YEREVAN, NOVEMBER 14, ARMENPRESS. Notwithstanding the clashes between
the rebels and Governmental forces in several districts of Aleppo
go on, the situation in the Armenian districts is calm. The Press
Secretary of the Armenian National Prelacy in Aleppo Jirayr Reisian
informed “Armenpress” about this and in addition he said that the
situation in Aleppo, which was intense during the recent days, is
peaceful now, the number of explosions and shooting has been reduced.

According to Reisian the struggle on the Turkish-Syrian frontier flared
up; particularly in the city of Ras al Ayn, where the governmental
forces try to push the armed rebels back.

The Arabian mass media state that it has been already three days that
the Syrian military airplanes do not seize bombing the city of Ras
al Ayn trying to control the situation.

The Syrian SANA agency states that in the road from Damascus to Aleppo
the rebels attacked three trucks, beat the drivers and robbed the
vehicles. There have been 15 tons of humanitarian aid in the trucks
– food, medicines and other goods. Two of the vehicles went in the
direction of Aleppo, the third one to Idleb.

Clashes in Syria lasting more than 12 months caused the death of more
than 30 thousand people, including four dozens Armenians.

over the visit of the country’s high ranking officials to Nagorno
Karabakh, Azerbaijani Foreign Ministry spokesman Elman Abdullayev said.

Abdullayev said that the Azerbaijani embassy in Argentina, also
accredited to Uruguay, was instructed to present the note to the
Foreign Ministry of Uruguay, Trend News reported.

Artsakh Republic President Bako Sahakyan met Tuesday, Nov 13, with the
Uruguayan delegation lead by President of the House of Representatives,
Mr. Jorge Orrico, to discuss development of bilateral relations.

At the meeting, Artsakh leader hailed Uruguay’s significant
contribution to the international recognition of the Armenian Genocide,
the country’s balanced policy in acknowledgement of Artsakh Republic
and Karabakh conflict settlement.

At news conference in NKR, a member of the Uruguayan parliament’s
foreign relations committee Ruben Martinez Huelmo didn’t exclude a
possibility for Uruguay to become the first country to recognize the
independence of the Nagorno Karabakh republic.

Commenting of the visit of Uruguayan delegation to Artsakh, Mr. Huelmo
said, “traveling to Karabakh is not a particularly brave move, it’s
merely a step.”

The situation over the statue of Heydar Aliyev in Mexico City has
received comments from not only Mexican but also US mass media.

An article in the New York Times says: “The statue portrays Heydar
Aliyev, who ruled Azerbaijan with a stern hand after the breakup of
the Soviet Union. A K.G.B. general and Communist Party boss, who died
in 2003, Mr. Aliyev made himself the center of a cult of personality,
his image gracing villages across the tiny country. The admiration
has spread since his son, Ilham H. Aliyev, became president nine years
ago. Statues have gone up in Russia, Ukraine, Turkey, Egypt, Georgia,
Romania and Serbia in homage to the father of modern Azerbaijan.

“During [Mexico City Mayor Marcelo] Ebrard’s six-year term, this city
has aspired to be a progressive New World capital, legalizing abortion
and approving same-sex marriage. Often sounding more like the mayor
of a Scandinavian capital than of a Latin American megalopolis, Mr.

Ebrard has promoted bike-sharing programs and championed urban gardens
and buildings constructed with the environment in mind. ‘This is a
liberal city; this is a city which has nothing to do with anything
that could be called a dictatorship,” Mr. Ebrard said in an interview.

‘We believe in democracy and human rights.’ But the statue – a gift,
along with the garden, from Azerbaijan – has put the mayor in a bind.

The United States State Department repeatedly pointed out Azerbaijan’s
poor human rights record under Mr. Aliyev, which included serious
abuses and the suppression of democracy. A few weeks after his
bronze figure materialized along Mexico City’s Paseo de la Reforma,
newspaper columnists, radio hosts and human rights activists began
to press for its removal. ‘In Mexico City, on our main avenue, our
Champs Elysees, there are statues of Gandhi, Churchill – and Aliyev,’
said Denise Dresser, a writer and academic who sits on a citizens’
commission that oversees projects for Chapultepec Park, which is
Mexico’s own Central Park.

