KAREN NAZARYAN: COMPARISON OF TERRORISM WITH THE STRUGGLE FOR SELF-DETERMINATION UNACCEPTABLE

On January 15 the UN Security Council held a discussion on the
“Comprehensive Approach to the Fight against Terrorism,” featuring a
number of high-ranking officials and representatives of about fifty
countries.

Armenian Ambassador to the UN Karen Nazaryan noted that the size and
influence of the threat of terrorism envisages coordinated actions
of the UN agencies and other inter-governmental structures, and in
this context attached importance to the joint programs of the CSTO,
the European Union, the Council of Europe and NATO.

Karen Nazaryan added that the factor of the closed border with the
two neighbors of Armenia, as well as the practice of accumulation of
a great amount of weapons under the excuse of the unsolved conflict
negatively affect the cooperation in the field.

The Ambassador said the comparison of terrorism with the struggle
for the realization of the right of peoples to self-determination is
unacceptable and condemned the use of the state authorities, as well
as mercenaries and terrorist groups to pressure this right.

Also, Karen Nazaryan referred to the propagation of hatred on the
state level in Armenia’s immediate neighborhood, adding that it can
feed the crime of terrorism and urged to refuse from this behavior
and substitute it with tolerance and dialogue.

Une passagère a donne naissance a son premier enfant a bord d’un avion
de la compagnie aeerienne Armavia et a nomme sa fille du prenom de
l’un des agents de bord qui a aide a l’accouchement.

La naissance du bebe, qui est en bonne sante, a eu lieu samedi,
deux heures avant le vol en provenance de Siberie n’atteigne Erevan.

L’hôtesse Hasmik Ghevondyan remarque que la passagère Armina Babayan,
31 ans, avait debute le travail et organise l’accouchement avec
plusieurs autres membres de l’equipage.

En signe de gratitude la passagère, qui avait pretendu etre enceinte
de 6 mois et demi, a nomme la petite fille Hasmik.

YEREVAN, JANUARY 15, ARMENPRESS: Central Electoral Commission of
Armenia has established the order of airtime on Public Radio and
Public TV during January 15 session for the candidates running for
president during elections held on February 18, 2013. As Armenpress
was informed from press service of CEC, the right for airtime would
be equal for all the candidates of electoral race.

For implementing election campaign Public Television will allocate
time starting from 6:00 PM, and Public Radio from 1:30 PM till 9:40
PM. In accordance with the established order, emanating from technical
necessity above mentioned scheduled may be removed not more but for
30 minutes.

Candidates for the post of the president will be provided with 60 free
and 120 paid hours of airtime on public television and public radio.

Azerbaijan has accused Armenia of settling Armenians who fled conflict
in Syria to the disputed Nagorno-Karabakh region. Azerbaijani Foreign
Minister Elmar Mammadyarov said Baku has repeatedly expressed its
discontent with this issue to OSCE Minsk Group’s co-chairmen, the
Azerbaijani news website Trend.az reported yesterday. “This issue
is fully on our agenda, and we are already discussing this with
the co-chairs, noting its illegality,” he said. “We asked them [the
Minsk Group co-chairs] to clarify whether Syrian Armenians were there
[in Nagorno Karabakh] or not,” Mammadyarov also said. “The number
of Syrian Armenians in Karabakh is not very big. We are attentively
observing this issue,” the minister said, according to News.az news
website. Armenia-backed separatists seized Nagorno-Karabakh from
Azerbaijan in a war in the 1990s that left some 30,000 dead. No final
peace deal has been signed since the cease-fire was established.

ARMENIA SLOW TO PASS CONSCIENTIOUS OBJECTION LAW

Despite international court ruling, Jehovah’s Witnesses who refuse to
perform alternative service under military command risk prosecution.

Armenia’s government appears to be dragging its feet over changing the
rules for military conscription, a year after a pan-European court
ruled that Jehovah’s Witnesses had been mistreated as conscientious
objectors.

In November 2011, the European Court of Human Rights, ECHR, ruled
that Armenia should pay compensation to 17 men who were detained and
wrongly accused of desertion.

In 2005, the men withdrew from a civilian service scheme intended to
give committed pacifists like Jehovah’s Witnesses an alternative to
mandatory conscription. Civilian service had been launched the previous
year as part of Armenia’s obligations as a Council of Europe member.

The men were assigned civilian work in schools, hospitals and
elsewhere, but left six months later when they realised they were
actually under military command, something that went against their
absolute commitment to pacifism.

“We were told this was civilian service, but it turned out to be
military after all,” said Hayk Khachatryan, one of the 17 men who
were arrested, held in detention for months and charged with desertion.

The ECHR found that since Armenia had no legislation that made it a
crime to withdraw from alternative service, detaining and charging
the men was unlawful.

In response to the ruling, the Armenian government acknowledged that
military control of civilian service was a problem, and began drafting
changes to the law in March 2012.

