GYUMRI. – Armenia’s City of Gyumri Mayor Samvel Balasanyan on Friday
received Russian Federation (RF) Consul General to Gyumri, Vasily
Korchmar; RF Armed Forces’ 102nd Military Base – which is stationed in
Gyumri – Commander, Oleg Smirnov; and commander of the RF Border Troops
in Armenia, Yuri Aysin.

Balasanyan underscored the need to deepen ties between Gyumri and RF
cities and expressed a readiness to take corresponding steps. Also,
the Mayor noted that he stands ready to encourage Russian investments
to Gyumri, the city’s Municipality press service informs.

In their turn, the guests congratulated Samvel Balasanyan for being
elected Gyumri Mayor. Subsequently, the interlocutors discussed
several matters of bilateral interest and agreed to hold such
discussions more frequently.

Yesterday Samvel Balasanyan, the newly-elected Prosperous Armenia
Party (PAP) mayor of Gyumri, published a huge list of debts and abuses
of office, which he had inherited from former RPA mayor Vardan
Ghukasyan. Is it possible that President Serzh Sargsyan has given him
carte blanche like he has done with the Prime Minister, particularly
given the fact that he offered Balasanyan to participate in the
mayoral election? In response to this observation of ,
Manvel Badeyan, an RPA MP, said, `Why do you oversimplify the social
life, the political life? He gave carte blanch… carte blanche is
written in the law that if a man

abuses his office, steals, gets kickbacks etc., that person must be
tried regardless of whether he is a member of the PAP or a member of
the RPA or a neo-Nazi.’

We inquired of Mr. Badeyan whether he thought it was possible that
criminal charges would be brought against Vardan Ghukasyan. `I think
yes,’ he said. Mr. Badeyan got annoyed because of the question whether
the RPA hadn’t known about the activities of Vardan Ghukasyan so far,
`A party is not an investigation body, after all; how can a party
know? Law-enforcement bodies and journalists usually know. Did you
know? Have you talked about that?’

We clarified that the press had written about different masterpieces
of Vardan Ghukasyan many times and asked whether law-enforcers had
failed, Manvel Badeyan said, `Yes, if there really is a crime and they
don’t deal with it, they are to blame.’

97TH ANNIVERSARY OF THE OURFA RESISTANCE TO BE COMMEMORATED IN LA CRESCENTA

On Sunday, October 28, 2012, the 97th anniversary of the heroic
Ourfa resistance will be commemorated with requiem service and a memorial
luncheon at the Prelacy “Dikran and Zarouhie Der Ghazarian” Hall,.
The day will begin with Divine Liturgy presided over by H.E.
Archbishop Moushegh Mardirossian, Prelate, who will also deliver the sermon.
At the conclusion of Divine Liturgy, requiem service will take place
for the souls of fallen heroes of Ourfa. The service will be followed by a
memorial luncheon under the auspices of the Prelate and organized by the
Armenian Compatriotic Union of Ourfa.

The luncheon features opening remarks by Lt. Col. John Keusseyan,
guest speaker Mr. Levon Parian, keynote speaker Dr. Minas Kojayan, and
entertaintment by Mr. Khatchig Tankian.

PRELATE WELCOMES ARCHBISHOP OSHAGAN CHOLOYAN

On Friday, October 26, 2012, H.E. Archbishop Moushegh Mardirossian,
Prelate, welcomed H.E. Archbishop Oshagan Choloyan, Prelate of the Eastern
U.S., who is currently on a brief visit to the Western U.S.
The two Prelates discussed general issues of concern to both
Prelacies and collaborative efforts under the umbrella of the Holy See of
Cilicia, the efforts of their respective Prelacies with regards to providing
aid to the Syrian-Armenian community, and the commemoration of the Genocide
Centennial. They also discussed the Ghevontiants Clergy Conference which
the Western Prelacy host early next year with the participation of the three
North American Prelacies. Each Prelacy holds a clergy conference annually
on the Feast of Ghevontiants, and every two years the three Prelacies hold a
joint conference with the participation of their respective Prelates and
clergy members.
By the invitation of the Prelate, on Sunday, October 28, Archbishop
Choloyan will deliver the sermon at St. Gregory Church in San Francisco.

