YEREVAN. – Armenian Police have commenced disarming the security
personnel of the oligarchs because carrying weapons is prohibited,
except for cases permitted by the law, Hraparak daily reports.

`We learned that the bodyguards of `Gasoline Rubo’ – former [Prosperous
Armenia Party] PAP, currently [ruling coalition’s Orinats Yerkir (Rule
of Law) Party] RLP member, Ruben Masumyan – and of a furniture store
director were `disarmed’ in the past two days. And the first `victim’
was [National Assembly] NA MP, PAP member Karo Karapetyan.

In an interview with us yesterday [Friday], [Police Chief Vladimir]
Gasparyan noted as follows in this regard: `This is a continuous
process and it concerns everyone.’

Let us see when the [ruling Republican Party] RPA oligarchs’ turn will come.

To note, [this] operation is primarily carried out in the evening
hours,’ Hraparak writes.

Bakou continue ses menaces contre l’ouverture prochaine de l’aéroport
de Stepanakert la capitale de la République du Haut Karabagh. Un
dirigeant azéri chargé du développement du tourisme, Roustam Ahmedov a
proposé qu’en « contrepoids » de l’aéroport du Haut Karabagh,
l’Azerbaïdjan ouvre un autre aéroport dans les plaines du Karabagh,
région non montagneuse proche de la République arménienne. « Cela
permettra à l’Azerbaïdjan de reprendre position dans la région et d’y
développer des manifestations internationales » dit R. Ahmadov. Il ne
cache pas que l’objectif de cette construction d’un nouvel aéroport
étant par l’utilisation du terme « Karabagh » de faire oublier celui
de Stepanakert « et contrer les Arméniens qui présentent le Karabagh
comme leur territoire ». Signalons enfin que Dimitri Adabachian le
responsable de la compagnie aérienne « Artsakh Air » a déclaré que le
nouvel aéroport de Stepanakert entrerait en activité dans les
prochains jours.

Législatives en Géorgie : confrontation entre Saakachvili et un milliardaire

La Géorgie élit ses députés lundi lors de législatives où le parti du
président Mikheïl Saakachvili affronte une coalition d’opposition
dirigée par un milliardaire, un scrutin qui pourrait être influencé
par un récent scandale de torture dans une prison.

La révélation la semaine dernière de vidéos de scènes de torture de
détenus dans une prison de Tbilissi a suscité des manifestations dans
le pays et des condamnations de la communauté internationale, mettant
le parti au pouvoir dans une situation délicate à quelques jours des
élections.

M. Saakachvili et son principal opposant, le milliardaire Bidzina
Ivanichvili, ne se sont faits aucun cadeau au cours d’une campagne
teintée de `provocation` et d’`agressivité`, selon des observateurs de
l’OSCE dans ce petit pays du Caucase de 4,5 millions d’habitants.

`Nous assistons à un affrontement entre deux fortes personnalités,
deux grands ego, chacun voulant battre l’autre et refusant tout
compromis`, a déclaré à l’AFP Thomas de Waal, spécialiste du Caucase à
l’institut Carnegie.

La coalition d’opposition Le rêve géorgien de M. Ivanichvili accuse M.
Saakachvili de mettre en place un régime autoritaire dans cette
ex-république soviétique minée par la pauvreté.

M. Saakachvili affirme lui que son principal opposant, s’il arrivait
au pouvoir, mettrait fin à la modernisation du pays et le renverrait à
son passé marqué par la corruption et le chaos.

Alors que le Mouvement national unifié de M. Saakachvili arrivait
devant le Rêve géorgien de M. Ivanichvili dans la plupart des sondages
réalisés avant la révélation du scandale de tortures, il est difficile
de prédire les éventuelles répercussions de cette affaire sur le
scrutin.

Les Etats-Unis et l’Union européenne ont appelé à des élections libres
et équitables dans ce pays qui ambitionne de rejoindre des
institutions occidentales comme l’Otan, au grand dam de la Russie.