“Mr. Ebrard looked for a way to stem the damage that is tarnishing he
end of his term. The mayor, who has been open about his presidential
ambitions in 2018, will hand the city over next month to a successor
from his own left-wing party, whose landslide win this summer was
widely seen as a vote of approval of Mr. Ebrard’s stewardship. ‘It’s a
mistake, and we should have evaluated that this could be problematic,’
Mr. Ebrard said. ‘Since they said, ‘This is the father of the country,
Azerbaijan opened relations with Mexico in 2004, everything’s O.K.,
we are part of the United Nations, we have elections,’ we didn’t
think there would be a problem.

“Arguing that Azerbaijan is a struggling young democracy, the Azeri
ambassador, Ilgar Mukhtarov, said: ‘Behind all this movement in
Mexico is the strong Armenian lobby. They gave the wrong opinion
about Heydar Aliyev.’

Concerning the plaque commemorating the so-called Khojaly massacre,
the newspaper says: “Nobody in the city government bothered to check
the text on the plaque, which calls the massacre a genocide. The
small but influential Armenian-Mexican community complained. So did
the government of Armenia.”

“To find a diplomatic solution, Mr. Ebrard has appointed a three-man
committee and promised to follow its recommendations, not only about
the statue and the plaque but also about how to make decisions a
little more transparent…”

“…Mr. Mukhtarov warned that removing the statue by force would not
be interpreted as a friendly move, and he wondered at all the fuss in
Mexico. ‘I think they have other problems to concentrate their minds
on more than a monument,” he said. “For us, it is a really big issue.'”

et le developpement du système bancaire ” a annonce le gouvernement
armenien.

” Nous esperons que nos reunions augmenteront notre cooperation
bilaterale et activeront l’execution de programmes communs dans le
système bancaire ” a dit Tigran Sarkissian.

Lors de la reunion les deux parties ont discute des programmes
commerciaux et economiques entre l’Armenie et la Russie qui sont
prepares par la commission intergouvernementale Armeno-russe, des
perspectives pour le developpement de l’Usine chimique de Nairit
d’Erevan, aussi bien que les questions liees aux forum regionaux
Armeno-russes qui peuvent impliquer Gazprombank.

Le president armenien Serge Sarkissian a eu une reunion avec le
president du Senat francais Jean-Pierre Bel le 13 novembre.

Selon Armenpress les deux interlocuteurs ont pointe que l’amitie
seculaire des nations armeniens et francais s’est transforme
en un partenariat bilaterale benefique et du haut niveau du
dialogue politique actif depuis l’independance de l’Armenie. Le
president armenien et le president du Senat francais estiment que
l’un des facteurs essentiels de ces relations est les relations
interparlementaires uniques et chaleureuses et une cooperation
efficace. L’activite du groupe interparlementaire “France-Armenie”
a ete mis en evidence.

Les deux interlocuteurs ont examine la cooperation decentralisee est
l’un des elements les plus importants de la cooperation. Ils se sont
declares satisfaits des realisations et des progrès dans ce domaine.

Ils ont note que l’Armenie avait noue des relations amicales avec
plus de 60 villes s~urs francaises englobant plusieurs programmes
conjoints dans les domaines culturel, le tourisme, l’education,
la sante et d’autres domaines.

Serge Sarkissian et Jean-Pierre Bel ont souligne l’importance de la
cooperation entre les deux pays sur la scène internationale.

Au cours de la reunion, le President armenien a exprime sa gratitude
a toute la nation francaise et aux membres du Senat francais, au
nom de la nation armenienne, pour l’adoption de la loi penalisant la
negation du genocide armenien.

Après avoir conclu sa reunion officielle le President Serge Sarkissian
est parti a Lyon afin de rencontrer le maire de Lyon Gerard Collomb.

