Georgia’s parliamentary elections showed the Georgian people are
dissatisfied with the ruling authorities, expert on Georgia’s issues
Jonny Melikyan told the reporters today.

He said during the 7-8 months the opposition managed to consolidate
the majority and show that they are the force able to reach its goal.

“As of the moment the opposition leads in the polls. Georgian
Dream opposition coalition as of the moment has gathered 54 and the
authorities 40 percent of votes. Such results were not expected. The
prison case mixed everything, making people understand that nothing
has changed in the field,” he said.

Jonny Melikyan said Javakhk’s participation in the elections was
minimal and Armenians were expected to vote for the ruling party
while they voted for the opposition.

“Though the results of the polls were not ready yet, exit poll showed
that Javakhq has voted for the opposition. As of the moment we know
that an Armenian candidate won in Akhalkalak,” he said.

The speaker said the elections were not liberal due to distributed
election bribes, people were brought to polling stations on cars but
Bidzina Ivanishvili has won in the elections after conducting a great
lobbying in the West.

“The external forces showed Saakashvili that there are borders neither
of the authorities should cross. The elections showed that the external
influence on Georgia is great and the opposition representatives will
fight till the end,” Melikyan said.

Union of Armenians of Russia states to support the ex-foreign minister,
Member of Parliament Vartan Oskanian.

“Prosecution of a famous political figure in the pre-election period
arouses doubts about the political motivation of this case. As a
member of a well-off family of jewelers, Vartan Minas Oskanian is
not the person to be the target of fight against corruption and
shadow economy.”

“The law enforcement bodies must stop prosecution; the grounds are
up to the law enforcement bodies,” the Union of Armenians of Russia
states, urging the parliament to vote against the motion of the
prosecutor general to strip Vartan Oskanian of parliamentary immunity.

The Union states the respectable diplomat and political figure should
not have to prove his innocence in parliament.

The Union calls on Armenians and the citizens of Armenia to collect
signatures for Oskanian to submit to the president of Armenia, and
urges the leader of the Prosperous Armenia Party to defend the good
name of Vartan Oskanian who has become the symbol of foreign policy
of Armenia and a vivid example of successful repatriation.

With a politically motivated case against Oskanian there, nobody will
dare invite Armenians to Armenia and ask for their assistance.

Azerbaijani army officer Ramil Safarov, who was supposed to spend
the rest of his life in a Hungarian jail after being convicted of
hacking to death a sleeping Armenian colleague at NATO-sponsored
English languages courses in 2004, seems to have had it all after
being controversially extradited and pardoned by President Ilham
Aliyev upon repatriation.

Now the 35-year-old confessed killer, who was promoted to the rank
of major, given a house and eight years’ worth of back-pay after
returning home to a hero’s welcome on August 31, is getting ready
for marrying a woman who is said to have waited for him to return
from jail during all these years.

Quoting members of the Safarov family the Azerbaijani news website
1newz.az reports that the “lucky girl” is Shebnem Mamedova and the
wedding is planned soon. No other details are reported.

On October 1 the Chairman of the NA Standing Committee on Foreign
Relations Artak Zakaryan and the Chairman of the NA Standing Committee
on Financial-Credit and Budgetary Affairs Gagik Minasyan met with the
Vice President of the Bundestag of the Federal Republic of Germany
(FRG) Wolfgang Thierse.

Welcoming the guests Gagik Minasyan noted that the Committee led by
him had long and effective history of cooperation with the German
side. The Committee Chairman said that in the parliament of the
previous convocation the Committee had implemented a programme with
the German Agency for Technical Cooperation (GTZ), which was aimed at
assisting the strengthening of National Assembly’s capabilities with
regards to the foundation of the programme budgeting. It was noted
that with this prgramme budgeting executive the discussions of the
report of the previous year’s budget executive had been presented.

According to Gagik Minasyan, up to the end of the year a law is
envisaged to pass, under which, all the state budgets will be
presented with that system. He informed those present that a new
programme had been initiated, which had been endorsed by the German
BMZ organization. The Committee Chairman noted that in October the
Committee and the GTZ Yerevan Office would sign a joint memorandum,
which would be aimed at creating a budgetary office in the National
Assembly and carry out an oversight towards state budget executive and
involved credit means. Gagik Minasyan expressed hope that the programme
would be successfully implemented, and it would be a new stone on
the wall of a building, which is called Armenian-German friendship.

