Abu Dhabi: Juma Mubarak Al Junaibi, Undersecretary of the Ministry of
Foreign Affairs, on Tuesday received at his office Gegham Gharibjanyan,
Ambassador of Armenia to the UAE.

The meeting discussed bilateral relations and ways of enhancing
them in various fields for the mutual benefit of the two friendly
countries. They also discussed important issues of common interest.

Employees of the Tavush regional office of the RA Human Rights Defender
Staff have met with relatives of missing persons, the official site
of the Human Rights Defender reports.

11 people are considered missing in Tavush marz today. The families
of these persons face numerous social, financial and health problems.

During the meeting, the relatives complained that the state did not
give any privileges to them in order to help them become beneficiaries
of social programs; receive free medical services or state benefits.

The meeting took place on the initiative of the Ijevan regional office
of the International Committee of the Red Cross.

YEREVAN. – Armenian police agents searched Anahit Papyan’s apartment
and detained her son on Tuesday. Papyan alarmed the Ombudsman’s
office on this occasion, Human Rights Defender’s Office informs
Armenian News-NEWS.am. The Ombudsman’s emergency response group
arrived in the site and found the man in chains. The man said that
he is detained in police department against his will, while police
employees claimed they invited the young man to the department and
in addition, he is not arrested. Besides, the man said he has not
undergone any violence but he does not get why he is detained in
fact. The emergency response group representatives tried to find
out whether the man’s name is registered in the register of detained
people and received the answer that it is not registered. Additional
information will be available later.

to the Mexicans puzzled by the monument of Geidar Alieyev on Mexico
City’s elegant Reforma Avenue.

As reports Armenpress AP mainly writes “The appearance of a life-size
statue of Azerbaijan’s “founder of the nation” on Mexico City’s
elegant Reforma Avenue, not far from Mahatma Gandhi, Abraham Lincoln
and Mexico’s national heroes, is raising eyebrows and protests. The
Stalin-esque, bronze statue of Geidar Aliyev, the late authoritarian
leader of the Caucasus republic, carries a plaque calling him “a
brilliant example of infinite devotion to the motherland, loyal to
the universal ideals of world peace.” The monument erected in late
August shows Aliyev sitting in a bronze chair in front of what appears
to be an enormous, white marble map of Azerbaijan.

“It is really out of place,” said Miguel Angel Mendoza, an 18-year-old
high school student who was walking past the monument to the longtime
ruler, who led Azerbaijan first as Communist Party boss during Soviet
times and then as president from 1993 to 2003. “Why couldn’t they
put up a monument to somebody who did something good?”

It turns out that Azerbaijan contributed much of the 65 million pesos
($5 million) it cost to renovate not one, but two Mexico City parks,
allowing it to put monuments in both. Critics say that Aliyev, who
stifled dissent, shouldn’t be on a boulevard decorated with statues
to Mexican and foreign heroes.

“They probably have a warehouse full of these things somewhere” in
Azerbaijan, said Daniel Gershenson, human rights activist who was
one of about a dozen protesters who demonstrated last week in front
of the monument, holding banners that read “Get rid of the dictator!”

“It’s like a personality cult, transferred to Mexico,” said writer and
activist Homero Aridjis, who described the style as “social realism
from the Soviet era.’

“It’s as if they brought a dictator from Mars, “Aridjis said. “Are
we going to be a center for monuments to dead dictators? Who’s next?

Hitler? Stalin?”

It wouldn’t be the first time that Azerbaijani PR efforts have
drawn criticism. Rights groups protested Azerbaijan’s hosting of
the Eurovision song contest, and the radical feminist group Femen
protested its hosting this year’s European Cup soccer championship.

Armenpress reports that Azerbaijan’s ambassador to Mexico, Ilgar
Mukhtarov, wrote that Azerbaijan has lavished attention on Mexico
because it was one of the first countries to recognize Azerbaijan
after the breakup of the Soviet Union. “This monument is not intended
to improve anybody’s reputation, because the world’s perception of
Heydar (Geidar) Aliyev does not require any rescuing.”

Aliyev’s monument is surrounded by a manicured lawn and flowerbeds,
and many people like the new park.

Brenda Torres, a 33-year-old architect, was relaxing on one of the
four benches installed in front of the monument.

