Armenia-Diaspora Election Monitoring Mission: First of its Kind

The local-Diaspora monitoring mission prepares for Yerevan municipal
elections on Sunday, May 5

In an unprecedented effort, approximately 100 Diasporans, both
visiting and repatriated, as well as local Armenians and non-Armenian
expats, have been working with approximately 160 election observers
from civil society organizations such as Transparency International,
and Asparez Press Club, Gyumri, to monitor the upcoming Yerevan
municipal elections this Sunday, May 5th.

On Election Day, the observers will be at polling stations across
Yerevan and will document, record, and videotape any fraudulent
activity that may take place, such as ballot box stuffing, multiple
voting, attempted bribery, and voter intimidation.

The group will be providing Diaspora media outlets with information in
real-time that we encourage you to follow. Watch for updates from
observation mission team members on Election Day, May 5th.

Motivativation
This undertaking was inspired in part by Diasporan Narine Esmaeili,
who witnessed systemic fraud during the Armenian presidential election
in February.

Following the election, Esmaeili reported that she had been physically
assaulted and threatened by polling station officials when she
attempted to protest violations of Armenia’s Electoral Code as they
happened. According to a video interview in which Esmaeli recounted
her experience, she had witnessed a group of 25-30 men walk into the
station and surround the ballot box.

When she protested, Esmaeili says one of the men in the group pushed
her against a wall and pinned her there with her hands pressed
together, while polling station officials cut open the ballot box seal
and allowed one of the men from the group to pour in a bag full of
marked ballots. Later, local police officers arrived at the polling
station and told Esmaeili to be a `good girl’ and not to talk to the

Despite these and other observer reports of egregious violations of
the Electoral Code, the international observation mission
rubber-stamped the election as generally `well-administered’ and
`characterized by a respect for fundamental freedoms.’

The formal statement was met with heavy public criticism, and some
individual observers strongly disagreed with the main findings. As
OSCE mission observer Dermot Ahern said:

`I’ve been a practicing politician here in Ireland for 32 years,
contesting and winning every election I personally fought in. I was
director of [the] elections board at [the] national and local level[s]
for my party. I have never witnessed anything like this. From my
experience, I know a trend when I see one, and something very strange
happened to overturn the result.’

Civic Response
Bolstered by the overwhelming evidence of widespread, massive fraud
during the presidential elections, the local-Diaspora monitoring
mission has trained a total of 250 volunteers to observe the May 5th
Yerevan elections. The group believes that a well-organized and
well-trained election observation mission is critical to prove claims
of fraud and associated criminal activity.

The local-Diaspora monitoring partnership believes that widespread
media coverage of live observation reports from the precincts is
crucial in attracting strong public support to hold authorities
accountable for the accuracy and veracity of the official election
results. In addition to training with the local observation missions,
the Yerevan-based Diaspora team is working with Diaspora media outlets
to provide reliable updates in real-time.

This Diaspora observation mission will also serve as a foundation and
learning experience for its organizers, who intend to coordinate
similar missions in future elections. A positive reception of this
effort will fuel greater local-Diaspora cooperation in the future
towards the common goal of strengthening the democratic process in
Armenia.

The result of this coordinated effort will necessarily inform the
structure and nature of grassroots Diaspora assistance in the future.
It is therefore important to follow the activities of this pioneer
group, not only during the election, but also in the subsequent days
and weeks, in order to fully ascertain the added value that
coordinated Diaspora assistance may provide to the overall impact of
the mission.

