Baku, Fineko/abc.az. Realization of a task set by Azerbaijani
President Ilham Aliyev on restoration of houses in Fizuli region,
destroyed by Armenian occupants.

Government sources say that all available resources will be used for
this purpose in 2013.

“The Fizuli Region Executive Power and the Agency for Rehabilitation
and Reconstruction of Liberated Territories of Azerbaijan (ARRA) will
be involved in the process of housing construction in the front line.

Thus, only within the ARRA it is planned construction/rehabilitation
of 45-46 houses near the line of contact with the Armenian occupying
forces,” the source said.

ARRA has prepared for a long time the plans for rehabilitation of
housing in the region, and the restoration process will not demand
time spending on project work. In general, speech is of restoration of
about 1,000 houses, on which the Government of Azerbaijan is ready to
allocate large finances.

“The international community should strengthen efforts towards the
fair settlement of this conflict”

Baku- APA. “Armenia’s aggression against Azerbaijan has been lasting
for a long time. Armenian-Azerbaijani Nagorno-Karabakh conflict
arose as a result of this aggression is the biggest threat to the
peace and stability in the region, as well as a serious impediment

President Ilham Aliyev noted that no progress has been achieved in the
negotiation process due to Armenia’s non-constructive position. He
said the Armenians repeatedly violate ceasefire on the contact line
that causes losses of both Azerbaijani servicemen and civilians: “Four
resolutions of the UN Security Council on unconditional withdrawal
of the aggressive forces from the occupied territories of Azerbaijan
and the decisions and resolutions passed by the other international
organizations and the statements issued by the heads of OSCE Minsk
Group co-chair countries on the inadmissibility of the status-quo in
Armenian-Azerbaijani Nagorno Karabakh conflict have been ignored by
Armenia up to now. I consider that the international community should
strengthen efforts towards the fair settlement of this conflict. Our
resolute position is that the conflict can only be resolved within
the territorial integrity of Azerbaijan, international legal norms

Washington, DC – Khoren Gasparian, 30, an Armenian national, was
sentenced last Friday by Chief United States District Court Judge Lisa
Godbey Wood to 41 months in prison for his role in a conspiracy to
defraud Medicare through phony medical businesses in Savannah, Georgia.

Gasparian, who at the time of these offenses was in the United States
on an expired visa from Armenia, previously pleaded guilty to a
conspiracy to defraud Medicare. According to the evidence presented
at Gasparian’s guilty plea and sentencing hearings:

>From 2008 through 2010, Gasparian and others opened medical equipment
companies in Savannah, Georgia, known as Healthy Family, SOJ Group,
and Savana Medical. Once opened, Gasparian and his cohorts stole
the identities of hundreds of Medicare beneficiaries; stole the
identities of dozens of doctors; and used this stolen information to
submit hundreds of thousands of dollars in phony claims to Medicare
for health care services that were never provided. Gasparian and
others used the stolen identities of doctors and patients from multiple
different states, including Alaska, California, New York, and Ohio and
even submitted claims for people that were dead at the time they were
alleged to have been provided medical equipment. Gasparian was also
connected with at least two other phony health care businesses located
in California and New Mexico. He was responsible for approximately
$1 million worth of fraudulent claims submitted to Medicare.

United States Attorney Edward J. Tarver said, “Medicare fraud affects
every American taxpayer. The United States Attorney’s Office has
aggressively pursued healthcare fraudsters from around the world who’ve
attempted to set up shop here in the Southern District of Georgia. The
risk of detection is high for those who submit fraudulent claims to
Medicare and the penalty will be substantial.”

“Criminals who steal from federal health care programs and taxpayers
will be prosecuted to the fullest extent of the law,” said Derrick L.

Jackson, Special Agent in Charge of the U.S. Department of Health
and Human Services, Office of Inspector General for the Atlanta region.

“The Office of Inspector General and our law enforcement partners
will continue to aggressively pursue these thieves to ensure they
are held accountable.”

Mark F. Giuliano, Special Agent in Charge, FBI Atlanta Field Office,
stated, “The FBI will continue to work with its various law enforcement
partners to identify, investigate, and bring forward for prosecution
those individuals such as Mr. Gasparian who would steal funds from
much needed federal programs such as Medicare.”

In addition to being sentenced to 41 months in prison, Gasparian was
ordered to pay restitution in the amount of $182,735 and to serve
three years of supervised release upon completion of his prison
sentence. There is no parole in the federal system. At the time of
his guilty plea in Georgia, Gasparian was serving a prison sentence
based on his guilty plea to a health care fraud offense in the United
States District Court for the District of New Mexico. After Gasparian
finishes serving his prison sentences, he will face immigration
proceedings that will likely result in his deportation to Armenia.

