Moscow mourns 18 victims of terrible car accident that shocked

The alleged perpetrator of the terrible car accident in Moscow,
in which 18 people were killed on July 13, did not testify. The
46-year-old driver of the KamAZ truck, a native from Armenia, who
was hospitalized in serious condition at the Botkin Hospital, woke
from an artificial coma.

The driver was unable to testify, “possibly because of the poor state
of health,” the press service of the Ministry of Internal Affairs in
Moscow told Interfax. However, this does not prevent investigation
from asking the court to arrest the suspect.

The detainee was reportedly identified as Hrachya Harutyunyan, Life
News said. According to the newspaper, when questioned for the first
time at hospital, he could not even pronounce his own name.

Doctors say that the man’s condition is not critical. According to the
head of the Emergency Medicine Department of Moscow, Sergei Gumenev,
the driver has a “neurotic reaction to a stressful situation, scrapes
and bruises.” When asked whether the patient’s condition allows him
to communicate with investigators, Gumenev replied: “It surely does.”

The KamAZ truck loaded with gravel, driven by Hrachya Harutyunyan,
rammed into passenger bus 1033 on July 13 at about 13:00 near the
town of Podolsk. The truck was pulling out from a side road; the
impact was so strong that the bus was ripped into two. As a result
of the accident, 18 people were killed and more than 30 people were
hospitalized.

According to investigators, the KamAZ driver did not give way to
the bus.

A day of mourning was declared in Moscow on July 15.

The procedure of identification of the victims was conducted on
Sunday. All 18 victims of the tragedy were identified. Most of the
victims are residents of the Moscow region. There is a Ukrainian
citizen among the victims, officials said.

The relatives of the victims were officially recognized as victims
in a criminal case and were entitled to compensation.

HERMEL, Lebanon: A Lebanese man of Armenian origin was kidnapped in
the outskirts of the Bekaa Valley town of Arsal Monday, a security
source said.

The man, identified as Gregoire Noshiyan, is from Zahle but has been
working in Arsal for almost 30 years where he fixes stone-cutting
machines in the Wadi Hameed area.

His truck was found near a valley far away from where he usually works.

The source, speaking on condition of anonymity, speculated that the
reason behind the abduction could be related to ransom.

The kidnappers probably assumed that the ransom would be quickly
paid because Noshiyan’s expertise in repairing heavy machinery is
much needed in Arsal, the source said.

Ohanyan expressed the confidence that it will continue expanding.

Erikas Petrikas noted that the cooperation will develop not only in

Eli Lilly Warns That Armenian Health Ministry About To Buy Poor Qual

ELI LILLY WARNS THAT ARMENIAN HEALTH MINISTRY ABOUT TO BUY POOR QUALITY AND EXPENSIVE INSULIN FOR CHILDREN

Silva Barsegyan, the regional manager of Eli Lilly pharmaceutical
company, warned today that the Armenian health ministry is about to
buy a large batch of poor quality and expensive insulin for children.

Speaking to journalists, she said on June 18 Eli Lilly had received
a written notification from the health ministry saying it wanted to
buy insulin for children directly from the manufacturer and asked
the company to submit proposals.

She said although she had only one day, she got in touch with the
financial CEO of the company and negotiated a reasonable price.

However, soon she learned that the ministry was negotiating with a
French Sanofi-Aventis, which proposed a price significantly higher
than that of Eli Lilly.

To specify she said Eli Lilly offers a 10-milliliter vial of high
quality insulin for 2,103.7 drams, while Sanofi-Aventis asks 3,267
drams for a 10-milliliter vial of semi-synthetic insulin.

“The government intends to purchase 126,000 10-milliliter vials of
insulin mixture of short-term and medium-term effect, 420,000 vials
of short-term effect insulin and 858,000 vials of medium-term effect
insulin. As a result, if these drugs are bought from the French
company, the government will overpay about 251.7 million drams and
bring in much lower quality insulin. It is a violation of the interests
of the state “, she said.

She said if the insulin were bought from Eli Lilly the saved amount
would be enough to provide 300 insulin-dependent children with analogue
pen-syringes, not with vials.

Barsegyan stressed that when procuring drugs the government needs to
take into account three basic qualities that characterize the drug:
safety, efficiency and availability.

“But in Armenia when making procurements these rules are not observed
due to non-professional approach,” she said.

She said this is the situation regarding purchase of anti-diabetic
pills from Indian Perdaman for which the ministry of health is going
to spend about 390 million drams in the second half of the year, while
a correct calculation of costs shows that as much as 50 million drams
would be enough. She stressed that the drugs of the Indian company
were not even registered in India itself.

Initialing Of Armenia-EU Association Agreement: What May Follow

The Eastern Partnership Civil Society Forum (EaP SCF) National
Platform’s Working Group has invited civil society representatives
and parliamentary forces to a public discussion on the negotiations
for an Armenia-EU association agreement and on the expected initialing
of the document.

National Platform’s Working Group Coordinator Boris Navazardyan said
that the discussion is aimed at making the process transparent. The
roadmap suggests what kind of agreement it is.

