ARG VA OBTENIR 142 MILLIONS DE DRAMS A TITRE DE COMPENSATION

Le gouvernement armenien a annonce qu’il versera 142,2 millions de
drams a ArmRosGazporm (ARG), l’operateur en chargde de la distribution
du gaz naturel a titre de compensation pour le gaz qu’elle a fourni
a des familles en situation difficile.

Des dizaines de milliers de familles a faible revenu en Armenie
beneficient d’une reduction de 30 pour cent du prix du gaz naturel
depuis avril 2011.

La remise sera en vigueur jusqu’au 31 mars 2013. Les familles qui
utilisent moins de 300 mètres cubes de gaz par mois payent 100 drams
par mètre cube. Les autres consommateurs paient 132 drams.

Le Premier ministre Tigran Sarkissian a declare que le gouvernement
devrait accroître considerablement l’aide ciblee aux familles
vulnerables en 2013-2014.

” Notre politique sociale a change au cours des dernières annees,
nous n’avons pas augmente les prestations sociales mais nous devons
donner les moyens de permettre a ces personnes d’obtenir une education
et un emploi “, a-t-il dit.

held in Tbilisi, Davit Safaryan scored 2:0 win over Turkish wrestler
Gor Yakup.

Aleksandr Kontoev and Ilya Bekbulatov accordingly from Belarus and
Russia got bronze medals in this weight category.

This is the first medal of Armenia in European Freestyle Wrestling
Championship.

Francophone countries, Armenia, Lithuania and Bulgaria have presented
their national cultural values included in the List of the Intangible
Cultural Heritage of Humanity during March 18 concert in Great hall of
Paris. As Armenpress was informed from press, informational and public
relations department of Armenian Foreign Ministry, at the concert
Armenia was presented by prominent French-Armenian musician, duduk
player Levon Minassian, whose unique performance amazed the audience.

Intangible Heritage provides direct access to living memory, it is a
gateway to the identities of the people,” said the Director-General
of UNESCO, Irina Bokova, at the evening event on 18 March, which
saw a representation of Armenian, Lithuanian and Bulgarian cultural
expressions. The event was organized at UNESCO Headquarters to
celebrate International Francophonie Day and the tenth anniversary
of the UNESCO Convention for the Safeguarding of Intangible Cultural
Heritage.

This evening was an initiative of the President of the francophone
group to UNESCO, Ambassador Jean-Pierre Blackburn, and Permanent
Delegate of Canada.

Musicians and dancers performed masterpieces of the Armenian Duduk,
the Bulgarian Bistritsa Babi and the Lithuanian SutartinÄ-s, all of
which are inscribed on UNESCO’s Representative List of the Intangible
Cultural Heritage, reflecting the wealth of these cultures, their
common influences and their interactions, handed down from generation
to generation, forging close ties between peoples throughout history.

The Forum of Armenian Associations in Europe reports that the
Turkish Ministry of Foreign Affairs has launched a campaign to build
a Turkish monument next to an Armenian Genocide memorial in the heart
of Bratislava, the capital of Slovakia.

Recently, Forum President Ashot Grigoryan met with Bratislava Mayor
Milan Ftacnik regarding the issue.

Mayor Ftacnik told Grigoryan that he was categorically opposed to
a Turkish request to erect a Turkish monument of comparable size in
his city.

GEORGIAN MURDERER OF ETHNIC ARMENIAN FAMILY ARRESTED IN FRANCE

Vakhtang Gvritishvili accused of the murder of three Armenians has
been arrested in France.

According to Georgia Online, Gvritishvili, 47, appeared in the
International Police’s Fugitives list years ago for the crime committed
19 years ago.

In 1994 he and his accomplices (Georgi Otarashvili, Revaz Demetrashvili
and Alexander Revazishvili) kidnapped in Georgia ethnic Armenian
businessman Nshan Minasyan’s son Khoren demanding ransom.

After getting $75,000 the criminals freed the child but after they
found out that Nshan Minasyan learnt who they were, they attacked
Minasyan’s home in Georgia killing the businessman, his wife and son
Vazgen Minasyan. Minasyan’s daughter received a grave gun wound.

Russian Regnum news agency reports that the organizer and the main
criminal was Gvritishvili. A criminal case was filed against him in
2011 for kidnapping, demanding ransom, intentional murder of two and
more people with special brutality.

Currently the issue of extraditing him to Georgia is being discussed.

This murder was disclosed only after 17 years, in September 2011. The
Georgian law enforcers arrested in the same year Revaz Demetrashvili,
Georgi Otarashvili and Alexander Revazishvili. The Tbilisi court
sentenced the latter just to 14 years in jail. The other two criminals
have not been punished yet.

Those behind the assassination attempt against former candidate for
president Paruyr Hayrikyan has not been detained yet, Hayrikyan’s
lawyer Levon Baghdasaryan told media, Tuesday. He said that Hayrikyan
believes that the persons detained over suspicion in the assassination
attempt against him were just executors of the crime.

