MINISTER PRAISES RESCUERS FOR CONSTRUCTION SITES, AERIAL TRAMWAY OPERATIONS

Armenian Minister of Emergency Situations Armen Yeritsyan has praised
the professionalism of rescuers who involved in recent operations in
Yerevan and the Syunik province.

Rescue teams of the Ministry of Emergency Situations (MES) participated
in the efforts on a construction site in downtown Yerevan where 11
people were trapped after a building collapse on Thursday.

Several of the constructors received grave injuries, but no one was
killed in that accident.

Rescuers also worked on Sunday in the Syunik province of Armenia
evacuating passengers of an aerial tramway in Halidzor that stopped
18 meters above the gorge as a consequence of bad weather. It took
rescuers about four hours to evacuate all 41 passengers from the two
cableway cars. Rescuers were also involved in another accident in
which an elevator fell down the shaft in a newly constructed building
in Yerevan killing two and injuring one person.

According to the MES’s official website, speaking at a regular meeting
with leading representatives of the Ministry on Monday Minister
Yeritsyan said: “The quick response and high professionalism of our
rescuers helped save numerous human lives.”

WILL 10,000 SYRIAN-ARMENIAN JEWELERS COME TO ARMENIA?

YEREVAN. – There are approximately 10,000 Armenian jewelers in Syria,
Syrian-Armenian jeweler Viken Toutoundjian, told Armenian News-NEWS.am.

According to Toutoundjian-who is taking part in the large international
jewelry exhibition that is underway in the Armenian capital city
Yerevan-, prior to the destabilization of the situation in Syria,
jewelry was a booming business in the country and most of the jewelers
was Armenia. But once the situation destabilized in Syria, jewelry
virtually ceased to exist in the country.

At present, there are 25-30 Syrian-Armenian jewelers in Armenia, and
they are attempting to settle in the country. But the overwhelming
majority of the jewelers are still in Syria partly because they have
no money to leave the country and, also, because they have gold and
the Syrian government bans the exporting of gold.

Viken Toutoundjian stated that it was easy to sell jewelry items in
Syria, since its population is 28 million. Armenia’s jewelry market, on
the other hand, is far smaller yet the businessman sees opportunities
for exporting jewelry products to Iran, or Russia.

WORCESTER EXHIBIT CELEBRATES 500 YEARS OF ARMENIAN BOOK PRINTING

In November, the Worcester Armenian Book Commemoration Committee
will host an exhibit at the Worcester Public Library to commemorate
the 500th anniversary of Armenian book printing. The United Nations
Educational, Scientific, and Cultural Organization (UNESCO) has
designated Yerevan, Armenia, as the “World Capital of the Book for
the Year 2012” in honor of this milestone occasion in Armenian history.

The Worcester Public Library Various displays will explain, through
essays and pictorial images, the development by Saints Sahag and
Mesrob of the Armenian alphabet, which resulted in the immediate
availability of Western and Christian knowledge in Armenia. Also
featured will be the Armenian alphabet in its various forms, copies
of early illuminated manuscripts, and the advancement of Armenian
printed books and materials.

Worcester is the site of the first permanent Armenian community in
the New World and of the first Armenian church to be built in the
western hemisphere. The city also host to the Kaloosdian/Mugar Endowed
Chair of Armenian Genocide Studies at Clark University. Several texts
on the Armenian Genocide by the first two holders of the Armenian
Genocide Studies Chair, Prof. Simon Payaslian and Prof. Taner Akcam,
reinforce the exhibit’s theme of the power of the published word.

Contributions of Armenian-American writers include William Saroyan
and Vrastad Kazanjian.

On Nov. 7, at 7 p.m., the committee will hold a Grand Opening Reception
with refreshments in the library’s Saxe Room, with a lecture on
Armenian book printing-titled “The Power of the Printed Word: Successes
and Challenges, Past and Present”-by two Armenian newspaper editors,
Alin Gregorian of the Armenian Mirror-Spectator and Khatchig Mouradian
of the Armenian Weekly. The event is free and open to the public. Other
programs will follow throughout November. For more information, call

representatives from the Worcester Armenian community with the support
of the Armenian Church of Saviour, the Armenian Church of the Martyrs,

PanARMENIAN.Net – Armenia may have a role in the global jewelry
industry, The World Jewellery Confederation (CIBJO) president said.

