The Ombudsman of Armenia has no obligations to the ruling party and
has the right to criticize it if necessary, Human Rights Defender
of Armenia Karen Andreasyan said at today’s press conference when
asked how much the ruling Republican Party of Armenia (RPA), which
advanced Andreasyan’s nominee for the Ombudsman’s position in 2011,
is pleased with his activity.

Andreasyan recalled that in March 2011 he was elected by the
parliamentary majority: the then ruling coalition including the
RPA, Prosperous Armenia Party and Orinats Yerkir voted for him, and
if the National Assembly is discontent with the activity of Human
Rights Defender, it can organize elections of a new ombudsman. “I am
grateful to the ruling coalition for the confidence in me, but I have
no obligations to it”, he said.

To recall, in his annual report, the Ombudsman criticized the activity
of the Municipality of Yerevan, which caused the negative response
of a number of representatives of the ruling party.

instructed Borajet air company to delay the opening of Van-Yerevan-Van
direct flight for an indefinite period, Narekavan Tour travel company
director Ashot Soghomonyan told PanARMENIAN.Net

Yerevan hosted the presentation of Van-Yerevan-Van flight on March 14,
with heads of tour companies, Armenian deputy minister of economy,
representatives of U.S. embassy and EU mission in Armenia present.

The first flight was scheduled on April 3 to be operated by Narekavan
Tour jointly with Turkish Borajet. The ticket for a 40-minute trip was
to be priced at $250, with a 20% discount offered for April flights.

The decision might be triggered by Azeri reaction over the launch of
the flight, with Baku accusing Ankara of “betraying relations with
Baku and failing to consider Azeri interests in Karabakh issue.” In
an earlier conversation with PanARMENIAN.Net Turkologist Andranik
Ispiryan characterized Azeri reaction as common. “Azeri hysterics
prompted Ankara’s remark, assuring Baku of being its best friend
where Karabakh settlement is concerned,” the expert said.

Eastern Region Executive Director Michelle Hagopian discussed a full
array of Armenian American policy priorities, including efforts to
end U.S. complicity in Turkey’s denial of the Armenian Genocide,
in a series of meetings with key legislators in Washington, DC. As
reports Armenpress, referring to ANCA, these meetings reinforced the
need for a just resolution of the Armenian Genocide to mirror those
being held by local ANCA committees in the weeks leading to the April
24th commemoration of this unpunished crime.

“These Capitol Hill meetings – coupled with the grassroots efforts in
states and districts across the Eastern U.S. – are the most basic way
the Armenian-American community can continue to cultivate Congressional
relationships so necessary in addressing our core advocacy priorities,”
Hagopian said.

Over the course of the past two weeks, Hagopian met with legislative
offices from New Jersey, Pennsylvania, Ohio, Michigan, New York,
Florida, Massachusetts, and Wisconsin, building on the ongoing local
relationship with Members of Congress from across the Eastern Region.

In addition to justice for the Armenian Genocide, Hagopian focused
on the vital role the U.S. can play to supporting Nagorno Karabakh
self-determination and standing up to Azerbaijani aggression against
its neighbors. Hagopian also discussed Armenian American foreign
assistance and trade priorities, which were outlined in Congressional
testimony by ANCA Legislative Affairs Director Raffi Karakashian
earlier this month.

in Henrikh Mkhitaryan increased. As reports “Armenpress” citing The
Telegraph, Liverpool manager Brendan Rodgers has started planning
for more attacking reinforcements at Anfield by adding Armenia
international Henrikh Mkhitaryan to his summer wishlist. Mkhitaryan
is one of several advanced midfield players on Rodgers’ radar, with
Ajax’s Christian Eriksen and Newcastle’s Hatem Ben Arfa also under

Armenian Ombudsman Karen Andreasyan is not going to comment on the
criticism the Republican Party lawmakers sounded about his report
assessing the activity of Yerevan Municipality in 2012.

“It is not a professional discussion. Both the Republican and
opposition MPs will have an opportunity to respond to the report,
criticize and praise it if there is such a need or desire,” Karen
Andreasyan told reporters on March 29.

The Ombudsman again reminded that he had been appointed by the
parliament and not by the Republican Party.

“As soon as I assumed the office, I thanked them for the confidence
but I do not owe them anything,” he said.