“The people who come here, they like it, right, but they don’t know
who he is,” said Torres.

And that’s the secret to Aliyev’s success – nobody really knows who
he is.

A second Azerbaijani statue appears in the other park they paid to
renovate, Tlaxcoaque park in downtown Mexico City.

It depicts a woman, her arms uplifted in mourning, commemorating
Khojaly, a village where hundreds of Azerbaijanis were reportedly
killed during the Nagorno-Karabakh conflict. Advocates say a monument
to Mexican suffering would have been more appropriate for a site once
used as a police interrogation and torture center.

The office of Mexico City Mayor Marcelo Ebrard, who accepted the
donations and attended the inauguration of both sites, did not
immediately respond to requests for comment.

But at the inauguration of the first monument, Ebrard said “we are very
thankful to the Republic of Azerbaijan, because the truth is we haven’t
received an investment this big” from a foreign government before.

Syrian President Assad Reportedly Visiting Aleppo

PanARMENIAN.Net – Syrian President Bashar Assad is visiting the city
of Aleppo to take a first-hand look at the fighting between government
forces and rebels and has ordered 30,000 more troops into the battle,
Reuters reported Tuesday, Oct 2, citing a Lebanese paper.

Al-Diyar newspaper, which is known for its pro-Assad stance, said
the president had flown by helicopter at dawn from the presidential
palace in Damascus to Aleppo.

It did not specify what day the trip started but said that Assad was
still in Aleppo. The visit was decided on after reports that the
situation in the city, Syria’s largest and its commercial center,
had become very serious.

” President Assad ordered units 5 and 6, estimated to be 30,000
soldiers and 2,000 personnel carriers, to move from Hama to Aleppo
and to attack any occupied areas of Aleppo province from the Turkish
border,” it said.

Reuters says the agency was unable to independently verify the report.

An employee of al-Diyar told Reuters it had a correspondent in the
city. Syrian state media made no mention of any visit.

Union of Armenians of Russia (UAR) has disproved the information
disseminated by Armenian mass media, according to which UAR made a
statement to support ex-foreign minister of Armenia, a member of the
Prosperous Armenian Party, Vartan Oskanian, which may be removed of
a deputy immunity and attracted like a defendant on the case on money
laundering by Civilitas Foundation.

To recall, earlier Armenian mass media received a statement from UAR
to support Vartan Oskanyan, urging the parliament to vote against
the motion of the prosecutor general to strip Vartan Oskanian of
parliamentary immunity.

To recall, on September 27 Prosecutor General Hovsepyan appealed
to the Parliament for a permission to involve Vardan Oskanyan as
an accused party in the money laundering case against Civilitas
Foundation. The appeal implies deprivation of deputy immunity, but
not arrest. Oskanyan has already made a statement saying that Aghvan
Hovsepyan’s appeal was a political order. On June 12 the National
Security Service of the Republic of Armenia submitted details of the
criminal case against Civilitas Foundation initiated on May 25 (article
190.3 of the Criminal Code of the RA money laundering). The criminal
case against the Civilitas Foundation concerns the $2mln transaction
for the sale of Huntsman Building Products, an Armenia-based company
owned by US-based Polymer Materials and Huntsman International.

The victory of the “Georgian dream” at the parliamentary election
in Georgia gives hope to starting of a dialogue with Moscow, Russian
political expert, Aleksey Vlasov, told Arminfo correspondent.

“Taking into consideration the fact that Bidzina Ivanishvili said
strictly that if he wins at the parliamentary and presidential
elections, the building of the new format of economic relations with
Russia will be one of his priorities. The victory of the “Georgian
dream” means that this viewpoint reflects the viewpoint of the majority
of Georgian electorate as well. This is very much important, as it
breaks the myth according to which Russia is not interesting to the
Georgian voter”, – he said.

By preliminary data based on 20.74% of total votes or protocols from
781 polling stations out of 3766, the two leaders in the parliamentary
elections in Georgia are Georgian Dream – 53.89% of votes and the
ruling party United National Movement led by Mikheil Saakashvili –
41.01%. The other parties have not yet overcome the 5% threshold to
the parliament. The elections are especially interesting as after
the presidential election in 2013 in Georgia the political and public
system in the country will change and the parliament and the government
will receive much more powers.

