Criminal case against ex-foreign minister of Armenia, a member of
Prosperous Armenia Party faction in the Parliament, Vardan Oskanyan,
was politically motivated. There are such grounds to launch proceedings
against 90% of the ruling elite, because most of them are engaged in
money laundering.

He said if PAP made a statement in support of Serzh Sargsyan at the
presidential elections of 2013, Oskanyan would not be stripped of
deputy immunity and would not be involved as an accused party in the
money laundering case. If PAP expresses its support to Sargsyan at
the presidential election, the case may be dismissed.

Ishkhanyan said that presidential elections in Armenia have always been
at low level. All possible rivals, such as Oskanyan, are always removed
from the presidential race. Larisa Alaverdyan, first Ombudswoman of
Armenia, Executive Officer of the Fund Against Legal Outrage, said,
in turn, the authorities’ actions against Oskanyan are based on the
same system that Oskanyan used before.

She said that political persecution is evident, which discredits
Armenia in the eyes of the world community.

On October 2, 64 members of the parliament voted for and another 6
voted against depriving Vardan Oskanyan of deputy immunity. One ballot
was considered invalid. A total of 71 members of the parliament from
the ruling Republican Party of Armenia and “Orinats Yerkir” party
took part in the voting. All the opposition parties as well as the
“Prosperous Armenia” Party boycotted the voting.

An annual presentation of U.S. Diversity Visa facts and figures this
week revealed that nearly 100,000 citizens of Armenian had applied
for the lottery that grants the winners the right to immigrate to
the United States.

Nearly one in 100 (or 998 Armenians) got to be the randomly selected
winners of what are better known as Green Cards, U.S. Consul in
Armenia George Lynn announced on Tuesday.

In 2011, 25,000 and 53,000 people applied for Green Card lottery
accordingly from neighboring Azerbaijan and Georgia that have
populations of some 9 million and 4.5 million, respectively, (as
compared to Armenia’s 3 million or so).

According to the U.S. embassy in Yerevan, most Armenians obtain their
immigrant visas to the U.S through the Diversity Visa Program or via
family ties. The number of applicants from Armenia in 2011 grew by
about 6,000 over the previous year.

Arman Sahakyan, a 24-year-old citizen of Armenia with a degree in law,
is one the lucky winners of the U.S. government lottery. Now he has
to pass an interview at a local consular section. Sahakyan says if he
passes the final stage he will be very happy to leave for the United
States in 2013.

“I am sure as a young man I will have better opportunities in America,”
Sahakyan tells ArmeniaNow.

Armenian sociologists and ethnographers do not share Sahakyan’s joy.

They think that 100,000 is a “dreadful” number of applicants for
a foreign country’s visa for a tiny country like Armenia that has
a population of less than 3 million. A recent Gullup study showed
that about 39 percent of Armenians wished to leave Armenia. The 2010
survey conducted by the leading international pollster revealed that
Armenia had the highest percent of citizens willing to emigrate among
10 post-Soviet countries.

Ethnographer Hranush Kharatyan says she is “horrified” by the number
of Green Card applicants.

“According to the United Nations data, Armenia is an aging country,
so the demographic structure is already changed. The number of elderly
people in Armenia, which is more than 400,000, is disproportionate to
the population of other age groups. If we add to this also the fact
that besides elderly people we also have a large number of people
requiring social care, which is conditioned by the large number of
people who became disabled in the 1988 earthquake, had stress-caused
diseases, the number of refugees and needy people, then we can say
that not only the demographic structure, but also the social structure
of Armenia are endangered,” says Kharatyan.

At the same time the specialist believes that the potential number
of U.S. Green Card seekers may be much higher, simply not all have
access to technologies or knowledge to apply through what has become
an online-only process.

She also points out that a lot of people in Armenia get their visas
via family relationships or get working visas, plus there is a state
immigration program to Russia and there are thousands of people who
leave Armenia without any visa or immigration programs to countries
with which Armenia has visa-free regimes.

Outward migration has been a major problem in Armenia ever since the
country gained independence in 1991. The dwindling of the population
appeared to slow down in the past decade, only to pick up pace again
in recent years.

The negative balance of those arriving in and departing from Armenia
in the first six months of this year was reported at more than 83,000.

While migration authorities say the number will shrink significantly by
the end of the year conditioned by the return of some seasonal workers,
they still have to acknowledge that Armenia will probably have in the
tens of thousands fewer permanent residents by next January than it
had a year before.

