid responsibility
for both the human losses and [the attempts of] of torpedoing the
mediators’ efforts towards settling the conflict and establishing
peace and security in the region.

RA NA President Receives The USAID Mission Director For Armenia

On September 26 the RA NA President Hovik Abrahamyan, Mission Director
for Armenia for the United States Agency for International Development
(USAID) Karen Hilliard.

Congratulating Mrs Hilliard on the occasion of being appointed Mission
Director for Armenia for the United States Agency for International
Development, Hovik Abrahamyan highlighted and effectively appreciated
the activity of the Agency in Armenia. In the NA President~Rs word,
during the 2-year activity in Armenia the USAID programs have developed
and have turned from mere humanitarian assistance into programs
of long-tern economic development, sustainable social policy and
boosting of democratic reforms. Hovik Abrahamyan highly appreciated
the USAID-RA NA cooperation and emphasized its continuity, noting
that he would do his best in supporting the program.

Karen Hilliard has expressed conviction that from now on the
cooperation with the Armenian Parliament will be effective and has
noted that her goal is not only to keep the level of the existing
cooperation, but also to more develop and deepen it. She has noted that
the NA will implement a four-year cooperation program, which is aimed
at strengthening the capabilities of the parliament, particularly of
the standing committees.

At the meeting other issues relating to further cooperation were
also discussed.

YEREVAN. – Ramil Safarov’s extradition will suspend the
Nagorno-Karabakh peace talks, Caucasus Institute Deputy Director,
political analyst Sergey Minasyan said during a press conference
on Wednesday.

In his view, at present it will be hardly possible to register any
progress in the negotiation process. “It is difficult to expect any
change in such climate,” he added.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

To note, Gurgen Margaryan would have turned 34 on Wednesday.

Hranush Hakobyan, the minister of Diaspora, stated during the
presentation of the 2011 state budget performance report in the
National Assembly that she had 11 business trips and spent at least
3 days a month abroad last year. Hranush Hakobyan said she feels
obliged to visit all the organizations.

“If the Diaspora thinks the ministry is meant to collect money from
them, the ministry won’t enjoy respect,” said Hranush Hakobyan.

Hranush Hakobyan is right about collecting money because Hayastan
all-Armenian Fund is enough to collect money.

But was the ministry of Diaspora set up for Hakobyan’s business trips?

What would change in Armenia-Diaspora relations if Hakobyan’s trips
were not 11 but 8 or if she spent abroad 1 instead of 3 days a month?

What would change if the minister of Diaspora didn’t leave on business
trips at all?

The problem is not the state budget of Armenia or the taxpayers’
money spent for the minister’s cognitive trips. Her 11 business trips
are just a drop of water in the sea of “kickback”.

The problem is that the Ministry of Diaspora has defined what it does
not serve for but there are issues relating to its undefined mission.

The issue of the Armenian Syrians revealed that the ministry lacks a
defined mission. Otherwise, Armenia would have been ready to react
to the Armenian Syrians’ issue because the situation there did not
occur in one night but was lasting a year. But Armenia was found out
to have worked badly both with the Armenian Syrians and in Armenia.

Meanwhile, if there is a Ministry of Diaspora, it should be better
organized.

So, Hranush Hakobyan can boost the number of her trips up to 15. After
all, there are all the grounds for that. The Armenian Diaspora is
growing thanks to the high rate of emigration. But a conclusion should
be drawn from this. The Ministry of Diaspora is not meant for mutual
visits of the minister and the Diaspora organizations. The ministry
is not supposed to act as a government agency with old traditions
but a research institute dealing with the Diaspora issues.

Consequently, not the minister or any other official but experts
and scholars should leave on business trips to ensure a complete and
deep vision and prospect for the Diaspora not only in terms of the
Armenian communities but the tendencies in the country they live in.

Sport and Youth Affairs Minister Hrachya Rostomyan said he does not
think Armenia has failed at 2012 London Olympics.

“As compared with the previous games, Armenia has improved its
performance shifting to 60th place from 82d. Though I do agree that
we had more expectations,” the minister said at the National Assembly
budget discussions.

In response to Republican party MP Arthur Gevorgyan’s question,
Rostomyan said he has personally voiced that the system is imperfect.

As to Olympiads and other sport events, the minister said the Armenian
sportsmen are participating in them only by 16.5 percent of their
possibilities and the results are naturally the same.

MP Gevorgyan said if a new concept is not worked out the failure will
be registered in four years as well. “The partial success of the boys
does not mean we have successfully performed. We should take into
consideration that academic sport has stopped developing in Armenia,”
he said.

The minister also confessed that the financial means of sport
federations are not enough. For instance the 110 million drams
allocated to the Boxing Federation is enough only for few trainings,
few official tournaments and that’s all.

The minister also expressed opinion that the chairmen of federations
must not necessarily be specialists of sphere, they can be good
managers, like in case of Wrestling Federation.

program of Armenian Diaspora Ministry currently totals 2500, Minister
Hranush Hakobyan said.

“600 people settled up in Armenia in the past three years, with 10
participants having married in the framework of Come Home program,”
she said, in response to ARF Dashnaktsutyun member Artsvik Minasyan
request to specify the number of Armenians having retuned to homeland
in the framework of the ministry programs.

