NO ONE INJURED IN PRESIDENTIAL GUARD CAR FIRE ACCIDENT IN ARMENIA

YEREVAN, November 23. /ARKA/. No one was injured in the presidential
guard car fire accident in Armenia Wednesday, “Zhoghovurd” (People)
newspaper reports referring to the head of state guard service
Hrachyan Harutiunyan.

According to Harutiunyan, the guard was driving to the airport at
night when shots were fired on the service vehicle from a passing
car near the cognac factory. The bullet hit the car windshield.

“The driver was a resident of Echmiadzin; he opened the fire from the
car. The police was informed about the case and responded promptly: the
offender was found,” Harutiunyan said. The gun is taken away, he said.

According to the head of state guard service, it was a pure accident
and was in no way connected with the president.

“Our car found itself there by chance, it could be any other car
there instead,” Harutiunyan said.

The Police promised to report more details later.

Armenian Foreign Minister Edward Nalbandian received the OSCE Mink
Group Co-Chairs, Robert Bradtke of the United States, Igor Popov of
the Russian Federation and Jacques Faure ofFrance, and the Personal
Representative of the OSCE Chairman-in-Office, Ambassador Andrzej
Kasprzyk.

During the meeting Minister Nalbandian called the attention of
the Co-Chairs to the provocative statements made by the Azerbaijani
leadership, noting that although they are meant for domestic audience,
they cause serious harm to the negotiation process and aggravate the
situation in the region.

The Co-Chairs briefed the Armenian Foreign Minister on the results of
the meeting with the NKR President in Stepanakert and their suggestions
aimed at relieving the tension at the line of contact.

The interlocutors discussed the possibility of the meeting of Armenian
and Azerbaijani Foreign Ministers in December on the sidelines of
the OSCE Ministerial in Dublin.

YEREVAN. – The country’s leaders are determined to build the
Batumi-Khulo-Akhaltsikhe-Bavra Highway, which is of importance for
Armenia. Archil Khabadze, the newly elected Head of the Government
of Georgia’s Autonomous Republic of Adjara, stated this during his
meeting with Aram Grigoryan, Armenia’s Consul General in Batumi.

The aforesaid road will reduce virtually twice the duration of Adjara’s
motor link with Armenia, and, as a result, more tourists from Armenia
will be able to visit the health resorts of the autonomous republic,
the Armenian MFA informs.

In his turn, Aram Grigoryan expressed a hope that the cooperation
between the Autonomous Republic of Adjara and the Consulate General
of Armenia will continue under Adjara’s new authorities.

The new chairman of the government of Adjara informed about his plans
to commence new programs and to finish the ones that are already
in progress.

The interlocutors touched upon the matters of concern to the Armenian
community of Adjara, and Archil Khabadze stressed this community’s
active role in the autonomous republic.

Also, they discussed the avenues for deepening cooperation between the
sister cities in the Autonomous Republic of Adjara and in Armenia’s
Lori Region.

Ra Na President Hovik Abrahamyan Is Awarded The Ipa Cis Gold Medal

On the evening of November 22 with the participation of the
parliaments’ presidents of the IPA CIS member-states the session of
the IPA CIS Council was held, on the agenda of which 30 items were
included. At the beginning of the session the Speaker of the Federal
Council of the RF Federal Assembly Valentina Matviyenko welcomed the
RA NA President Hovik Abrahamyan and congratulating him, noted with
joy that Mr Abrahamyan had been reelected President of the RA National
Assembly. Mrs Matviyenko highly appreciated Hovik Abrahamyan’s activity
in the post of the President of the Armenian parliament and in the
name of those present and her wished him successes during his tenure.

The agenda items of the IPA CIS Council session were the elections of
the Chairperson of the IPA CIS Council and Chairmen of the permanent
commissions. At the session Valentina Matviyenko was unanimously
elected IPA CIS Council Chairwoman. The Chairmen of the IPA CIS
permanent commissions were also elected. During the session issues
concerning the international observers’ participation by the IPA CIS in
the monitoring of the parliamentary elections in Belarus and Ukraine,
as well as in the CIS Youth Parliamentary Assembly were also discussed.