In his report, the Ombudsman also referred to the activity of 22
state bodies. He highlights the response of these agencies, singling
out the Ministries of Labor and Social Affairs and Healthcare as the
‘most exemplary.’

At the same time, Mr Andreasyan claims that 70 percent of the public
does not trust the judicial system.

The Ombudsman will present his special report on the February 18
presidential election on April 2 during an event marking the first
anniversary of the Ombudsman’s Office in Gyumri.

Chinese School To Open In Armenia

CHINESE SCHOOL TO OPEN IN ARMENIA

The Governments of the Republic of Armenia and the People’s Republic
of China have signed an agreement on technical-economic cooperation,
which envisages the construction of a Chinese school in Armenia. It is
implemented in line with the agreement reached between the Presidents
of Armenia and China.

A number of joint programs in the fields of agriculture, healthcare
and transport have been implemented within the framework of
technical-economic cooperation with China since 1999. Under a program
signed between the two countries in December 2012, the Chinese side
will provide Armenia uncompensated assistance in the amount of 70
million Chinese yuan.

The money will be spent on acquiring customs inspection equipment,
as well as on the the construction of the Chinese school.

During today’s discussion on the opening of the French Carrefour
network of supermarkets in Armenia, chairman of the NA standing
commission on economic issues Vardan Ayvazyan wondered how it is
possible to hinder the Carrefour opening in Armenia adding that it
is easy to register the company and rent the territory. He is sorry
this issue is discussed nationally.

According to Ayvazyan there is no problem for Carrefour. He says market
relations are in place. The head of the NA standing commission said
that it would be better to wonder whether local producers are protected
and what possibilities there are to ensure the best conditions for
local producers.

Former owner of Le Cafe de Paris Valerie-Ashkhen Gortsunyan also
participated in the discussion via Skype and noted that it is
impossible to run business in Armenia because the laws don’t function
and there are monopolies. He asked Vardan Ayvazyan: “What if Carrefour
wants to import sugar in Armenia? How will it do that if the sugar
market is monopolized?”

In answer Vardan Ayvazyan said that there was a time when there was
such a problem, but now anyone can think about importing sugar. He
said that he does not want to say that the Armenian market is perfect;
he disagrees with many things too.

In answer to reporters’ question why Carrefour and Dalma Garden Mall
failed to come to terms on the rent, Vardan Ayvazyan said that perhaps
Carrefour didn’t pay enough for 1 square meters. According to him,
the government and the National Assembly said their positive opinion
in this relation, but perhaps, the enterprises didn’t like each other.

Businessman Khachatur Sukiasyan came up with a proposal on how to
make Armenia a banking center. Khachatur Sukiasyan noted that it
is necessary to advertise the Armenian banking system at least in
the CIS to convince people that businessmen can keep their money in
Armenian banks.

Tigran Sargsyan put forth the idea of developing Armenia into a
financial center during the first months of his office. But the process
didn’t continue. The global crisis and the economic decline are good
excuses but Tigran Sargsyan used to say that the capital which was
escaping the global crisis could find a refuge in the Armenia “harbor”.

But the ships, not even the boats of the world capital sailed towards
the Armenian harbor.

Why? Khachatur Sukiasyan also wonders what hinders the Armenian
banking system, which is successful enough to help render Armenia a
financial center.

The answer is that the success of the banking system does not count
if the overall economic situation is uncertain. The general economic
situation determines the international image of the banking system.

Consequently, in order to become an international center of something,
Armenia first of all needs full modernization to be credible. Even
if the sea is calm, ship owners are interested in the situation and
conditions on the land, on how and who rules there. The sea may be
calm but they may encounter a surprise on the land.

In this sense, Armenia is a country which does not inspire hope
simply because it has unilateral dependence on Russia in economic,
political and security issues. In this case, it is all the same if
the money is kept in Armenian or Russian banks.

In order to become a regional center of something, Armenia needs to
solve the issue of sovereignty or at least the issue of diversification
of economic-political foreign relations and security.

This question may be resolved only with the help of modernization.

Armenia’s domestic situation does not allow for making serious
decisions on the prospect of diversification. A bigger issue is
who makes decisions and whether they realize the necessity of such
decisions. In other words, one of the elements of modernization should
be formation of “elites” both in the government and opposition.

