Armenia must make the best of the opportunities offered by its
cooperation with the European Union, Gayane Novikova, Founder and
Director of Spectrum Center for Strategic Analysis, Fellow in the Near
Eastern Languages and Civilizations Department, Harvard University
(Cambridge, MA), said during the Regional Security Dynamics in the
South Caucasus international forum on Thursday.

She said that today Armenia is facing a choice: on the one hand,
the country is offered membership in structures dominated by
Russia – the Eurasian Union and the Customs Union, on the other,
it is negotiating with the EU on the free trade area and other
preferences. But the choice is not very big, so, Armenia must make
the best of the opportunities offered by its cooperation with the
Euro-Atlantic structures.

In case of NATO, according to Novikova, there are certain restrictions,
but the contacts with the EU help Armenia to deepen its reforms –
something everybody is interested in – at least in word.

The Georgian minister of integration Paata Zakareishvili has announced
that the issue of the Abkhazian railway has been removed from the
agenda because Abkhazia has not displayed any interest. Note that
Zakareishvili had made a statement noting that Georgia is ready
to open the railway outside the scope of political issues. He now
states that the issue has been removed from the agenda and is passing
through the first and important stage of practical diplomacy. Even
though the world goes for public political declarations, politics is
carried out behind the stage and only then made known to the public.

In the case of the Abkhazian railway it is true because the issue of
the railway is outside the Georgian-Abkhazian scope. It is the result
of the demand shaped through the regional game, and this is the reason
why the new Georgian government made this interesting statement on the
railway. If we observe the behavior of the new Georgian government,
we will see that the other interesting thing about it was the internal
persecution against Saakashvili’s team.

What has generated the demand in the Abkhazian railway? First,
this railway can help expand the scope of the factor of Abkhazian
sovereignty, the process of achieving at least relative independence
of this unrecognized state. The Russian-Georgian war in 2008 was
initiated not only by the Russian side which deployed its troops on
the border of South Ossetia to counteract to Georgia but also in the
west. Evidence to this is Saakashvili’s statements following the war,
hinting that the West had promised ahead of the war not to leave him
alone but did leave him alone, in fact.

The war helped resolve several issues. Russia’s success was relative
at first sight while strategically it had the adverse effect. With
this war Russia took what it already had de facto and irreversibly.

Instead, Russia is exposed to the risk of legal responsibility and
Western reproach. It is not accidental that Moscow almost reached
Tbilisi but did not dare to intervene and change the government of
Saakashvili. Later Moscow tried to restitute defeat in Georgia by
the West with activity regarding the Karabakh conflict and zeal to
deploy CSTO peacemakers in that area but fortunately failed thanks
to the West.

At the same time, the West actually resolved the issue of Abkhazia
and Ossetia, helping this country to rid of the burden of illusions
and conflict which was a hindrance to Georgia’s geopolitical plans.

Currently the second stage of the geopolitical plan is maturing,
and the first steps were taken in Georgia by removing Saakashvili’s
government and electing Ivanishvili who is moderate. This is
a circumstance required by the logic of the second stage. Having
severed Abkhazia and Ossetia from Georgia, mainly Abkhazia due to
psychological and geographical peculiarities, the West will set to
resolve the task of severing them from Russia.

This is an issue of a longer phase and requires moderate government in
Georgia because the guarantee of success is to avoid abrupt steps. The
logic of this phase also includes the issue of the Abkhazian railway
which would enable linking Abkhazia to the South Caucasus, thus
generating the tangible goal of Abkhazian independence.

The issue of the Abkhazian railway is quite topical on the agenda of
backstage diplomacy, and first the moods are checked.

In addition, this project has a potential for a third stage, or maybe
also its elaboration which will presuppose expansion towards south, up
to the Persian Gulf. It should not be ruled out that the third stage
may start during the second stage, or maybe it has already started,
namely the developments in Iran and especially Syria.

Official Yerevan still abstains from important statements on this
issue. The prime minister had expressed thoughts on the railway in an
interview with the Interfax, mainly focusing on the benefits of the
railway for Armenia. However, Yerevan does not possess enough resource
for a practical policy although it has great responsibility for the
general logic of developments, avoidance of the role of a wedge tapped
at the South Caucasian axis of the Russian strategy and the role of the
trigger of Armenian-Georgian contacts. Armenia could cut the Caucasian
artery or act as a donor of generation of civilization development.

