ARMENIA AGAINST OPENING OF RUSSIA’S MIGRATION SERVICE OFFICES IN THE COUNTRY: PREMIER

YEREVAN, June 18. /ARKA/. Yerevan is against opening offices of
Russia’s migration service in Armenia and implementation of the Russian
“Compatriots” program in Armenia, Armenian service of Radio Liberty
reported referring to the interview of the premier.

In recent years the Russian state-supported immigration program
enabling compatriots living abroad to move to Russia has been
severely criticized in Armenia. The opponents of the program believe
it legalizes the migration fr om Armenia to Russia. As early as
last summer Armenia’s premier Tigran Sargsyan said the government is
concerned over the fact that Armenian citizens leave the country under
“Compatriots”.

“This program exists. It is a Russian Federation state-run program.

The matter is that they wanted to make an agreement with us so that
Russia’s Migration Service could open its offices in the Republic
of Armenia and implement its program through these offices. We
strongly objected it, and be sure, we still are against it today”,
the prime-minister said.

According to Sargsyan, emigration contains many factors and is a
serious challenge for Armenia.

“That is why we have singled out three main problems in the government
program we submitted for the National Assembly’s approval – jobs,
poverty and emigration”, the prime-minister said.

He claimed the government program aims at increasing standards of
life in Armenia so that people have the opportunity to live in their
homeland.

In response to the question whether jobs will be opened in villages
wh ere people emigrate from today, the premier said yes and added
a program is currently being implemented in 55 rural communities,
together with the World Bank.

“We are supporting operation of cooperatives in villages. At present,
23 million dollars are allocated for this program, and we will get an
extra 31 million dollars. The number of communities is now increased
by 17. When we get another 30 million, we will double also the number
of communities”, the premier said.

The “Compatriots” Russian state program supports immigration of
countrymen living abroad and was approved in June 2006. Its aim is
to promote voluntary immigration and attract citizens of post-Soviet

Une baisse de plus de 10 pour cent des investissements etrangers
dans le secteur de l’economie de l’Armenie priverait le pays des
possibilites d’une croissance economique a declare Vartan Bostanjian,
un ancien depute et docteur en sciences economiques.

” Compte tenu du programme d’activites du gouvernement de cette
annee, ce chiffre ne depassera pas 10%, mais si c’est le cas, nous
serions incapables d’obtenir meme une petite croissance economique
” a-t-il dit.

Le montant total des investissements etrangers dans le secteur
de l’economie armenienne en 2012, selon le Service national de la
statistique, est en baisse de 7,9 pour cent compare a 2011 a 751,8
millions de dollars. Au cours du premier trimestre de 2013 les
investissements etrangers s’elevaient a 131 millions de dollars, en
baisse de près de 12 pour cent par rapport a la meme periode en 2012.

Sèvres, dimanche 16 juin 2013 (CP n°7) – La fete champetre annuelle
du collège armenien Samuel Moorat a permis a un public nombreux mais
aussi aux elus regionaux de s’informer de l’etat d’avancement du
projet de musee-memorial.

Le Père Haroutioun Bezdikian, Directeur du Collège armenien Samuel
Moorat et Vice-president de l’association Sèvres 2015, a accueilli
Francois Kosciuscko-Morizet, Maire de Sèvres ; Philippe Kaltenbach,
Senateur-maire de Clamart ; Herve Marseille, Senateur-maire de Meudon,
Andre Santini, Depute-maire d’Issy-les-Moulineaux et Patrick Devedjian,
President du Conseil general des Hauts-de-Seine, lui-meme ancien elève
du collège Samuel Moorat. Les elus presents ont ainsi pu echanger
avec les responsables de l’association Sèvres 2015 devant la maquette
de pre-etude prefigurant l’ensemble architecturale de ce que sera la
Cite armenienne de France.

A côte du musee-memorial, l’ebauche presentee met en valeur un centre
de recherche et un centre d’etudes. Gerard Guerguerian, le president
de Sèvres 2015 a indique aux elus que ” les premières reflexions
envisagees par la maquette de pre-etude seraient affinees en fonction
de la vision d’ensemble qu’impulsera le Programme Scientifique et
Culturel du Conseil scientifique “.