Dwelling on the investments attracted, Minister Hakobyan said
the ministry organized a large-scale conference in 2011 with
representatives of different countries’ chambers of commerce
participating.

“The business relations established during the conference already
yield positive results. A Diaspora family presently considers an
opportunity to set up a plastic-producing plant in Armenia,” she
said, adding that the tourism development index increased by 20-30%
since the establishment of the ministry, with 30 000 people willing
to receive dual citizenship.

Ramil Safarov will consolidate current status quo in Karabakh conflict,
the deputy director of Caucasus Institute said.

As Sergey Minasyan told a news conference in Yerevan, “no progress
in Karabakh settlement talks is to be expected in foreseeable future.”

“Armenia and NKR adhere to their stance of allowing no concessions
in exchange for security until the status of the Nagorno Karabakh
Republic is determined,” the expert concluded.

Ramil Safarov, the Azerbaijani army officer who was serving a life
sentence in Hungary for axing to death Armenian Lt. Gurgen Margaryan,
was extradited to Azerbaijan and pardoned by Azerbaijani President
Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary.

Hungary, however, states that it had sent Safarov back to Azerbaijan
after receiving assurances from the Azerbaijani Justice Ministry that
Safarov’s sentence, which included the possibility of parole after
25 years, would be enforced.

According to some reports, Safarov was extradited to Azerbaijan in
exchange for Azeri purchase of Hungarian securities worth Euro 2-3
billion, an information official Budapest denies.

“Hungarian prime minister is “morally bankrupt” and should resign
after admitting that he personally approved the transfer of the Azeri
axe murderer while knowing the likely consequences,” the leader of
the opposition Socialists said earlier.

Attila Mesterhazy said it was clear from Orban’s comments at a
news conference on Tuesday September 11 that he had been aware that
Azerbaijan would release the life-sentenced Ramil Safarov after his
repatriation.

Nagorno-Karabakh conflict, in parallel with the OSCE Minsk Group must
be dealt with other international organizations, the Vice-Speaker of
the Azerbaijani Parliament Bahar muradova said.

Azerbaijan’s efforts to bring the conflict to a settlement with other
organizations do not prevent the existence of the OSCE Minsk Group.

I.e., the Azerbaijani side can lead this process in parallel, said
Monday in an interview with the ruling party “Yeni Azerbaijan” (NAP),
Vice-Speaker of Azerbaijani parliament Bahar Muradova.

According to her, Azerbaijan has always declared allegiance to
the peace talks, and proving this case, highlights the need input
from other international organizations in the settlement of the
Nagorno-Karabakh conflict.

“We have raised this problem in the UN and other international
organizations. Currently on the agenda of the UN General Assembly
are two issues related to the occupied territories of Azerbaijan,
and is expected to discuss them. So we need to continue efforts in
all directions” – Muradova said.

The mechanisms are still used in the settlement of the Nagorno-Karabakh
conflict, are ineffective, and therefore settlement is delayed,
said Muradova.

“We have repeatedly stated that the activities of the co-chairs do not
suit us. I believe that if there is political will, the settlement
of the conflict is possible in this format. However, if you start
from scratch, it could further delay the issue,” – said Muradova .

It has been said that “weapons speak to the wise — but in general
they need interpreters.” Last week, several military exercises were
conducted in the Caucasus. What political messages do these weapons
and these exercises hold?

Russia’s “Kavkaz-2012” military exercise sparked discussions around
the region. Held Sept. 17-23 in the North Caucasus and adjacent
sectors of the Black and the Caspian Seas, the exercises involved
8,000 military personnel. The participation of President Vladimir
Putin added additional impetus to speculation among experts,
many of whom also recalled that the last time Moscow held such a
large-scale military exercise was in advance of the 2008 August
Russian-Georgian war. Thus official Tbilisi along with independent
experts in Azerbaijan declared that this seems to be an attempt
by Moscow to show off its military muscle to the South Caucasus
countries. Several months ago, Georgian officials stated their worry
that Moscow would stage a provocation during the run up to the Oct. 1
Parliamentary election. This speculation is based on a scheduling
change: The Kavkaz-2012 military exercise was unexpectedly moved to
end of the September, which Tbilisi interpreted as a threat.

Following the conclusion of the exercises, it seems an opportune
moment for analysis. It does seem clear that one of aim was to
demonstrate Moscow’s military prowess to the Western-oriented
post-Soviet countries, notably Georgia and Azerbaijan; but there are
other dynamics at play here too — first to test out the “Iranian
scenario.” If there is a Western/Israel military engagement in Iran,
Moscow wants to demonstrate its military capability. This would be a
message for the West and NATO, rather than Georgia. For Moscow, a US
and Israeli strike on Iran is not a question of if, but when. Russia is
not interested because of its plans to intervene in Iran, but because
Western/Israel actions could provide the Kremlin with an excellent
pretext to intervene elsewhere. Second, Russia wants to consolidate
its military capabilities before the Sochi Winter Olympics in 2014. On
a number of occasions Russian special services have indicated their
fear of some provocation by Georgia, as Sochi, of course, is very
close to the occupied Georgian territories. Speaking as a president,
current Prime Minister Dmitry Medvedev explicitly warned of threats to
the 2014 Sochi Winter Olympic Games and actually mentioned Georgia in
this context during a meeting of Russia’s National Security Council
in Sochi on Feb. 18, 2011. In response, Georgian President Mikheil
Saakashvili told a local television channel a few days later that
“creating a physical threat” to the 2014 Sochi Winter Olympic Games
“is neither in our plans, nor our capability.”

