Deux Kurdes irakiens poursuivis pour des sites internet liés à Al-Qaida

Deux frères, des Kurdes irakiens, sont poursuivis en Suisse pour avoir
participé à une organisation terroriste du réseau d’Al-Qaida
exploitant plusieurs plateformes internet et cherchant à recruter en
Europe, a annoncé lundi le Ministère public de la Confédération (MPC)
à Berne.

`L’accusation porte sur l’appartenance à une organisation criminelle
poursuivant des buts terroristes sous la direction de Najmuddin Faraj
Ahmad, alias Mollah Krekar, fondateur et ancien dirigeant de
l’organisation terroriste Ansar al Islam`, indique le communiqué du
MPC.

Mollah Krekar, un Kurde irakien, installé en Norvège depuis 1991, a
été condamné en mars à cinq ans de prison et incarcéré pour avoir
proféré des menaces de mort et appels au meutre. En août il a fait
l’objet d’une autre condamnation à un an de prison pour le même motif.

Selon l’acte d’accusation suisse,c’est avec la participation de l’aîné
de deux frères et sous la direction de Mollah Krekar qu’a été créée et
conduite une nouvelle organisation terroriste, qui a exploité
plusieurs plateformes Internet pour la diffusion, à titre de
propagande, d’attaques terroristes et de messages du réseau Al-Qaïda.

Les deux hommes, qui avaient le statut de réfugié politique en Suisse,
ont été arrêtés en novembre 2008 à Ble. Leur statut a depuis été
révoqué mais ils ont fait appel de cette décision.

L’organisation nouvellement constituée disposait de membres dans
plusieurs pays européens, selon le parquet suisse. Elle cherchait à
recruter, via des forums de dialogue sur internet, dont l’accès était
limité.

Selon l’acte d’accusation, il est reproché à l’aîné des deux frères
d’avoir exercé plusieurs fonctions-clé au sein de l’organisation, en
particulier, d’avoir mis en place, exploité et partiellement financé –
en proche entente avec Mollah Krekar – un forum Internet ainsi que
diverses pages Internet et forum de discussion.

De plus, il lui est reproché d’avoir transmis des messages entre
Mollah Krekar et les groupements terroristes armés en Irak proches
d’Al-Qaïda. Il aurait également reçu, en contact direct avec les
représentants de ces groupements, des communiqués de vidéo sur les
attentats terroristes commis par ces groupements et les aurait publiés
et commentés.

Selon l’acte d’accusation, le cadet des deux frères, aurait participé
activement aux plateformes Internet.

Il est également reproché aux deux prévenus d’avoir rédigé et publié,
sous des noms d’utilisateurs divers, une multitude de contributions.

Ils seront jugés par le Tribunal fédéral pénal. Le parquet les accuse
`de participation, respectivement de soutien à une organisation
criminelle, de provocation publique au crime ou à la violence et de
représentation de la violence`.

La Géorgie se prépare à une cohabitation inédite qui s’annonce
difficile entre les deux grandes forces politiques rivales dans cette
ex-république soviétique du Caucase, estiment mercredi des analystes,
après les législatives de lundi remportées par l’opposition.

Alors que le comptage final des voix se poursuivait mercredi, le
président Mikheïl Saakachvili avait concédé dès mardi la défaite de
son Mouvement national unifié face à la coalition d’opposition Rêve
géorgien du milliardaire Bidzina Ivanichvili, et assuré qu’il
faciliterait la formation d’un nouveau gouvernement.

Appelé à devenir le futur Premier ministre, M. Ivanichvili avait
aussitôt appelé mardi le président Saakachvili à démissionner avant la
fin de son mandat en octobre 2013, avant de revenir sur ses propos
mercredi.

`Parler d’une présidentielle anticipée aujourd’hui est un signe
d’irrespect à l’égard du peuple géorgien, et viole la Constitution`, a
déclaré entre-temps le président sortant du Parlement, David Bakradzé,
proche de M. Saakachvili.

Le chef du Conseil national de sécurité géorgien, Giga Bokeria, avait
souligné mardi soir que la présidentielle aurait lieu en 2013 comme
prévu, et mis en garde l’opposition contre un `jeu dangereux`.

Mercredi, M. Ivanichvili a cependant précisé qu’il n’adressait aucun
`ultimatum` au président Saakachvili.

`Nous sommes prêts à des relations constructives avec le pouvoir en
place, y compris avec le président`, a-t-il déclaré.

Mikheïl Saakachvili, qui règne sans partage depuis son arrivée à la
tête de l’Etat à l’issue de la Révolution de la rose en 2003, se
retrouve dans une situation de cohabitation politique inédite dans ce
pays issu de l’ex-URSS.

reste assez féodal`, estime l’analyste politique indépendant Thomas De
Waal, d’autant que MM. Saakachvili et Ivanichvili sont des ennemis
politiques dont l’animosité a pu être observée pendant la campagne
électorale.

M. Ivanichvili a accusé M. Saakachvili d’avoir déclenché la guerre de
l’été 2008 avec la Russie, qui a conduit à la perte de l’Ossétie du
Sud et de l’Abkhazie, deux territoires sécessionnistes où Moscou
maintient depuis des troupes.