Impressionnes par le site et par l’avancement du projet, les elus
ont reitere leur conviction de l’interet que represente le projet
pour la communaute nationale : Francois Kosciuscko-Morizet notant la
” très bonne progression du projet ” a rappele la haute symbolique
du site de la Cite armenienne, qui fera echo au Musee National de la
Ceramique où fut autrefois signe le traite de Sèvres et devant lequel
il a fait dresser un khatchkar.

Philippe Kaltenbach a pour sa part reaffirme son soutien – en tant
que President du groupe d’amitie France-Armenie au Senat – a une
ambition qu’il a qualifiee de ” magnifique “. Evoquant le ” haut
lieu de la presence armenienne ” qu’est le site mekhitariste et ses
” fortes potentialites “, il a rappele tout l’interet exprime par la
delegation de parlementaires armeniens qu’il avait accompagnee sur
le site pour insister sur ” la necessaire mobilisation de toute la
communaute ” derrière Sèvres 2015.

Andre Santini a confirme que les pouvoirs publics et les collectivites
locales et regionales soutiennent les projets qui touchent les
communautes et qui les engagent. Prenant appui sur l’exemple de
la revivification du seminaire d’Issy-les-Moulineaux reinvesti par
l’Institut Catholique de Paris, il a exhorte l’auditoire a s’investir
a travers une grande souscription nationale.

Patrick Devedjian, rappelant que ” nos parents furent massacres aussi
parce qu’allies de la France “, a replace le projet dans son contexte
en affirmant que celui-ci doit se concevoir comme une ” replique a
l’intolerable propagande negationniste “.

” Nous sommes morts de la France ” a-t-il martele. Rememorant la
declaration des Allies du 24 mai 1915 où Paris inventa la notion de
” crime contre l’humanite ” avant d’offrir un accueil genereux aux
rescapes, il a assene que l’affirmation par les Armeniens de ” leur
identite, sans vanite et sans orgueil mais sans crainte contribue a
l’edification de leur propre dignite mais aussi de celle de la France
“.

Prenant appui sur le fait que ” pas un Francais sur mille ne connait
l’histoire du mandat francais sur la petite Armenie et la contribution
de la legion d’Orient a l’effort national de guerre “, il a conclu
avec force que ” pour faire connaitre cette part de leur histoire a
nos concitoyens, il faut un endroit, et cet endroit, c’est Sèvres “.

Le centre armenien de Sèvres comprendra un memorial et un musee
d’histoire associe, un centre de ressources et un centre de
conferences. Il accueillera le grand public mais devrait egalement
s’ouvrir aux chercheurs et au monde educatif.

Le Bilan Economique Du Gouvernement Sous L’attaque De L’opposition

LE BILAN ECONOMIQUE DU GOUVERNEMENT SOUS L’ATTAQUE DE L’OPPOSITION

L’opposition au Parlement armenien a fustige le gouvernement du pays
affirmant que ses politiques economiques ont ete un echec grave.

Les legislateurs de l’opposition ont ecarte la croissance economique
plus rapide indique par les statistiques officielles alors que
l’Assemblee nationale debattait d’un rapport du gouvernement sur
l’execution du budget de l’Etat l’annee dernière.

” Ils disent que l’economie a progresse de 7,2 pour cent tandis
que les revenus reels n’ont augmente que de 2,5 pour cent et les
investissements bruts ont diminue ” a declare Hrant Bagratian,
un ancien premier ministre qui represente theoriquement le Congrès
National Armenien (HAK). ” Il ne peut y avoir qu’une seule explication
fantastique pour cela. Les Armeniens font de l’argent et des affaires
a l’etranger, tandis que les etrangers font des affaires en Armenie et
prennent de l’argent a l’etranger “. ” Ce gouvernement est en train
de tuer la foi des personnes dans l’Etat ” a accuse Artsvik Minasian
de la Federation Revolutionnaire Armenienne (FRA).