However, on May 20, 2011, the Georgian Parliament passed a resolution
whereby Georgia became the first country to recognize the 19th
century massacres and deportations of Circassians by Tsarist Russia
in the northwest Caucasus as “genocide.” Georgia’s recognition of
the Circassian massacre as genocide seems like an anti-Russian policy
move with regard to the Sochi Olympic Games, given that the Olympic
Charter states that the Olympic Games cannot be held in a territory
where genocide has taken place.

The third reason for holding the military exercise is to test the
reforms within the Russian army. President Putin’s appearance at
the first day of the exercise was likely designed to emphasize his
personal role: Putin, father of military reform.

Indeed, Russia will increase its defense spending by 53 percent
between 2011 and 2014, which means a clear militarization of the
Russian state budget.

Although NATO Secretary General Anders Fogh Rasmussen’s statement
that Russia had failed to officially notify the alliance about the
aims or terms of the exercise, there are clear grounds that disprove
Rasmussen’s allegation.

Firstly, in December 2011, the chief of the General Staff of the
Russian Armed Forces, Gen. Nikolai Makarov, convened a briefing
of foreign military attaches in Moscow, which was attended by NATO
officials.

Secondly, the Founding Act on Mutual Relations, Cooperation and
Security between NATO and the Russian Federation of 1997 states that
the parties must be notified officially if the numerical strength
exceeds more than 10,000 servicemen (in the Kavkaz-2012 maneuvers,
8,000 military personnel were involved), and the maneuvers were
conducted not only at a distance from the borders of any NATO
countries, but also more than a hundred kilometers from the Georgian
border.

It should also be noted that before Kavkaz-2012, the Russian-backed
Collective Security Treaty Organization (CSTO) held a military
exercise in Armenia called “Interaction-2012” (Sept. 15-19), which
was designed to test the organization’s 20,000-strong Collective
Rapid Reaction Forces. Although less important than Kavkaz-2012, the
CSTO exercise in Armenia is arguably more significant, on the grounds
that after Uzbekistan’s exodus (or in the words of Uzbek officials,
“suspension of membership”), CSTO wants to demonstrate its strength.

Even more importantly, while the scale of the CSTO exercises operation
was much smaller than last year’s, the political messages to Azerbaijan
and Georgia were more significant. The question of CSTO’s right to
intervene if Azerbaijan starts a military liberation operation in
Karabakh has long been a matter of debate. In this small exercise,
Moscow sought to underline its support to the Armenian leadership.

In the meantime, the “Eternity-2012” staff headquarters trainings
for Azerbaijan, Turkey and Georgia began on Sept. 24 and will end Sept.

28. This annual computer-supported training focuses on the protection
of oil and gas pipelines. Despite the timeline of other military
training in the region, this is genuinely designed for pipelines.

The recent military exercises in the region are another step in a
carefully articulated political dance on the part of the governments
involved, with demonstrations of military ambition, territorial
anxiety and political showmanship. The conclusion of this “dance” seems
open-ended, and certainly the history of such interaction is long.

A senior Armenian lawmaker called Azerbaijan “an authoritarian state”
where a murderer will be treated as a hero in response to a speech
by the Azeri president on Saturday that demonized “the world Armenian
community” as Azerbaijan’s “greatest enemy.”

“The difference between Armenia and Azerbaijan is increasing, According
to assessments by influential international organizations, Armenia
is building peaceful democracy while Azerbaijan is an authoritarian
state where power is inherited by the son from his father,” Eduard
Sharmazanov, deputy speaker of Armenia’s parliament, said in Yerevan.

“We treat the Armenian chess team as our heroes, they treat a murderer
who has hacked a sleeping soldier to death with an axe as a hero,”
Sharmazanov said.

On August 31, Hungary repatriated Azeri army officer Ramil Safarov,
who had been sentenced to life imprisonment in Hungary for murdering
an Armenian officer. Azeri President Ilham Aliyev pardoned Safarov
the day the officer returned home.

In a speech at a conference of Azerbaijan’s diplomatic service
on Saturday, Aliyev urged Azeri diplomats to counteract the world
“Armenian lobby.”

“The Armenian lobby is our greatest enemy. Because the Armenian lobby,
the world Armenian community, has chosen Azerbaijan as its number one
target. We must constantly fight this,” Aliyev said in his speech,
which was published by Azeri official media.

Aliyev complained about “articles that are full of false anti-Azeri
information.” “Those circles want to stain the positive image of our
country. Therefore, our ambassadors, our embassy officials must be in
permanent contact with such printed media and explain their erroneous
policy to them,” the president said.