Thanking for reception the Vice President of the German Bundestag
Wolfgang Thierse, highlighted the effective implementation of the
joint programmes between the GTZ and the Armenian side.

At the guest’s request Artak Zakaryan touched upon Armenia’s
foreign policy and the regional problems. He noted that the agenda of
Armenia’s foreign policy was almost unchanged. “And within the Eastern
Partnership and the New Neighbourhood programme we are concerned
about the European integration, particularly, in the issues of
the Association Agreement, deep and comprehensive free trade area,
readmission and visa facilitation,” Artak Zakaryan said. According
to him, our international counterparts always highly assessed the
foreign policy being pursued by the RA President, and it is aimed at
the stability in the region and strengthening of peace. “It is not
a secret that today Armenia is the main guarantee of keeping peace
in the region full of our numerous problems with its balanced and
delicate multi-vector policy,” the Committee Chairman said.

Touching upon the fact connected with transferring to Azerbaijan
by the Hungarian authorities Ramil Safarov, who killed with an axe
the Armenian officer Gurgen Margaryan and was sentenced to life
imprisonment by the Hungarian City Court and granted pardon by the
authorities of this country, the Committee Chairman noted that these
steps taken by the authorities of Hungary and Azerbaijan contradict
all international well-known norms and principles, as well as moral
standards, and strike a considerable blow to the efforts of the
establishment of peace, mutual trust in the region. Artak Zakaryan
reminded that the NA President Hovik Abrahamyan had applied with
an open letter to the Presidents of all parliaments, presenting the
approach of our parliament on the issue. In Artak Zakaryan’s opinion,
it is important that the German Parliament also refers to this issue.

By 64 to six, Armenia’s parliament has deprived Armenia’s ex-FM
Vartan Oskanian, a member of the Prosperous Armenia Party (PAP),
of his parliamentary immunity.

Sukias Avetisyan, an MP of the ruling Republican Party of Armenia
(RPA), made a relevant statement in parliament.

The leader of the Republican parliamentary group Galust Sahakyan
announced during the discussion of the prosecutor general’s motion
for Oskanian’s case that there is no need to depict heroic episodes
when one is in trouble. He meant the biographical part of Member of
Parliament Oskanian’s speech where he told how his family had left
the United States, moved to Armenia, lived and worked here. Oskanian
thus tried to prove that he is not the kind of person who would steal
money. “I am absolutely content,” he said, noting that he might have
made a mistake but not committed a crime.

This part of Vartan Oskanian’s speech is worth mentioning, as well
as Galust Sahakyan’s comment, followed by Member of Parliament Vahan
Hovhanisyan of ARF who noted in this regard, “Sometimes Mr. Sahakyan
also says right things.”

In similar cases two typical behaviors are usually observed –
justification of one’s actions either for the sake of children or for
the sake of the homeland. Yesterday in parliament Vartan Oskanian
did not refrain from these behaviors. He claimed that he does not
steal money but brings money to Armenia. He has left good life in the
United States to come to Armenia. He said since leaving the office of
foreign minister he has brought a lot of money to Armenia for charity,
has opened jobs. “Is this how you treat a person who was the foreign
minister for ten years?” he wondered

It is obvious that the case against the ex-foreign minister does not
stand legal criticism. It is possible that the law enforcement bodies
have explosive evidence which they have not revealed so far.

For example, Robert Kocharyan announced about March 1 that soon such
evidence will be brought during the judicial examination that people
will feel ashamed of standing beside the arrested people. However,
the courts did not get any evidence, and hundreds of people were
sentenced on a single police testimony.

As to Oskanian’s case, what has been presented so far is evidence to
a crime committed against Oskanian, rather than to a crime committed
by Oskanian.

Besides, being more or less acquainted with the foreign minister,
his kind, the society does not believe he could have done what he is
suspected of.

Nevertheless, despite the serious problems with the level of legal
awareness and brutal nature of the law enforcement bodies of Armenia,
one wonders about the link between this case and Oskanian’s past or
present status or his biographical self-sacrifice for the homeland.

When did he come to Armenia, what has he done, for who? Who cares
for how many years Oskanian was a foreign minister? There is only one
criterion of legal treatment of a person – the law. Be it a minister,
an ex-minister, a taxi driver, if an innocent person is charged with
an offence, it is condemnable, even if this person is not a hero and
a devotee and has betrayed the homeland for several times before.