L’ancien president Robert Kotcharian a ajoute sa voix de soutien
concernant la reforme reclamee par l’opposition armenienne au cours du
mois dernier. Selon lui et l’opposition, le parlement de la nation
devrait etre elu parmi les representants des partis politiques
seulement. La plupart des partis de l’opposition contestent les
elections legislatives de mai dernier et ont demande un changement
concernant la legislature. Parmi les partisans de la reforme, il y a
le Congrès national armenien (HAK) et le Parti Armenie prospère (BHK).

Le Parti republicain d’Armenie (HHK), qui devrait designer son
leader et actuel president Serge Sarkissian pour sa reelection lors
du scrutin de fevrier, s’est fortement oppose a la reforme.

” La proposition du BHK est plutôt une reaction au desequilibre evident
du gouvernement et des responsabilites constitutionnelles des diverses
institutions gouvernementales dans le pays “, a souligne Kotcharian.

Kotcharian a refuse d’influencer l’agenda politique du BHK. Mis
en place peu de temps avant les elections parlementaires de 2007,
le BHK, dirige par l’homme d’affaires Gagik Tsarukian, a ete pense
pour representer les interets de Kotcharian, alors president sortant,
dans le parlement domine par le HHK.

Le HHK a vivement reagi aux derniers appels du BHK concernant une
reforme constitutionnelle.

Ankara: A Massacre That Is Becoming Ordinary In The Insensitive Eyes

A MASSACRE THAT IS BECOMING ORDINARY IN THE INSENSITIVE EYES OF THE WORLD

Syria has been suffering a massacre under the gaze of the whole
world for the past 19 months. Not since the genocides in Bosnia and
Herzegovina and Rwanda has the world been so insensitive and impotent.

The responsibility for the brutal massacre of hundreds of people every
day in Syria belongs not only to the cruel Bashar al-Assad regime
but to all of humanity, which remains insensitive to this massacre.

The world may choose to turn a blind eye to these massacres or remain
indifferent to them; countries around the world may be too weak or
disorganized to respond to them; but they have recently come to the
very edge of Syria’s common border with Turkey. Even the new rules of
engagement declared by Turkey in the wake of the downing of its jet
by Assad’s forces — according to which Turkey would regard Syrian
warplanes and helicopters within five kilometers of the common border
as violating its airspace — have been violated. Indeed, for the past
few days, the warplanes and helicopters of Assad’s forces have been
shelling targets as close as 300 meters from the Turkish border. It
is claimed these warplanes have approached the zero point of the
border, and some eyewitnesses even argue that they have violated
Turkish airspace.

It is deplorable to see women, children and the elderly fleeing
air strikes in the Rasulayn region of Syria’s al-Hasakah province,
near the Turkish border, to Turkey’s border city of Ceylanpınar to
save their lives. I am talking about innocent civilians desperately
attempting to cross the border without even finding the time to put on
shoes. The sheer number of children among the wounded is sufficient
to communicate the horror of the ongoing civilian massacre. Those
fleeing are not armed dissidents fighting Assad’s forces; they are
just civilians living in the region. The number killed in homes that
have collapsed under heavy bombardment is not known. What is known
is that out of 68 severely wounded people brought to Turkey in the
past few days, 10 have died in Turkish hospitals.

Shrapnel that has strayed into Turkey from shells dropped by the
warplanes and helicopters of the bloodthirsty Assad regime at the
zero point of the border has damaged some houses and shops and wounded
two people in Ceylanpınar. For this reason, questions as to why the
rules of engagement justly declared by Turkey are not being complied
with abound in the minds of the public. Despite the fact that security
measures have been increased along the border and Turkish warplanes
are now patrolling the area, Turkey has once again been content to
issue a note to the Assad regime. And this confuses the public as to
Turkey’s deterrent capacity.

Foreign Minister Ahmet Davutoglu said: “We have reported the issue to
the United Nations Security Council [UNSC] and NATO. The international
community’s silence on the matter hurts the human conscience. The
Assad regime is primarily responsible for these incidents. The UNSC’s
inaction is responsible for it in the second place. As long as this
inaction continues, the Syrian regime will continue to find pretexts
for its provocations.” I could not agree more with these words.

However, Davutoglu went on to note that Assad’s warplanes did not
violate Turkish airspace, adding, “If our airspace had been violated,
we would certainly respond.” These words give the impression that
Turkey did not have recently announced rules of engagement in place.