Vladimir Karapetyan, a member of the Armenian National Congress
(ANC) party, is interested in what will follow the initialing of the
agreement by Armenia in Vilnius, this November.

Navasardyan said that signatures must be put to all the pages of
the political section of the agreement. As regards the Deep and
Comprehensive Free Trade Area Agreement, the first and the last pages
are to be signed.

“The initialing shows agreements with the principles, but some
details need to be specified. The ratification process will start
two or three months after agreement is initialed,” he said.

Giro Manoyan, a representative of the Armenian Revolutionary Federation
Dashnaktsutyun (ARF-D), the problem is not only that the public has
no access to the document, but also that issues of importance have
not been specified – it is the Eurasian Union problem.

“But for the Eurasian Union, all the parliamentary forces would
have originally been for closer relations with the EU, except for
some details. The Eurasian Union – both its principles and details –
is the only problem,” he said.

“However, numerous messages from Russia suggest Armenia has to choose.

We think it is undesirable. All the issues must be specified,”
he said. Negotiations with the EU should be continued, and the
Eurasian Union has to give a clear answer to questions about the
Nagorno-Karabakh peace process.

Artur Minasyan of the Rule of Law party believes that Armenia’s
cooperation with some organizations must not be opposed to its
cooperation with others.

Civil activist Karen Vardanyan believes that Armenia should follow the
‘neither…nor’ principle. “We must be everywhere without being a full
member anywhere,” he said, alluding to Armenia’s geographical location.

With respect to the possibility of a referendum, Navasardyan said that
it is an interesting proposal. There is a requirement, however. “Full
information and conditions for free expression of will,” he said.

As we reported earlier, Artsakh Republic President Bako Sahakyan met
with OSCE Chairperson-in-Office, Ukrainian Foreign Minister Leonid
Kozhara today in Yerevan.

According to NKR President’s press service, the meeting focused on
the Azerbaijani-Karabagh conflict and regional trends.

In his speech, President Sahakyan noted that Stepanakert is for
peaceful settlement of the Azerbaijani-Karabagh conflict within the
OSCE Minsk Group.

The President underlined the necessity of restoring the negotiation
format approved by the OSCE Budapest Summit, adding that it will
be impossible to reach a comprehensive settlement of the conflict
without NKR’s direct participation.

President Sahakyan called Baku’s destructive policy the most important
hindrance in the way of resolving the Azerbaijani-Karabagh conflict,
which gradually becomes more dangerous and should receive corresponding
reaction of the international community.

NKR Foreign Minister Karen Mirzoyan, Personal Representative of the
OSCE Chairperson-in-Office Andrzej Kasprzyk and other officials were
present at the meeting.

Turkey, Azerbaijan, Launch Joint Military Exercises

TURKEY, AZERBAIJAN, LAUNCH JOINT MILITARY EXERCISES

The armies of Turkey and Azerbaijan launched joint military exercises
on July 12 aimed at strengthening cooperation between the two
countries, this according to a statement released by the Turkish
General Staff.

The exercises follow a statement made last week by Armenia’s Prosecutor
General Aghvan Hovsepyan in which he called for material compensation
for the losses suffered by Armenians in 1915 and a return of Armenian
Church properties in Turkey.

Hovsepyan, during an address at the Pan-Armenian Forum of Lawyers held
in Yerevan, also noted that the border between Armenia and Turkey had
never been formally established and that lost Armenian lands should
be returned to Armenia.

Subsequent to Hovsepyan’s statement, the Turkish Foreign Ministry
issued the following response:

We deplore the declaration made by the Prosecutor General of Armenia,
Aghvan Hovsepyan, during his presentation at the Pan-Armenian Forum
of Lawyers held in Yerevan on 5-6 July 2013 – opened with the remarks
of the President of Armenia Serzh Sargsyan – that the border between
Turkey and Armenia has never been legally established and that lost
Armenian land should be returned to Armenia.

Such a declaration made by an official occupying a position as
important as that of Prosecutor General reflects the prevailing
problematic mentality in Armenia as to the territorial integrity
of its neighbor Turkey and to Turkish-Armenian relations and also
contradicts the obligations it has undertaken towards the international
organizations of which it is a member, particularly the UN and the
OSCE. One should be well aware that no one can presume to claim land
from Turkey.

Land forces of the Turkey and Azerbaijan will be involved in the
war games in which an infantry division will be involved in the Baku
exercises and a mechanized infantry division will take part in the
exercises in Nakhijevan.

ongoing conflict in Syria. Thousands of Armenian families are facing
dismal food shortages as food prices have skyrocketed to unprecedented
levels.

helping Syrian Armenians affected by the ongoing Syrian conflict and

Ban condamne une attaque qui a coûte la vie a sept Casques bleus
au Darfour

13 juillet 2013 – Le Secretaire general des Nations Unies, Ban Ki-moon,
a exprime samedi son indignation face a l’attaque qui a tue sept
Casques bleus de l’Operation hybride Union africaine-Nations Unies
au Darfour (MINUAD) et blesse 17 autres.