The amendments now being proposed would differentiate between
“alternative military service” and “alternative labour service” –
the latter structured to rule out any military involvement, so that
the most committed of conscientious objectors could take part.

Alternative military service would last 30 months, and alternative
labour service 36 months, as opposed to the standard two years served
by conscript soldiers.

Ten months on, it is unclear when the draft amendments will be
completed by the justice ministry committee tasked with producing them.

Artur Ispiryan, who works for the legal department of the Jehovah’s
Witnesses, said, “The first version of the bill said that regional
governors would oversee alternative service… but that point was
removed. At the moment, it isn’t clear what this will be replaced
with, but it’s essential that supervision is exclusively civilian in
nature. That isn’t just what we want; it’s an international standard.”

According to the Jehovah’s Witnesses, around 30 of their members are
currently in jail for refusing to perform military service. Courts
in Armenia are currently reviewing 25 cases, so further convictions
are possible.

Several dozen Jehovah’s Witnesses still have complaints pending at
the ECHR, and the government has asked them to withdraw their cases
while the law is changed.

Stepan Danielyan, head of the Cooperation for Democracy Centre,
believes the government remains wary of changing the law, even though
the ECHR ruling made it clear this was essential.

“The delay stems from the fact that the defence ministry and the
government have no clear idea about what to do with the law,”
Danielyan said. “They don’t want a conflict with the OSCE or with
other international organisations. But on the other hand, passing the
legal amendments could be risky because there are also other people
who don’t want to do military service out of conviction.”

Alexander Amaryan heads the Centre for Assistance and Rehabilitation
for Victims of Destructive Sects, which is hostile to the Jehovah’s
Witnesses, and he claims that conscription-age men join the group
simply to get out of joining the army.

“For young people who don’t want to serve in the army, the easiest
way of avoiding it is to join the Jehovah’s Witnesses,” he said.

The Jehovah’s Witnesses say they are happy to provide membership
lists to show that this is not the case.

“It isn’t that easy to become a Jehovah’s Witness,” Ispiryan said in
response to the allegation of fraudulent members. “There have been
no cases of this.”

Trainee priests of the Armenian Apostolic Church, the country’s main
faith group, are able to avoid conscription. But church spokesman
Vahram Melikyan insisted that Apostolic Church clergy should not be
compared with others who decided not to join the military.

In addition, he said, “There are cases where our students don’t take
up their exemption and go off to serve in the army for two years,
and then return to continue their [seminary] education.”

Avetik Ishkhanyan, head of the Armenian Helsinki Group, said the
government should focus on real draft-dodgers. Official figures
show that since 2002, about 10,000 people have avoided conscription,
and only 444 of them were Jehovah’s Witnesses.

scuffle at Eden Cafe, he witnessed the incident, the correspondent

According to the source, on January 4 the Arabkir police unit received
information from Nairi Medical Center that an argument had taken place
at Eden Cafe in Yerevan, during which 37-year-old Partick Zolian
suffered a nasal fracture and had to take medical advice at Nairi
Center. It emerged that at 2:00 am on January 4, 31-year-old Edgar M.

quarreled with Patrick Zolian at the crossroads of Tumanian
and Isahakian Streets in Yerevan. They hit each other; both were
referred to forensic experts. The Arabkir police unit is conducting
an investigation.

V. Oskanian’s son was not involved in the argument. He witnessed it
and was asked by the police to give evidence as a witness.

Gagik Tsarukian announced their decisions not to run for President.

The expert on political and electoral processes Armen Badalian
expressed this opinion at the meeting with journalists today.

According to him, in reality the authorities would like BHK leader
Gagik Tsarukian to run in the election and be defeated. They would
not like the election outcome to be predetermined two months before
the election.

“After the election Serzh Sargsyan’s influence will start to wane

BHK will enter into struggle. Five years later we will see a genuine
struggle,” he noted.

“Even the number of votes received by an opposition candidate will
be distorted: either Raffi Hovannisian or Hrant Bagratian will be put
in second place in order to show to the West that competition exists

The events in Azerbaijan in 1988-’92, as well as Azerbaijan’s further
policy, are nothing but genocide, Armenia’s former human rights
defender (ombudsman) Larisa Alaverdyan said at a press conference on
‘Armenian Genocide in Azerbaijan: 25 years of crimes’.

The events in Baku and Sumgait must never be called “pogroms” or
“violence.”

“That was genocide and the victims are among us. We should not look
for victims of Turkish policy alone,” she said.

“The problem is that no social protection norms are in effect, and
our political elite is not yet mature to adopt such norms for the
victims to be considered victims of genocide,” Ms Alaverdyan said.

Marina Grigoryan, Head of the Nothing but Genocide project implemented
by the Department of Public Relations and Mass Media, RA presidential
staff, said: “We believe that the events in Sumgait 25 years ago
had their logical continuation, with a climax throughout Azerbaijan
in 1992, when the Armenian community in Baku stopped existing. The
methods Azerbaijan used against Armenians are the same Turkey used
in 1915,” Ms Grigoryan said.