Les deputes du parti Armenie Prospère (BHK) ont ajoute leur voix
a la sevère critique. L’un d’eux, Tigran Urikhanian, a accuse
le gouvernement de mettre en peril la securite nationale avec ses
politiques economiques. Il a affirme que le revenu reel par habitant
dans le pays continue de baisser. Les donnees macroeconomiques du
gouvernement indique cependant la tendance inverse. En particulier,
elles montrent que la pauvrete dans le pays a baisse legèrement après
une forte hausse qui a suivi la recession en 2009.

Un programme d’action quinquennal du President Serge Sarkissian
recemment remanie, qui a ete approuve par le parlement le mois
dernier, prevoit que l’economie armenienne continuera son expansion
d’au moins 5 pour cent par an. Ce système est cense se traduire par
plus de 100000 nouveaux emplois et reduire de facon significative le
taux de pauvrete officiel.

Certains deputes de l’opposition ont utilise le debat parlementaire
pour s’emparer des allegations des medias que le Premier ministre
Tigran Sarkissian detient une participation dans une obscure societe
a Chypre et est accuse d’avoir escroque un homme d’affaires armenien.

Tigran Sarkissian a reitere son deni de ces allegations.

” Je suis heureux d’etre la cible aujourd’hui ” a-t-il dit. ” Je
dois etre pret pour des accusations similaires a l’avenir et etre
pret a venir avec des preuves suffisantes si nous sommes confrontes
a toutes sortes de speculations politiques. C’est normal dans une
societe democratique “.

le Parlement europeen a adopte une nouvelle resolution jeudi 13
juin, attirant cette fois l’attention sur le cas de Ilgar Mammadov,
un candidat presidentiel qui devrait se presenter lors du prochain
scrutin en octobre contre l’actuel president azeri Ilham Aliev,
qui va briguer un 3e mandat en vertu de la reforme constitutionnelle
approuvee par le referendum de 2009 qui le designait de facto comme
le president a vie du pays. La resolution, votee par tous les partis
politiques du Parlement europeen, invoque les nombreuses resolutions
qui l’ont precedee, relatives aux droits de l’homme et a l’Etat de
droit en Azerbaïdjan, en mettant l’accent sur les violations de la
liberte d’expression et de la presse dans ce pays, illustrees par
les arrestations massives de journalistes, de membres de partis
d’opposition, dont Ilgar Mammadov, leader et candidat du Parti

le Parlement de Strasbourg, un depute europeen a notamment declare

In recent days, thousands of protesters have gone to the streets all
across Turkey, with all eyes on Gezi Park in Istanbul. But is this
really just about a park? Yes it is, but it really is about much more.

It is a dispute over the future of Turkey.

Development is central to Turkish Prime Minister Recep Tayyip Erdoðan’s
Justice and Development Party (AKP). Erdoðan himself has been a man
with many projects. This is evident all over Istanbul, where new
apartment buildings, hospitals, universities and shopping malls are
popping up everywhere. No one can deny that Erdoðan has done much
for the country, given that it is now seeing unprecedented prosperity.

However development, in the broadest sense, is also what makes him so
controversial. His vision for the future of the country is not shared
by everyone. Whether it is about nuclear energy or education reform,
Erdoðan consistently angers diverse segments of society throughout
the country. And this has all come to a head in Gezi Park.

Erdoðan’s authoritarianism has become abundantly clear in his reaction
towards peaceful protests. It is even clearer in his words that this
is not just a reaction, but a deep part of the way he tries to lead
Turkey. This can be seen in the way he uses the word “marginal”. While
he automatically assumed it meant something negative, marginality is
also synonymous with diversity. In fact, marginality, as the opposite
of the mainstream, is actually the source of creative, innovation
and ultimately development. By embracing marginality and diversity,
leaders encourage creativity in art, innovation in business and
development of the economy.

Companies like Apple or Toyota know that if they do not create
new products, they cease to be competitive. This is why they all
have research and development departments. The most innovative R&D
departments allow for diversity of opinion, where practices like
brainstorming and experimenting are encouraged. The best innovation
allows for an open-ended process to find what works best, and this is
accomplished only by creative people with marginal ideas or marginal
practices.

