L’AMBASSADE AMERICAINE EXPRIME SA PREOCCUPATION CONCERNANT L’ARRESTATION DE DIRIGEANTS DE L’OPPOSITION EN AZERBAIDJAN

L’ambassade americaine a Bakou a exprime son inquietude suite a
l’arrestation de deux dirigeants de l’opposition en Azerbaïdjan. Tofiq
Yaqublu vice-president du parti Musavat, et le president du mouvement
reel, Ilqar Mammadov, ont ete arretes le 4 fevrier et accuses d’avoir
organises des troubles de masse.

Les accusations sont liees a de grandes manifestations dans la ville
d’Ismayilli, a 150 kilomètres au nord-ouest de la capitale, Bakou,
le 23 Janvier.

Yaqublu et Mammadov sont arrives a Ismayilli le lendemain, appelant a
des actes de desobeissance civile. Ils s’exposent a de fortes amendes
ou jusqu’a trois ans de prison s’ils sont reconnus coupables.

devraient liberer Mammadov et Yaqublu de la detention provisoire et
produire des preuves credibles que les accusations sont justifiees ”

Amnesty International a egalement condamne les arrestations,
decrivant la situation comme ayant ” toutes les caracteristiques d’une
poursuite politique ” selon David Diaz-Jogeix, directeur adjoint de
la surveillance des droits pour l’Europe et l’Asie centrale.

Pendant ce temps, l’Azerbaïdjan a poursuivi sa repression contre les
manifestants d’Ýsmayýllý. Six residents du village de Hacihasanli
dans le district d’Ismayilli ont ete arretes dans le cadre des
manifestations de masse du mois dernier.

Les proches des six hommes ont declare a RFE / RL le 6 fevrier qu’elles
etaient encore en garde a vue.

Les autorites du district affirment avoir arrete 14 personnes. Tous
ont ete accuses d’avoir endommage les proprietes privees et d’avoir
desobeit aux ordres de la police.

Exit polls say Armenian President Serzh Sargsyan is set to be
re-elected to a second term in office.

Polls show the incumbent leader received nearly 60 percent of
Monday's vote. His nearest rival, former foreign minister Raffi
Hovannisian, trailed with just over 30 percent.

Mr. Sargsyan's expected victory would give another five years
to the already 13-year rule of his Republican Party in the small
Caucasus nation.

In a rarity for the former Soviet republics, Armenia was having a
genuine multi-party contest. The race, however, has been rocky for
the landlocked nation of about 3 million people.

Of the eight original candidates, one dropped out, a second refused
to vote, a third also refused to vote and went on a hunger strike,
a fourth was shot and wounded in an apparent assassination attempt,
and a fifth feared arrest after Monday's vote because he knew
the suspected shooter.

Of the last remaining candidates, two were charging fraud even before
the first ballot was cast.

Armenian President Secures Reelection With 60% Of Votes

Armenian President Serzh Sargsyan has secured a new term in office with
about 60 percent of the ballots cast in the country~Rs presidential
election, exit polls show.

The Heritage Party~Rs leader Raffi Hovannisian, also trailed Sargsyan
in second place with 32 percent of the votes, according to an exit poll
by the Gallup Organization, reported by Armenian television on Monday.

The exit poll was conducted among a representative sample of 19,130
people at 122 polling stations across the country.

Reports say that full preliminary results will be announced on Tuesday.

This comes after more than 2.5 million eligible voters were expected
to cast their ballots at 1,988 polling stations across the South
Caucasian country in the presence of respectively 632 and 6,251
international and local election observers.

After casting his vote at a polling station in the capital, Yerevan,
Sargsyan issued a statement saying that ~SI voted for the future
of Armenia, for the security of Armenia, for the security of our
citizens.~T

The incumbent president is contesting six others in the election.

Critics said earlier Sargsyan would not face any real competition,
because all the credible opponents had withdrawn.

