Raffi Hovannisian who began his announced hunger strike on Sunday and
has already spent one night in Freedom square, said during a meeting
with journalists.

“This is a triumphant celebration and no one can take it away from us.

I do not want to see tears and emotions in Freedom square; I want to
see only joy. I advise all those who will come here with sad faces
to stay at home,” said Mr Hovannisian.

The Heritage party leader said he did not he did not decline Serzh
Sargsyan’s invitation for another meeting. “Mr Sargsyan, I have not
turned down your offer. The presidential palace disseminated false
information saying that I had rejected your invitation. I invite you
to come here to Freedom square to an open or private meeting. You
are free to decide the format although I am for an open discussion.”

Raffi Hovannisian advised Serzh Sargsyan to choose the ‘path of
self-purification’ at the period of fasting and penitence (Lent).

“During my next visit to the presidential residence I shall introduce
myself as a representative elected by the people.”

Ordinary citizens and political figures, including Chairman of
People’s Party of Armenia, Stepan Demirchyan, have been visiting
Raffi Hovannisian throughout the day.

EXPERT: ARMENIA’S NEW CABINET SHOULD PRESS FOR PASSAGE OF AN APPROPRIATE LAW FOR INDUSTRY DEVELOPMENT

YEREVAN, March 11. /ARKA/. Vazgen Safaryan, chairman of the Union of
Domestic Manufacturers, speaking Monday at a news conference, said
Armenia’s new Cabinet should press for passage of an appropriate law
for the industry development based on the Industrial Policy Strategy.

“The present Cabinet has managed to design an export-promoting
industrial policy, and I find this a significant achievement,” he
said. “However, substantial system changes and new approaches are
needed to remedy the country’s economy. Old approaches are not able
to live up to the disaffected society’s expectations.”

On December 15, 2011, the Armenian government approved the Industrial
Policy Strategy in an effort to spur development of the national
industry and promote exports and in a hope that thanks to this
strategy, the country’s industrial companies will expand their outlets
abroad and create new jobs here in Armenia.

Safaryan said the new government, first of all, should involve
economists in the industry-developing processes.

“After the passage of the law, the government should design fiver-year
development programs with the particular development directions
pointed out in them,” the expert said.

In his opinion, the government should also implement structural
changes. In particular, he proposed the government to establish the
industry and foreign trade ministry and should also reorganize the
agriculture ministry into the ministry of agriculture and agricultural

Nalbandian hailed UK’s assistance to reforms in Armenia, also noting
intensification of a dialogue in politics, as well as trade and
economic sectors.

Armenia-EU ties, international and regional issues were also on
discussion agenda.

The Foreign Minister further briefed the UK official on the progress
in the settlement of Karabakh issue, with Mr Fraser stressing UK’s

As the RA Constitutional Court prepares to review the petitions
filed by two former presidential candidates to have the February 18
presidential election annulled, Minister of Justice Hrayr Tovmasyan
will be on vacation until March 14.

Karineh Kalantaryan, the Ministry’s press spokesperson, told Hetq
that the reason for Tovmasyan’s vacation at the present time was
so that he could defend the interests of Serzh Sargsyan at the
Constitutional Court.

The vacation was approved by RA Prime Minister Tigran Sargsyan.

PanARMENIAN.Net – Hungary’s ruling party is set to push through changes
to the constitution on Monday that critics say will curb democratic
rights, despite warnings from European leaders and a protest by
thousands of people in Budapest at the weekend, Reuters reported.

The changes are seen by critics as the latest in a series of moves by
center-right Fidesz party to cement its position in public institutions
via its large parliamentary majority.

They scrap all decisions by the country’s top Constitutional Court
made before the new constitution entered into force in 2012, discarding
a body of law often used as reference.

They also create room for restrictive new regulations in higher
education, homelessness, electoral law and family law – the main
focus of Saturday’s protest in the capital.

European leaders have warned they may run counter to European Union
rules and civil groups planned a further protest on Monday evening
to urge President Janos Ader to veto them.

Russian Foreign Minister Sergei Lavrov has accused “sponsors of
uncompromising opposition” of torpedoing peace talks among all Syrian
parties, the Voice of Russia reported.

This came today during a meeting between the Russian foreign chief
and Syrian National Coordination Committee spokesman Heisam Manaa.

“The situation in Syrian isn’t improving, although all parties have
come to realize the importance of putting an end to violence and
starting a dialogue,” Mr. Lavrov said.

“Some forces, such as sponsors behind the so-called ‘uncompromising
opposition,’ are trying to prevent this from happening,” he added.

The top Russian foreign official repeated once again that the future of
the country and its politicians lay in the hands of the Syrian people.

The breakthrough promised by Raffi Hovannisian on March 10 was his
decision to go on a hunger strike which he made known to the public.

The problem is not the hunger strike but the bar that Raffi Hovannisian
sets in the post-electoral period sending some important political
messages.

First, he defines that the post-electoral movement is not a political
deal. Perhaps Raffi Hovannisian thus tries to edit and correct his
tactical mistakes of closed political meetings which caused doubts
about a political deal.

By means of hunger strike and “over my dead body” stance Raffi
Hovannisian actually brings the process back from the point of a
political deal to the civil field. Perhaps this is the reason why
there is no political agreement yet. The PAP demanded to build up
cooperation around it, the ANC has refused to meet with Raffi, ARF
immediately referred to the local election in Yerevan, trying to move
the issue from the post-election to the pre-election stage.