Successful companies organize the structure of the company in a way
that does not interfere with the creative process of R&D departments.

For example, if the accounting department controls research and
development, it will easily refuse funding of potentially successful
projects. R&D departments must be able to give input to the company,
thus CEOs cannot be too authoritarian if they want the company to
succeed. In other words, CEOs must allow the creative individuals of
the company to speak.

Diversity is also very important for governance of states. We have
seen, time and time again, certain cultures which have had explosions
of creativity. One important example can be seen in the Golden Age of
the Islam. Around a thousand years ago, the Islamic world was among the
most advanced societies in the world. The best of these emirs, caliphs
and sultans did not rely on just one branch or school of Islam, but
encouraged diversity in society and even welcomed Jews and Christians
to their centers of power. They also supported diversity in thought,
by being patrons of science, medicine, theology and philosophy. This
helped make them become so powerful.

The Ottoman Empire in its early days also accepted that diversity
was an asset. Not only did it utilize the knowledge of Greeks and
Armenians, it also welcomed persecuted Jewish refugees coming from
Spain. The Muslim world began to decline, in part, when diversity
of ideas and practices where replaced with dogmatism that dominated
every aspect of society. Perhaps the best example of this can be
seen with Hezarfen Ahmed Celebi, who was exiled by Sultan Murad IV,
because he was experimenting with flight in the 17th century.

These are all lessons Erdoðan should take to heart. Unfortunately,
he does not even seem willing to listen to his own country. By
doing this, he is now undermining all of the good he has done for
his country. Indeed, he now seems intent on following the patterns
of the late Ottoman Empire rather than the early one.

The protest in Gezi Park has thousands upon thousands of supporters.

They are the marginal, creative individuals of Turkey. They are
a major part of the future of Turkey’s development. While Erdoðan
says he wants to see Turkey develop even more, he needs to learn the
ways development actually works. Right now, the majority of Turkey’s
creative, innovative individuals are now in the protests. If Erdoðan
does not start listening to them, Turkey will never become the world
power that it seeks to be.

Day Two evening celebrations – “The Strength of Antelias lies in its power
to Serve”

Antelias – On Thursday evening, the participants of the Assembly went to
Bikfaya to attend a concert by the “Shenorhali,” Choir conducted by Rev.
Torkom Donayan, dedicated to the “2013, Year of the Armenian Mother.” After
a short break, the graduation ceremony of the Seminary began. Archbishop
Nareg Alemezian, the Dean of the Seminary, welcomed the members of the
General Assembly of the Catholicosate of Cilicia, thanked His Holiness Aram
I for his supervision of the seminary and congratulated the four new
graduates.

His Holiness Aram I concluded the evening. He praised the concert dedicated
to the Armenian mother. He highlighted the important role of the Armenian
mother during the upheavals of Armenian history and the challenging role of
the Armenian woman today. He thanked Rev. Torkom Donoyan, the pianist and
members of the Choir, saying that they had not only offered an artistic
evening but had also inspired the audience to safeguard the Armenian music
as a valuable inherited art form. Turning his attention to the Seminary, the
Catholicos stated, “The Seminary is the heart of our Catholicosate; its
specific mission is to educate people who may lead the community to fulfill
express spiritual and human values.” Addressing the graduates, he said,
“Dear graduates, you were not only educated in this institution; the
seminary gave you a vision and a mission that you should fulfill through
your service in the church. Finally, he reminded the audience once more
that the goal of the Catholicosate is to prepare committed individuals to
reflect the vision and mission imparted to them during the eight years of
study in the seminary through SERVICE to the church, the nation and
humanity. He then blessed the audience.

IRAN DENIES PLANS TO SEND TROOPS TO HELP SYRIA’S ASSAD

TEHRAN, June 18 (RIA Novosti) – Iran has no plans to send troops to aid
Syrian President Bashar Assad’s forces in the ongoing civil war there,
an Iranian Foreign Ministry spokesman said on Tuesday, rejecting media
reports claiming Tehran was set to intervene directly in the fighting.

