Which way will Armenia tilt?

On February 18, Armenians will cast their ballots for president.
Although eight candidates have registered, victory and a new five-year
term for incumbent Serzh Sargsyan are a foregone conclusion. Still,
this election is not meaningless.

The conduct of this poll is important, as will be Sargsyan’s choices
after the poll. If the international community gives the election a
clean bill of health, it will increase Sargsyan’s legitimacy. He will
have the opportunity to enact much needed reforms in order to move
closer to the West or, perhaps as likely, avoid tough reforms and move
Armenia – already broadly sympathetic to Russia – further into Moscow.

Upon first winning the presidency in February 2008, Sargsyan faced a
legitimacy crisis. Some have claimed that he has used his position and
connections – he was sitting prime minister and had served previously
as secretary of the national security council and defense minister –
to rig the election against Levon Ter-Petrossian, a former president.
At least ten died in the ensuing protests.

This year, Sargsyan faces little resistance, with Sargsyan’s slide
towards authoritarianism and Armenia’s lack of democratic institutions
leaving the opposition fractured and divided. His most formidable
opponents – Ter-Petrossian and wealthy businessman Gagik Tsarukyan,
chief of the Prosperous Armenia party – both declined to run.

That Sargsyan effectively gets a free pass does a disservice to
Armenia, which faces formidable obstacles to its development. When
Georgian President Mikheil Saakashvili inherited a corrupt and
inefficient state in 2004, he stamped out government corruption and
reformed Georgia into a Western-leaning economy. On January 31, 2013,
the World Bank issued a report, `Fighting Corruption in Public
Services: Chronicling Georgia’s Reforms,’ praising Georgia for
tackling corruption and noting that Georgia can serve as an example
for other countries facing similar challenges.

Armenia will find no such praise. Its government remains corrupt and
inefficient. The country was among the worst hit during the 2008-2009
economic crisis, with GDP shrinking by 14 percent in 2009, according
to the IMF. Since then, Armenian GDP has grown slowly – at an average
annual rate of approximately 3.5 percent between 2010-2012. In
contrast, Georgia grew by an average annual 6.6 percent in the same
three years. In 2010, according to official statistics, 35.8 percent
of Armenia’s population was living below the poverty line – an
increase from 27.6 percent in 2008. And, while neighboring Georgia and
Azerbaijan welcome foreign investors, organized crime keeps most
foreign investors out of Armenia. The Armenian Diaspora – who care
deeply about Armenia’s success – have long ago concluded that
investing in their homeland is a thankless task that will pay
dividends neither individually nor for Armenia.

Hundreds of thousands of Armenians now flee the country for better
prospects. Younger, more educated Armenians head to the West, while
their older, blue-collar compatriots head north to Russia. The Russian
government has welcomed these migrants, and has helped place them in
areas of Russia facing population decline. While Russia might use
these Armenians to mitigate its own demographic problem, the same
migration merely exacerbates Armenia’s.

Last April, the European Commission estimated that one-third of
Armenia’s population had emigrated since Armenia’s independence in
1991. Visiting Armenia in December 2012, one young Armenian told me
that if she or her peers had even small hope that the economy would
improve, they would stay. But few see such hope.

Meanwhile, a full sprint into Russia’s embrace may compound Armenia’s
problems. In recent years, Armenia has become Russia’s primary
foothold in the South Caucasus. Russia’s influence in Armenia is vast
not only political and economic, but also military and cultural.
Armenia depends on Russia for gas; Russia owns Armenia’s communication
and railway networks, and has extended a lease for a Military Base in
Gyumri until 2044.

The Kremlin also hopes to bring Armenia into a Russia-led Customs
Union – a precursor to the so-called Eurasian Union, which Russian
president Vladimir Putin hopes will be a counterweight to the European
Union.

With aid, however, the West has leverage.

Since 1992, the United States has provided Armenia with approximately
$2 billion in development and humanitarian assistance, the highest aid
per capita among the former Soviet states. Although the U.S. reduced
funding in 2011, when the Millennium Challenge Corporation penalized
Armenia for failing to enact political reforms, the European Union
compensated with an augmented aid package and is currently negotiating
a free trade accord.