The prosecution of Gasparian in the Southern District of Georgia is
part of a multi-jurisdictional investigation involving more than $200
million worth of phony claims submitted to Medicare. More than 35
defendants were arrested as part of this investigation. In addition
to the Southern District of Georgia, numerous charges were filed in
New York, Los Angeles, Cleveland, and Albuquerque.

The investigation in the Southern District of Georgia was the result
of a multi-agency team of federal, state, and local agents, led by
the Federal Bureau of Investigation (FBI), the Department of Health
and Human Services-Office of the Inspector General (HHS/OIG), and
Immigration and Customs Enforcement (ICE), working together to combat
health care fraud. Assistant United States Attorney Brian T. Rafferty

Stockholm (AINA) — Hundreds of Assyrians and Armenians defied the
cold weather in Stockholm on Wednesday morning as they gathered outside
parliament to highlight Turkey’s denial of genocides committed against
them, while Turkish president Abdullah Gul was adressing the Swedish
parliament. A banner held up by the protesters called on Turkey to
recognize the genocides of Assyrians, Armenians and Pontic Greeks in
1915. Swedish TV 4 and Sweden’s main newspapper Dagens Nyheter were
among the media who covered the protest.

President Gul also faced tough questions from Swedish-Assyrian
MP Yilmaz Kerimo inside parliament, asking him why Assyrians still
aren’t recognized as a minority in Turkey and mentioning the case of
the Saint Gabriel monastery as an example of lack of respect Turkey
has for its Assyrian inhabitants.

For his part Gul pointed to Assyrian orthodox bishop Yusuf Cetin, who
has accompanied the presidents delegation during the three day state
visit to Sweden, as an example of Turkish good will towards Assyrians.

The Assyrian Federation of Sweden has criticized Turkey for using
clergymen to portray a false image.

“No one in Sweden will be fooled into thinking that Assyrians are well
off in Turkey,” said Afram Yakoub, president of the Assyrian Federation
of Sweden, while addressing Turkish media. “In fact, the decision to
bring the bishop reveals only how desperate Turkish leadership is to
try to convey the false image of “all is fine with our minorities.”

More than one hundred thousand Assyrians live in Sweden, while only
twenty thousand remain in Turkey as a result of lack of ethnic rights
and oppression against them. The Swedish parliament became the first
national legislative body in the world to recognize the genocide of
Assyrians in 2010 (AINA 3-12-2010).

Historic Apologies Just Pointless Gestures

HISTORIC APOLOGIES JUST POINTLESS GESTURES

In India recently, British Prime Minister David Cameron rightly refused
to apologise for the 1919 Amritsar massacre. He laid a wreath on the
commemorative site (another pointless gesture), then in response to
demands for a formal apology said, “We are dealing with something that
happened more than 40 years before I was born. I don”t think it”s right
to look back in history seeking out things for which to apologise.”

This apologising by politicians to groups whose ancestors suffered from
some outrage committed by the ancestors of others is a recent-years
fad and amounts to politician show-ponyism.

Two weeks ago, Irish Prime Minister Enda Kenny apologised to women who
– as orphans, pregnant girls and the like – had under compulsion served
as virtual slaves, sometimes with the state”s collusion, in workhouse
laundries run by embittered, bullying nuns. Given that some of the
victims are still alive, this apology was justifiable. But most are
just plain silly.

For example, recently, Massey University lecturer Jim Veitch demanded
the Government apologise for the 1943 massacre of 48 Japanese prisoners
of war in Featherston. There are disputed reports on what happened
after the prisoners staged a sit-in and refused to work but it”s hard
to believe it wasn”t an outrage. As Veitch says, “It”s nothing to do
with the Japanese behaviour during the war, it”s got to do with our
guys violating the Geneva Convention.” Be that as it may, Veitch”s
request was absurd. You can”t apologise for the infamy of others on
behalf of the innocent. It”s like me punching someone in Auckland and
50 years later an Invercargill housewife apologising to her neighbour
for this.

As it is, the Japanese take a belligerent view when it comes to
admitting, let alone apologising, for the sins of their fathers,
notably in respect of the so-called “comfort women”, namely Korean
girls forced into becoming a harem for World War II Japanese soldiers.

Some, now elderly, are still alive. So too with Japan”s unbecoming
attitude, virtually one of denial, for their troops” appalling conduct
in China and towards prisoners of war.

