The verdicts of the judge Levon Arazyan regarding the abuse cases of
Anik Davtyan and Tsovinar Nazaryan are announced. According to the
verdict of Anik Davtyan, naming the voter a `tomfool, gutter, monkey,
impudent, and so on’… pursued the purpose of providing normal course
of elections.’ To remind you that 75-year-old pensioner Anik Davtyan
and the journalist, member of `Law Europe’ observation group Tsovinar
Nazaryan requested the court to oblige Tigran Virabyan to publicly
apologize for offending phrases addressed to them, and that this
action is videorecorded and posted on YouTube website. Aravot.am, in
the conversation with Ts. Nazaryan, inquired how is sheassessing the
wording of the verdict, she said,- `It is a ridiculous decision,
because to abuse legal institutions of Armenia like this to make a
compatriot, tribal resolution, is just a direct insult to Armenia. By
the decision of the judge, it turns out that the chairmen of electoral
commission may offend the voters with all those words. I would not be
surprised if another decision is made, pursuant to which from now on
it is possible to attack the voters with an ax, as it is necessary to
protect the electoral process. During the election, Tigran Virabyan
was raising loud noise, calling the chair of precinct committee,
making a mess; the chair was joining the noise, and in the election
process was stopped.

In doing so, they were even disrupting the electoral process and not
providing unobstructed process.’ We inquired as to what was the result
of having such a judgment. Ts. Nazaryan replied,- `It is not news that
the judicial system is not only independent, but rather serves the
interests of the Republican Party’s vicious regime. Therefore, we can
say that the judiciary is corrupt, and is subject to one party,
instead of servicing the interests of the people and the public. This
is simply a disgrace. We will definitely appeal to the appellate
court, and it is not going to have the basis and reasons for not
considering the cancellation of the first instance decision.

President Serzh Sargsyan delivered opening remarks at the Second
Pan-Armenian Forum of Lawyers on Friday.

`Distinguished Participants of the Conference,
Dear Compatriots,

I cordially salute all participants of the Second Pan-Armenian Forum
of Lawyers in Yerevan. I am very glad that the RA Ministry of Diaspora
and the Pan-Armenian Conference of Lawyers organization have initiated
bringing together under one roof prominent representatives of the
Armenian legal mind.

Pan-Armenian professional initiatives have become one of the most
important areas of Armenia-Spyurk cooperation. And they have already
started yielding results, revealing new opportunities for the
efficient use of the Armenians’ potential all over the world.

It is no accident that the Armenian lawyers are holding in the center
of their attention the legal problems of the Armenian Genocide. You
have been bringing your active theoretical and practical participation
to its international recognition. Your efforts aimed at bringing the
attention of the state and political structures of different countries
to the 100th anniversary of the Armenian Genocide and revealing the
truth to the entire world are commendable. These efforts will
contribute to the prevention of the hideous crime of genocide
everywhere in the world.

International recognition of the Armenian Genocide, its condemnation
and elimination of the consequences will always be an imperative. As
long as there exists the Armenian state, all efforts to deny and send
to oblivion this historical reality will be doomed to failure. The
greatest crime against humanity must be recognized and condemned once
and for all and first of all by Turkey itself.

Dear Friends,

The State Committee on Coordination of the events dedicated to the
100th anniversary of the Armenian Genocide was formed in April 2011.
Formed were also international advisory groups, as well as
corresponding regional commissions in Spyurk. Many of you,
undoubtedly, have already been actively engaged in these works.

Today, on the eve of the centenary of the Armenian Genocide, you have
the opportunity to blend your knowledge and experience, come up with
proposals and scientific conclusions.

I wish the Second Pan-Armenian Forum of Lawyers all the best and
efficient work.’

YEREVAN, JULY 6, ARMENPRESS: Alina Ter-Davidyan and her family, who
have come to Armenia from Aleppo, Syria, have lived
in Yerevan for about six months. After graduating from the school,
Alina has not got higher specialty but she tried to get images from
napkins and attach them to the transparent utensils. As the Armenpress
correspondent was reported by Alina, she made her
first work on an amateur level for her personal use.