Raffi Hovannisian’s answer was a hunger strike. On the one hand,
he does not say no. On the other hand, he refuses more toughly,
he gives a so-called ascetic refusal. His message is that he is not
pretending to laurels but makes self-sacrifice, leaving all the other
proposals in the domain of political trade.

Now the ANC, ARF and PAP are headed for the local election while
Raffi Hovannisian states that he will protect people’s victory in
the presidential election.

The government also appears in an interesting situation.

On the eve of Serzh Sargsyan’s visit to Moscow the PAP announced that
it will run in the local election, put Vartan Oskanian at the top of
the list, underlining that the election is viewed in the context of
semi-presidential governance.

Of course, the PAP may say anything. But the hint on the municipal
election ahead of Sargsyan’s visit to Moscow is interesting, especially
considering the tough conversation on the Customs Union and Eurasian
Union.

>>From this point of view Raffi Hovannisian’s step has an interesting
potential. Hovannisian actually states that the municipal election
is nothing as long as the crisis caused by the presidential election
is resolved. If Raffi Hovannisian is able to keep the developments
in this logic, the municipal election will take place without the
society because the society will not go to the polling stations but
will stay with Raffi on the square. And it means that PAP’s intention
for a great resistance will fail.

In this sense, Raffi Hovannisian with his brief statements and stress
on life and death is a life buoy for Serzh Sargsyan as he gets the
unpleasant news on the local elections ahead of his visit to Moscow.

If Serzh Sargsyan fails to appreciate this proposal and does not
launch rational, genuine, large-scale relations with the society,
later he may regret. He may regret even more if he is able keep the
post of president in his hands because in this case Serzh Sargsyan
will swear on his political dead body.

Le Comite National Armenien d’Amerique (ANCA) face aux tirades
anti-armeniennes par des leaders et des diplomates azeris, a
officiellement proteste devant l’American Israel Public Affairs
Committee (AIPAC) quant aux remarques de l’Ambassadeur d’Azerbaïdjan
aux Etats-Unis Elin Suleymanov, a la conference annuelle de
l’organisation.

Selon les medias azeris l’Ambassadeur Suleymanov, pendant la conference
a averti les partisans d’Israël de ne pas ” tomber sous l’influence
de groupes de lobby pro armeniens”.

Le 7 mars dans une lettre, le Directeur de l’ANCA Aram Hamparian
a explique que : “le renforcement des liens entre les Etats-Unis
et Israël n’a pas besoin d’impliquer l’appui pour des regimes
dictatoriaux. Le soutien a Israël ne requière pas non plus la mise a
disposition d’une plate-forme pour des personnes, comme l’Ambassadeur
Suleymanov, qui s’engage dans la meme sorte de discours haïssables,
de conspirateur, qui a ete employe pour rendre demoniaque Israël et
ses partisans dans le monde entier.”

Aram Hamparian a specifiquement demande a l’AIPAC “de reevaluer les
dimensions morales et pratiques de l’association de votre organisation
avec le President va-t-en guerre de l’Azerbaïdjan, Ilham Aliyev,
un dictateur qui, repercutant les discours veneneux de l’ère de
l’Holocauste d’Adolf Hitler contre des Juifs, a annonce ouvertement
que “tous les armeniens du monde ” sont ses ennemis.” Il a ajoute
qu’Aliyev, en disant que “l’Armenie comme pays n’a d’aucune valeur
…est en realite une colonie, un avant-poste dirige de l’etranger,
un territoire artificiellement cree sur les terres antiques azeries”
attaquait le droit d’exister de l’Armenie dans un langage terrifiant

Heritage party’s leader Raffi Hovannisian’s step is extreme as he has
put his life on altar for the sake of all and for justice, supporter
of ‘Barev’ (‘Hellow’) movement Izabella Abgaryan told the reporters
on Tuesday.

Referring to the hunger strike declared by Raffi Hovannisian, she
said there were two ways, either go to attack together, or sacrifice
own life.

“It is a complicated, critical situation and I hope that the
authorities will realize all the seriousness of it. If till now
an attempt was made to reach justice through rallies, now when
he will become weakening in front of our eyes, people will begin
self-organization process,” she said.

Abgaryan also stressed that Raffi Hovannisian’s proposals have been
denied by the authorities, mocked and criticized. “If the mountain
will not come to Mahomet, Mahomet must go to the mountain. Mahomet
has moved, the time goes on,” she said.

Republican MP Ruzanna Muradyan said each person selects its way of
fight, but added that hunger strike is not the desirable way as Raffi
Hovannisian is leading a movement.

“Hunger strike is either an end of a process or it may be a beginning
of a new one, a beginning of cooperation. But I do not see any sharp
circumstance that would have made Raffi Hovannisian go on hunger
strike,” she said adding that Serzh Sargsyan just yesterday invited
Hovannisian to meet.

In response, Izabella Abgaryan said the person who has declared hunger
strike cannot leave the place where he is doing it, thus Serzh Sargsyan
should have understood that his proposal is senseless.

The ruling party MP stressed that Raffi Hovannisian must start dialogue
with authorities to understand what they may offer him.

“The negotiations should continue. It is necessary to understand that
during the five years the incumbent president managed to solve half
of the issues the people are facing. Everything must be reviewed in
comparison,” she said.