The Investment Climate Advisory Services of the World Bank Group have
released a new publication for Armenian food producers designed to
help them improve food safety standards and become more competitive.

The publication, Guidelines for the Implementation of Good
Manufacturing Practices and Good Hygiene Practices, provides
producers with practical advice on how to comply with basic hygiene
and manufacturing rules. It also provides advice for inspectors,
offering a standardized approach for assessing compliance and making
the process more efficient. To raise awareness about those practices,
the Armenia Investment Climate Reform and the IFC Armenia Food Safety
Improvement Projects jointly organized a seminar for food producers
and inspectors today and presented the new publication.

“The introduction of practices highlighted in the guidelines
will significantly reduce food contamination risks,” said Abraham
Bakhchagulyan, Head of the State Service for Food Safety of the
Ministry of Agriculture of the Republic of Armenia. “These practices
are also vital for the formation of food safety systems compliant with
the standards of the European Union, which is one of our key goals.”

The poverty rate in Armenia in 2011 decreased by 0.8 percent compared
to the previous year and was 35 percent. In the report Social Snapshot
and Poverty in Armenia made with the technical assistance of the
World Bank also says that in 2004-2011, the poverty rate fell from 54
percent to 35 percent. The level of extreme poverty fell by 16 percent.

The numbers put forward by the World Bank seem strange to Harutyun
Mesropyan, an expert in governance.

“If we look at those numbers, it will turn out that since 1991 we
should have become a better state than Singapour long ago. In the
past 20 years, they have been showing every year that the situation
in all fields has been improving in our country. I greatly doubt those
numbers, because the methodology that has been used is in question. I
have familiarized myself with the methodology of a few international
organizations, I wouldn’t say that it is an effective methodology,”
Mr. Mesropyan said to , explaining that the calculations
have always been rather far from the reality.

The expert in governance doesn’t know the real poverty rate in
Armenia: “I haven’t calculated…, but I look at it from a different
perspective, what qualitative changes have been made; one can always
play with numbers. I don’t see any qualitative change. For example,
if the budget, the structure of imported and exported goods had been
changed, there would have been changes, but everything is the same
as before in our country.”

Let us remind that Vache Gabrielyan, the Minister of Finance, called
the poverty rate put forward by the opposition, roughly 60 percent,
“amateur” calculation.

We inquired of Mr. Mesropyan whether the opposition’s or the
government’s index was more “amateur,” “No one can say that he knows
the database rather correctly. The same opposition was in power at
the time, and the roles were quite the opposite. I don’t care for the
assessments on the political stage; the current and foreign powers
that be are there, let them solve their arithmetical problems.”

YEREVAN.- All three South Caucasus states are very important for
Israel, the former Israeli ambassador to Armenia and Georgia said
during Yerevan-hosted international forum.

“We develop relations with Azerbaijan because this moderate Muslim
country is very important for us. The Islamic world is having
hard times. Secondly, Azerbaijan is a source of energy. Israel is
isolated and has to buy oil from around the world. Therefore, the
Baku-Tbilisi-Ceyhan oil pipeline is an important issue. Thirdly,
we cooperate with Azerbaijan on the level of technology industry,”
Baruch Ben-Neria said during the “Dynamics of Regional Security in
the South Caucasus” forum.

He noted it is also very important for Israel to develop relations
with Armenia, but the two sides are needed.

“Armenia, as I understand, has its own calculations. But, serious
attempts to develop relationship have been recently made,” he
emphasized.

Speaking about the necessity to open an Israeli embassy in Yerevan,
former ambassador said it is rather complicated economic issue,
recalling that earlier Armenian Embassy in Tbilisi was transferred
to Jerusalem for financial reasons.

As to the obstacles to the development of relations between Armenia and
Israel, Ben-Neria named Armenia’s geopolitical location and relations
with Iran.

“We have strained relations with Iran. The Islamic Republic always
threatened to destroy Israel. This is a complicated issue,” the
diplomat said.

The diplomat stressed that the people of Israel and Armenia have
always been very close and good friends, and they have somewhat
similar history.

“In the 21st century countries need to find ways to get closer and
not vice versa,” he concluded.