Vartan Oskanian believes that he is suspected of something which he
has not done. He believes that PAP and himself are being persecuted.

All the more so, isn’t it ingenious to persuade the prosecutor general
and the majority of this ruling system that he is innocent and not
a criminal kind?

After all, the prosecutor general and the majority know better than
Oskanian that he is innocent. The only thing the prosecutor general’s
office and the general public would learn from the discussion was that
besides being innocent Vartan Oskanian is also principled and bold,
and is ready to appear in prison for the sake of change in Armenia.

Without this readiness no political actor has a chance to succeed
against the ruling system. The system fears only those persons who are
not afraid of appearing in prison. Hence, instead of trying to prove
his innocence with an apologizing tone to the majority consisting
mainly of career hunters, self seekers and opportunists he should
have appeared more dignified and principled.

And this means a fundamental solution, separation of oneself from
the majority. Even though Vartan Oskanian is not a minister, a
government official, makes oppositional speeches, he has not made
a political assessment of the political system the continuation of
which is the present government. Vartan Oskanian tends to overlook
the past mistakes meanwhile the society knows that the system which
is concocting a case against Oskanian is the continuation of the one
of which Oskanian used to be part. And the mistakes which that system
made were grave and deep blunders which were as serious as the mistake
committed against Oskanian.

He used to silence those blunders, as an oppositionist, he still does.

Meanwhile, he could have used this opportunity for a clear, complete,
targeted, specific political assessment which would draw a line between
the system and himself. He failed to do this, maybe he could not,
or he did not dare, failed his first serious political mistake.

In addition, Oskanian should have made a clear political assessment
of this specific case and the present and the past of the regime in
general, then legally unveiled the invented accusation and demanded
that the majority vote for the motion without discussing it first.

Then he should have declared that he does not care for any decision
the National Assembly would make and should have left the hall thus
joining great politics.

Vartan Oskanian remained part of the system, while he is not forgiven
for acting against the whole while being part of it. The whole has
the adverse effect – it sacrifices parts to remain a whole.

In the war of nerves for the Stepanakert Airport the winner will
be the party who will be able to break the will of its opponent,
political expert Levon Shirinyan told journalists on Monday.

He said that the key problem is no guarantee that the planes that
will fly to and from the airport will not be shot down by the Azeris.

“Nobody questions the legality of the project as the people of Nagorno-
Karabakh have won a national liberation struggle and now want to live
like the other civilized countries do. So, they must not yield to what
the Azeris or the Turks say and must put the airport into service. It
will be a civil airport, so, our position is lawful,” Shirinyan said.

He assumes that ICAO has permitted the work of the airport, otherwise
it would make no sense to discussing the issue. The expert suggested
that ICAO officials take part in the first Stepanakrt-Yerevan flight
so they could see everything with their own eyes.

Chief Architect of the Stepanakert Airport Tigran Barseghyan said
that the airport has been designed by the Yerevan State University
of Architecture and Construction and built by Horizon-95 company,
with a total of $5mln spent on the project.

“We have created all conditions for safe flights. So, we see no
reasons for the airport not to operate,” Barseghyan said.

He said that the airport’s capacity is 100 passengers an hour. The
flight from Stepanakert to Yerevan will last for 35 minutes. “The
airport has all capacities for carrying out international flights,”
Barseghyan said.

Interview with Aris Nalci, IMC TV company, ex-editor of the
Turkey-based Agos Newspaper

Aris, IMC TV company broadcasts programs on ethnic minorities. Since
Turkey is the second in the world by arrests of reporters, how do
you protect yourself from duress?

First, we have three offices in Istanbul, Germany and England. Two
years ago when the idea of setting up a TV company occurred, the
purpose was to act as a bridge for Armenian-Turkish relations. The
footages are mainly in the Armenian-Turkish relations. Now the bridge
is there even without the protocols but the issue of minorities is
already spoken about. The purpose is to prepare a private program about
minorities. By the way, we do not introduce ourselves as minority
because the minorities – Armenians, Greeks, Kurds, Christians -are
not minorities here anymore, they are the master of this country.

Isn’t it dangerous to state so?