M. Saakachvili a promis les élections `les plus libres, les plus
transparentes` depuis l’indépendance de la Géorgie en 1991 après la
chute de l’URSS, tandis que M. Ivanichvili – condamné à des amendes de
plusieurs millions d’euros pour infraction à la loi électorale – a
dénoncé des manipulations du parti au pouvoir et brandi la menace de
manifestations de masse après les élections.

`Polarisation` et `intolérance`

Le parti M. Saakachvili a accusé M. Ivanichvili, dont la fortune est
estimée à quelque 5 milliards d’euros, d’agir dans les intérêts du
Kremlin. Des accusations niées par le milliardaire pro-occidental qui
dit vouloir rétablir avec la Russie les relations rompues depuis la
courte guerre de l’été 2008 pour le contrôle de la république
séparatiste pro-russe d’Ossétie du Sud.

La pauvreté et le chômage ont été les principaux thèmes de la campagne.

Aux yeux des analystes, les hostilités au cours de cette campagne très
mouvementée ont mis en relief la fragilité de la démocratie
géorgienne.

`La polarisation dans la société et l’intolérance vis-à-vis des rivaux
en politique a atteint des niveaux extrêmes`, a déclaré à l’AFP
l’analyste indépendant Ghia Nodia.

Ces législatives sont cruciales dans la mesure où des changements dans
la Constitution vont accroître les pouvoirs du Parlement et du Premier
ministre, et réduire ceux du président en 2013, année qui marquera la
fin du second mandat de M. Saakachvili.

Le Mouvement national unifié de M. Saakachvili détient 119 des 150
sièges de l’assemblée sortante. Il est au pouvoir depuis 2004, à
l’issue d’une mobilisation pacifique baptisée `Révolution de la rose`
qui a chassé l’ancien président Edouard Chevardnadze, ex-chef de la
diplomatie soviétique.

Sept. 27–Metsamor Nuclear Power Plant in Armenia poses a great threat
to the whole region, Turkish Haberturk newspaper quotesthe country’s
Energy Minister Taner Yildiz, as saying on Thursday.

Yildiz said the Metsamor NPP has been already functioning for more
than forty years and it is unreliable.

Armenia plans to build more powerful nuclear power plant than a plant
in Metsamor. The project is expected to cost $ 1 billion. Operation
life of Metsamor NPP expired in 2010, but Armenia and the IAEA experts
have agreed to continue the operation of the plant until 2016.

The Nuclear Power Plant is located in a seismically active zone, about
30 miles west of the Armenian capital of Yerevan, which has a
population of over one million people.

As a result of the devastating earthquake in Spitak in 1988, Armenian
authorities decided to close the Metsamor NPP. But the difficulties
related to the Armenian-Azerbaijani Nagorno-Karabakh conflict
(particularly the economic blockade by Azerbaijan’s ally, Turkey)
forced country’s leadership to restart the plant in 1993.

According to environmentalists and scientists from all over the
region, seismic activity of the area makes operation of the nuclear
power plant in Metsamor in an extremely risky venture, even if new
type of reactor is constructed.

Turkish FM: Nagorno-Karabakh conflict must be resolved within the

Turkish Foreign Minister Ahmet Davutoglu, speaking at the 67th session
of the UN General Assembly has once again confirmed his country’s
position on the Nagorno-Karabakh issue.

“The Nagorno-Karabakh conflict has not been resolved for two decades.
We believe that this problem should be to find a solution within the
framework of the territorial integrity of Azerbaijan”, – he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Baku-APA. The Foreign Minister of Azerbaijan Elmar Mammadyarov met on
September 27 with the OSCE Minsk Group Co-Chairs on the sidelines of
the 67th Session of the UN General Assembly. According to the
information of the Press Service of the Ministry of Foreign Affairs,
the officials discussed the current standstill in negotiation process
because of Iravan’s direct guilt.