CONSTRUCTION PROGRESSING RAPIDLY ON
ST. GARABED CHURCH OF LAS VEGAS

We are pleased to announce that construction on St. Garabed Church
and Cultural Center of Las Vegas is progressing at a rapid pace.
The construction project began in June of 2012 with the demolition
of the existing structure and the placing of the foundation. Presently,
late October, the church structure has already been erected thanks to the
diligence of the Parish Council and Building Committee.
Once completed, the complex will serve as the spiritual and cultural
hub for the Armenian community of Las Vegas and for visitors alike.
This project is being realized thanks to the generosity of
benefactor Mr. Larry Barnes and contributions by the Dream Fund at UCLA.

PRELATE TO DELIVER INVOCATION AT THE
ANC-WR ANNUAL BANQUET

On Sunday, October 28, the Prelate will deliver his message at the
Armenian National Committee of America – Western Region annual banquet,
which will be held at the Beverly Hills Hilton. This banquet is the largest
annual gathering of Armenian-American public policy leaders and is attended
by prominent members of Congress, State Legislators, and community leaders.
This year’s honorees are Senate Majority Leader Harry Reid, Revered
Joe Matossian, historian Dr. Rubina Peroomian, author Chris Bohjalian, and
entrepreneur Varant Melkonian.
The Prelate was among last year’s honorees. He was bestowed with
the first ever “Khrimian Hayrig” award for his decades of spiritual
leadership and efforts as an advocate of truth, justice, and human rights.

SYRIAN ARMENIAN RELIEF FUND BENEFIT DINNER

On the evening of Friday, October 26th, the Prelate will attend a
fundraising dinner at the Pasadena Armenian Center to benefit the Syrian
Armenian Relief Fund.
The evening features entertainment by Harout Pamboukjian, Shahe
Sakayan, Koko Hayitian, and the Bel Canto String Quartet.

PRESENTATION OF ALICE NAVASARGIAN’S LATEST BOOK
THE IMMORTALS

In celebration of the “Year of the Armenian Book”, on Thursday,
October 18, 2012, the second in a series of literary luncheons was held at
the Prelacy “Dikran and Zarouhie Der Ghazarian” Hall under the auspices of
H.E. Archbishop Moushegh Mardirossian, Prelate, and organized by the Prelacy
Ladies Auxiliary.
The event featured the presentation of author Mrs. Alice
Navasargian’s latest book The Immortals: A Pictorial Anthology of
Historiographic Works and a Brief History of Armenia and Armenians in
Persia. This is the author’s third book devoted to Armenian contributions
to the arts.
Prominent scholar and author Mr. Stepan Topchyan presented the book.
Among the guests in attendance were Crescenta Valley Pastor Rev. Fr.
Ghevont Kirazian, Executive Council Chair Mrs. Rima Boghossian, sponsors,
friends, and representatives of sister organizations.
The event began with welcoming remarks delivered by Ladies Auxiliary
Chair Mrs. Salpi Srourian, who then invited the Prelate for the invocation
and the blessing of tables. Continuing her remarks, Mrs. Srourian noted
that the day’s event is among those organized by the Ladies Auxiliary in
celebration of the “Year of the Armenian Book” as proclaimed by H.H.
Catholicos Aram I. She concluded by giving a brief overview of Mrs.
Navasargian’s literary accomplishments, among them her third book The
Immortals.