Of course there is nothing wrong with Turkey adopting an extremely
cautious and self-possessed attitude as regards this “clear and present
danger.” Yet it is impossible to make sense of the continued silence
of the Western powers, including the US, which hide behind the pretext
that the Syrian opposition does not inspire confidence and does not
fully represent the groups in the field. Indeed, under the direct
influence of the US, the Syrian opposition has been reorganized as the
“Syrian National Coalition” to be more representative and legitimate in
nature. Isn’t it high time that the international community kept its
promises of solidarity, support and help for the Syrian opposition,
now that it has been reshaped as the legitimate representative of the
Syrian people in resisting the massacring, illegitimate Assad regime?

With their sophisticated defense technology capable of disabling the
radar and communication devices of any armed unit at any place or time,
how many civilians are the US and NATO waiting to see die before they
take action to protect them from Assad’s air attacks? No one expects
NATO, the US or any other nation to directly send troops to Syria. But
why don’t they employ their technological defense capabilities and
indirect methods to paralyze Assad’s striking power?

As Davutoglu said, the whole world is going through a tough test of
humanity over Syria. So far they have performed very poorly. The
developments have already indicated that this problem cannot be
settled through the self-sacrificial work of Turkey and some regional
countries. In addition to the humanitarian aspect of the crisis, Turkey
has spent $400 million on the care of the refugees, and the problem
is growing to dimensions Turkey cannot support. Currently, Turkey is
hosting about 170,000 Syrian refugees — 120,000 in camps and 40,000
to 50,000 in cities — and is being exposed to the sociopolitical
and psychological effects of this crisis, in addition to security
concerns created by the fact that in a country with which Turkey has
a 910-kilometer-long common border, 30,000 to 40,000 people have been
massacred, 1 million people have fled and 2 million people have been
internally displaced.

In short, hundreds of innocent people are being killed each day, under
the insensitive and indifferent gaze of the whole planet. Every day,
the cruel Assad regime commits new crimes against humanity by shelling
settlements. Still deeply wounded by the disgraceful memories of the
massacres in Bosnia and Herzegovina and Rwanda, the world is facing
the risk of shouldering another disgrace by turning a blind eye to
the ongoing massacres in Syria.

This risk threatens the image of the US administration most. US
President Barack Hussein Obama, in whom people have invested great
hopes, has the chance to be remembered with honor, like Bill Clinton,
who put an end to the tragedies in Bosnia and Kosovo. If, during this
second presidential term, he fails to take action to deal with the
Syrian tragedy that started in his first presidential term, Obama
will be etched in the collective memory of humankind with the burden
of this terrific tragedy.

ROMA, jueves 8 noviembre 2012 (ZENIT.org).- El campanario de la iglesia
armenia de Diyarbakir en el Kurdistán turco ha sido reconstruido y la
campana, después de 97 años de silencio, volvió a sonar el domingo 4
de noviembre, informa Hurriyet online. Ha pasado casi un siglo desde
que el campanario fue derribado porque hacía sombra a los minaretes
de las mezquitas de la ciudad.

La Iglesia de Surp Diyarbakir Gragos(Santo Domingo), fue dañada
fuertemente en 1915, el año en el que comenzó el genocidio de los
armenios en Turquía, todavía sin reconocer por Ankara (capital de
Turquía, de la región de Anatolia Central).

El pasado domingo se celebró el primer rito armenio desde hace un
siglo en la iglesia restaurada. La ceremonia fue presidida por el
patriarca de Turquía arzobispo Aram Ateshyan, originario de Diyarbakir,
y contó con la presencia de cientos de fieles procedentes de Turquía
y del extranjero.

La iglesia fue construida en 1376 y es la mayor iglesia armenia en
Oriente Medio. Estuvo abierta como lugar de culto hasta que en la
Primera Guerra Mundial los turcos acusaron a los armenios de aliarse
con la Rusia Imperial, y comenzaron las persecuciones. Aunque no
se conoce la cifra exacta, se calcula que murieron entre un millón
y medio y dos millones de armenios. Actualmente, los turcos siguen
negando el genocidio.