The Armenian National Assembly on Tuesday voted 64-6 to strip
Prosperous Armenia Party (PAP) lawmaker and former Minister of Foreign
Affairs Vartan Oskanian of his parliamentary immunity to allow his
prosecution on money embezzlement charges after two days of debate.

According to the Rules of Procedure of the National Assembly, the
Parliament makes a decision to allow to involve the Deputy as a
defendant or arrest him through secret voting. The decision shall be
adopted by the majority of the votes, if more than half of the MPs
participate in the voting.

Seventy-one Deputies participated in the voting. Prosecutor General’s
motion was supported by the Republican and Orinats Yerkir factions.

The other four factions – Prosperous Armenia, Heritage, Armenian
Revolutionary Federation and Armenian National Congress – boycotted
the voting.

ANKARA, 4 oct 2012 – L’armee turque a bombarde jeudi matin des
positions de l’armee syrienne a la frontière entre les deux pays,
en represailles a des tirs d’obus syriens qui ont tue 5 civils turcs
mercredi dans un village frontalier, a indique a l’AFP une source
de securite.

“Des tirs d’artillerie ont repris a 03H00 GMT ce matin (jeudi)”, a
precise cette source sous couvert d’anonymat. Les tirs turcs s’etaient
poursuivis tout au long de la soiree de mercredi vers le territoire
syrien. Selon l’Observatoire syrien des droits de l’Homme (OSDH),
plusieurs soldats syriens ont ete tues dans ces bombardements.

“Plusieurs soldats syriens” ont ete tues dans la nuit de mercredi a
jeudi par des bombardements de l’armee turque visant une position de
l’armee dans la region de Rasm al-Ghazal, près de la ville de Tall
al-Abyad, a indique cette ONG.

Les tensions entre la Syrie et la Turquie ont connu une brusque
escalade mercredi soir lorsque plusieurs obus ont frappe la localite
turque d’Akcakale, situee juste en face du poste-frontière syrien
Tall al-Abyad, recent theâtre de combats entre les troupes fidèles au
president syrien Bachar al-Assad et les rebelles de l’Armee syrienne
libre (ASL).

Le Parlement turc doit se reunir jeudi a 07H00 GMT pour debattre d’une
autorisation permettant au gouvernement turc de mener directement
des operations militaires en territoire syrien.

L’incident, le plus grave depuis la destruction d’un avion turc par
la defense antiaerienne syrienne en juin, a ete fermement condamne par
l’Otan et les Etats-Unis qui ont affiche leur solidarite avec Ankara,
pays membre de l’Alliance atlantique. La Turquie, qui appelle au depart
du president Bachar al-Assad, soutient les rebelles et accueille des

La Cour europeenne des droits de l’homme a inflige des amendes aux
autorites armeniennes d’un montant de 6.000 euros ( 7 700 dollars)
dans le cadre d’une arrestation en 2006 d’un militant nationaliste
oppose au gouvernement.

Zhirayr Sefilian, un citoyen libanais installe en Armenie, doit
recevoir la compensation financière après avoir purge une peine de
prison de deux ans. Zhirayr Sefilian a ete arrete en decembre 2006
après un congrès de l’ Alliance des volontaires armeniens (HKH), une
alliance opposee a toute concession territoriale a l’Azerbaïdjan. Le
service de securite armenien a affirme que l’Alliance avait prevu de
monter un soulèvement arme contre le gouvernement avant les elections
legislatives de mai 2007. Sefilian a ete blanchi de l’accusation du
coup d’Etat au cours de son procès. Mais il a ete condamne a 18 mois
de prison pour possession illegale d’un pistolet qu’il a pretendu
avoir recu en cadeau d’un ancien commandant de l’armee armenienne
du Karabakh.

Cette semaine, la Cour europeenne des droits de l’homme a statue
que Sefilian a ete maintenu sous arrestation preventive pendant huit
mois sans motifs legaux suffisants. Le NSS egalement l’aurait mis sur
ecoute dans les mois qui ont precede son arrestation, en violation
a la Convention europeenne des droits de l’homme.

L’avocat de Sefilian, Vahe Grigorian, a affirme que cette decision est
une preuve supplementaire que les autorites armeniennes ont traite
cette affaire en violant la loi. Grigorian a declare que l’ancien
president Robert Kotcharian doit porter la responsabilite politique
de cette arrestation.