`My friends encouraged and advised me to get to that work seriously
and approach to it more professionally. I began buying
better napkins and materials. It has been already for eleven years I
am doing this work and get a great pleasure from it’, – said Alina
Ter-Davidyan, adding that her handmade works have already participated
in three exhibitions in Armenia.

In Armenia Alina make the images on smaller pieces of utensils, as big
vases and containers cost more expensive and their sale is
quite difficult.

Armenpress presents the success stories of our Syrian Armenian
compatriots, who have come to leave in Armenia because of the
recent political events taking place in Syria. About 6,000 Syrian
Armenians currently live in Armenia. 600 of our compatriots applied to
the
Ministry of Diaspora of the Republic of Armenia for work and 200 of
them have successfully found a job with the direct assistance of the
Ministry.

venus très nombreux à l’aéroport. Charles Aznavour est en Arménie pour

Apricot, Abricot d’Or). Le 7 juillet Aznavour inaugurera son « étoile
» sur la Place Charles Aznavour d’Erévan. « Voské Dziran » ouvrira par

be money laundering

The ownership of a number of Cyprus-registered companies has changed
hands in dubious circumstances, in what amounts to fraud and possibly
money laundering activities, MPs said yesterday, according to Cyprus
Mail.

The House Institutions Committee was discussing complaints lodged by
beneficial owners of companies who saw ownership transferred to others
without them having approved it – pointing to document falsification.

Some of the companies in question are understood to have operated with
nominee shareholders – a common practice.

An official from the Attorney-general’s office told lawmakers that 10
such complaints were filed to police by businessmen; of these, six
were then forwarded by the police to the Attorney-general as
potentially warranting criminal investigation.

However the AG’s office subsequently determined that a criminal case
could not be made based on the available evidence.

Rather, the majority of the cases seemed to involve disputes between
the concerned law firms representing the companies, the official said.

But MPs, who meantime are also probing broader banking and corporate
practices that led the financial sector to the brink of collapse,
decided to press on with the matter.

Speaking to newsmen later, committee chairman Demetris Syllouris
described the reports of suspect ownership change as `theft or
abduction of companies’.

`With the current system, it is alarmingly easy to transfer ownership
from one person to another. It’s easier to transfer ownership of a
multi-million company than to register an aluminium-fabricating
company with your son,’ he noted.

Taking it a step further, Syllouris alluded to Moneyval’s report on
due diligence measures in the local banking sector.

`The whole affair [ownership of companies] smacks of money laundering.
It is not a simple matter of shortcomings in our system, it is a most
serious issue that could tarnish our reputation as a financial
services centre,’ he said.

Among other things, the Moneyval report noted `potential effectiveness
issues… with respect to the identification and verification procedures
of legal entities registered with the Registrar of Companies in Cyprus
due to the incomplete data which was available at the registry.’

Spyros Kokkinos, head of the Department of the Registrar of Companies
and Official Receiver, said the system in place has remained virtually
unchanged for the last 50 years.

Although the registry system is being automated (as of late 2012),
Kokkinos said this should be coupled with adequate checks against
fraudulent signatures as well as personal login codes.

Melina Pyrgou of the Bar Association said company documents are often
signed abroad by notaries and are then brought to Cyprus for the
changes to be approved.

Computerising the system would certainly diminish forgeries but would
not completely wipe them out, she said.

Speaking to the Cyprus Mail, committee member and EDEK MP Pheidias
Sarikas was more cautious than Syllouris, acknowledging the lack of
hard evidence for money laundering.

`That is why we are saying it could possibly involve money laundering,’ he said.

`What we can say for the time being is that certain shady operators
appear to be taking advantage of the shortcomings or loopholes in the
system,’ he added.

The commerce ministry, responsible for the Registrar of Companies, has
commissioned a study into the workings of the department. The study
has been assigned to the Institute of

Certified Public Accountants of Cyprus, the Cyprus Investment
Promotion Agency and the Bar Association. Their preliminary findings
have been forwarded to the ministry.

The major event of the 10th Jubilee Golden Apricot Film Festival this
year will be the visit of world-famous French Armenian singer and
movie actor Charles Aznavour. A star will be placed in his honor in
the square named after him in Yerevan, the festival director Harutyun
Khachatrian said at a meeting with journalists today.

