Our strategic partner is taking actions against us by supplying arms to
our rival, which we are actually in war with, and this is condemnable
Armenia’s ex-Ambassador to Canada, Director of the Modus Vivendi
Centre Ara Papyan. According to him, Armenia should clearly declare
about its position and state that the phenomenon is unacceptable.

Touching upon the issue, President of the Christian Democratic Union
Khosrov Harutyunyan said this will not bring about any changes in
the region. However, according to him, these are steps targeted at
strengthening the role of Russia in the region. At the same time, it’s
strange to Khosrov Harutyunyan that our strategic partner supplies
weapons to our enemy.

Ara Papyan does not share the opinion that Russia is punishing Armenia
for not joining the Eurasian Union. It would be a tactical error,
he said.

According to Ara Papyan, the problem here is not about the possible
change of balance in the region. The issue has political and even
moral aspects, besides the strategic one, he added.

“Armenia should condemn the deal and submit an official protest,”
Papyan said, adding that the bitter historic experience should be
taken into consideration.

Ara Papyan does not think this will increase the threat of resumption
of war, because there is a clear-cut political position, at least in
the West, that war will not benefit anyone, and only the interests
of the British petroleum are enough to prevent military actions.

Armenia Exported 4,500 Tons Of Apricots As Compared With 1,200 Last

YEREVAN. – Armenian Agriculture Minister Sergo Karapetyan on Friday
visited Spayka cargo transportation company to study procurement
of apricot.

After inspecting the cold store, Karapetyan told reporters that around
4,500 tons of apricots had been purchased this year.

“The process will continue for a month and a half, and we hope to
exceed last year’s indicators,” he said, recalling that 12,700 tons
of apricot was purchased in 2012.

Last year Armenia exported 1,200 tons of apricot by June 21, as
compared to 4,500 this year, he added. Besides, the price for apricot
is not different this year.

The National Security Service Department of Investigation has opened
a criminal case on charges of fraud.

It also was found out that Vardanyan is actively engaged in preparing
and selling fake visas and passports.

The investigation is in progress.

Former employees of Armavia air carrier demand the owner Mikhail
Baghdasarov to sell his personal property to cover debts.

To recall, Armavia national air carrier has launched a bankruptcy
procedure without paying areas of wages. The company’s staff has

it to Russian S7. In 2005 pressured by the Armenian tax authorities,
S7 gave the company back to Bagdasarov. It was the first to exploit
SSJ-100. Armavia carried out over 100 flights to over 40 destinations
in 20 countries.

The EU considers that stability in the Southern Caucasus cannot be
achieved without a fair resolution of the Nagorno-Karabakh conflict
and that we continue to support the mediation efforts of OSCE Minsk
Group, President of the European Council Herman Van Rompuy said after
the meeting with Azerbaijani President Ilham Aliyev.

“I expressed my support for the statement by the Presidents of the
Minsk Group Chair countries made earlier this week in Lough Erne at
the occasion of the G8 summit which I attended. The Presidents if
the Minsk Group urged the leaders of all the sides to recommit to
the Helsinki principles, particularly those relating to the non-use
of force or the threat of force, territorial integrity, and equal
rights and self-determination of peoples. They appealed for avoiding
any actions or rhetoric that could raise tension in the region and
lead to escalation of the conflict. I also reiterated our willingness
to expand existing measures aimed at bridging the increasing divide

This week’s revelations by the Control Chamber of Armenia are leading
the power pyramid to an internal confrontation. The three angles of the
‘Bermudian triangle’ – the parliament, the government and the Control
Chamber (CC) – keep looking for those who have squandered the state
budget, making statements addressed at their own proteges.

Parliament speaker Hovik Abrahamyan’s call to punish those “robbing”
and “guzzling” the state budget and that the prime minister has a
lot to do to make it happen, was followed by the finance ministry’s
department for financial control presenting the results of its
monitoring, pointing to violations found in Gegharkunik, Kotayk,
Ararat, and Shirak provinces, related to the state-subsidized cheap
diesel fuel provision project.

Head of the Department of Evaluation of Internal Audit and Financial
Control Sona Gharibyan says Ararat province stood out for the highest
number of violations, where 83 million drams ($207,500) damage has been
caused to the state budget. Around 65 percent of the diesel allotted
to the province’s Mkhchyan village was acquired by the same parliament
speaker’s relatives. Henrik Abrahamyan, who purchased 35,000 liters of
diesel fuel, is Hovik Abrahamyan’s brother, and Hovhannes Abrahamyan,
who bought 12,900 liters, is his nephew (brother’s son).

Gharibyan does not view Abrahamyan’s relatives’ purchase of diesel fuel
at much lower cost than its market price due to the state-subsidy as a
violation. She says the fuel is for all the residents of the province,
including Abrahamyan’s relatives.

“There is no such limitation in the government decree, and any wealthy
person might have taken advantage. The restriction was that wealthy
people can purchase up to 30-40 tons, and those villagers who have more
modest means have received the average of 500 tons,” says Gharibyan.