He said that Hayrikyan casts no doubt on professionalism of the
law-enforcers and hopes for timely exposure of the crime.

Touching upon Hayrikyan’s health, he said that the bullet damaged
some nerves and his further treatment in Armenia is impossible for
lack of the necessary equipment. So, Hayrikyan will probably leave
abroad for further treatment.

The assassination attempt against Paruyr Hayrikyan, candidate
for president of Armenia, Leader of the Union for National
Self-Determination Party, was made in the Tpagrichnery Street in
Yerevan on Jan 31. Hayrikyan was hospitalized with a gunshot wound
in shoulder and underwent surgery. On Feb 8 the National Security
Service of Armenia detained two men: Albert Poghosyan (1966) and
Samvel Haroutiunyan (1972), who have already pled guilty. In addition,
former candidate for president Vardan Sedrakyan was also detained
over the case and arrested for a period of 2 months.

A criminal case was initiated on Article 34-305 of the Criminal Code
of Armenia (assassination attempt against a statesman, political
figure or public worker in order to stop his activity). The case is
in charge of the National Security Service.

Raffi K. Hovannisian’s hunger strike continued at Liberty Square.

During one of his speeches at a rally, Hovannisian denounced a
statement released by the office of Catholicos Garegin II, the supreme
leader of the Armenian Apostolic Church who was quick to congratulate
Serzh Sargsyan a day after his “victory.” The statement criticized
Hovannisian’s hunger strike and democratic movement. “Church and
state should not be appendages of one another,” Hovannisian said. “Do
not politicize our church and insert the Virgin Mary into a civic
struggle.”

Raffi Hovannisian also strongly condemned recent comments by European
People’s Party (EPP) President Wilfried Martens for disgracing
European values in his praise of Serzh Sargsyan’s election theft and
his tone-deaf comments regarding the falsified election results. “How
does he know that I expected 20 percent and must be happy with 37
percent? Whose script is he reading? You can guess,” Hovannisian said.

“If this is Europe, then it looks like Armenia will have to teach
Europe about the highest European values and not the other way around.”

The bill that suggests banning the offshore companies’ activities in
the ore mining industry of Armenia is already ready, ex-Prime Minister
of Armenia, MP Hrant Bagratyan says on his Facebook page. He calls on
the Armenian authorities to ban the offshore companies’ activities
in the ore mining industry, financial sphere and other vital fields
of Armenia.

Bagratyan thinks that the non-resident companies registered in the
offshore area but working outside that area receive an opportunity to
conceal their taxes and bring the capital out of the countries. “Such
a situation is being observed in the ore mining industry sphere of
Armenia. The companies registered in the offshore area own the major
part of the shares; the necessary equipment and materials are imported
from the offshore areas (naturally, at the highest prices), and export
products to the offshore areas (naturally, at the lowest prices,
and in the offshore areas they sell them at real, high prices). This
should be stopped. There should be no offshore”, he says.

To note, most of the large (including Russian) investors working
in various spheres of ore mining industry, metallurgy and financial
sphere registered their presence in the Armenian market by means of
affiliated offshore companies, among them the Rusal-Armenal foil
rolling plant. The offshore schemes on ownership of the Armenian
enterprises and number of banks make the real structure of property
and the ultimate beneficiary owners transparent. To note, in response
to ArmInfo’s request about the offshore use practice in the Armenian
banks’ capitals, the Central Bank of Armenia said earlier that
the investors’ participation is regulated at the level of laws
and legislative instruments. The CBA completely studies the future
participant to find out the beneficiary owner of the bank. In case
of crediting of offshore companies, the banks should observe some
additional requirements connected with high risk factors.

Some peculiarities related to offshore companies are also stipulated by
the country’s legislation, first of all, regarding profit taxes. As
the country experiences numerous cases of transferring funds to
the offshore areas without pursuing the goal to receive services or
commodities, the law says that if the organization fails to receive
services or commodities within a year, then a profit tax will be
levied from the whole amount transferred to the offshore area at an
interest rate of 20%.

In the meantime, Armenia has agreements with a number of offshore
states. In 2011 the country signed an agreement on avoidance of double
taxation of property and income with Seychelles. It should be noted
that according to the statistics, Armenia carries out no trade or
investment activity with Seychelles, which is an offshore area.

Georgian Foreign Minister Maya Panjikidze said giving a status of
autonomy to Javakhk is out of the question.

“Armenians living in Georgia are citizens of the country and have
equal rights with Georgians. Therefore, giving them any other status
is out of the question,” she said during her visit to Baku.

Earlier Georgian Internal Minister Irakly Garibashvili assured Javakhk
is not threatening national interests of Georgia.

Javakheti or Javakhk (in Armenian) is a region in south of Georgia
mainly populated by Armenians.