“Due to its significant geographic location, Armenia seems to be a
gateway to Asia and farther,” Gaetano Cavalieri said in conversation
with a PanARMENIANet reporter.

He further noted that Armenia may play its vital role in the
globalizing world.

Armenian President Serzh Sargsyan attended Yerevan-hosted jewellery
exhibition October 29. At the event, organized by the Armenian
Jewellers Association (AJA), President Sargsyan spoke of a possibility
to continue activities in free economic zones being created in the
country.

The exhibit to last through October 31 was dated to 15th anniversary of
AJA formation. As AJA head Gagik Gevorkian told journalists, Armenia
will for the first time be celebrating the National Jeweler’s Day
this year.

The exhibit features works of U.S., Russian, Thai, Lebanese, Indian,
Turkish, Chinese, Australian jewellery masters.

Masons from various countries has lately met at Armenia-Marriott
Hotel in Yerevan, a local newspaper “Hraparak” writes.

The paper reports that the meeting is over, but many Masonic
delegations are still in Armenia to attend another meeting with
participation of Orient De France Lodge’s Grand Master Guy Arsize,
who will be in Armenia shortly. Guy Arsieze visited Armenia also in
2011 and even had a meeting with journalists.

YEGHISHE CHARENTS MUSEUM “RECONSTRUCTED” LIKE ARMENIA’S NATIONAL LIBRARY

Yeghishe Charents literature and art museum has been “reconstructed”
with the sample of Armenian National Library. The reconstruction of the
museum launched from May 2011 with 140 million drams allocated for it.

Museum’s direct Karo Vardanyan though says the “same vandalism”
was committed in the museum just like in the National Library.

“Just the same vandalism was committed here with the difference that
I was here day and night and has not allowed to rich it that degree,”
he said, adding that the money they got from services is addressed
to the elimination of the consequences of the reconstruction.

Speaking to Tert.am, the director of the museum said the winner
company has done the work just to show their owners that they have
done the work.

Earlier in September, violations have been registered in the
reconstruction of the Armenia’s National Library amounting to 700
million drams. A criminal case has been filed over the case.

Karo Vardanyan said he was trying to control the situation not to
allow violations, in some cases he succeeded in some cases he did not.

“The reconstruction works are entrusted to the Urban Development
Ministry which declares a tender, and I do not know how the winner is
being selected. The company comes, commits vandalism, without taking
into consideration whether it is a school, museum, theatre,” he said.

The museum’s director said the reason of the low-quality work is the
incomplete project, which was reviewed while starting the works.

Karo Vardanyan finds that the allocated money should be provided
to the museums’ directors for them to conduct tender and selected
construction company more scrupulously.

GYUMRI MUNICIPALITY’S DEBT AMOUNTS TO 1.2 BILLION DRAMS, SPOKESPERSON SAYS

While being the mayor of the Armenia’s second largest city of
Gyumri Vardan Ghukasyan has gathered debts to a number of different
organizations and his employees.

According to initial information, the debts amounted to 1.2 billion
drams which makes the half of the city budget, press secretary of
the Gyumri’s municipality Zohrab Yeganyan told Tert.am.

Asked whether the new mayor is going to pay off the debt gathered by
Ghukasyan, the press secretary said the municipality cannot pay them
off, as the sum is rather big.

Yeganyan said Gyumri Council of Elders will invite an audit company
to check the expenditures made by ex-mayor from the community budget.

“There are debts to companies, there are unpaid salaries. The
government though allocated money for paying salaries for ten months,”
the spokesman said.

Ex-mayor stated earlier that the new mayor has to pay off all the
debts, just like he did it for many years after assuming the post.

After the audit the new staff of Gyumri’s municipality will learn
the concrete figures and information.