YEREVAN. – The Armenian National Assembly on Tuesday discussed not
solely the matter of removing The Civilitas Foundation founder, former
FM, and Prosperous Armenia Party MP Vartan Oskanian’s parliamentary
immunity and making him become a defendant in the Civilitas case,
but, also, wedding invitations were being handed out, Zhamanak daily
reports.

“[And] The person to wed is [ruling Republican Party] RPA-member
[MP and Army] General Seyran Saroyan’s son, Zarzand Saroyan. The
marriage ceremony will take place on [Saturday,] October 6.

Incidentally, both Seyran Saroyan and [likewise MP and Army General]
Manvel Grigoryan took part yesterday [Tuesday] in the voting on
stripping Oskanian of his [parliamentary] immunity,” Zhamanak writes.

As Armenian News-NEWS.am informed earlier, the National Assembly on
Tuesday voted-by 64 ballots for, six against, and with one invalid
vote-in favor of Prosecutor General’s petition to include Vartan
Oskanian as a defendant in a criminal lawsuit. A total of 71 MPs
participated in the voting.

To note, on May 25 the National Security Service (NSS) Department of
Investigation filed a criminal lawsuit on charges of money laundering
with respect to The Civilitas Foundation.

The NSS Press Center had informed that an investigation is underway
in connection with selling the 100-percent shares of the Huntsman
Building Products Company for around $2 million, but not informing
Armenia’s tax authorities about this business deal; not using for
charitable purposes $1,135,000 of that amount envisioned for charity;
transferring this amount to the bank accounts opened under the names
of the Civilitas Foundation’s founder Vartan Oskanian, and of the
Foundation’s Board of Trustees member Tigran Karapetyan; and using
some of this amount for private purposes.

In addition, as per the NSSPressCenter, The Civilitas Foundation had
not presented a report on the $2 million allocated for charitable
purposes. In his turn, Vartan Oskanian considers the charges to be
politically motivated.

The Civilitas Foundation was founded in 2008 by Vartan Oskanian. After
joining Prosperous Armenia Party ahead of the May 6 parliamentary
elections, however, Oskanian gave up his post as the Foundation
Chairman.

Armenia has been ranked 64th in FIFA rankings list published today,
falling 10 spots.

Spain stayed atop the rankings, followed by Germany and Portugal.

Argentina climbed three places to No. 4 and Colombia is No. 9,
leaping 13 spots following wins against Uruguay and Chile.

England fell two spots to No. 5 and the Netherlands rose two to No. 6.

Italy and Uruguay are next, both falling two places, and Greece moved
up one to complete the top 10.

World Cup host Brazil fell two to No. 14.

Armenia’s last rival in 2014 World Cup qualifiers – Bulgaria –
climbed 34 spots and has been ranked 55th. Denmark is ranked 18th
and the Czech team 22d. Malta is ranked 153th.

VARDENIS. – A jealous resident of one of the Armenia’s Ghegharkunik
villages, S. T., 25, has stabbed his wife A. D. to death, Vardenis
First Instance Court informed Armenian News-NEWS.am, adding the case
is investigated at the court.

The jealous man is accused of having stabbed own wife to death at
4.30 p.m. on June 24, 2012, by illegally and willfully depriving her
of life.

Criminal case is instigated on Article 104 ‘Murder’, which is punished
with 8-15 years of imprisonment. He is arrested and the decision was
sent to sides on Tuesday.

main directions of development namely agriculture and tourism.

refers to border areas and reportedly the means must be mainly
directed to the strengthening of those areas.

Vayots Dzor has two future economic development directions. As the
majority of the population is engaged in agriculture works
consequently the development of agriculture branches are of
conceptual importance. The second direction is tourism namely Jermuk
ad Yeghegis.

Des defenseurs russes des droits de l’homme ont demande jeudi au
Congrès americain de mener “une enquete” sur la decision de Radio
Svoboda (Radio Liberty), une radio en langue russe financee par
les Etats-Unis, de ne plus emettre que sur internet et de reduire
son personnel.

Radio Svoboda, proche de l’opposition, a annonce la semaine dernière
qu’elle n’emettrait plus que sur internet a partir du 10 octobre, une
loi n’autorisant plus depuis quelques mois les institutions financees
majoritairement par des fonds etrangers a emettre en Russie sur les
ondes hertziennes. Plus de la moitie de son personnel a ete licencie.

“Nous ne pouvons pas perdre les traditions de cette radio qui a
toujours pris des positions (…) fondees sur la liberte, la democratie
et les droits de l’homme, des valeurs qui sont aujourd’hui attaquees
par le pouvoir en Russie”, ecrivent les defenseurs des droits de
l’homme et anciens dissidents, dans une lettre ouverte au Congrès
americain et a la secretaire d’Etat Hillary Clinton.