“We categorically deny this information,” Seyed Abbas Araqchi said,
adding Tehran has never and would never send its troops to Damascus.

Syria’s government forces have all the necessary means to fight against
“terrorists acting in Syria,” and “Iran has no need to provide military
aid to Syria’s authorities,” he said.

The Independent on Sunday, citing “pro-Iranian sources,” reported
on June 16 that Iran, Syria’s strategic ally, has decided to send
4,000 troops to Syria. Iran “has proposed opening up a new ‘Syrian’
front on the Golan Heights against Israel” to help prop up the Assad
regime, the paper said.

The decision to send a contingent of Iranian Revolutionary Guards to
Syria was taken before the June 14 presidential election which brought
reformist-backed cleric Hassan Rouhani to power, the report said.

Iran has traditionally been a strong supporter of Hezbollah, the
Lebanese Shia militia group which has previously fought with Israel and
has a power base in southern Lebanon adjacent to the border area with
Syria. Hezbollah has already intervened in the conflict in support of
Assad, according to the Syrian opposition and media reports. The US
and Israel have accused Tehran of supplying the group with weapons,
which it denies.

to supply the Syrian rebel forces with unspecified military assistance
because it had “high confidence” that the Syrian government had used
chemical weapons in the conflict. That claim was supported by Britain,

What are your priorities for 2013?

The purpose of our bank is to help economies to prosper, and that
is also true for Armenia. So, we continue the growth strategy, like
we’ve done in 2012. We want to connect our corporate costumers to
international opportunities even stronger in 2013. We want to help
them with our trade products. We have a strong focus on clients that
are involved in international trade activities, and we want to help
them with our trade products. So that is the clear focus. Generally,
we want to keep helping them finance their activities, which means
growing our lending base. We want to grow our deposit base and
continue that successful corporate business. On the retail side,
we have started the year with a credit card campaign, which you have
probably seen in town, advertised with special rates. We have released
our lending guidelines, in particular for mortgage lending. So, we
want to increase the lending also on the retail side, and the overall
objective is to bring first-class products to the retail clients in
this year even stronger. So, overall, we are planning expansion of the
business in all business lines. We strongly believe in Armenia, and
underline this with a growth strategy in all business lines in 2013.

>From the perspective of bank products, which sphere do you believe
to be more risky?

Product itself is not a risk, actually. It very much depends on how
you use the products in the bank. A car loan, for example, can be
more or less risky than a mortgage loan. It depends on how aggressive
you are in the lending that you do for that product. So, for us,
we have a conservative risk policy for all products, we have a very
good quality of lending book and we want to keep it that way. So for
all products we have very clear risk guidelines, and that is to the
benefit of the client and to our benefit. Because we do not want to
give loans which in the end the client cannot afford to pay back. We
don’t just rely on the collateral and not care whether the clients can
pay back, because we want long-term relationship with the client. So,
this is why we are very careful and we don’t take more risks than we
can take and carry for the bank, for the benefit of the client and
for our own. We are careful and conservative. We have been like that
in the past years and will continue that.

Many Armenian banks are beginning to change their risk management now
because they see that the market has become more specific after the
crisis. What can you say about HSBC Bank Armenia? Are you changing
anything in the bank? In the structure maybe, in some departments or
it’s the same for all HSBC Group?

We’ve developed our risk policies and our risk culture over many
years. Of course, with the financial crisis we adapted that to new
facts on the market, but we don’t change that right now. We keep
developing it and we monitor what’s happening on the market and make
sure that it is still appropriate. We don’t see a need for a change
when we look at the impairment charges that we have in our bank, they
are very low, much lower than on the market. So obviously our risk
policy is good, and I’m happy with the current risk control we have.

In the banking system of Armenia the level of non-performing loans
continues to grow. How, in your opinion, can Armenian banks solve
this problem? By increasing their capital, by making consolidations
in the market or is there another way?