M. Saakachvili a en retour accusé son rival, qui a fait fortune en
Russie dans les années 1990, de faire le jeu de Moscou.

La Russie a dit mercredi espérer une `normalisation de ses relations`
avec la Géorgie, rompues depuis la guerre de 2008.

Pour Alexandre Rondeli, de la Fondation géorgienne pour les études
stratégiques et internationales, il ne sera `certainement pas facile`
pour MM. Saakachvili et Ivanichvili de `trouver un terrain d’entente`.

Car les deux hommes évoluent dans `une culture politique hostile au
compromis, sans règles ou institutions comme il en existe en Europe
pour amortir les chocs`, renchérit Thomas De Waal dans une tribune sur
le site internet Foreignpolicy.com.

La France, tout en saluant `la décision du président géorgien de
reconnaître les résultats sortis des urnes`, a appelé mercredi les
parties en présence à `veiller à une transmission du pouvoir
respectueuse de l’ordre constitutionnel et de la continuité de
l’Etat`.

La Grande-Bretagne a salué une `avancée significative` pour la
démocratie en Géorgie, et souligné qu’il fallait maintenant pour les
parties en présence `mettre leurs différences de côté pour travailler
ensemble`.

Le secrétaire général de l’Otan, Anders Fogh Rasmussen, a émis le même
message, félicitant `le peuple géorgien` pour ces élections `libres et
pacifiques`, et affirmant le souhait de l’Alliance atlantique de
rendre `encore plus fortes` ses relations avec Tbilissi.

Service to honour His Eminence

A LARGE turnout was expected at the Armenian Apostolic Church of Holy
Resurrection in Chatswood for yesterday’s Episcopal funeral of the
late Primate of the Armenian Church of Australia and New Zealand.

His Eminence, Archbishop Aghan Baliozian, died suddenly of a heart
attack on September 22, aged 66.

A special requiem service was to be held at the Macquarie St church on
Wednesday at 7pm, and open casket viewing, with Divine Liturgy,
funeral service and final consecration yesterday, starting at 10am.

Later, the late Primate was to be laid to rest in a designated plot
behind in the Armenian Section of Macquarie Park Cemetery.

Distinguished guests from Australia and New Zealand and three
Archbishops from Jerusalem, India and Armenia, were expected to
attend.

A moment’s silence was held at Willoughby Council chambers last week
for the man who had made Willoughby and Chatswood his home for a
number of years.

Willoughby Mayor Pat Reilly said His Eminence was a man of great
humour and great wisdom.

Although a few middle-ranking officials were arrested and a few were
fired last month, the majority of the people are convinced that this
struggle is an imitation. And in my opinion, one shouldn’t make
assumptions `I believe-I don’t believe,’ but act. And this refers not
only to the powers that be, but also to us, ordinary citizens. When
one demands a bribe from us, we don’t complain for 3 reasons: 1. we
don’t believe that the law-enforcers will deal with the issue
seriously in that case; 2. we are afraid that the bribe-taking
official will take a revenge on us; 3. we justify him at the bottom of
our hearts – the man has to look after his family. If that
psychological obstacle is not overcome, no president and no prime
minister will rescue us.

Besides catching bribe takers, one should create mechanisms, which
will substantially restrain or, which is better, absolutely rule out
the communication between the government official and the citizen.
What is the problem here? The bribe taker never demands a bribe at the
beginning, his tactics is different – he starts to `complicate’
everything, he demands that you get various papers, then finds
drawbacks in every paper and again doesn’t provide the service that
s/he must provide for weeks or even months. And when you are
eventually fed up with that red tape, s/he feels that you have reached
the `necessary condition’ and hints that s/he can solve your issue, as
well as expresses hope that you will repay his/her favor. The
ambiguity of laws and the number of papers offer ample opportunity for
the bribe taker to humiliate the citizen, give him/her the runaround,
until s/he `pays.’ Therefore, one should eliminate all those papers.
In the age of computers and the internet, it is just a technical
problem. That starting from January 1 tax statements will be sent
exceptionally digitally is a step in the right direction – thus, the
company director (or accountant) doesn’t meet with the tax officer at
all. One should spread that practice over all state institutions
adopting electronic signature. I for one have an identification card
with that electronic signature. However, that card is not valid
anywhere yet. Whereas the same state institutions, as well as banks
should be connected with each other via one network, through which my
card will `tell’ them in a matter of two minutes where I live and
work, how much I make, how I pay taxes, where I got a loan etc. There
is no need for copies of the passport and the social security card, an
employment verification letter and many other papers anymore. And I
will make all my deals from my house.

By the way, when this system starts to operate, I am convinced that
there will be a lot of complainers, a part of which will show an
`opposition’ or an `alternative’ attitude. However, it is of little
importance for us, ordinary citizens.

A failure to follow the drug procurement procedures cause the State
Budget to lose annually 1.5 billion Drams (about $3.7 m).