At the end of the session Valentina Matviyenko awarded the RA NA
President Hovik Abrahamyan the IPA CIS Gold Medal for making an
important contribution to strengthening of inter-parliamentary
cooperation. The Speaker of the RF State Duma Sergey Narishkin was
also awarded the CIS IPA Gold Medal.

Kobzon, who has arrived to Armenia in the framework of his 75th birth

The President of Armenia welcomed the guest in our country,
congratulated on his jubilee and noted that in Armenia, we are always
happy to host a beloved and talented singer who has many admirers
not only in our but also in many other countries and who is without
doubt is a good friend of the Armenian people.

Serzh Sargsyan underscored that we are proud with I. Kobzon’s loyalty
to his great friendship with Arno Babajanian which is also manifested
in the warm words spoken by Iosif Kobzon about the great Armenian
composer on every due occasion.

I. Kobzon thanked the President of Armenia for the warm hospitality and
words of appreciation. He conveyed to the President his impressions
regarding his current visit to Armenia, Armenian youth and Armenian
musicians who participated in his November 22 charity concert, and who
according to the renowned performer extended him a very warm welcome.

Several Armenian environmental activists have joined their efforts
to demand fair selection of the Khosrov State Reserve director.

In a statement to the Ministry of Nature Protection, members of
the civil groups, Khosrov Reserve and Trchkan, call for ensuring
transparent procedures of contest.

“We are concerned by the format the ministry has chosen to conduct
the contest. We call for making the candidates’ full records public
to enable the public to evaluate all this,” Anna Shahnazaryan, one
of the activists, told a news conference on Friday.

The activists’ are concerned by the candidates’ biopgraphies as they
know one of them is a poacher with a just secondary school degree. The
propose their own candidates who they claim are fully fit for the
vacant position announced. But they complain that there is no more
chance for submitting documents as the Ministry organized everything
in a closed manner.

“We ask for giving our candidates a chance to submit their applications
to ensure competitiveness and select the best [candidate],” said Mary
Khachatryan, another activist.

NA Speaker Hovik Abrahamyan attended the CIS inter-parliamentary
Summit and was awarded a Gold Medal. Weeks ago, Hovik Abrahamyan’s
relative, Gagik Tsarukyan, was also awarded the Person of the Year
title in Moscow.

Abrahamyan and Tsarukyan form an interesting tandem in the political
field of Armenia. Abrahamyan is Republican, Tsarukyan leads the PAP,
but they seem to be playing the same political game. The same game
in different parties. Maybe, this is determined by their relationship
which they don’t want to ruin for politics.

In Armenia, the “consequences” of politics are usually very hard.

Abrahamyan and Tsarukyan know it better than anyone else. They know it,
but they are still in politics. Perhaps, they are maintained by Russia,
since if the relatives leave politics due to their relationship,
Russia may lose its most devoted friends in the Armenian politics. So,
Russia awards them as if encouraging or compensating.

Otherwise, they would have left politics; moreover, both of them are
business people. More, they have a negative opinion about politics.

Apparently, Russia needs people who have these ideas about politics
because if someone is led by brain in politics, will first of all
raise the issue on the revision of relations with Russia.

This issue is very urgent in Armenia, since the framework of those
who realize the current quality of the Armenian-Russian relations is
one of the axis reasons for the present system issues of Armenia,
is widening, consequently, the revision of the Armenian-Russian
relations and qualitative change is e key step to be taken.

Russia has nothing to oppose to this process but people who are engaged
in politics and are convinced of the uselessness of brain. It is never
superfluous awarding such people, more, their medals in politics
are like gladiator fights, when each one can be the last, sure in
political sense, and even the victorious fights bring the end closer.

The topic “NATO in the South Caucasus” is becoming more subjective
and meaningful but it is still far from being real presence of NATO.

Moscow still fears something not yet meaningful, more precisely from
a jump of the Alliance to strengthen its presence in the region. Of
course, the Russians have enough possibilities, information and
political resources to understand what may happen in the NATO regional
policy.

It is interesting that currently even after the famous decisions
adopted by the recent NATO summits, the Alliance headquarters do not
understand the definition of “NATO regional policy”. We can hear from
some conservative experts (mainly Anglo-Saxons) that the Alliance
does not conduct a regional policy like NATO member states. Experts
from continental NATO members think that NATO will anyway have to
develop a regional policy.