Mars 2013 à Paris, début du mois. Temps gris. Ciel nuageux et bas. Sur
ma droite, quelques voitures, sur ma gauche, les eaux du canal
Saint-Martin ont pris une couleur sale. Je cours… Les pavés
disjoints font souffrir mes chevilles… j’ai le souffle court… je
transpire légèrement… j’ai hte d’arriver… je dois tenir bon. Un
chien sans laisse et apparemment sans maître se joint à moi dans ma
course, il est heureux, plus en forme que je ne le suis. Quel ge de
chien et quel ge d’homme ? Surement plus jeune que moi. L’écluse des
morts, dépassée… le pont Eugène Varlin, dépassé… La boulangerie,
dépassée… le restaurant au robinet d’or, dépassé…. Enfin, les
portes de mon immeuble… Le chien s’est arrêté avec moi, il me
regarde. Je compose le code. Un coup de sifflet, il se retourne et
court à grande vitesse vers une jeune femme aux cheveux noirs et
frisés, elle est belle, séduisante et pleine de vie. Le chien lui fait
la fête, elle m’envoie un baiser de la main et s’éloigne, le chien à
ses côtés. Jusqu’ici tout va bien, c’est un début de journée et de
mois normal. Reste une chose à accomplir avant de regagner mon chez
moi, notre chez nous… Je rentre dans le hall, j’ouvre ma boite aux
lettres. Je fouille de la main, je fouille encore cette boite, je suis
fébrile… elle est vide, désespérément vide… Ce n’est plus une
journée normale, C’est une journée de frustration, je m’attendais à
trouver, comme à chaque début de mois, un magazine. Déjà hier, il
n’était pas là, encore moins avant-hier, c’était dimanche. Nous sommes
le 5 mars, que se passe-t-il NAM ? Je suis inquiet, très inquiet NAM,
tu viens vers moi chaque mois, depuis 20 ans… 20 ans déjà que je te
lis, que je me nourris, que je me vis de toi, mon Arménité, ma
Francité. Et bien que tu sois passé du papier rustique de ta jeunesse,
de tes articles fougueux, et de tes appels au combat pour que justice
soit rendue à la Nation arménienne toute entière, à ce magazine au
papier glacé presque luxueux, je peux dire que tu ne t’es jamais dédit
de ta mission, informer et encore informer sur la situation de notre
peuple en France, comme en République d’Arménie, comme dans le monde.
Ton indépendance éditoriale, tes analyses, la qualité de tes articles
t’honorent, Ils ont fait de toi un des meilleurs magazines de France.
Nous pouvons être fiers des NAM, hommage et résurrection pour tous les
journaux arméniens disparus. Un exemple de presse ! Bon anniversaire
NAM que Dieu te prête vie comme à tous ceux, qui depuis l’origine
jusqu’à aujourd’hui, ont fait de toi ce cordon ombilical indispensable
à mon histoire, cette artère de sang de mon Arménité.
PS : Ne me fais plus attendre NAM, c’est insupportable, je veux te
lire dès demain.

« Suicide » suspect de Goriun Haroutiounian le chef de la police de
Naïri, un quartier de la ville de Hrazdan

Jeudi 2 mai vers 10h30 près d’un cimentière de la ville de Hrazdan,
dans sa voiture Nissan, la police découvrait le corps de Goriun
Haroutiounian, le chef de la police de du quartier de Naïri de
Hrazdan. Le corps portait les traces de balles d’une arme qui était
non loin du lieu de ce drame. En quittant son lieu de travail, Gorium
Haroutiounian avait affirmé qu’il partait à l’anniversaire de sa
belle-mère. Mais ne répondant pas aux appels téléphoniques des membres
de sa famille, la police était partie à sa recherche. G. Haroutiounian
était nommé responsable de la police de Naïri il y a une semaine. Une
enquête est ouverte pour ce « suicide ». Mais ses proches persistent à
penser que c’est un crime. A suivre.

Gariné Ghazinian, l’ex-Ambassadrice d’Arménie en Grande Bretagne
récemment disparue distinguée par le magazine « Diplomate »

Le 23 avril à Londres le nouveau mensuel « Diplomate » a organisé la
remise des prix du « Diplomate de l’année ». Plus de 150 ambassadeurs
et autres diplomaties installées en Grande Bretagne participaient à ce
prix. Une dizaines de diplomates furent distingués. Parmi ces
derniers, Gariné Ghazinian l’ex-Ambassadrice d’Arménie en Grande
Bretagne subitement disparue il y a quelques mois a reçu à l’unanimité
des diplomates présents à la cérémonie, une distinction dédiée aux
diplomates des pays de la zone Euro-asiatique.

The Armenian community of Maastricht, commemorated on the 4th May the
Dutch victims of WW II. Every year, a wreath is laid by members of the
Foundation ”Armeense Stichting Ani.

Ani hopes that all Armenian communities around the world pay homage to
the victims of the country where they live. After all, how can we
expect understanding and compassion for our pain if we self show no
compassion. In preparation for the 100th year of the Armenian genocide
we need to join forces with the native communities.