Later during the cabinet meeting Prime Minister Tigran Sargsyan
instructed the ministers to not leave unanswered any accusation voiced
by CC Chairman Ishkhan Zaqaryan against them.

“You must respond to these accusations by either refuting and preparing
material, documents to be submitted to the Prosecutor General’s
office, or publicly admit your guilt and bear the responsibility,”
said the premier.

He also stated that CC is a specialized structure and has no right to
make political statements. The parliament and the executive body of
Armenia are the ones to assess the Chamber’s disclosers. The Chamber’s
claim that 70 percent of the state budget expenditures are corrupt
and high-risk are not inaccurate, assures the premier.

In response to this CC released a statement citing Chairman Zakaryan’s
final speech at the parliament.

“CC report should never be translated into the political field and
in this respect it is absolutely unacceptable to me, I’d say more,
some parliamentarians’ choice of wording, which has nothing to do
with this report, seems bizarre to me, ” said Zakaryan.

The statement is also asking the premier to show in the submitted
report where “widespread robbery” phrase was used at all and point
to any political assessments made by them. Quite the opposite, after
resorting to certain terms and phrases, some change their mind and
try to fix it later.

Speaker Abrahamayn, after defining those robbing the state budget as
“plungers and guzzlers”, the next day declared from the parliament
rostrum that he is surprised that some people are surprised over
his surprise.

“The president of Armenia has no agreements with any minister,
governor to come to their posts and engage in abuse of power. That
is why we say that they have to be held accountable,” he said.

Parliament’s special meeting, Naira Zohrabyan, Secretary of the
Prosperous Armenia Party (PAP) parliamentary group, asked for the
floor.

“The minister of energy confirmed yesterday that he had for a long
time been informed of the talks with Gazprom. But when asked of the
purpose, he said ‘security.’ I think the parliament at least must know
the cost of this ‘security’. What have we made our government’s 20%
share a subject of negotiations for? The PAP proposes a consultation,

Due to Azerbaijan’s policy, a large number of Talysh youths emigrate
to various countries, Fahraddin Aboszoda, speaker of Talysh-Mughan
Republic’s parliament, was quoted as saying by IRIB.

In an interview with Talysh service of Islamic Republic of Iran
Broadcasting (IRIB), Aboszoda stressed that Talyshes are deprived of
elementary rights in Azerbaijan and added: “Nevertheless, the Talysh
people have kept their mother tongue and speak with their children
in their native language.”

Noting that Talyshes living in Azerbaijan consider themselves part
of Iran, the speaker said: “Talysh service of IRIB plays an important
role in lives of Talyshes living in Azerbaijan.”

“In Azerbaijan, Talyshes are banned from cultural, public and literary
activities, through which they could contribute to the preservation of
traditional Iranian culture and fluent communication in their native
language,” Aboszoda added.

Armenia’s Gesture To New Iranian President

ARMENIA’S GESTURE TO NEW IRANIAN PRESIDENT

The National Assembly of Armenia approved tax and customs allowances
for the layout of Iran-Armenia high voltage overhead power transmission
line. The definition of the tax and customs allowances supposes Armenia
will finally start the construction after many years of discussion.

The decision of the Armenian parliament is interesting against the
background of several events. First, on these days, the Iranian
ambassador to Armenia held a press conference saying dissatisfied
with Armenia’s passive attitude. He said Iran is waiting for Armenia’s
initiative, but the latter is passive.

Armenia used to dismiss arguments that the Iranian gas is cheaper
than the Russian. The Iranian ambassador said the contrary, then the
minister of energy and natural resources Armen Movsisiyan said the
ambassador is unaware but the minister might not remember because
lately he has been having difficulty memorizing things such as the
date of agreement on increase of Russian gas price.

Instead, Armen Movsisyan remembers that he is negotiating with Gazprom
over transfer of the government’s last 20% stake at ARG. This is also
interesting against the background of the parliamentary resolution on
tax and customs allowances for the layout of the high voltage power
transmission line with Iran.

According to Pastinfo, after the layout of the line Armenia will be
able to receive from Iran 1.1 billion cubic meters of gas annually,
which is almost 70% total demand in Armenia which is 1.8 billion.

Armenia will pay for gas with electricity, which is impossible now
due to the absence of high voltage transmission line.

Now that Russia is trying to “tighten energy reins” of Armenia, our
country is making an important gesture to Iran. This does not mean
that layout is already confirmed. After all, it is not ruled out
that the purpose of this resolution is to reassure Iran, especially
considering that this country has a new president elect. On the
other hand, Armenia might be hinting to Russia that Moscow’s policy
of tightening reins may encounter an adequate response by Armenia.

But here the Iranian issue occurs. The Iranian presidential election
was hailed by the West and there are rumors on a possible dialogue
with Iran and relieving sanctions.

Most probably, Armenia set to the layout of transmission line
considering the current state of things. Earlier, it could have
been difficult to promote the program due to the world’s attitude
towards Iran.