THE FILMING OF THE MEDIEVAL TALE “ANAHIT” CONTINUES

YEREVAN, OCTOBER 30, ARMENPRESS. The Ministry of Culture of the
Republic of Armenia ordered “Robert Sahakyants Production” studio
the filming of the medieval tale “Anahit”. Another 20 minutes will
be added to the animation cartoon before the end of the year. In a
conversation with “Armenpress” the co-author of the cartoon Davit
Sahakyants said that the filming of the cartoon will be over by 2014.

Sahakyants said: “The end of the filming of the cartoon depends upon
the financing by the Ministry of Culture of the Republic of Armenia,
which is enough for filming only 20 minutes per year.”

He stated that in the first stage of filming Hayastan All Armenian Fund
assisted the company to record two songs; another song was recorded by
the help of “Sharm Holding”. Presently “Luys” Foundation is assisting
the filming procedure. The chairman of “Robert Sahakyants Production”
company mentioned: “Another 60 minutes of the cartoon will be ready
by the end of the year.”

The filming of the tale “Anahit” by Ghazaros Aghayan launched two years
ago. Sahakyants said that the cartoon will be a new full-length tale,
which will preserve the peculiarities of both foreign and national
animation in a new interpretation. The duration of this full-length
cartoon will be one and half of an hour. After the filming is over
“Anahit”, which is shoot in accordance with the “Disney” standards
will be introduced in a row of prominent international festivals.

Caracterisee par une brillante production manuscrite dont les
premiers temoins datent du VIe siècle, la culture armenienne adopte
les techniques typographiques au debut du XVIe siècle. Le premier
livre imprime en armenien paraît a Venise en 1512 ; il est l’oeuvre
d’un personnage encore enigmatique, Yakob (Jacques), surnomme ” le
pecheur “, et qui publie en tout et pour tout cinq livres avant de
disparaître sans laisser de trace. À l’occasion du 5e centenaire de
la naissance de l’imprimerie armenienne, la Bibliothèque Mazarine,
associee a la BULAC, expose un ensemble meconnu de livres armeniens
rares et precieux, pour la plupart provenant des bibliothèques
princières, monastiques ou savantes de l’Ancien Regime.

L’exposition rend compte de la geographie a la fois large et
eclatee de l’imprimerie armenienne des premiers siècles (Venise,

les echanges intellectuels et techniques, politiques et commerciaux,

Nous vous proposons ci-dessous la traduction, realisee par le Collectif
VAN, d’un article en anglais paru sur le site Enough Project le 18
octobre 2012. Il attire l’attention sur la situation de la nutrition
et de la securite alimentaire dans les Monts Nouba, a la frontière
du Soudan et du Soudan du Sud.

Tandis que la crise humanitaire se deploie dans les Etats du
Sud-Kordofan et du Nil Bleu au Soudan, les organisations humanitaires
internationales n’avaient pu faire a ce jour une evaluation de
la situation de la nutrition et de la securite alimentaire dans
ces regions. Pour la première fois depuis 2011- date a laquelle
le gouvernement soudanais a interdit a toutes les organisations
humanitaires d’operer dans ces deux Etats – une evaluation independante
sur la nutrition et la securite alimentaire a ete menee dans l’Etat
du Sud-Kordofan.

Le rapport d’Enough Project a ete publie aujourd’hui [18 octobre 2012]
et les resultats de cette evaluation sont alarmants.

L’evaluation a ete menee dans des regions de l’Etat du Sud-Kordofan,
contrôlees par le Mouvement-Nord de liberation du peuple du Soudan,
ou SPLM-N, par une ONG internationale qui souhaite rester anonyme
pour des raisons de securite. Cependant, l’organisation a demande
a Enough Project de publier et de diffuser le rapport, afin que ses
resultats puissent corroborer les preuves existantes des conditions
qui se deteriorent dans les Monts Nuba, en raison du blocus delibere
de l’aide humanitaire par le gouvernement et des bombardements
aveugles des civils. Enough Project a fait examiner le rapport par
des experts de la Johns Hopkins Bloomberg School of Public Health,
qui a juge les resultats credibles.