La lettre a ete signee notamment par Sergueï Kovalev, la presidente du
groupe Helsinki Lioudmila Alexeïeva et l’ancien dissident sovietique
Vladimir Boukovski.

“La situation actuelle en Russie rappelle de plus en plus celle
de l’URSS”, deplorent-ils, critiquant par ailleurs les dirigeants
americains de la radio pour avoir pris cette decision “au moment où
le regime a lance une nouvelle attaque contre la liberte d’expression
en Russie et le mouvement democratique”.

“Nous demandons au Congrès americain de creer une commission pour
enqueter sur les actions des responsables de Radio Svoboda (…) et
de revoir les decisions prises”, conclut le texte.

Radio Svoboda a connu son heure de gloire a l’epoque de l’URSS, quand
ses emissions -comme celles des services en russe de la BBC ou de
Voice of America- etaient ecoutees en cachette par les Sovietiques
en quete d’informations cachees par les medias officiels.

Le resultat des elections legislatives en Georgie ne conduira a aucun
changement dans les relations de l’UE avec cette ancienne republique
sovietique, a declare mardi le commissaire europeen au Developpement,
Andris Piebalgs.

Les premiers resulats partiels du scrutin de lundi donnaient a
l’opposition, conduite par le milliardaire Bidzina Ivanichvili qui
avait fait sa fortune en Russie, un avantage sur le parti au pouvoir
du president pro-occidental Mikheïl Saakachvili.

Selon M. Piebalgs, ce vote a constitue un test important et l’aide
de Bruxelles a la Georgie restera inchangee. “Ce sont des elections
democratiques”, a-t-il affirme a l’AFP lors d’une visite en Lituanie.

“Autant que j’ai pu voir, il y a eu certes quelques irregularites
rapportees, mais pas a une echelle pouvant mettre en doute le choix
democratique du pays”, a-t-il ajoute.

“Notre engagement en Georgie ne changera donc pas, quiconque forme le
gouvernement, puisque ce gouvernement est choisi dans des elections
democratiques”, a insiste le commissaire.

Mikheïl Saakachvili est arrive au pouvoir lors de la Revolution de la
Rose en 2003, qui avait marque un tournant pro-occidental, au grand
dam de Moscou, ayant debouche en 2008 sur une brève guerre entre les
deux pays.

Des changements prevus dans la Constitution georgienne vont accroître
les pouvoirs du Parlement et du Premier ministre en 2013, annee qui
marquera aussi la fin du second et dernier mandat possible de M.
Saakachvili.

Armenia does not have the right to open airport in Khankendi in
the occupied territories of Nagorno-Karabakh, leading expert of the
Heritage Foundation for Russian and Eurasian Studies and International
Energy Policy and member of Trend Expert Council, Ariel Cohen said
in interview with Trend.

“According to the international law, these are occupied territories.

The occupying power does not have the right to open such an airport,”
he said.

This week Armenia has stated about launching the airport exploitation
in Khankendi in the occupied territories of Nagorno-Karabakh.

It was previously reported that it is planned to start flights from
Yerevan to Khankendi and back soon.

According to Cohen, the launching of an airport is a step that
violates international law. He also mentioned that according to the
International Civil Aviation Organization (ICAO) this step is illegal.

Cohen also believes that this Armenia’s step is not constructive, and
this is an issue that the Azerbaijani government has to communicate
in a clear way both to the international authorities and to Armenia
itself.

Cohen said that it is in the interest of both countries and it is
in the interest of peoples of Azerbaijan and Armenia to have peace,
to have economic development, and to have Armenia a part of East-West
corridor that Azerbaijan and Georgia are successfully implementing.

According to Cohen, insisting on an intransigent position is
backfiring, is boomerang against Armenian people, resulting in
emigration from Armenia and the low living standard.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Baku. Victoria Dementieva – APA. Azerbaijani Embassy in Swiss has
sent a note to the Ministry of Foreign Affairs protesting the illegal
visit of Swiss deputies to the occupied territories of Azerbaijan.

The spokesman for the Ministry of Foreign Affairs Elman Abdullayev
told journalists, APA reports. He said that though the Ministry of
Affairs of Swiss confirms this fact, it seems the visit as of personal
character. Swiss MFA has made another statement on recognition of
the territorial integrity of Azerbaijan.

The delegation led by the Swiss parliamentarians Ueli Leuenberger and
Dominique de Buman, together with the members of Armenian friendship
group, paid an illegal visit to the occupied territories of Azerbaijan.