The banking system in Armenia has the technical and economic premises
to be a financial center but first it is necessary to resolve the
issue of modernization.

Moscow Times paper has published a remarkable article relating to the
Armenia’s government intention to lease thousands of hectares to Iran
that will be used as grazing pastures for Iranian livestock.

The author of the article James Brooks voices opinion that this
project may bring as many as 10,000 Iranian shepherds to Armenia.

“Iran’s Ambassador to Armenia, Mohammad Reisi, offers to rent thousands
of hectares of mountain pastures to provide grazing land for Iranian
sheep. With the grazing leases, he has estimated that Armenia could
increase its livestock fivefold. Within a decade, he says, Armenia
could be exporting 2 to 3 million sheep a year to Iran. Sounds good to
me. After all, not too many people are lining up to invest in Armenia,
a small, landlocked nation, with poor relations with two of its four
neighbors. What’s more, to the east, Armenia’s borders with Azerbaijan
are closed. To the west, Armenia’s land borders with Turkey are still
closed,” Brooks writes.

The author says the sheep would largely graze in Armenia’s southernmost
region, Syunik. Long and as narrow as 30 kilometers wide in some
places, Syunik is Armenia’s lifeline to Iran. But it is strategically
vulnerable, sandwiched between two territories of Azerbaijan.

“Although Syunik is Armenia’s second-largest region, it is also one of
its least populated. With 15 percent of Armenia’s land area, Syunik
has less than 5 percent of Armenia’s people. The population dropped
in the late 1980s after ethnic fighting forced an Azeri minority to
flee to Azerbaijan and northern Iran,” Brooks writes.

“Without a large local population to draw on, the Iranian sheep
project would mean importing Iranian shepherds and possibly their
families. Depending on the age of slaughter – for lamb or mutton –
an annual export of 2.5 million sheep could mean an Iranian flock of 5
million sheep in southern Armenia. Given the region’s steep terrain,
it would be hard for one shepherd to watch more than 500 sheep. So,
back-of-the-envelope calculations point to as many as 10,000 Iranian
shepherds. Where would the shepherds come from?” the author says.

The article informs that the memorandum of understanding was signed
between Syunik and the neighboring Iranian region, a place with a
name that sounds ominous to many Armenians – Eastern Atrapatakan,
or Eastern Azerbaijan. With a population 20 times that of Syunik,
Eastern Atrapatakan is a keystone for the northern Iran’s Azeri
minority, about 17 million people.

“The Iranian sheep deal could come with as many 10,000 ethnic Azeri
shepherds, their families, and their watchdogs. But there is another
wrinkle: Over the past 20 years, the withdrawal of Armenian shepherds
from the mountain pastures has allowed the nation’s wolf population to
surge. Armenian authorities now pay a $275 bounty for each wolf shot.

So it stands to reason that Iranian shepherds would carry rifles to
protect their flocks from wolves and other predators. In a nutshell,
Armenians say, the Iranian sheep deal would mean several thousand
ethnic Azeri men, most of whom are armed with rifles, infiltrating
into a strategic area,” Brooks writes.

“I remember how the Azerbaijanis were quietly taking control of
Syunik during the Soviet years. We have liberated it. And now, we
want to give it to them again? Can’t we really understand that it
is the same Azeris – citizens of Iran – who would be coming back to
Syunik with their families, and so the blood we shed for those lands
would turn out to be for nothing?” Brooks ends the article quoting
Armenian environmentalist Silva Adamyan as saying.

LE PRIX DU PAIN NE CHANGERA PAS AU KARABAGH

Le prix du pain dans la Republique du Haut-Karabakh (RHK) ne changera
pas jusqu’a la nouvelle recolte de l’annee 2013 a annonce le Premier
ministre Ara Harutyunyan.

L’interdiction de l’exportation des grains ne sera pas supprimee, au
contraire, cette interdiction sera en vigueur meme après la recolte
de 2013 pour assurer la securite alimentaire de la republique a-t-il
precise.

” Dans les prochains mois, nous allons importer des cereales a partir
d’Armash (region d’Ararat). Nous serons en mesure de maintenir le
coût du grain meme jusqu’a la nouvelle recolte ” a dit Ara Harutyunyan.

Des restrictions analogiques seront maintenues en 2013-2014 s’il y
a des problèmes avec les cereales et la farine.