Desde entonces la iglesia de Surp Gragos fue utilizada como cuartel
general en la Segunda Guerra Mundial y almacén en la posguerra, hasta
que quedó abandonada e inutilizada. Esta rehabilitación de un templo
armenio para uso religioso ha sido la primera en 97 años permitida
por el gobierno turco.

La restauración se ha financiado con una fundación armenia y con
contribuciones del ayuntamiento de Diyarbakir, ahora gobernado por
el alcalde Osman Baydemir del partido pro-kurdo BDP (Partido Paz
y Democracia).

Las labores de renovación de la iglesia comenzaron en 2009 y la
misma abrió al culto en octubre de 2011 pero por falta de fondos el
campanario aún no había sido reconstruido.

Durante la ceremonia de inauguración de la torre del campanario,
el director de la Fundación, Ergun Ayik, dijo: “Esta iglesia fue
una vez testigo y prueba de la numerosa población armenia de esta
ciudad. Su arquitectura se erige como testimonio de lo avanzada que
era la civilización armenia”.

Y añadió: “Nuestros antepasados nos legaron esta iglesia, pero por
razones conocidas no fuimos capaces de reclamar la propiedad de dicho
patrimonio. La renovación marcó el inicio del proceso de restitución
de esta propiedad”.

Armenian President Serzh Sarksyan has hailed the way French leaders
are facing the past, saying, “Turkish leaders should take a lesson
from that.”

Paying a three-day official visit to Paris, Sarksyan praised French
President Francois Hollande’s criticism of the mass deportation of
Jews to concentration camps. “I will ask President Hollande to tell
Turkish officials how he himself reproached the deportation of Jews
to concentration camps. Turkish rulers might take lessons from that,”
Sarksyan said in a talk with French paper Le Figaro on Tuesday.

Sarksyan also said that the convergence between Turkey and France and
other European countries is predestined as it serves the embracing
of European values by Turks, adding, Turkish politics “are based on
principles, rather than on damaging Turkey’s image abroad.”

Asked to comment on the Armenian “genocide” bill that would penalize
describing the 1915 events as genocide, which is in violation of the
freedom of expression guaranteed in the French constitution, Sarksyan
dismissed responding saying it would be difficult for him to anticipate
the decision taken in regards to the bill. “I can only accept the
clear and positive attitude of President Hollande on to the issue.”

France’s Constitutional Council early this year overturned a
controversial bill that would criminalize the denial of claims that
1.5 million Armenians perished in a systematic genocide campaign
during the late Ottoman Empire, although the bill was approved by
both the French National Assembly and Senate.

Sarksyan met his French counterpart Hollande at the Elysee Palace in
Paris on Monday, while Azerbaijani civil groups together with Turks
living in Paris protested the visit of Sarksyan.

About 500 people in Azeri-Turkish groups gathered in front of the
Armenian Embassy in Paris with Turkish and Azerbaijani flags and
anti-Sarksyan placards in their hands.

The groups shouted such slogans as “Killer Sarksyan,” “Liberation
to Nagorno-Karabakh,” “Let Armenia withdraw from Nagorno-Karabakh”
and “Nagorno-Karabakh belongs to Azerbaijan and will always remain
Azerbaijan’s.”

Speaking on behalf of the group, many thanks were delivered to
Turkey for its support to Azerbaijan in efforts to settle the
Nagorno-Karabakh conflict since the early 1990s. “Armenia will
certainly leave Nagorno-Karabakh one day,” the statement said. The
statement also noted, “Sarksyan will one day give an account for the
mass killing perpetuated in Khojaly.”

Feb. 26, 1992, is one of the most traumatic dates in history for
Azerbaijanis, when the Armenian Armed Forces, commanded by current
Armenian President Sarksyan, wiped out the city of Khojaly with the
support of Russia’s 366th armored battalion.

The two presidents discussed Armenian-French relations, the necessity
of maintaining political dialogue, expanding the economic presence
of France in Armenia and boosting trade between the two countries
during their meeting.

Presidents Sarksyan and Hollande also exchanged views on regional
issues and the Nagorno-Karabakh conflict.