Consolidation and the increase in capital is just curing the symptoms
that you’ve described. The key to avoid problems is the risk management
culture and a clear lending culture: to only lend to those who can
afford it and who don’t get in trouble to a loan. That will stop
delinquency ratios going up where they shouldn’t. Anything else,
consolidation, capital increase are just curing symptoms. So our focus
is don’t get into trouble, avoid trouble in the first place. Don’t
lend in cases where you see that it is not affordable for the client
and it will bring the client to trouble. And that should be the policy
all over the banking system. Conservative lending policy is the key
to that.

The bank recorded a growth of its main financial indicators last year
and maintained its leading position in the country’s banking sector.

In your opinion, what is the secret of this success, and what are
your most remarkable achievements so far in Armenia?

I think that what distinguishes us in the market is the strong focus
on the service quality. We are not interested in short-term deals,
we are interested in long-term customer relationships, and we will not
go into deals even if they are good for us but don’t serve the client
because the customers are educated and if they notice this, they
will go away. So, strong focus long-term orientation is important,
that is the key success factor. We offer safety and a huge global
capital base. Deposits are quite safe with HSBC and we are able to
serve the customers internationally, which is particularly important
to Armenia, for those who import equipment from the EU. For example,
we have a lot of clients who import from Italy, we have a presence
there and we help them get a better deal. And that, for me, translates
into the biggest achievement that we have. And something I am very
thankful for is our very loyal client base. Our clients tell us
they are very happy with the service they get with us. And can you
have a better achievement than this? That’s what we strive for and
are proud of. We have started with one branch to what we have now –
all grown on the Armenian ground, with no acquisitions. We have more
than 40,000 customers and around 400 staff.

Are you planning to increase the retail lending in 2013?

Yes. As I mentioned that in the beginning, increase in the retail
lending is a part of our strategy. We want to bring our products to
more clients. We want to help people acquire and buil homes in Armenia,
and yes, we start a credit card campaign this year to bring our card
products to the clients. So, the retail sector is very important,
and we definitely want to grow in that area – lending and deposit base.

Are you in favor of mortgages for property under construction?

Not broadly, but yes, we are. In our homepage you can see that we
have a cooperation project with ELITE Group, people can buy homes
from ELITE Group and we will finance that, so, yes, if the partner
is good and the project is good, definitely, why not?

Can you tell us about any specific new products in retail? Which
kind of new and competitive products can HSBC Bank Armenia offer to
the public?

The coming innovation that we want to do is a mobile banking solution
for the customers. I can’t yet say exactly when it will come, but it
will not take long. It will be a new solution with highest security
standards, which may be used by our clients by their smart phones.

That will be the latest technological innovation that we have. And
apart from that, we are any time ready to come to the market with
wealth management products. Armenia is in a transition stage, and
wealth starts building up. Currently everyone saves in bank deposits,
but there will be demand in the near future for more sophisticated
wealth products. And as soon as that comes, we are ready with a
product range that we have and will bring that to Armenia.

What about lending to SME sector? Are SMEs, as a borrower, interesting
to you?

What we don’t do in Armenia is mass lending or score-based lending.

So, we focus on high-end SMEs and corporates that are active in the
international trade sector. We focus on clients that want to use
our trade products. We are not focused on small SME clients. This is
mostly domestic business.

Why? It’s because the risks are higher?

Not necessarily. Because our global strategy is to connect our
costumers to international opportunities. So, as soon as it goes
cross-border, we have an advantage for the clients. If you’re happy
with your small car, you don’t need to afford the price of a Mercedes
car. Why should you? Of course the sector can be interesting for
those who are focused on it, but our advantage is trade and our
trade products are quite competitive in the markets, so we offer
trade finance for rates of 7% and the average lending rate in the
market is something like 10% and more. So, this is where we are very
competitive and can offer an advantage to the clients.

It’s interesting that many Armenian businessmen have a lot of problems
with Chinese partners because the Chinese big market can’t be open for
small Armenian market. There are many problems and issues here. Can
Armenian banks help them here with good trade products?

That’s the kind of risks you can get, so it’s advisable to have a
presence in China, so that end-to-end you can deal with your banking
partner, then we can make sure that the trade documents that come in
are the right ones, that the equipment has the good quality desired.