YEREVAN. – A person who is charged with and imprisoned for murder
cannot deserve the title of “national hero,” Baruch Ben-Neria, the
former Israeli ambassador to Armenia and Georgia, stated commenting
on the Ramil Safarov case.

To note, the diplomat is currently in Armenia’s capital city Yerevan
where he is attending the annual international forum “Dynamics of
Regional Security in the South Caucasus,” which kicked off Thursday.

“The matter of Ramil Safarov is very unpleasant. What happened in
Hungary was a truly difficult and unpleasant situation. This was
followed by the reaction of numerous other countries,” Ben-Neria said.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was his
act of murder, by the officials of president Ilham Aliyev’s government
and much of Azerbaijani society, and the Azerbaijani president
immediately granted him a pardon and he was declared a national hero.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary. Also, Sargsyan
had instructed the Ministry of Justice to take all measures to apply
to the international judicial tribunals, and with respect to the
Safarov case.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

Dna Sleuth Hunts Wine Roots In Anatolia

DNA SLEUTH HUNTS WINE ROOTS IN ANATOLIA

There are easier places to make wine than the spectacular, desolate
landscapes of southeast Turkey, but DNA analysis suggests it is here
that Stone Age farmers first domesticated the wine grape.

Today Turkey is home to archaeological sites as well as vineyards of
ancient grape varieties like Bogazkere and Okuzgozu, which drew the
curiosity of the Swiss botanist and grape DNA sleuth Jose Vouillamoz,
for the clues they may offer to the origin of European wine.

Together with the biomolecular archaeologist Patrick McGovern,
Vouillamoz has spent nearly a decade studying the world’s cultivated
and wild vines.

“We wanted to collect samples from wild and cultivated grape vines
from the Near East — that means southeastern Anatolia, Armenia and
Georgia — to see in which place the wild grape was, genetically
speaking, linked the closest to the cultivated variety.”

“It turned out to be southeastern Anatolia,” the Asian part of modern
Turkey, said Vouillamoz, speaking at the EWBC wine conference in the
Turkish city of Izmir this month. “We propose the hypothesis that it
is most likely the first place of grape vine domestication.”

McGovern’s lab at the University of Pennsylvania Museum also provided
archaeological evidence of wine’s Anatolian roots after analysing
residues of liquid recovered from vessels thousands of years old.

Author of “Uncorking the Past” and “Ancient Wine”, McGovern used
a sensitive chemical technique to look for significant amounts of
tartaric acid — for which grapes are the only source in the Middle
East.

While Georgia, Armenia and Iran all played a role in ancient
winemaking, preliminary evidence from pottery and even older clay
mineral containers, seems to place the very first domestication of the
wild Eurasian grape Vitis vinifera in southeastern Anatolia sometime
between 5,000 and 8,500 BC, McGovern said.

— “This heritage is now under threat” —

Southeast Anatolia is part of the Fertile Crescent, the name given
to a vast area stretching through modern-day Iraq and Iran to the
Nile Valley in the south, widely seen as the birthplace of the eight
so-called “founder” crops — from chickpea to barley — that are the
world’s first known domesticated plants.

Evidence found by the research duo suggests that for wine too,
hundreds of today’s grapes find their roots in “founder” varieties
descended from the wild grapes of the region.

Through DNA profiling, Vouillamoz says he has isolated 13 of these
“founder” grapes by tracing the family trees of European fine wine
grapes.

He believes farmers across southeast Anatolia or the Near East started
domesticating the wild Vitis vinifera grape around the same time —
giving rise to the 13 “founders”.

This, he says, debunks the long-held notion that most Western European
grapes were introduced independently from the Middle East, Near East
or Egypt, Turkey or Greece, at different times and in different places.

One of the “founders”, Gouais Blanc, is a good example.

“He gave birth to at least 80 varieties in western Europe, including
Chardonnay, Gamay, Furmint, and Riesling,” said Vouillamoz, who
recently co-authored, “Wine Grapes,” a monumental opus on 1,368 vine
varieties. “I call it the Casanova of grapes.”

Standing in a gully between Elazig and Diyarbakir, Daniel O’Donnell,
chief winemaker at the Turkish winery Kayra, gestured to the great
expanse of mountains where wild grape vines still grow in gullies
and washes.

“It is a wine-making pilgrimage to come back here and find,
genetically, 8,000, 9,000-year old vines,” said O’Donnell, who arrived
here from California in 2006.