The voter turnout stood at 69 percent in the previous presidential
election in 2008.

The surveys show that the incumbent has gathered some 58% of the vote,
against main contender, former Foreign Minister Raffi Hovannisian,
who got some 32%.

If the outcome of the election is in line with the exit polls, that
would mean that Sargsyan is re-elected at the first round.

DISPLACED ARMENIANS FIND A HOME HERE

The world of journalism is sometimes like a boomerang. What you throw
out there in terms of a story often comes back in another way. It
amazes me how intertwined and related life often becomes.

A story I just wrote on Vartus Varadian’s battle with cancer and
Chinese art told of her family’s connection with ANCHA at a time when
members were emigrating from Romania.

Their journey was aided by ANCHA, the call letters for American
National Committee for Homeless Armenians, not to be confused with
the Armenian National Committee of America. Two different entities,
folks, but with similar goals: to create a better world for the
Armenian people.

The Artinians (Vartus’ family) settled here by way of Beirut. They
were set to immigrate to Argentina where they had relatives, but the
unsettled climate veered them straight toward the American Dream.

Now, Vartus winds up marrying a Providence guy named Paul Varadian,
only to discover that his mom Anahid (Karentz) Varadian was a big
ANCHA patriot with the Armenian Relief Society (ARS).

“It was not until I met Paul that I found out his grandmother Vergine
Karentz was an instrumental figure in the creation of ANCHA,” she
brought out.

No doubt, the family owes its allegiance to ANCHA, as did many others
of its kind. Many an immigrant in the post-World War II era could
vouch for the benefits they received while emigrating here.

The very first Armenian book I ever read as an AYFer was George
Mardikian’s Song of America. I discovered him, before I read Saroyan,
likely because there was an old copy of the book lying around the
old Hairenik building. I took it home and was engrossed by it.

It was there that I first heard about ANCHA and Mardikian’s subtle
beginnings with the organization. Over and beyond his business as
a restaurateur with Omar Khayyam and his impeccable work with the
Boy Scouts, Mardikian was bullish about bringing Armenians to this
country and getting them settled.

I wish I had a dollar for every complimentary meal he dished out at
his San Francisco eatery. I never did get to meet the man, much less
dine there, but his reputation as a Good Samaritan behooves us all.

There to assist him was Atty. Suren Saroyan and other prominent
Armenian-Americans in California. To raise money, Mardikian turned
to the ARS during a national convention in New York.

Two hundred delegates unanimously raised $25,000 and promised to
represent ANCHA in their communities. Upon his retirement from active
duty, Brig. Gen. Haig Shekerjian accepted the directorship of ANCHA
in Europe and began distributing food, clothing, and medical supplies.

By 1949, over 2,000 people had been rescued from the DP (Displaced
Persons) camps in Germany and Italy and brought to America.

Discussions with the Brazilian Embassy in Washington resulted in
another 200 individuals being sent to Brazil.

Many of these DPs arrived in Providence from New York and established
a viable Armenian community in that state, with people like Vergine
and Soghomon Karentz showing the way, joined by Aghavni and Zaven
Tenkarian, Nishan Bedrosian, Hovag Hagopian, Arthur (Giragosian)
Gregian, Boghos Sahagian, and Zakar Bogosian.

Indeed, Providence, New York City, and Boston became meccas for
ANCHA refugees.

“It was a heart-wrenching sight to see adults carrying only one small
piece of luggage-their worldly possessions-in one hand and cradling a
sleeping child in the other, uncertain of the future,” recalls Anahid
Karentz Varadian. “The task was enormous and the Providence community
responded to their plight by finding homes and furnishings, along
with employment, financial assistance, schools for their children,
transportation for medical care, and translators to cope with forms
and permits.”

Troubled times for immigrants were facilitated through the efforts
of ANCHA and a cadre of Armenian-American missionaries looking out
for their welfare.