Remembering the ‘Great Crime’

North Andover –
The 101 year-old woman, the final Merrimack Valley survivor of the
infamous Armenian genocide from the early 1900s, is finding herself
flooded with emotional childhood memories after attending a tribute
concert on April 28 at North Andover High School.
Hosted through St. Gregory Armenia Apostolic Church of Merrimack
Valley, the concert and gathering commemorated the 98th anniversary of
the Armenian Genocide

The final song of the concert was Erebouni – Yerevan, a song Nellie
used to sing at home with her family in Armenia. The song about
Armenia’s capitol city Yerevan and the ancient Erebouni Fortress, was
an inspiring surprise to Nellie, sung by three remarkable classical
singers.

“My teacher heard me sing it once, and said, `I didn’t know you could
sing.’ The teacher had me sing it at school for my classmates,” Nellie
said.

The Ottoman government is estimated to have killed a million Armenians
during the genocide from 1915 to 1923. Nellie’s family escaped to the
mountains during the chaos of WW1, where they survived until coming to
America in the early 1920s.

“I don’t know how we got out. God was with us,” Nellie said.

Even within the safety of the mountains, safety was often a fleeting commodity.

“When the train with soldiers passed by my mother hid me behind her
back. When people offered to take me to safety, my mother cried out
`How will I ever find her again?’ and refused to let them take me. She
never left my side.”

Nellie’s grandson Jack Wilson of Andover attended the concert with his
wife Shari and daughter Kaleigh. Debbie Nazarian-Kady of Haverhill
attended with her son Neko. Their family presence lessened the impact
of the fact that Nellie is now the sole genocide survivor at these
annual tributes, since the recent passing of Ojen Fantazian and Thomas
Magarian.

“Nellie is an institution in the Merrimack Valley,” Jack said. “She
represents the American dream, surviving that horror and coming to
America for a better life. She and her husband Stephen operated
Nazarian Jewelers, and the stores are still located in Andover,
Newburyport and Salem, N.H., run by her children and grandchildren.”

Concert performances of tenor Yeghishe Manucharayan, mezzo soprano
Victoria Avetisyan, and soprano Knarik Nerkararyan drew a standing
ovation, many bravos and bravas, and calls for encores, which the
singers obligingly performed. In addition to these singers’ impressive
careers, Nerkarayan is currently the Choir Director at St. Gregory.

The concert also honored the winners of the essay contest sponsored by
the Armenian Genocide Commemorative Committee of the Merrimack Valley
encouraging students to express their feelings on the genocide.
Contest winners in the 7th-9th grades were Sarah Tavitian, first
place, Armen Hovsepian, second place, and Anna Shahtanian, third
place. In the 10th-12th grades the winners were Taleen Kalajian, first
place, Matt Kochakian, second place and Irena Manukian, third place.

Artist Daniel Varoujan Hejinian has designed a touching monument to
the Armenian genocide victims, which will soon be installed in front
of Lowell Town Hall. It depecits a mother’s hands crocheting lace and
is inscribed with a poem – “Knot by knot, her hands weave the history
of her people … the massacre of more than 1.5 million Armenians within
the Ottomon Empire will never be forgotten, that in spite of the pain
and horror of the genocide, knot by knot, the Armenian people
everywhere weave their hopes and dreams, as they bloom and prosper.”

Hejinian mourns for that lost generation.

“The genocide killed a generation of women who never grew up to become
mothers,” Hejinian said. “Think of the contributions that generation
could have made.”

Nellie has some words of wisdom for the upcoming generations, based on
what the years have taught her.

“Do not be so cruel, learn the lesson of history and appreciate what
you have,” Nellie said.

Iran backs Azerbaijan’s territorial integrity in Karabakh dispute: Envoy

Iran’s Ambassador to Baku Mohsen Pak-Ayeen says the Islamic Republic
has always supported Azerbaijan’s territorial integrity in
international circles regarding the Karabakh dispute.

The Iranian diplomat told reporters on Friday that the Islamic
Republic, as the president of the Non-Aligned Movement, can use its
relations with both Azerbaijan and Armenia to help resolve the
Karabakh dispute as soon as possible in line with Azerbaijan’s
territorial integrity.

