YEREVAN.- Head of Proshyan village administration fell victim of
“a famous clan”, Armenian political analyst said.

However, Chairman of Politologists’ Union of Armenia Hmayak
Hovhannisyan did not give any names, advising reporters to address
secretary of the National Security Council Arthur Baghdasaryan and
other politicians “who used to accuse a famous person of serial
murders.”

He said “filthy atmosphere” mentioned by President Serzh Sargsyan is
not created by reporters but failure to solve the March 1 case.

“The citizens of Yerevan must give their votes, while 10 people were
killed in the center only in 2008. Those guilty of the killings have
not been brought to responsibility so far,” he said.

As Armenian News-NEWS.am informed earlier, the body of Hrach Muradyan,
with a fatal gunshot wound, was found on Monday near the administration
building of Proshyan village, in Kotayk Region of Armenia. The
regional investigation department instituted criminal proceedings,
and an investigation is underway.

ISTANBUL. – Turkey’s Nationalist Movement Party (MHP) MP Ahmet
Duran Bulut made a very unflattering statement with respect to
Istanbul-Armenian journalist Etyen Mahcupyan’s inclusion in the
Commission of Wise Men, which the Turkish authorities have set up to
resolve the country’s Kurdish issue,

Istanbul’s Agos Armenian bilingual weekly informs that, reflecting
on Mahcupyan’s inclusion in this commission, the Turkish nationalist
MP said the following with irony:

“There are Armenians in the list; a smart man. [But] I do not need
an Armenian’s intellect. What can an Armenian think for the Turkish
nation? They have brought and selected as wise men those that opposed
the state, the people that wished to take revenge upon the Turkish
nation until recently.”

“The struggle should be waged right now – there is no other day for
that. Sometimes we retreat, but it is impossible to bring us to our
knees, ” the leader of Heritage Party, ex-presidential candidate
Raffi Hovannisian declared at the rally in Liberty Square today.

“This is our day and we must unite in the name of our homeland. We
must oppose the lie they tried to present to us on February 18. We
demand the truth, justice, and freedom. It is our right and no one
can deny us that right,” Hovannisian stated.

He stressed that all this is not romanticism and an object of jokes.

“No matter how many riot policemen you bring, we will follow a peaceful
path,” he said.

Addressing the rally participants, Raffi Hovannisian said he
appreciates their resolution and proposes obeying the popular will.

“Let’s gather in Liberty Square on April 9 and participate in the
formation of a New Armenia,” Hovannisian stated.

He called on people from the Diaspora, Artsakh, and all provinces of
Armenia to gather in Liberty Square of Yerevan on that day.

The parliamentary group of the Armenian National Congress (HAK) will
not attend the National Assembly’s special sitting on April 9 during
which Serzh Sargsyan will be sworn in as Armenia’s President for a
second term.

The faction took the decision at its April 5 meeting, Secretary of
the HAK faction Aram Manukyan told A1+.

According to our sources, HAK MPs are not going to attend the April
9 rally to be held by the Heritage party leader Raffi Hovannisian at
Freedom Square for the “inauguration of a new Armenia.”

Representatives of the Shushi battalion have issued a statement
condemning the murder of Hrach Muradyan, Mayor of Proshyan village.

“Today we buried our comrade-in-arms Hrach Muradyan whose brutal
murder was great pain and anger for each Armenian.

A conspirator’s bullet, which could be released only by the enemy,
physically removed from our ranks a devotee of the Liberation War.

Another honest and incorruptible Armenian, a true devotee of his
Motherland, was assassinated. Yet another act of sacrilege was
committed during the tenure of the ruling regime.

Hrach and all our martyrs are immortal.

We shall follow the course of investigation. We shall see to it that
all perpetrators receive maximum punishment as prescribed for the
crime. We extend our condolences to the family, relatives and friends
of Hrach Muradyan.”

Throughout the history of the Republic of Armenia, opposition has
always acted inefficiently, leading the situation to a deadlock,
coordinator of Sardarapat movement initiative group Zhirayr Sefilyan
told a news conference on Friday.

According to him, instead of leading the situation to a deadlock,
we should choose another way – “to form parallel power in the country.”

“Unification of the capabilities of the Armenians is the only way to
come out of this situation,” Sefilyan said.

Sardarapat movement has a clear action plan that should be launched
on April 9, Sefilyan said.