Besides, the festival will start with the 1960 French crime drama film
`Shoot the Piano Player’ starring Charles Aznavour.

The tenth Golden Apricot Festival will be held in Yerevan on July
7-14. This year the festival has received 1,200 applications fro 94
countries.

The jury will be headed by internationally famous Hungarian film
director Istvan Szabo. The 2013 Golden Apricot Festival will celebrate
the 75th anniversaries of Artavazd Peleshian and Nerses Hovhannisian
along with the 110th anniversary of Aram Khachaturian.

Armen Badalyan, an expert in political technologies, believes that the
issue of Armenia’s signing an association agreement with the European
Union (EU) or joining the Eurasian Union and Customs Union is being
artificially exaggerated in Armenia.

`The statements on Armenia’s intention to sign an association
agreement are not so important as they are claimed to be by the local
mass media, namely, that singing the agreement would imply Armenia’s
completely separating from Russia and retaining its independence by
not joining the Customs, Union, and so on. Claims that signing the
agreement will facilitate Armenia’s democratic development are
unfounded as well,’ Badalyan told Tert.am as he commented on Yerevan
clarifying the issue.

`By signing the agreement Armenia will not get out of Russia’s
control. Russia is exercising great influence, especially in terms of
its military bases. No one has cancelled an agreement with the
Collective Security Treaty Organization. Armenia’s energy system is
owned by Russia so this document does not promise any serious changes
to Armenia,’ the expert said.

The problem is that Armenia’s customs border will become an external
border for the other Customs Union member-states should Armenia join
it. There would be no problem if this principle applied to the customs
borders with Georgia and Iran. But the Customs Union member-states
demand that Armenia establish a border with Nagorno-Karabakh. That is
Armenia may join the Customs Union only with internationally
recognized borders, Badalyan said.

Neither Russia nor the West recognizes Nagorno-Karabakh. So Armenia
may only join the Customs Union without Nagorno-Karabakh.

PRELATE TO PRESIDE OVER DIVINE LITURGY AT FORTY MARTYRS CHURCH ON THE FEAST
OF TRANSFIGURATION

Sunday, July 7, 2013 is the Feast of the Transfiguration of our Lord
Jesus Christ.
On this day, H.E. Archbishop Moushegh Mardirossian, Prelate, will
preside over Divine Liturgy at Forty Martyrs Church in Orange County.
Divine Liturgy will be celebrated by newly-appointed parish pastor
Rev. Fr. Karekin Bedourian. Fr. Karekin was recently appointed pastor of
Forty Martyrs Church, and began his service on Monday, July 1st. This will
be his first Divine Liturgy as pastor of Forty Martyrs. During the service,
the Prelate will officially introduce Fr. Karekin to the parish community.

BENEFACTOR GEORGE TUMANJAN ON BEHALF OF HIS HOLINESS

On Tuesday, June 25, 2013, H.E. Archbishop Moushegh Mardirossian,
Prelate, visited benefactor Mr. George Tumanjan to present the Pontifical
Encyclical of His Holiness Catholicos Aram I and “Knight of Cilicia” medal,
which was bestowed upon him in response to a request by the Prelate. Holy
Cross Cathedral Pastor Rev. Fr. Ashod Kambourian and Board of Trustees Chair
Mrs. Goharik Gabriel joined in the visit. Tumanjan family members were also
present for the presentation.
Mr. George Tumanjan has dedicated his life to helping others and to
doing God’s work. For over five decades, has served humbly and selflessly,
in the example of a true Christian. He has served the Armenian Apostolic
Church and particularly Holy Cross Church and later Cathedral for over fifty
years. Through his membership on the Board of Trustees, Finance, and
Construction Committees, he facilitated the construction of Holy Cross
Cathedral in 1981. His desire to have young parishioners gather for various
activities inspired him to build the “Tumanjan Youth Center”.
Mr. George Tumanjan’s philanthropic efforts are numerous. Earlier
this year he surprised everyone by generously donating the entire cost of
the Cathedral renovation. Several years ago he contributed the funds for
the renovation of the youth center which bears his name. His generosity
extends beyond the church to family, friends, employees, and various
organizations. He is known in the Armenian and non-Armenian community
alike as a humanitarian, and has been honored by the Boy Scouts of America
and the YMCA as man of the year.
In recognition and appreciation of his lifetime of devoted service
and benevolence, His Holiness Catholicos Aram I has awarded Mr. George
Tumanjan the “Knight of Cilicia” honor and medal.