A few years ago, Helen Clark apologised to Maoridom for some historic
offence, while about the same time Australian Prime Minister John
Howard, pressured to apologise to Aborigines for a resurrected
past outrage (since revealed to have been hugely exaggerated),
point-blank refused. Always sensible, Howard stated the obvious,
namely the relevant parties no longer exist.

I”m not suggesting the past be forgotten but human history is littered
with vile behaviour by nations or groups towards other nations or
groups, all participants now long dead. In recent years, Jack Johnson,
the first black man to win the world heavyweight championship, which
he did in Sydney 105 years ago, has been the subject of a ridiculous
number of revisionist plays, films, musicals and books in America
for being allegedly wrongfully imprisoned.

In fact, he was found guilty under the Mann Act because he was guilty
and was in good company, other notables such as Charlie Chaplin
and Frank Lloyd Wright also being prosecuted. Introduced in 1910
to combat white slavery, the act forbade, as with so much American
catch-all criminal legislation, transportation across state borders,
in this case women for immoral purposes. In those days immorality
encompassed sex between unmarried partners and, believe it or not,
the act still exists.

In 2009, the previous year”s presidential candidate, boxing buff
John McCain, secured a unanimous vote in Congress in support of a
presidential pardon for Johnson. President Obama wisely declined,
doubtless recognising it as simply fashionable behaviour.

We certainly shouldn”t forget past atrocities but today”s blameless
generations should not be held responsible. We”re approaching the
centennial of the first modern-era massacre in which an estimated
one and a half million Armenians were murdered by the Turks, an event
that helped give currency to the term genocide.

Ever since, the Armenians have gone on and on about it because the
Turks refuse to apologise and admit to genocide. They should let it go,
but instead remain obsessed by the Turks” refusal. So office-holding
foreigners visiting the capital, Yerevan, no matter how minor, are
carted up to the memorial museum overlooking the city and a plaque
recording their visit joins dozens of others. It has its humorous
side, the plaques encompassing the ilk of Minister of Transport for
Lesotho or Mayor of Wollongong, all of this somehow substantiating
the genocide claim, as if that”s needed.

The worst victims of this behaviour are Germans, still unjustly hated
for the Holocaust, as if they are responsible for events 70 years ago.

A friend of mine is tall, blond and blue-eyed. A few years ago, he
and his wife toured Israel. One night they popped into their hotel
lounge for a pre-dinner drink. Only a few people were there but they
were seemingly invisible as nothing would attract the two waitresses”
attention. Tiring of this, my friend went to the bar, whereupon the
barman quickly scuttled out the back and stayed there. Suddenly the
coin dropped. At the top of his voice my friend shouted, “I”m not a
German.” Instantly the barman emerged, the waitresses rushed over,
there were effusive apologies and drinks were on the house. It”s
ridiculous.

Khachatur Sukiasyan, a former parliament member and a major businessman
who backed first President Levon Ter-Petrosyan in 2008, visited Monday
Yerevan’s Liberty Square to express solidarity with the hunger-striking
former presidential candidate, Raffi Hovhannisian.

Speaking to Tert.am, the businessman-politician explained that he
has always wished to stand by the people in an effort to build a
well-organized state. “I always stand by the people and will always
do,” he said, commenting the reason behind his visit.

Sukiasyan said he hails Hovhannisian’s decision to go on a
hunger-strike. “It is up to him to decide what step to take. Any step
a citizen chooses for himself or herself is commendable,” he added.

Asked weather he thinks the post-election developments will produce
the desired outcome this time, Sukiasyan said any efforts any efforts
succeed in case there is real desire and the technologies applied
pursue no bias.

“We must realize what each person wants in order to succeed. If one
wants success and uses pure technologies in the meantime, he will
make it,” he said.

Sukiasyan added his involvement in the current political processes
is linked with his desire to make Armenia a well-organized state.

“I want Armenia to be a systemic state, having the social problems
solved and economy developed,” he said, expressing readiness to offer
all necessary tools and follow the processes.

Legislative Regulation Facilitation To Kick Off In Armenia

LEGISLATIVE REGULATION FACILITATION TO KICK OFF IN ARMENIA

YEREVAN, March 13. /ARKA/. The National Center for Legislative
Regulation and Association of Accountants and Auditors of Armenia
signed Wednesday a memorandum on mutual understanding.

Thus, the sides express their readiness to cooperate in reducing the
legislative regulations in accounting and audit as well as taxing
and other spheres agreed upon.

“Our center is like a “legislative guillotine,” a program which targets
facilitating the laws, reducing number of regulatory procedures ,”
Armen Yeghiazaryan, Director of the National Center for Legislative
Regulation, said Wednesday as he signed Memorandum.