These days, the Armenian Prelacy is distributing a new paperback
titled Our Brothers’ Keepers by Hratch Zadoian, which tells the entire
ANCHA story. The book contains only 106 pages and features pictures,
letters, and references.

“After all these years, I’m so glad to see the story documented,” added
Karentz-Varadian. “It’s a great resource on this humanitarian project
that started after World War II, thanks to Mardikian and Saroyan.”

Suren Saroyan continued the work after Mardikian’s death, bringing
thousands more from Romania, Bulgaria, Armenia, Cyprus, and Egypt. In
the end, offices in 62 cities were manned by volunteers.

This past October, ANCHA was recognized with a Prelacy Award for its
extraordinary humanitarian actions. Accepting the honor was Hourig
Papazian-Sahagian, teacher extraordinaire and playwright.

Tribute was paid to Hourig’s mother Arpi, who unabashedly recruited
family and friends to help the refugees when they settled in New
York City.

Among those who rose to their feet in applause were Armenians who
were sponsored by ANCHA.

During a press-conference in Yerevan’s Liberty Square on Tuesday the
leader of Heritage Party Raffi Hovhannisian said that he is a legally
elected President of Armenia.

He said that what he wants is not that anybody resign but that justice
be restored and the people’s will be respected. When asked why his
house is being guarded, Hovhannisian said that he is not afraid for
his own life but he needs to protect his family. He said that he
will no longer need the guards as soon as the chief of the police
guarantees that his family is in safety.

Almost 2,000 people have gathered in Liberty Square to support
Hovhannisian.

According to the Central Electoral Commission of Armenia, during the
Feb 18 presidential election Hovhannisian secured 36.75% of the votes,
with 58.64% given to President of Armenia Serzh Sargsyan.

YEREVAN, February 19. /ARKA/. Heritage party leader Raffi Hovannisian,
a candidate for presidency in Armenia, intends to dispute the results
of the yesterday’s presidential election poll in court.

His campaigners are preparing papers for appealing to court, Armen
Martirosyan, deputy chairman of the party, said today.

It has become known after counting votes in all the 1,988 polling
stations that Serzh Sargsyan, the incumbent president, won the election
with 861,378 votes or 58.64%, and Raffi Hovannisian scored 539,674
votes or 36.74%.

Martirosyan said that the authorities should admit their defeat and
hand the office over to other political parties.

Hovsep Khurshudyan, press secretary of Raffi Hovannisian’s election
campaign, on his part, said observers had noticed 121 election
irregularities, such as bribery, ballot-stuffing, open voting, which
is widespread in provinces, and other fraud.

He also pointed out the usage of ink which disappears from voters’
passports earlier than in 12 hours.

“We have been demanding to replace this ink for many years, but in
vane – our demand remains unnoticed,” he said.

Hovannisian’s campaigners have repeatedly alarmed that ink is easily
removed with a wet napkin.

Alarm calls come to the media outlets also from other candidates’
campaigners and also from ordinary voters.

Ruben Hakobyan, head of Heritage party faction in the Natinal Assembly,
is convinced that if the election wasn’t fraudulent, Raffi Hovannisian
would win the election, especially in Shirak province.

“Local authorities in some provinces, especially in Gyumri, noticed
widespread public affection for him, and immediately put administrative
resources in use to leave him with no room for victory,” he said. -0—

Head of the OSCE/ODIHR observation mission, Ambassador Heidi Tagliavini
said at today’s press conference that they will be staying in Armenia
for another 10 days. She noted that their final assessment of the
presidential election return will be presented in their final report.

We saw cases of multiple voting and 4 ballot stuffing cases which are
serious breaches but they didn’t change the outcome of the election,
she said.

In answer to a German journalist about Serzh Sargsyan’s statement in
Gyumri on “hitting the number they would like”, the observer said that
the important thing is to ensure freedom of will on the voting day.

She said they are not political analysts and can’t answer such
questions.