PRELATE TO DELIVER HIS MESSAGE AT NAVASARTIAN CLOSING CEREMONY

The 38th Navasartian games and festival will begin on Wednesday,
July 3rd and conclude on Saturday, July 6 with the closing ceremony, which
features the parade of athletes and scouts and the distribution of
championship trophies.
The Prelate will attend the closing ceremony and deliver his
message.
On Friday, July 5, the Prelate will visit the booths and convey his
blessings. Rev. Fr. Razmig Khatchadourian will accompany the Prelate on
both occasions.
The Navasartian Victory Ball was held on Saturday, June 29. Rev.
Fr. Vazken Atmajian represented the Prelate and conveyed the blessings and
well wishes of His Eminence to the Homenetmen family, including this year’s
“Exemplary Homenetmen Member” Zareh Ekmekjian and Honorary Presidents Mr.
and Mrs. Sako and Alin Nourian.

The Prelate and guests discussed issues of mutual concern to the
Armenian communities of both the Eastern and Western United States and
spiritual services offered to faithful and new generations in particular,
reflected on the Catholicosate General Assembly in which they all
participated a month prior, and reaffirmed the allegiance and service of the
Prelacies to the Holy See of Cilicia.

PRELATE WELCOMES FR. RAPHAEL ANDONIAN OF THE ARMENIAN CATHOLIC CHURCH

On Tuesday, July 2nd, 2013, H.E. Archbishop Moushegh Mardirossian,
Prelate, welcomed Very Rev. Fr. Raphael Andonian, Pastor of Holy Cross
Armenian Catholic Church of Boston. Fr. Raphael also bears the title
Chancellor of the Armenian Catholic Church of the United States and Canada.
The conversation centered on the spiritual service offered to
Armenian faithful in the United States as well as general concerns of the
community. The Prelate and Fr. Raphael also shared information on the
endeavors and mission of their respective Churches.
On Sunday, June 30 Fr. Raphael visited the new St. Garabed Church of
Las Vegas, where he attended Divine Liturgy and was acquainted with the
community by Parish Pastor Archpriest Fr. Avedis Torossian and Parish
Council.

PanARMENIAN.Net – Hungary accused the European Parliament on Friday,
July 5 of resorting to Soviet-style methods that challenged the
country’s sovereignty by passing a resolution deploring recent changes
to the constitution, according to Reuters.

The European Parliament told Hungarian Prime MinisterViktor Orban on
Wednesday he risked isolating Hungary in Europe unless he repealed the
“anti-democratic” changes, the latest in a series of spats between
Budapest and Brussels which fears EU member Hungary is drifting back
to authoritarianism.

“Since the rule of Soviet empire, no other external power has dared to
try to curb the sovereignty of Hungarians openly, choosing a legal
form,” Orban told public radio, saying some of the European
Parliament’s recommendations violated the EU treaty.

European lawmakers say Orban, who has used his two-thirds majority to
enact hundreds of laws since sweeping to power in 2010, has weakened
democratic checks and balances in the former Soviet satellite by
changing the constitution. Orban has denied the charges.

Hungary’s parliament, with support from Orban’s party and far-right
Jobbik, passed a resolution on Friday saying the European Parliament
was going against European values. It demanded “respect and equal
treatment” for Hungary.

Yesterday’s statement of Moldovan Ombudsman in Armenian parliament
that Armenia is an `aggressor state’ was a very unpleasant incident,
and put our country in an awkward situation, member of Moldova’s
Constitutional Court Viktor Popan told reporters in Yerevan.

Viktor Popan, who is a former Member of Parliament of Moldova,
stressed that yesterday’s statement is the personal opinion of the
Moldovan Ombudsman, and cannot be the opinion of Moldova’s parliament
or any other body.

`Yesterday, I spoke to Moldova’s parliamentary speaker, Marian Lupu,
and he greatly regrets about the incident, and I am authorized to
apologize for the incident, and I believe that it will become an
occasion to investigate and clear up the circumstances,’ he said.