We can hold back the money and there are lots of facilities from
letters of credit to insurance to help the clients. So, when trading
with these markets you should make sure that you have strong a
international partner and you shouldn’t save $100 if you can lose
$50,000, because the goods are not of good quality. And that’s exactly
were we can offer advantages. We have a huge presence in China and we
can deal with our colleagues there directly. They know the market in
China and they know who’s reliable and who’s not. And that’s exactly
what clients should ask for, as they are the customers that we look
for in this market and can provide our help to them. We also warn
the companies and businesses about these risks in all our seminars
and workshops, in all our interviews.

HSBC Bank Armenia has increased its agricultural lending portfolio.

How do the risks and problems existing in this sphere reflect on
your business?

It is only 3% of our lending portfolio. We don’t exclude the
agricultural sector, but we are not typically the bank this sector is
coming to. And because it’s only 3% it doesn’t representing any risk
for portfolio. We will not increase lending in this sector to 10%
or 20%,, so I think it will continue as it is.

Since there was an increase, do you think that you will be focusing
on this sphere and that you will be expanding into the regions?

Expanding in the regions is something in our mid-term planning, so
we could anytime open branches in the regions. We currently don’t
see any huge demand for our services in the regions, so, we will
short-term not do it. But the market is developing in Armenia, and in
the mid-term plan that is certainly included. We want to be where the
clients will ask for our services. They are mainly in Yerevan. In the
regions outside Yerevan there are not too many clients requesting
our services. So it doesn’t make sense to go somewhere where no
one wants to buy your services. This is why we are currently not in
the regions. Regarding optimizing. The use of technology is only the
second degree of optimizing. The first priority is that the clients go
more and more digital. It’s a digital world and clients live online
today. They want to bank and manage their finances online. We have
to go with that and make sure that we are on the forefront of that
development. That is why we do one of the safest internet banking
solutions here. We will relaunch our newly designed website in summer
this year. We will also relaunch our redesigned internet banking
solution, which has new security facilities. And that alone is an
investment of $1.5mln only in Armenia. So this is all about client
experience – they want the service and we deliver technologies and
solutions, and less about optimizing operations and costs.

Do you think that you will be number one in mobile banking in the
country?

That is a speculation. We wish to be number one, but history will
show if this is going to happen.

How much will it cost you?

I don’t know yet. It is a global project for many countries, so,
individual country costs are not clear yet.

What are your plans for 2013?

We want to grow our lending base, we are self financed in the country.

What we lend we source from the country and so deposits are highly
welcome. Regarding the range of investment products, we are ready
any time to bring our Luxembourg investment funds range to the
market here. The market is not yet 100% ready for that, because you
have very high interest rates for bank deposits, so it will be very
hard to explain to clients why they should invest in equity, given
risks associated. But it will not always remain like that. The more
developed the market will get the more this will be needed. And then,
we will be there!

How can you manage your deposit-loan gap and currency risks?

We have a treasury system in the bank and we have an asset and
liability committee, so we manage that gap very closely. We don’t
lend 100% of what we get as deposits. We have behavioral system.

Statistically, you can assume that out of 100% deposits not 100%
will leave the other day. In usual, certain part of the deposits, for
example 20 out of 100 always stays long-term, so you can lend the 20
for a long term. We call that core deposits. On top of that, we also
use other sources of financing and funding, which are more long-term.

We have deposits, but we also rely on other sources of funding. And of
course it becomes interesting when it is not normal market conditions.

For this we do regular stress tests. We take quite drastic and
severe assumptions on the economy here and we modulate how that will
translate into the behavior of depositors. And for that we have second
and third line of defense, which is emergency credit lines which we
can draw on to make sure that we always have sufficient liquidity.

How do you manage your foreign exchange risks?

We have deposits in drams, we have deposits in dollars. And we do
lending in both, drams and dollars. But we try to match that. We would
not take in only dram deposits, transfer this to dollar and lend only
dollar. That would be unresponsible. So, if we want to lend dollar we
have to take in dollars as deposits. And we take funding from funding
sources in US dollars to lend in dollars and we try to match our dram
lending in dram deposits. There can be some currency risk, but it must
pass the stress testing. There may be certain currency gaps, but by
and large we try to match US dollar funding and US dollar lending.