Most probably, having identical tasks but different goals, the
“continental” and “oceanic” states would like to pull toward themselves
the centre of gravity of formation of NATO regional policy.

Currently, the Alliance reacts in a cautious and moderate way to
challenges occurring in the South Caucasus, which is associated with
the NATO policies in other regions. Major problems and conflicts
occur between NATO member states regarding regional issues.

Despite some “inspirational” remarks (not even statements), NATO
does not hurry to confirm its real, military presence in the South
Caucasus and in the Caspian Sea. So far, we deal with its “support”
to the regional countries.

If you believe the media, representatives of NATO are concerned with
threats against the energy sector in Azerbaijan, Georgia and Turkey,
and, ostensibly, start thinking about how to protect oil fields and
pipelines. Apart from Azerbaijan’s screams, of course, an important
role in these reflections is played by Turkey, and both countries see
this as an excuse for NATO’s participation in solving their problems.

At the same time, when Azerbaijan speaks about threats, it means
Armenia, not Iran.

No matter how reserved the statements of NATO functionaries are,
the Alliance will have to react in some way to these circumstances.

Perhaps, these “challenges” will become a reason for the NATO
intervention in the region in some format.

Following this situation, Armenia can’t but react in a decent way.

Armenia has claimed long-term intentions of cooperation with NATO
and its “rights” should not be ignored in the Alliance. Under these
conditions Azerbaijan should not have priority positions.

Armenia has essential factors in the direction of defense of its
positions in NATO. If Azerbaijan’s functions have a tendency toward a
static position which is determined by decline of the oil “project”
and Afghanistan’s withdrawal from the coalition, Armenia’s role,
though still not defined but it has a more dynamic role, since its
role in the policy and strategy of “repression” of Turkey’s expansion,
Turkey’s distancing from Azerbaijan, as well as its role of a link
between NATO and CSTO keeps growing.

Though Armenia has become more active in its communications with
NATO, the alliance expects more subjective proposals and initiatives
from it. This is necessary for NATO not only for the development of
its policy in the South Caucasus but also for the implementation of
tougher games with the participation of different players.

Turkey’s policy is increasingly becoming a factor in boosting
controversies in NATO, and it is justified now consider of relations
between Turkey and NATO as counter-partnership.

Tasked with the combination of Atlantic and Eurasian interests,
Russia could contribute to Armenia’s policy toward NATO, and it
is no longer possible to be seen as fantasy and contradiction. The
political and military leadership of Armenia cannot take advantage of
real opportunities to work with NATO to ensure national security. It
is necessary to pass from the perception of external initiatives
(even very positive for our country) to our initiatives.

Après la Jamaïque, les Pays de l’Est, l’Inde et l’Amerique Latine,
l’association Dire le Monde propose de decouvrir l’Armenie pour sa
4ème edition du Clam’ festival. Elle a choisi de travailler avec de
nombreux acteurs locaux qui entretiennent depuis plusieurs annees
des echanges avec ce pays aux mille couleurs.

ATELIERS (16h – 19h) – 16h-19h : atelier conte anime par la conteuse
francaise Laureline Koenig.

Se frayer un chemin dans les contes, trouver une parole qui
n’appartienne qu’a soi.

Cet atelier a pour but d’aborder les bases du conteur a travers le
travail du corps, de la voix, du chemin symbolique qu’offrent les
contes et de sortir d’une parole ‘toute faite’ (qu’elle vienne des
livres ou de la force des habitudes) pour entrer dans l’originalite
de ses propres mots. Un conte armenien servira de base de travail
pour cet atelier.

Richard Giragossian, le directeur du Centre des Etudes Regionales
base a Erevan a mis en garde contre le danger que represente la
possible arrivee de capitaux turcs en Armenie au vu de la corruption
effrenee dans le pays. Plus tôt, le Premier ministre armenien Tigran
Sarkissian avait dit que l’Armenie n’etait pas contre l’arrivee de
capitaux turcs sur le marche local.

” Le capital turc n’est pas en soi dangereux. Le danger se trouve dans
la corruption en Armenie, qui peut rendre le capital turc dangereux
” a dit Richard Giragossian.