After lunch there was a brief cultural program during which Mrs.
Srourian recited a poem by Barouyr Sevag. She then invited the day’s
keynote speaker to present the book.
Mr. Topchyan began by commending the book, noting that in addition
to having historical and cultural significance, Mrs. Navasargian’s latest
book is of importance to the present day. He reflected on certain portions
of the book which relate to our cultural losses in the past and in modern
times, stating that as it was centuries ago, today also Armenia finds itself
under the influence of outside powers, and it shapes its life and new
history in that environment while Azerbaijan and Turkey continue their
efforts to obliterate our cultural heritage, specifically noting the recent
destruction of ancient stone-crosses in the Jugha cemetery of Nakhichevan.
Mr. Topchyan highlighted that The Immortals is a reflection of greatness of
the Armenian people, a greatness that came about through immortals such as
those found in the book. In conclusion, Mr. Topchyan focused on portions of
the book that are devoted to the contributions of Iranian-Armenians to our
cultural and national life, which our people are generally not too familiar
with, and closed his remarks by once again commending Mrs. Navasargian for
bringing to life the message of our immortals.
Following the presentation, Mrs. Srourian invited the Prelate to
deliver his message.
The Prelate first highly commended the Ladies Auxiliary for
organizing important events such as this presentation. His Eminence then
reflected on the book’s important subject matter and the author’s
praiseworthy work in the preparation of the book. The Prelate continued his
message by citing passages from one of Barouyr Sevag’s poems, the message of
which is that in our collective life it is not the “individual” but rather
the individuals that make up the “collective” which brings about progress.
It is not the “I” but the “We” that is important. This book, stated the
Prelate, brings together individuals and represents their story as a
collective. This colossal work is in itself an immortal work, bringing to
life the message of the martyrs and heroes who built our history, and it can
be regarded as a guidebook for the familiarization and preservation of our
religious and national values, and an example to think and serve not in
terms of “I” but in terms of “We”, the collective good. The Prelate highly
commended Mrs. Navasargian for her work, which shows that she not only
compiled in one volume the lives and stories of our immortals, but revealed
the true depth of their message and legacy. “As we read and learn about our
immortals, we must apply their message and build our national and religious
legacy, be the preachers of those values and live our lives led by their
example, with humility, the spirit of service, and love”, concluded the
Prelate.
Mrs. Navasargian was then invited to deliver her remarks on this
occasion. The author first conveyed her thanks and gratitude to the Prelate
and Ladies Auxiliary for their initiative to organize this event and for the
successful outcome of the event. She also thanked Mr. Topchyan for his apt
presentation, expressed appreciation to all those who contributed to the
preparation of her latest book, and hoped that through this book she will
have contributed to the familiarization and preservation of the Armenian
history and heritage. In conclusion, she thanked the guests for the
appreciation and encouragement of our culture and values they demonstrated
by their attendance.
At the conclusion of the official program, the Prelate presented
Mrs. Navasargian with a memento, and the Ladies Auxiliary presented the
author with a bouquet of flowers.
Guests then had the opportunity to converse with Mrs. Navasargian
and purchase signed copies of her book, the proceeds of which the author
donated to the Prelacy.

A report says the United States keeps about 70 B61 nuclear bombs at a
military base in southern Turkey.

According to a recent report published by the Arabic Nakhel news
agency, Turkish sources said the bombs are kept at Turkey’s Incirlik
Air Base in Adana province.

The thermonuclear bomb, which is 3.53 meters long and weighs 320
kilograms, is considered as one of the most strategic weapons of the
US.

Between 10 to 20 of the bombs were stored at Turkey’s Balikesir and
Ekinci airbases before they were transferred to Incirlik, the report
said.

Turkey is also home to a controversial NATO radar base manned by US
forces, which is part of a larger US-led missile system.

The missile system became operational in Turkey’s eastern province of
Malatya in early 2012.

Some leading Turkish politicians and lawmakers have cautioned that the
system will not be beneficial to Turkey and will only serve the
interests of the Israeli regime.

The stationing of the US-sponsored radar system in Turkey was hailed
by American officials as the most significant military cooperation
between Washington and Ankara since 2003, when Turkey refused to allow
a US armored division to cross Turkish territory to join the military
invasion of Iraq from the north.

Elin Suleymanov, Azerbaijan’s Ambassador in Washington D.C, says he’s
a busy man these days lobbying the U.S. government to back the TANAP `
the Trans-Anatolian Natural Gas Pipeline; a $7 billion project to
transport Caspian gas to western Turkey and possibly beyond.

`You cannot believe how I am busy these days,’ Suleymanov said in a
recent interview, adding that he was meeting with key figures across
the U.S. to convince them that the project is the `new
Baku-Tbilisi-Ceyhan’ pipeline.

Suleymanov noted that what makes TANAP especially important is that no
one is discussing the Nabucco pipeline any longer.

TANAP’s construction is planned to begin in 2014 and to be completed
by 2018. The project was announced last November in Istanbul. Four
months ago, Turkish Prime Minister Recep Tayyip ErdoÄ?an and
Azerbaijani President Ilham Aliyev signed an agreement on the
pipeline.

Samedi 13 octobre, en l’église de Bouillargues, le Comité
socioculturel a lancé un nouveau mode de rencontre autour de la
musique classique en invitant, grce à l’association des Anciens
élèves du conservatoire de Nîmes, une jeune pianiste,

Diplômée du conservatoire de Nîmes, puis de celui de Genève, elle
enseigne maintenant au conservatoire de musique et de danse de
Bagnols-sur-Cèze.