There’s very close control on liquidity by currency and we manage the
gap and currency risk. We have sufficient dram deposits to finance
our dram lending appetite.

But You are focusing on increasing your dram lending, because
the consumer lending and car lending should be in Armenian drams,
according to the legislation, so how do you make sure that you will
attract as many deposits as you need for increasing your consumer
lending portfolio?

Today, we have enough dram deposits to finance our lending appetite
fully, so it’s not an issue.

What are your forecasts for your main indicators for 2013?

We have a set of indicators like this, but we don’t give out any
projections or forecasts. Our financial results for Q1 2013 have been
published, so you are free to make your own assumptions and wait for
next published announcements.

Do any of the macro-economic problems that we see in the country,
somehow affects Armenia’s banking system?

Armenia is highly dependent on the global development of the economy,
but for imports and exports it is highly dependant on the economy in
Russia, mainly. And the main economic risks are the development of
the markets in the world. Be it the energy prices or energy markets,
Armenia is highly dependent from Russia, be it the market for import
goods, for inflation and price -rises in the rest of the market
would be detrimental for Armenia. On the other hand I see future
opportunities in the macro-trend of growing prices for food products.

And Armenia is a producer of good quality fruits, vegetable and
processed products of that. So, a danger can be an opportunity on the
other hand. Because Armenia will long term earn profits from the food
price rises. But as a small economy the main risk is the dependency
on the economies of the EU and Russia.

What do you think about the risks in mining sector of Armenia?

Mining products are main exports good. So, on the export side, of
course the balance is very much dependent on the prices for mining
goods we have. In the recent past we’ve seen that prices for industrial
metals have come back a lot, so certainly, yes, since the exporters
are very focused on that and the balances highly dependant on the
prices for industrial metals, that can directly influence the value
of the drop against the dollar.

Some Armenian banks are closely working with the mining sector
enterprises. What about HSBC Bank Armenia?

Well, we do some business with the industry that is serving the
mining sector, but in the mining sector itself we are not very active,
it’s not one of the focus costumer segments that we have.

Which segments will be your priorities in 2013?

Generally any segment is welcome that does cross border business,
were we can offer big advantages for clients. So import, export,
trade, construction, and of course as soon as it goes cross border
everyone is welcome.

At last, but not least do you have any plans to increase your
authorized capital this year?

Not in short-term. We did it last year – an increase from reserves. It
may be necessary in the future, when we grow our business as planned,
but not yet.

Rohani becomes Iran’s new president

Of the 36,704,156 votes tallied, Rohani won a total of 18,613,329
votes, securing 50.70 percent of the vote.

The newly-elected Iranian president was born into a religious family
on November 13, 1948 in the city of Sorkheh in Semnan Province.

Rohani started his religious education in 1960 at Semnan Seminary. One
year later, he moved to the holy city of Qom. In 1969, he was admitted
to Tehran University and received his BA in law after three years.
Rohani earned his MA and PhD in law from Glasgow Caledonian
University.

Rohani was involved in the struggle against the Pahlavi regime as a
young man. After Ayatollah Ruhollah Khomeini’s return from exile in
France in 1979, Rohani was politically active in Europe. He held
question-and-answer sessions with students in Britain and France.

Rohani was elected to parliament following the establishment of the
Islamic Republic and served as a lawmaker for five consecutive terms
until 2000. He held positions such as deputy Majlis Speaker and head
of the Defense and Foreign Policy committees.

During the 1980-1988 Iraqi imposed war, Rohani served as member of the
High Council of Defense, commander of the Iran Air Defense and deputy
commander-in-chief of the Armed Forces.

Rohani currently represents Leader of the Islamic Revolution Ayatollah
Seyyed Ali Khamenei in the Supreme National Security Council, and is
member of the Expediency Council and the Assembly of Experts. He is
also President of the Expediency Council’s Center for Strategic
Research.

Rohani speaks fluent English, Arabic and Persian and has written
nearly 100 books and articles as well as conducting 700 different
research projects.