“It’s mind-blowing to be a Napa guy paying attention to the fine
details, the minutiae of wine making, and come here.”

But this heritage is now under threat.

In the Kurdish Diyarbakir region, where women on subsistence farms tend
the vines and goats do the pruning, phylloxera is killing vineyards
that have not been grafted onto disease-resistant rootstock.

“Unfortunately, phylloxera has arrived here. Every year we see the
vines die,” said Murat Uner, wine production manager at Kayra.

Phylloxera annihilated vineyards in Europe in the late 19th century.

Wild vines are somewhat protected by their eco-system, but cultivated
vines are extremely vulnerable.

“We explain it to them, but they don’t want to listen,” says Uner.

The frustration is shared by winemakers who are trying to develop
the Turkish wine industry, and experts who fear the loss of an
irreplaceable genetic diversity within these ancient varieties.

“They are incredibly lucky to have this,” said Vouillamoz. “It has
been lost in many places.”

by Lebanon amid the ongoing unrest in the Middle East and expressed
concern for the Syrian Armenians caught in that country~Rs conflict.

Gen. Wissam al-Hasan, Sargsyan said that Lebanese leaders should
unify their ranks and stand together to prevent a new wave of attacks
against Lebanon.

~SWe regret and denounce the terrorist attack of Oct. 19 and we express
our condolences to the families of the victims. Armenia hopes that
the attack will fail to shake Lebanon~Rs stability,~T Sargsyan said.

Speaking during a lunch banquet in his honor at Speaker Nabih Berri~Rs
Ain al-Tineh residence, Sargsyan said Armenia was confident that
Lebanese leaders can take the necessary steps to build confidence
among the Lebanese and protect the country from violence.

~SArmenian authorities are ready for their role to stand by Lebanon
and the Lebanese to solve the present conflicts,~T he added.

In a rare showing amid the ongoing political deadlock in the country,
MPs from across the political divide met for lunch at Ain al-Tineh. A
number of diplomats and senior state officials also attended the
gathering at Berri~Rs residence.

Sargsyan also said his country was worried by the ongoing violence in
Syria and expressed concern over the fate of at least 80,000 Syrian
Armenians in the war-torn country.

this crisis is clear: We ask our brothers and sisters in Syria to

Armenian Catholicosate of Cilicia in Antelias and praised the role
the church played for the community.

Before heading to the lunch in Ain al-Tineh, Sargsyan visited
Haigazian University in Beirut, during which he was welcomed by a
crowd of students and administration officials.

Students from the American University of Beirut, Lebanese American
University and the Saint Joseph University gathered at Haigazian
along with the university~Rs president, the Rev. Paul Haidostian,
to welcome the Armenian official.

~SYou are tasked to build stronger relations between Armenia and
Lebanon,~T Sargsyan told the students in a speech.

Also Tuesday, Sargsyan visited the Armenian Catholic monastery in
Bzommar and met with Armenian Catholic Patriarch Nerses Bedros XIX.

The Armenian president will hold a farewell meeting with President
Michel Sleiman Wednesday morning before ending his three-day visit
to Lebanon.

Lebanon’s speaker of parliament warned during a banquet held in
Armenian President Serzh Sargsyan’s honor that the entire region is
“menaced by fragmentation and division.”

“The entire region is menaced by fragmentation and division and
is witnessing ethnic and factional explosions,” Nabih Berri said
on Tuesday.

Berri added that “Lebanon and Armenia have many things in common,
and Lebanon has always been a second home to the Armenians.”

Meanwhile, the Armenian president said that “Lebanese-Armenian
relations are ones of friendship because the two countries are related
to one another.”

“We will always remember the support that the Lebanese people provided
to the Armenians.”

Sargsyan described the Arab world as entering a “complicated
transitional phase” and said that “Armenia is worried about the Syrian
people’s fate.”

The Armenian president reiterated his country’s call for a “cessation
of the blood shedding” in Syria.

Sargsyan was visiting Lebanon for a two-day state visit that began
on Monday.

l’administration Obama a se pencher sur une controverse diplomatique
potentielle en lui demandant son point de vue sur une loi controversee
de Californie en faveur des Armeniens victimes des massacres de masse
il y a un siècle, et en faveur aussi de leurs heritiers, dans leur

en confirmant une loi sur l’immigration en Arizona qui regardait