Both Azerbaijan and Armenia claim the territory of Nagorno-Karabakh,
which is largely populated by Armenians but located in Azerbaijan.

Pak-Ayeen underlined that Iran’s relations with Armenia are not meant
to be against any third country.

`Iran-Armenia ties are not, by any means, against any third country,
especially the Azerbaijan Republic,’ the Iranian envoy to Baku said.

`We use our relations with Armenia to ensure security in the region,’
he stressed.

Ethnic Armenian forces took control of the enclave, which accounts for
16 percent of Azerbaijan, in the early 1990s during a six-year war
from February 1988 to May 1994.

The conflict left an estimated 30,000 people dead and one million
others displaced before the two sides agreed to a cease-fire in 1994.
However, a peace accord has never been signed and the dispute still
remains unsettled.

Iran has on several occasions offered to mediate in the dispute.

Bio:

Melikset Khachiyan began playing chess at the age of 8, won the Baku
Junior Championship two years later and became a Soviet Candidate
Master two years after that. He began coaching early in his career and
has brought up three Junior World Champions. In 2001, he immigrated to
the U.S., where he participated in the National Open in Las Vegas. He
earned his Grandmaster title in 2006.

Khachiyan has been playing and coaching chess professionally since
1990. One of his students, GM Levon Aronian, said: ” … it was
Khachiyan who took me as a third-category player and made me an IM.”
When Melik was young, he had the distinct honor of being coached by
the 12th World Champion, Tigran Petrosian. Then, in 1995, he earned
the title of International Master.

Melik continued coaching strong players and playing in strong
tournaments, both of which he credits to the improvement of his
game. In 1996, he played for the Armenian team in the World Chess
Olympiad in Erevan, Armenia. The next year, Melik helped the Armenian
team earn a bronze medal at the World Team Championship.

Melik was extended a wildcard to the 2013 U.S. Championships primarily
because of his fantastic results over the past year. He has gained
almost 100 rating points since 2011, which demonstrates his remarkable
fighting spirit. Khachiyan is one of the more dynamic fighting players
at this year’s event, and his presence is sure to create some exciting
over-the-board struggles.

Le 7 mai a partir de 15 heures a l’hôpital de cardiologie de Goris se
deroulera une ” Journee portes ouverts ” des cardiologues Francais de
l’association Action Sante Armenie-France (ASAF) presidee par Telma
Heratchian et animee le marseillais Avedis Matikian. L’ASAF qui a pour
objectif de ” donner a l’Armenie les moyens permettant aux equipes
medicales locales de soigner leurs concitoyens ” est liee par
convention depuis 1997 a l’hôpital Nork Marash d’Erevan.

Depuis cette date, les equipes emmenees par Avedis Matikian et ses
amis medecins et chirurgiens se rendent regulièrement en Armenie, a
Erevan mais egalement a Goris, avec le nouvel hôpital de cardiologie
pour apporter leur aide ainsi que leurs techniques aux medecins et
chirurgiens Armeniens. La Journee portes-ouvertes a l’hôpital de
cardiologie de Goris est soutenue par le Ministère armenien de la
Diaspora, celui de la Sante et des prefets des regions de Vayots Tsor
et Siyunik. Cette operation permettra aux professionnels de la sante
de decouvrir de nouvelles techniques medicales pour apporter un soin
de qualite aux patients.

L’Armenie Va Ouvrir Une Ambassade A Stockholm En Suède

L’ARMENIE VA OUVRIR UNE AMBASSADE A STOCKHOLM EN SUÈDE

Pour l’ouverture d’une Ambassade d’Armenie a Stockholm au Royaume de
Suède, le ministère armenien des Affaires etrangères prevoit d’investir
168 millions de drams (près de 400 000 dollars). Le gouvernement
armenien vient de valider la decision d’ouvrir une Ambassade dans
la capitale suedoise, lors de la seance du 2 mai. Cette Ambassade
developpera davantage les liens armeno-suedois en matière des echanges
diplomatiques mais egalement dans le domaine des echanges economiques,
et du commerce. La Suède pourrait egalement en retour, ouvrir son
Ambassade a Erevan. Le Parlement suedois avait en 2010 reconnu le
genocide armenien. A ce jour la Suède est le seul pays scandinave a
avoir realise cet acte.