It is certainly dangerous but we must use the right word at last
because the Armenians, Greeks, Jews must not be presented as minorities
because this is the goal that the Turkish government pursues. If
you say that you are a minority, everything can happen to you but
when you say you are the master of this country, it means this is
your country. Such programs change the language and consciousness of
people. There is some progress. More and more people get interested,
we are in the focus of the mass media. We act as a bridge. Look,
when we started reporting more Armenian news, the other TV channels
started making inquiries with us, for example, how to contact Levon
Aronyan, they asked for our help to hold an interview with him. We
can already make two or three reports a day about the Greek, Armenian,
Jewish communities and even Turkish programs have started telephoning
Armenians for comments, involving them in the process. Turkey has
drafted a new regulation for students, and if we host three teachers,
one is a Turk, the second is a Kurd, the third is an Armenian. In
this way, the TV channels learn that there are Armenian schools,
Armenian teachers. I visited Diyarbakir a few days ago, and everyone,
including the hotel staff, said they follow our programs. We will
thus extend our audience, the program becomes more valuable. Now we
already get phone calls, everyone raises an issue worth coverage.

Did the freezing of the Armenian and Turkish protocols further deepen
the crisis between the two countries? Turkish journalists say on these
days they do not care for them and the Armenian-Turkish normalization
is not in focus.

I think, although there is no process of bureaucratic matters and
politeness any more, a lot has been achieved at the level of publics,
people got to know more about each other, the Armenians have started
speaking about the Armenian genocide more often on the Turkish media,
someone of Armenia, for example, wrote about ethnic genocides in
Turkey. And they started thinking that reflections are not only on
the protocols but there are other issues which need coverage and
comments. For this reason, I think we should not be worse but better
because the Armenian community of Turkey has even become a little
more active, a lot is being done in this direction. Five members of
the staff of the municipality of Diyarbakir are Armenians, which
is an important circumstance. They are aware of the importance of
having Armenian employees on board because now we are in Diyarbakir,
a week ago another Armenian group was there, and earlier another
group had come so they start getting in touch with Armenia, and the
mayor respects Armenians. This is highly important for establishing
relations.

However, the contacts were not effective for Armenian-Turkish
normalization, were they?

Yes, in terms of normalization, probably they weren’t, there are no
results, the Kurdish side is more proactive regarding the Armenian
genocide and ahead of the parliamentary election 2014 it must be more
interested in having Armenian representatives to the National Assembly
and establish relations with Armenia. The Kurdish Peace and Democracy
Party has included the Turkish-Armenian normalization in its papers,
which is the first case among political parties. The important question
is how Armenians are treated. They started to study. It is impossible
that families do not have Armenian roots.

What should be done about those people? OK, you are an Armenian but
you should not necessarily be a Christian. The important thing is
that you escaped from the genocide but if you are an Armenian, you
are one of us. If we think this way, there are 2.5 million Armenians,
and these two and a half million Armenians are very important for the
normalization. Meanwhile, according to official data, there are 45,000
Armenians. Imagine what will happen if 2.5 million people speak about
their Armenian origin.

There are families some members of which confess their Armenian
origin while the other members deny. Turkey must lose its identity
for the investigation to confirm it later. The biggest issue in the
Turkish history is the genocide of 1915. There is another fact. Some
teachers already refuse to teach false history, they don’t want to
falsify history but not all the schools do. Hasan Cemal’s1915.

Armenian Genocide got a strong reaction because Cemal Pasha’s grandson
is speaking about the genocide of 1915. He is Cemal’s grandson so they
will not punish him, but had someone else written it, he would undergo
duress. He turned taboo into an issue and he even set to write about
it, serving as a model for common people not to fear their identity.

What part of the Turkish population of 80 million knows about the
genocide?

70% have heard the word genocide but they know what happened and how
it happened. Intellectuals are hardly 40%.

Many link the murder of 9-month old Armenian girl, Barbara Rafalyants,
ahead of the parliamentary elections in Georgia, with politics. The
parents of the girl have said one of their relatives is an activist
of the “Georgian dream” opposition alliance and has received a number
of threats from the ruling National Movement.

The girl’s aunt Dali Mekerishvili, the coordinator of the alliance,
has declared who has threatened her from the ruling party. “I cannot
accuse him of the murder. I should say, however, that it was him to
urge me to leave the “Georgian Dream” and ensure ten votes in favor
of the National Movement,” she said.

The incident took place yesterday in the village of Kolaki.

Nine-month-old Barbara Rafalyants was found dead in a clay container
filled with water. The child’s father Pavle Rafalyants has said his
family is not engaged in politics; that’s why it’s hard for him to
assess the incident from the political point of view.