It is now up to Armenia to choose which direction it wishes to go:
Will it join the West and a community of democracies and liberal
economies, or will Sargsyan tilt Armenia more toward a Kremlin-led
community of increasingly autocratic former Soviet states.

Yerevan Celebrates Mkrtich Sedrakyan at National Gallery

Tomorrow the National Gallery of Armenia plays host to an exhibition
by world famous painter Mkrtich Sedrakyan (1922-2009). The opening
marks the celebration of what would have been Sedrakyan’s 90th
birthday.

According to the news, the exhibition will be comprised of portraits,
many of which will be shown for the first time ever. The artist’s
works are famed for exhibiting Armenia’s often troubled past and the
struggle his countrymen have made over the years.

For those unfamiliar Mkrtich Sedrakyan received his education in
Echmiadzin, later moving to Yerevan, where he continued his schooling.
In 1938 he began attending the school of fine arts of Yerevan, but
entered the war as a volunteer in 1941, without graduating. His
participation in what was known as the Great Patriotic War from 1941
to 1945, heavily influenced his work. He is one of Armenia and the
region’s most celebrated and awarded artists.

Meeting of YSU students with NA Standing Committee chairman

The Chairman of the National Assembly Standing Committee on Defense,
National Security and Internal Affairs Koryun Nahapetian met today
with students of the Department of International Affairs of Yerevan
State University, the press service of the Armenian parliament
reports.

Nahapetian introduced the students to the structure of the parliament
and its standing committees, their activities, bill drafting, and
other activities of the parliament. He expressed hope that practical
training will widen the students’ knowledge.

He stressed that the National Assembly of the fifth convocation
attaches great importance to parliamentary diplomacy and the
activities of Armenian delegations in international organizations, and
to the promotion and strengthening of links between the friendship
groups of MPs.

Koryun Nahapetian is the Head of the Armenian parliament’s delegation
in the NATO Parliamentary Assembly. At the meeting with YSU students,
he also spoke about NATO’s functions, purposes and programs,
NATO-Armenia relations and their development prospects.

The managers of Mika Progresstekh engineering center met on Thursday
with representatives of Armenian engineering and design companies and
universities.

Executive Director of Mika Progresstekh Konstantin begijanov said that
set by Armenian Mika Limited and Russian Progresstekh in Aug 2008,
Mika Progresstekh provides engineering and consulting services in
machine building, car and aircraft industries, robototronics.

The company has conducted a strength analysis of three models of
Boeing and Sukhoi SuperJet 100. In car industry it cooperates with
Renault- AutoVAZ and manufactures components for new makes.

The Yerevan office of Mika Progresstekh employs 75 engineers and
designers. The company has branches in Moscow and Novosibirsk and
cooperates with Yerevan State University and the State Engineering
University of Armenia.