The State Committee for Protection of Economic Competition introduced
on Friday the results of its recent monitoring in 134 hospitals in the
capital city and the regions, as well as in over 300 companies engaged
in drug manufacturing and trading.

`It turned out, as a result, that 100 out of the 134 medical
institutions acquired the medicines without announcing a contest. So,
their directors prove to decide themselves who to acquire the
necessary medicines from. But that isn’t the case as the medicines
were purchased at several times higher prices,’ said the head of the
committee, Artak Shaboyan.

All that, he said, results in extra budgetary spending, with hospitals
having to pay 3-6 times more than they would if they procured the
drugs at market prices.

`We will send the names of all the institutions which violated
procedures to the Prosecutor General’s Office today,’ Shaboyan said.

The first round of the inspections into the market had revealed cases
of antitrust agreements, causing the committee to establish liability
measures against several companies.

Erdogan will leave from Ankara for Baku to attend the summit of the
Economic Cooperation Organization (ECO).

The summit is scheduled in Baku on October 15-17. A Baku ECO declaration is
planned to be adopted. A business forum of ECO member states – Azerbaijan,
Iran, Pakistan, Turkey, Tajikistan, Uzbekistan, Turkmenistan and Kirgizia,
is planned.

Russia is an observer at the Economic Cooperation Organization, the Regnum

PanARMENIAN.Net – According to Haykakan Zhamanak daily, the majority
of points in 2013 state budget were copied from the one from last year.

However, the paper said, some changes were made, specifically in the
foreign policy section.

“Normalization of Turkish-Armenian ties without preconditions” was
described as a priority in the 2012 state budget agenda. However,
the clause was absent in the 2013 state budget. When asked for
explanations, parliament vice speaker Shavarsh Kocharyan expressed
surprise, noting that regardless of the fact that the clause was
struck out the issue still remains a priority,” the paper said.

A number of questions come to mind here: why didn’t a priority clause
make it to the state budget and why is the vice speaker unaware of
the fact, it added.

JERMUK, OCTOBER 5, ARMENPRESS: Armenia will present a big package
for reforms and infrastructure development at the Donors Conference,
organized by the European Union with the assistance of the World Bank.

As reported by Armenpress, it was stated by the Prime Minister of
the Republic of Armenia Tigran Sargsyan on October 5 at the second
conference of the Rural Communities held in Jermuk.

“We will orient on the programs of water supply, road construction,
gasification, school construction of the communities”, – said the
Prime Minister of the Republic of Armenia. Concerning the school
construction, Tigran Sargsyan stated that 300 out of 1400 schools of
the republic needed to be capitally repaired and the state managed
to provide the financing for the repairs only for annually 59 schools.

“We will do anything to attract large-scale financing for that
direction”, – reported the Prime Minister of the Republic of Armenia.

The works of the organization of the EU Donors Conference are
currently in process. At the meeting with the President of the
Republic of Armenia Serzh Sargsyan, held in September, the EU Special
Representative for the South Caucasus and Georgia Crisis Philippe
Lefort announced that works of the organization of the EU Donors
Conference for Armenia were being carried out with the participation
of the representatives of the international financial structures.

YEREVAN. – No substantial price fall is noted in the drugs that
are imported to Armenia by fifty organizations and, in actual fact,
the prices have risen thereby contributing to superprofits, Health
Minister Derenik Dumanyan stated, during a press conference on Friday,
summing up his one-hundred days in office.

As per the Minister, the Government has taken appropriate measures
to facilitate the import of medicine into Armenia. “But the prices
of solely 5-6 drugs have fallen,” he remarked.

In Dumanyan’s words, the state does not intervene in pricing and, as
a result, the companies themselves determine the drug prices so as to
gain superprofits. “There are numerous unregistered drugs. Many drug
companies refuse to register their medication in Armenia because this
demands additional time, [and] they have to submit documents. And
[therefore] our importers bring those drugs and sell them as
unregistered medication,” he noted.

Armenia’s Health Minister stressed that the strictest quality control
is indispensable from the moment of importing. “The usefulness of
each drug that enters the country is determined at the border. [But]
There is a lack of full control mechanisms in this sector,” Derenik
Dumanyan said, and added that the matter of free medicine recipients
likewise needs to be resolved.

YEREVAN, October 4. / ARKA /. The Yerevan Municipality will bring a
fresh batch of 160 buses which were ordered by passenger transportation
companies running minibuses, which are still the main commuter
transport in Yerevan and outside it.

Genrikh Navasardian, head of a municipality department in charge of
public transportation, said today the bulk of buses are manufactured
by South Korean Hyundai. Navasardian said preparation of documents
and the delivery of buses to Armenia will take 5-6 months.

According to Navasardian, the new batch of buses will help partially
solve the problem of traffic jams in the Armenian capital. The
municipality has held competitions since May to choose companies that
will operate 62 minibus routes and 12 bus routes.

As a result of the contests 330 minibuses were found unfit to transport
passengers. Navasardian also said that now 2,100 minibuses and about
580 buses are running in Yerevan.

The municipality plans overall to cut the number of minibus routes
from 109 to 75 and the number of vans by 800. -0-