Le porte-parole de M. Ban a declare dans un communique de presse que
le Secretaire general etait ” scandalise d’apprendre de l’attaque
meurtrière contre les Casques bleus “, en ajoutant qu’il attend du
gouvernement du Soudan de faire en sorte que les auteurs de ce crime
soient traduits en justice au plus vite.

Selon un communique de la MINUAD, l’une de ses patrouilles a ete
prise dans une embuscade et a essuye des tirs d’un grand groupe non
identifie a environ 25 kilomètres a l’ouest du site de l’equipe de
la mission a Abeche Khor.

Après un echange de feu prolonge, la patrouille a ete extraite par
des renforts arrives des bases de Manawashi et de Khor Abeche de la
MINUAD. Sept Casques bleus tanzaniens ont ete tues et 17 militaires et
policiers, dont deux conseillers de police feminins, ont ete blesses.

M. Ban a exprime ses plus sincères condoleances aux familles des
Casques bleus tombes au combat, ainsi qu’au gouvernement de la Tanzanie
et a tous les membres du personnel de la MINUAD.

Le Representant special conjoint de la MINUAD, Mohamed Ibn Chambas, a
egalement condamne ” dans les termes les plus fermes les responsables
de cette attaque odieuse contre nos soldats de la paix “, et a ajoute
que ” les auteurs doivent etre conscients qu’ils seront poursuivis
pour ce crime et cette violation flagrante du droit international
humanitaire “.

Il avait ete convenu, aux termes de negociations entre Abdullah Ocalan,
leader des Kurdes, emprisonne a vie depuis 1999 et RT Erdogan, premier
Ministre du gouvernement islamo-conservateur de Turquie, qu’en echange
du retrait du territoire turc des combattants du PKK, commence fin
mars, des reformes seraient faites en faveur des Kurdes qui reclament
une forme d’autonomie regionale avec, a la clef, la reconnaissance de
droits specifiques, notamment le droit a l’education en langue kurde.

Selon les medias turcs, >
mais, en echange, aucun signe n’est venu du côte gouvernemental. Les
Kurdes, patients jusqu’alors, commencent a manifester diversement
leur inquietude. Ainsi, le 3 juin, des premiers incidents sont
signales depuis le retrait des combattants du PKK et des coups de
feu echanges dans la ville de Sirnak. Le 20 juin un helicoptère de
commandement transportant le chef du corps des Jandarma et le chef
de la 3e division est la cible de tirs venant des monts Ikiyaka,
dans la province de Hakkari.

Le 21 juin, Selahattin Demirtas, copresident du Parti kurde pour
la Paix et la Democratie (BDP), hausse le ton et menace de rompre
le processus de paix : >.

Le 30 juin, 8 000 manifestants se rassemblent a Diyarbakir devant le
bâtiment abritant le siège du BDP, au premier jour d’un mouvement du
nom de >, qui vise a faire pression
sur les autorites. Malgre l’intimidation de la police antiemeute qui
fait usage de gaz lacrymogènes et de canons a eau, le mouvement est
lance et le BDP promet de l’etendre a tout le pays. Mais l’incident
le plus grave a lieu le 28 juin a Lice (province de Diyarbakir),
faisant 1 mort et 9 blesses graves.

A Lice l’armee tire a balles reelles sur des manifestants

rapporte une delegation de l’Association turque des Droits de l’Homme
(IHD), affiliee a la Federation internationale des Droits de l’Homme,
qui s’est rendue sur place le lendemain de la tuerie. La population
manifestait contre la creation d’un nouveau commissariat dans le
village de Kayacýk a Lice, quand des militaires se mirent a tirer
a balles reelles sur la foule. La delegation composee d’avocats du
barreau de Diyarbakir, de representants d’associations de Mazlumder
(Association de Soutien aux Victimes),TMMOB (Union des Ingenieurs
et des Chambres des Architectes), TTB (Syndicat des Medecins) et de
membres de la Chambre de Commerce et d’Industrie de Diyarbakýr a remis
un rapport circonstancie a Serdar Celebi, vice-president de l’IHD,
relatant les faits et pointant les responsabilites. La delegation
rejette categoriquement les allegations des militaires qui, contre
toute evidence, affirment qu’ils ont tire en l’air pour disperser
les manifestants. Elle retient par contre l’entière responsabilite
du procureur de la Republique et de la hierarchie militaire dont le
système de defense n’est qu’un tissu d’explications mensongères :
d’après les declarations des gouverneurs de Lice et de Diyarbakir les
manifestants se seraient affrontes armes de fusils de chasse pour des
motifs non explicites dont l’origine serait liee a des querelles entre
villages. L’enquete menee sur place et les depositions des temoins
contredisent ces affirmations fallacieuses. Aucune preuve tangible
(comme des eventuelles cartouches ou douilles) n’est venue corroborer
ces declarations alors que le nombre des blesses et la nature des
blessures incriminent directement l’armee turque. Les depositions des
temoins contredisent egalement les dires des autorites militaires qui
pretendent avoir repousse une attaque contre le poste de police, alors
que la chronologie des faits montre que les tentatives d’incendie des
locaux sont posterieures et non anterieures aux tirs des militaires :