Ce soir-là à Bouillargues, la jeune pianiste avait choisi la
programmation : Beethoven avec Sonate appassionata, Ravel avec Le
Boléro devenu un tube, puis dans une deuxième partie, avec des
musiciens moins joués comme John Adams et Katchatourian, compositeur
arménien au patronyme identique à celui de l’artiste invitée. `Notre
grand père nous disait qu’il pourrait être un parent !`, s’est
enthousiasmée l’artiste.

Le tout a ravi le public – une centaine de spectateurs, dont quelques
trentenaires avec de jeunes enfants – qui a salué la virtuosité de
l’artiste, la finesse du toucher allié à la sûreté et l’autorité au
clavier. `Il y a un auditoire pour la musique classique, ici, et dans
les villages environnants. C’est une première expérience dont on
tirera les conclusions.`, a déclaré Caroline Katchatourian, après le
concert. `Le seul problème à l’église, c’est l’acoustique : le son est
trop réverbéré, il monte, tournoie, met du temps à disparaître pour
laisser la place à un autre, a confié Christine Delimont. On pourrait
par la suite envisager de monter des concerts chez des particuliers, à
l’intérieur ou dans un jardin.` C’est sûr, la volonté est là, il y
aura une suite.

Le CSC Le Comité socioculturel souhaite lancer un cours de
conversation anglaise et attend des candidatures pour compléter
l’effectif.

The tourism season in Armenia has become longer. The number of
tourists wanting to see Armenia in fall is not small tour operator
rating subject lecturer at Armenia’s State Institute of Economics
Ruben Grigoryan said.

According to him, if previously the tourism season was ending by
October 5-10, today they are almost no empty rooms in hotels. `The
tourism season has become longer. Clever tourists come to Armenia in
fall, the most beautiful season. We have different celebrations during
this period – Independence Day, capital’s holiday, number of festivals
in the provinces,’ he said.

`A tourist spends averagely 100-150 euros in Armenia. So each tourist
is a treasure for our country,’ Grigoryan added.
The sphere’s specialist said the local tourism is also developing in
Armenia. `But we need to develop international tourism for
December-March period as well,’ he said.

For it, he said, a number of interesting events are necessary for the
hotels conducting a more flexible policy.

`The packages, food should be made cheaper. If all this is done
tourism will develop here,’ the expert explained.
Asked what Armenia needs for the development of tourism, Grigoryan,
who is also CEO at Romea attractive tour club, said if rural tourism
develops each site will become attractive.

`Local self-governmental bodies should work out a program promoting
development of local tourism. For instance if one-two rope ways work
in the territory of Mount Ara, the tourism there will immediately
develop in all respects both in respect of skiing and summer rest,’ he
said.

According to the UN World Tourism Organization, the number of
travelers in 2012 will reach one billion in the whole world.

crédit en juillet

Le système de paiement Armenian Card (ArCA) a édité 29200 nouvelles
cartes de crédit en juillet soit 43 % de plus que le même mois un an
plus tôt a dit la société dans un communiqué de presse.

Plus spécifiquement, il a été édité 10 077 cartes ArCa soit une hausse
de 9,8 %, 9 436 Cartes Visa soit 85,5 % de plus qu’un an auparavant et
9687 MasterCards soit une augmentation de 57,4 %.

Le nombre total des cartes actives, qui pourraient être employées pour
faire des transactions en juillet excéde le chiffre de 894 000 soit
une augmentation de 36,3 % comparée à juillet 2011.

Environ 624 591 cartes ont été employées pour faire des transactions
dans la période annonçée contre 428 647 l’année dernière, dont 329 550
étaient des cartes ArCa, 156 153 des Cartes Visa et 138 888 des
MasterCards.

Armenian Card CJSC a été établie le 16 mars 2000 comme système de
paiement unique au niveau national. Aujourd’hui 19 des 21 banques de
commerce d’Arménie participent au système de paiement ArCa. La société
est membre à part entière de MasterCard Europe.

Cour constitutionnelle du Costa Rica. Le chef de la diplomatie
arménienne a rappelé la reconnaissance de la République du Haut
Karabagh par Le Conseil législatif du Parlement de Nouvelle-Galles du
Sud (Australie).