L’evaluation a constate que le nombre de foyer survivant avec un
repas par jour, est passe au chiffre stupefiant de 81,5 %, compare a
9,5 % il y a un an, et a 0% il y a deux ans. En outre, plus de 65 %
des foyers ont moins d’une semaine de reserve de nourriture. Ceci est
particulièrement inquietant, car la nourriture n’est pas facilement
disponible a la vente dans cette zone ; cette annee, la recolte a
ete faible, elle va donc rapidement s’epuiser ; et les revenus sont
rares ou inexistants.

Les chercheurs ont utilise le test de calcul de la Circonference du
milieu de bras (MUAC) sur 2,467 enfants, afin de determiner les niveaux
de malnutrition par rapport aux taux de malnutrition aigue mondiale,
ou GAM. L’evaluation a montre que le taux GAM etait de 14.9°%, revelant
la predominance de la malnutrition parmi les enfants, qualifiee de
“serieuse” a la limite de “critique”, qui est la pire classification
de malnutrition de l’Organisation mondial de la sante.

Par consequent, les resultats ne confirment pas uniquement les soupcons
de la gravite de la situation sur le terrain ; ils devraient aussi
etre un signal pour la communaute internationale lui indiquant qu’il
est temps de prendre des mesures, car des centaines de milliers
de personnes sont affamees par leur propre gouvernement. Voici la
reaction du cofondateur de Enough Project, John Prendergast, suite
a ses resultats :

Les resultats de l’evaluation indiquent que la situation au
Sud-Kordofan aujourd’hui est semblable aux conditions qui ont mene
a la famine dans la Corne de l’Afrique en 2011. Si la communaute
internationale ne reagit pas a ces signes avant-coureurs au
Sud-Kordofan, la situation pourrait avoir des consequences
devastatrices pour des centaines de milliers de personnes. Le
prepositionnement d’approvisionnement de secours doit commencer dès
maintenant, et tous les moyens possibles de livraison doivent etre
explores et utilises, si les negociations sur l’accès devaient echouer.

Depuis presque un an et demi, le gouvernement du Soudan a aveuglement
cible les civils et refuse l’accès a l’aide humanitaire internationale
aux populations civiles des Etats du Sud-Kordofan et du Nil Bleu, en
particulier dans les regions contrôlees par le SPLM-N. L’evaluation
a ete faite dans les zones plus securisees contrôlees par le SPLM-N,
ce qui suggère que les conditions pourraient etre tout aussi graves
ou pire dans les zones situees plus près de la ligne de front au
Sud-Kordofan. Aucune autre evaluation n’a ete faite dans l’Etat du
Nil Bleu, mais les conditions des refugies du Nil Bleu indiquent que
la situation de la securite alimentaire est sans doute comparable.

Enough Project a egalement publie un texte de recommandations a
l’attention du Conseil de securite des Nations-Unies, de l’Union
Africaine et de la communaute internationale elargie. Le texte
appelle le Conseil de securite de l’UA et le Conseil de securite
des Nations-Unies a exiger du gouvernement soudanais et du SPLM-N
qu’ils coopèrent avec les partenaires de la Tripartite pour negocier
un accès libre international aux deux Etats. Si les negociations sur
l’accès echouent, le texte revendique que des canaux alternatifs soient
utilises pour assurer l’accès a l’aide humanitaire dans les deux Etats.

Le texte demande egalement que des negociations entre le gouvernement
du Soudan et le SPLM-N aient lieu, pour la cessation des hostilites
qui permettra de deployer une vaste aide humanitaire et le retour des
populations deplacees. En ce qui concerne la promotion d’une paix et
d’une stabilite a long terme, le document appelle l’Union Africaine a
faciliter les pourparlers pour un accord de cessez-le-feu a long terme
et un vaste processus politique global, afin de traiter les problèmes
sous-jacents sociaux et politiques ainsi que la marginalisation
economique.