In Armenia, sensational crimes that have anything to do with politics
have always created an atmosphere of mistrust and suspicion. We don’t
know who are behind the October 27 terrorists, no one has been
punished for the events of March 1, although there is no one on the
face of the earth who doesn’t know who organized that slaughter. It is
not known who assassinated Colonel Vahram Khorkhoruni, Deputy Chief of
Police Gevorg Mheryan, Tax Agency Director Shahen Hovasapyan; we have
doubts about the official versions of the assassinations of Attorney
General Henrik Khachatryan and General Artsrun Margaryan.
Assassination attempts, in particular, are covered with such a mist
that the situation even becomes somewhat funny. For example, it was
officially stated that Smbat Ayvazyan wanted to assassinate Artashes
Geghamyan, but then he probably changed his mind, taking into account
how important for the nation the speeches made by Mr. Geghamyan at the
PACE were. It also was officially stated that some Biting Misha was
going to assassinate Robert Kocharyan and Serzh Sargsyan, and it was
arranged by Eduard Madatyan, aka Curly Edo, a former minister.
However, afterwards, that person made friends with Mher Sedrakyan, aka
Mher of Tokhmakh, currently an MP, and became related to him; now he
comes to Armenia and leaves without difficulty, and it seems no one
reminds him about that accusation. There is almost the same story
about the assassination attempt on Paruyr Hayrikyan. At first, that
candidate for president expressed a conviction that the terrorist act
had been committed by Chekists and Russian Imperialism; however,
afterwards, he didn’t claim that version. Vardan Sedrakyan, another
candidate for president, thinks that the government suspects him,
although the preliminary investigation body hasn’t said a word about
that. And the expert in epic poems himself suspects Masons led by
Raffi Hovhannisyan. No one can tell why Chekists, imperialists, the
expert in epic poems, or Masons would want to harm Paruyr Hayrikyan or
impede the normal process of the election. The only thing we know
about this assassination attempt is the following; a tiler who is a
terrorist and a drug addict – whose mother-in-law also suspects the
expert in epic poems, by the way – came home after the assassination
attempt on Hayrikyan and told his wife: `This is the gun I used to
shoot at Hayrikyan, keep it, please, in the groats jar; I will need it
for other crimes.’ However, when the vigilant Chekists – not the
Chekists mentioned by Hayrikyan, but ours, officers of the National
Security Service of independent Armenia – went to the tiler’s home and
asked: `Ma’am, is it possible that you have a gun here, and it is the
gun, which was used in the assassination attempt on a candidate for
president?’ Naturally, the wife went to the kitchen and showed the
crime weapon. Therefore, it is obvious that this assassination attempt
will be completely solved, and society will have no doubt about the
one-to-one correspondence between the official version and the

Armenia’s National Security Service identified a criminal who
blackmailed Mr Juan Pablo Gechidjian, Executive Director, Armenia
International Airports C.J.S.C, and his family.

To extort a large sum of money from Mr Gechidjian, the criminal, who
introduced himself as a member of an international terrorist
organization, from January 21 to February 14, sent e-mail messages
containing death threats to Mr Gechidjian and his family. The criminal
demanded AMD 80m (about $200,000) from the Gechidjian family.

On February 14, Karen A. Simonyan was arrested.

Candidate for president of Armenia, Leader of Heritage Party Raffi
Hovannisian told media, Friday that he is sure that there will be no
second round of the presidential election and the Armenian public will
win the election.

“Armenia has significantly changed over the last 25 years. The people
are ready for changes. So, if the authorities conduct fair election,
refuse from voter bribery and election rigging, we will have a new
president on February 19. If they artificially organize a second
round of election, the opposition will consolidate,” he said.

The candidate said that incumbent president Serzh Sargsyan is compared
favorably with the other candidates, as he has an opportunity to
listen and learn. He just needs to give freedom to governors, mayors,
and ordinary citizens, even if it means a defeat in the first round.
Hovannisian said that there is large-scale voter bribery and
inaccuracies in the electoral registers.

He said that he will be waiting his voters in the Liberty Square on
February 19 and will make assessment of the past election. He did not
specify what will be in case of his defeat, but said that he is not
going to put up with violations. Hovannisian urged voters to vote in
favor of their favorite candidates.

The presidential election will be held on February 18. The election
campaign launched on January 21 was hot and diverse. Unlike other
candidates, Arman Melikyan, former foreign minister of NKR, and Vardan
Sedrakyan, specialist in epic, preferred just media propaganda.
Political expert Andreas Ghoukassyan is on a hunger strike. There was
an assassination attempt against another candidate, leader of the
Union of National Self-Determination Party Paruyr Hayrikyan. In the
meantime, president Serzh Sargsyan, former- PM Hrant Bagratyan and
Leader of Heritage Party Raffi Hovannisian meet with their voters
throughout the country every day.

YEREVAN.- Armenian presidential candidate Arman Melikyan will not
agree to admit election results even if he wins, he told reporters on
Friday.

Earlier Melikyan repeatedly said he considers there will be election
fraud since the votes of citizens absent from Armenia and those having
dual citizenship are likely to be used.