He highlighted the experts of the center had already started
researching the taxing sphere. According to him it will take a while
as at the same time they are designing new methodologies to meet the
international standards.

Yeghiazaryan noted the number of legislative procedures will be cut
in the taxing sector as it is one of the most problematic ones. He
expressed his hope that the Association of Accountants and Auditors
will support the Center in this process.

Aharon Chilingaryan, President of Council of Association of Accountants
and Auditors, on his side, noted accountants often have to assess and
proceed deals, calculate taxing payments, compile financial reports
which are later audited, that’s why these specialists are perfectly
familiar with these issues and aware of the troubles.

“That’s why we decided to support the government in finding a solution
to this pubic task. It will pretty enhance the efficiency of the work,”
he explained.

The sides are obliged by the agreement to organize discussions,
seminars and other events to propose reforms in the sphere.

The mission of Association of Accountants and Auditors is to
build trust among clients and investors to financial statistics
of the organizations operating in the republic. Association
supports accountants and auditors in their efforts to raise their
professionalism.

The National Center for Legislative Regulation was established
on September 17, 2011. Its mission is to remove all the points in
legislature which hinder business environment development in 17 spheres
( entrepreneurship, finances, taxes, customs, healthcare, transport,
communications, education, etc.).

The financial burden on business and citizens will be reduced twice
and , the legal acts that contain regulatory procedures will be cut
by minimum 30%, and 20-30% will be significantly facilitated.

The investors of the program are Armenia’s government and donor
organizations. The investments amounted to nearly $2 million.

In November 2011 Armenia’s government and international donor
organizations signed a letter on intentions to enhance the efficiency
of economic regulation of the republic via “regulatory guillotine”
tool.

Thus, the donor organizations express their readiness to support
Armenia in its efforts to introduce the tool of quick reforms
-“regulatory guillotine”-ensuring improvements in business environment

YEREVAN. – Armenian government has prepared a negative conclusion
on the legislative initiative of the MPs from Orinats Yerkir party
Heghine Bisharyan and Hovhannes Margaryan. MPs proposed to adopt a
law “On support of large families and the public promotion of mothers
with many children”.

The project provides support to families with four or more children.

It is proposed to include a discount on utility bills by 50%, free
medicines, benefits. It is proposed to give these families free
apartments, and land in the countryside.

The report of the Ministry of Labor and Social Affairs said that the
proposals do not come from a strategy of targeted social assistance.

There are 15,000 families with many children in Armenia, of which
8,000 are receiving family allowance.

won the peace and the Turks won the contracts. As reports Armenpress
this is how Financial Times starts its article on Iraq war and Turkish
economic policy in Iraq after it.

The daily writes that Turkey, which blocked the deployment of
U.S. troops through its territory during the 2003 invasion that
toppled Saddam Hussein, is emerging 10 years on as one of the prime
beneficiaries of the battle for the Iraqi market. Although Turkey’s
relations with Baghdad are increasingly bitter, its exports to Iraq
have in the past decade soared by more than 25 percent a year,
reaching $10.8 billion in 2012, making Iraq Ankara’s second-most
valuable export market after Germany. While Iran is seen as the
most influential outside power in Iraq today, on Baghdad’s streets
Turkey’s presence is more visible than that of any other country,
with everything from malls to furniture stores to pavement bricks
bearing a Turkish trademark.

But it is the Kurdish-governed north that accounts for the bulk of
Turkey’s business, absorbing about 70 percent of Turkey’s exports
to Iraq.

Yerevan Cooperates With 50 Cities Worldwide

Armenia has a wide network of cooperation with more than 50 cities
worldwide. The YerevanCity Hall has agreements with 36 cities, Head
of the Foreign Relations Department of the City Hall David Gevorgyan
told reporters today. He said the municipality intends to expand the
geography of partner cities by 2013.

“This will not be of formal character,” David Gevorgyan said, adding
that effective cooperation programs will be worked out.

The City Hall of Yerevan is developing large-scale cooperation programs
with Tehran, Kuwait and Stavropol. The Mayor of Bucharest is expected
to visit Armenia.

“Our cooperation with international organizations is also of great
importance,” David Gevorgyan said, recalling that last year Yerevan
joined Eurocities – the community of European cities. The network
includes more than 170 European cities.

According to the Head of the Foreign Relations Department of the City
Hall, a decentralized summit is expected to be held in the French
cities of Lyon and Valence. Yerevan has large cooperation programs
with French cities.

This year marks the 25th anniversary of cooperation with the English
Cambridge and the 20th anniversary of partnership with Lyon.