Elamar Mammadyarov said that Armenia uses all tricks and pretexts to
keep `Status -Quo’. Confirming the statements by their presidents, the
co-chairs said, the `status- quo’ is unacceptable for them.

E. Mammadyarov stressed that the peace, security and stability in the
region will remain under threats until Armenia rejects to withdraw its
Armed forces from the occupied territories of Azerbaijan.

who dares to be different

Renowned for his work with Armani, Kenzo, Christian Dior and Jean Paul
Gaultier, Francis Kurkdjian has made a name for himself as a perfumer
who dares to be different. The Armenian-French winner of a Prix
Francois Coty (the Oscar of the perfume world) launched Maison Francis
Kurkdjian (MFK) in 2009.

“Even before having my own company and brand, I always tried to be
different; not just to be different but to bring new ways to look at
things, new ways of doing perfume,” he says. “For so many years,
perfume has been restricted to being bottled, the work of the perfumer
restrained to the art of blending.”

Kurkdjian is talking about past collaborations such as scenting the
fountain of Versailles, creating the smell of money for French artist
Sophie Calle and a dessert for the Hotel Plaza Athenee Paris, and his
infamous perfumed bubbles that featured in the Shanghai Expo in 2010.
Visit his Paris atelier and you’ll also find scented incense paper,
his popular Tour Atour perfumed leather bracelets and scented bubbles
designed for children.

“Installation is a great way to give people the beauty of perfume,” he
says. “When you look at the numbers, not that many people use perfume
on a daily basis, especially bespoke fragrances, which are more than
niche.”

Despite his laments about the size of the market, the perfumer has
become synonymous with contemporary fragrances, creating an array of
MFK perfumes such as Aqua Universalis, APOM (A Piece of Me), Lumiere
Noire, OUD, Pour le Matin and Pour le Soir. He has even been knighted
Chevalier des Artes et des Lettres by the French Ministry of Culture.

Kurkdjian’s latest creations, Amyris Femme and Amyris Homme, debuted
this year. Dedicated to his sister, this is his third “couple”
fragrance.

“The first steps are the inspiration and the name.” he says. “I don’t
write any formulas. It’s not about the scent – it’s a pitch, a
script.”

In this case, the name comes from a tree that grows in Jamaica while
also bringing to mind amyron, Greek for “intensely fragrant” and the
flower iris.

“I smell the different grades of iris I have used,” he says, sniffing
the two scents on testing paper. “The magic of this product is that
the more it dries, the more it smells, which makes it unique in terms
of ingredients. What is beautiful is how it resonates with other parts
of the product and how it makes the whole beautiful, nature adding an
extra value we can’t bring.”

The men’s scent suggests smoky tobacco, while the women’s blend is
light and floral with a subtle sophistication.

“This third ‘couple’ fits daily ready-to-wear,” Kurkdjian says,
summing up the typical Amyris Femme wearer.

“She works, she’s a mum, she’s a lover, she has kids; in 15 minutes
her day’s preparation must already be complete. Amyris suits that kind
of way of living. No matter what you do or who you are, it will fit

separate meetings with Armenian and Azerbaijani Foreign Ministers in
New York.

`The Co-Chairs discussed recent developments in the region and
continued to urge the parties to return to the substance of the
Nagorno-Karabakh negotiations. The Co-Chairs expressed their concern
over the lack of tangible progress in recent months. The Ministers
reiterated their support for a peaceful solution, and their readiness
to continue the negotiations’, the statement issued by the mediators
says.

Armenia to raise minimum wage

YEREVAN Sept. 27

Armenia’s minimum wage would be raised 7.5 percent next year, Finance
Minister Vache Gabrielyan said Thursday.

Starting from January, the minimum monthly pay will be increased from
AMD 32,500 (about 80 U.S. dollars) to AMD 32,500 (86 dollars).

The government said it aimed to double the minimum wage during the
2012-2017 period.

Official statistics put the country’s average monthly salary at about
300 U.S. dollars in 2011. The mimimum wage has been raised twice in
the past four years.