“On that day, we should lay the foundations of forming parallel power
in the country,” he said. “A new liberation struggle has started,
based not on the idea of unity with Artsakh, but the idea of creating
Armenian state and the end will be victory.”

Sefilyan added that the program has been presented to former
presidential candidate, Heritage leader Raffi Hovannisian.

REPORT ON ARMENIAN PRESIDENTIAL ELECTIONS TO BE DISCUSSED AT PACE SESSION IN APRIL

Assembly of the Council of Europe will launch on April 22. In a
conversation with “Armenpress” the Head of the Armenian Delegation
to the PACE, National Assembly Deputy from the Republican Party of
Armenia Davit Harutyunyan stated that the report on the Armenian
presidential elections will be under discussion during the first
day of the session. Among other things Davit Harutyunyan noted:
“The spring session is significant for Armenia, as the structure~Rs
report regarding the Armenian presidential elections held on February
18 will be under discussion.”

The Head of the PACE Observation Mission to Armenia Karin Woldseth
(Norway) will introduce the report on the elections. Luca Volonte
will introduce report on Turkey dedicated to the violence against
the religious minorities. The Prime Minister of Georgia Bidzina
Ivanishvili will also make remarks on April 23.

Davit Harutyunyan is the Head of the Armenian delegation to PACE.

Naira Zohrabyan, Levon Zurabyan, Arpine Hovhannisyan, along with four
other substituting deputies are involved in the Armenian delegation.

Baku: EU Recommends Azerbaijan More Transparency And Accountability

EU RECOMMENDS AZERBAIJAN MORE TRANSPARENCY AND ACCOUNTABILITY WITHIN BUDGET CYCLE

Baku, Fineko/abc.az. ENP progress report 2012 on Azerbaijan presented
in Baku today assesses the implementation of the Action Plan within
the European Neighborhood Policy (ENP).

Presenting the document, Roland Kobia, the head of the EU Delegation to
Azerbaijan, has stated that the report allows constructive assessment
of where there is progress with implementation of obligations on the
ENP, and where the work needs to be activated.

“In this regard, Azerbaijan’s main progress in the implementation of
the ENP was associated with an active political dialogue with the EU,
which bore constructive character. The European Union would like to
ensure the expansion of the dialogue,” Kobia said.

He said that among the main positive aspects of ENP implementation in
2012 are stable macroeconomic situation in Azerbaijan, the start of
the National Action Plan on Human Rights, the continuation of legal
reform, progress in combating money laundering and trafficking,
development of partnership with the EU in the field of energy.

“At the same time there are spheres where more efforts are needed.

Among them are democratic development and human rights, the
establishment of an independent legal system, negotiations on an
association agreement with the EU, the fight against corruption (it
is still a hindrance to the diversification of Azerbaijan’s economy
and business development), the settlement of the Armenian-Azerbaijani
Nagorno-Karabakh conflict,” Kobia said.

He refrained from drawing parallels between Azerbaijan and others ENP,
participating countries, saying that the program implementation is
not a sporting event.

“Among the EU recommendations on ENP implementation this year are
to ensure implementation of the January 2013 resolution of the
Parliamentary Assembly of the Council of Europe on the honouring of
obligations and commitments by Azerbaijan; continue implementation of
the Human Rights Action Plan adopted in December 2011; step up efforts
with Armenia to reach agreement on the Madrid Principles, in accordance
with the commitments made by the Presidents of Armenia and Azerbaijan
within the Minsk Group; ensure unimpeded access to representatives
of the EU to Nagorno Karabakh and surrounding regions in support of
conflict transformation activities in full complementarity with the
Minsk Group activities; promote an environment conducive to progress in
the conflict settlement, encourage and support related peace-building
activities; adopt the Law on Defamation which provides for the
abolition of criminal liability for defamation and insult; bring
electoral legislation into line with the OSCE/ODIHR recommendations
and ensure effective implementation; continue to bring legislation
onfreedom of assembly, freedom ofassociation and freedom of the media
into line with international standards, and ensure its implementation;
step up efforts to investigate cases of harassment against journalists
and activists; step up efforts to make the judiciary independent;
address outstanding issues in public financial management, notably
on transparency and accountability in relation to the budget cycle;
implement the National Anti-Corruption Action Plan; adopt and implement
a competition law to create more predictability and transparency in
the market,” Kobia said.

He added that the recommendations set a goal to ensure further
democratic development of the country and attach stability to it and
not blacken Azerbaijan.