Melikyan said he would not participate in the vote himself, at the
same time urging others to vote for `Arman Melikyan, not for a
candidate but as a sign of protest against the current situation.’

`Upcoming vote cannot be called election. It is a method for the
pro-government candidate to preserve his post,’ Melikyan noted.

Fourteen students from India enrolled in the first course at Yerevan’s
Medical College told police that they were each swindled out of $700
by a fellow Indian citizen.

The students allege that the man approached them with a request for
money do that he could purchase an airplane ticket back to India from
Yerevan.

Armenian police say they have launched an investigation as to the
whereabouts of the man.

A propos de « co/art »

S’il y a un métier arménien par excellence, c’est assurément celui de
la joaillerie.

Les arméniens maîtrisent le travail de l’or et des métaux depuis la
nuit des temps, depuis dit-on que l’arche de Noé s’est posé sur le
mont Ararat. A Constantinople et dans tout l’Empire Ottoman, les
Sultans faisaient appel exclusivement aux joailliers arméniens. La
joaillerie, nécessitant un travail sur pierres et métaux précieux, les
joailliers transmettaient leur métier de père en fils, préservant
ainsi leur savoir-faire à travers les générations.

En France, Colbert, ministre du roi Louis XIV, fonda en 1664 la
compagnie française des Indes, spécialisée dans le négoce avec l’Asie.
Il nomma Macara Avanchinz, un arménien de la Nouvelle-Joulfa en tant
que premier directeur. Avanchinz mit en place des réseaux commerciaux
et introduisit en France des joailliers arméniens de l’Empire Ottoman,
de Perse et de l’Inde.

Ce métier d’art se perpétue encore de nos jours et donne aux arméniens
la réputation de maîtres joailliers, d’Istanbul à New York, en passant
par Hong Kong et Singapour, jusqu’aux ateliers des prestigieuses
maisons de la Place Vendôme.

L’exposition « co/art », la première en son genre, se propose de
mettre en lumière à la fois des créations uniques et un savoir-faire.

Cette manifestation exceptionnelle mettra en avant des chefs d’oeuvres
de la grande joaillerie, de la haute horlogerie ainsi que les
créations de jeunes bijoutiers-orfèvres talentueux.

L’Association des Joailliers Arméniens de France, organisatrice de
cette exposition en collaboration avec l’Ambassade de la République
d’Arménie en France, est heureuse de partager cette occasion unique de
découverte, réunissant professionnels et amateurs de bijoux, ayant en

AJA, mission et vision

L’AJA, Association des Joailliers Arméniens, a été créée à Erevan en
1997 avec comme principal objectif de contribuer au développement de
l’industrie joaillière en Arménie. Pour atteindre cet objectif, il fut
essentiel de créer un réseau regroupant les bijoutiers arméniens du
monde entier.

Au cours des quinze dernières années, l’AJA s’est développée pour
devenir l’une des premières associations professionnelles arméniennes.
A travers ses réseaux régionaux et internationaux, ses membres ont pu
construire des relations d’affaires.

L’AJA est actuellement présente en Australie, au Japon, Ã Hong Kong,
en Thaïlande, au Moyen-Orient, en Arménie, en Russie, en Europe, au
Canada et aux Etats-Unis, et continue à aller de l’avant. L’AJA a fait
une fulgurante avancée sous la présidence de M. Gagik Gevorkyan, grce
à sa généreuse contribution et au travail tenace du conseil
d’administration. En moins de deux ans, les résultats suivants ont été
réalisés :
La revue trimestrielle de l’AJA, qui surpasse de par son contenu et
sa qualité la plupart des publications professionnelles
internationales.

Le prochain projet AJA sera le développement de la zone franche.
L’Arménie représente ainsi un grand intérêt pour les principaux
négociants de bijoux en France, en Italie, en Espagne et en Allemagne.
L’AJA, en coopération avec le Ministère de l’Economie de la République
d’Arménie, va développer et exploiter une zone franche, avec pour
objectif de créer des milliers d’emplois d’ici quelques années.
