Mr. Ahmet Davutoglu, Minister of Foreign Affairs of Turkey paid an
official visit to Azerbaijan on July 16-17, 2013.

During the meetings that were held in private and with the
participation of the two delegations, the issues on the agenda of
Turkish-Azerbaijani bilateral relations and regional and international
issues of mutual interest to both countries were evaluated thoroughly.

Foreign Minister DavutoÃ~DŸlu, speaking at the joint-press conference
held with his Azeri counterpart indicated that there is a wide range
of cooperation areas between Turkey and Azerbaijan which are two
brotherly countries from time immemorial. He stressed that the two
countries finalized many projects ranging from defense industry to
trade relations, from transportation to energy, with success and
these accomplishments were the practical results of the bridge of
friendship between the two countries. Announcing that the diplomat
exchange program will be started soon between the Foreign Ministries
of the two countries Foreign Minister DavutoÃ~DŸlu said that a number
of Turkish and Azeri diplomats will work at the Foreign Ministry of
the other country within this exchange program.

Foreign Minister DavutoÃ~DŸlu also touched upon the settlement
process of the Nagorno-Karabakh conflict, and emphasized Turkey’s
continuous consultation with Azerbaijan to solve to the conflict and
the continuance of Turkish support to Azerbaijan’s just position in
Nagorno-Karabakh issue.

Foreign Minister DavutoÃ~DŸlu said “For international community, it
is time to make an assessment. The Minsk Group has strived for more
than 20 years. We appreciate these efforts, but they don’t produce
any result. Everyone should question the reasons for the failure of
the Minsk Group. Co-chairs should work more actively. The members of
the Minsk Group have also responsibilities in this respect. Turkey is
a part of the Minsk Group, however as the process is carried out by
the Co-Chairs, we are not able to make the necessary contribution. We
will support all positive steps to be taken for the settlement of
the conflict.”

Foreign Minister Davutoglu was received by President Mr. Ilham Aliyev
during his visit to Azerbaijan. He also met with Turkish businessmen
and listened to their problems in a meeting held in Turkish Embassy
in Baku.

Famous Syrian singer Lena Chamamyan played a long-anticipated show
in Istanbul on July 17 as part of a somewhat melancholic “return”
to Turkey for the jazz musician, a half-Armenian, half-Syriac artist
whose family roots lie in Kahramanmaraþ.

“Coming to Turkey makes me sad,” she told the Hurriyet Daily News.

“This is my first visit to Turkey; I am really happy meeting
with Turkish people and also Turkish-Armenians. … Meeting with
Turkish-Armenians, it’s like meeting with old friends. … I am so
glad to be here but it’s so weird in the mean time. My feelings are
so mixed.”

Damascus-born Chamamyan, who played at Yýldýz Palace alongside pianist
Tuluð Týrpan, cellist Ozer Arkun and kanun player Goksel Baktagir,
has also had to abandon her homeland due to the civil war and is
currently living in Paris. Nonetheless, Chamayan vowed to one day
return to Syria. “If the fight were to finish in Syria, I’ll return
to my country. As an artist, I can’t live under a foreign sky.”

Chamamyan also talked about her family’s story in Kahramanmaraþ during
the massacres perpetrated by Ottoman forces against Armenians in 1915.

“My grandfather told me his brother went to the army that time. My
grandfather arrived in Syria.”

On politics

Commenting on her trip to Turkey, Chamamyan said there were many good
and bad people everywhere in the world. “But in general, I discovered
that the biggest problem is always the politicians. I never, ever deal
with politicians. Ignorance is so painful, and politicians do nothing.”

Chamamyan’s obligatory exile from Syria has given her a chance to
embark on a journey of discovery. “After the big pain, I have had
a chance to discover myself,” she said, adding that she created her
music with sadness and sorrow. “The pain turns to music.”

She also said she told herself in 2011 that to stand up for one’s
own people, “you have to give your people hope.”

Music of Chamamyan

The singer, who combines jazz and classical Armenian music, was born
in Damascus, where over the course of her elementary and secondary
education she participated in many school concerts, the first of
which she held at the age of 5. She started studying music at the
age of 9 and graduated from the economics management department at
Damascus University in 2002. She studied at the higher institution
of music in Damascus and graduated as a classical vocalist in 2007.

She has also worked with many vocalists and musicians of different
nationalities in many jazz festivals in Syria.

As part of her musical trajectory, Chamamyan has mixed classical with
oriental jazz and Armenian music to reflect the unique essence of her
style as a vocalist. She was charmed from the very beginning by the
idea of mixing simple oriental tunes with cords. Many friends from the
higher institution of music helped her understand and conceptualize
the project, the first of whom was Basel Rajoub, who has arranged
some of her music.

Baku welcomes the idea of arranging a new meeting between the Azeri and
Armenian presidents to discuss the settlement of the Nagorno-Karabakh
conflict, Azeri Foreign Minister Elmar Mammadyarov said.

“Azerbaijan favors the organization of such a meeting, as it did
before,” Mammadyarov said at a joint press conference with Turkish
Foreign Minister Ahmet Davutoglu following their bilateral meeting
in Baku.

The mediators’ proposal on holding a presidential meeting this year
was among the issues the Azeri and Armenian foreign ministers discussed
recently with the Organization for Security and Cooperation in Europe
(OSCE) Minsk Group co-chairs in Vienna, he said.

Talking about prospects of settling the conflict, the minister noted
that the Azeris and Armenians living in the same region should reach
an agreement on coexistence. “The Azeri and Armenian communities
should build bridges between each other,” he said.

“But what matters most is that the Armenian troops should leave the
occupied Azeri land and then we might achieve peace,” he said.

stimulators to development of Armenian sambo. Extra-class international
sambo referee Eduard Aslanyan does not consider accidental that
from Armenian athletes in 27 th Student games the best performance
had representatives of sambo. 52 kg Tigran Kirakosyan gained the
only golden medal of Armenia. “I worked as a sambo referee at the
Universiade and can give high estimation to performances of Armenian
athletes. Universiade was a great experience field for preparing
talented athletes for coming international competitions,” said

President of Sambo international federation Russian Vasily Shestakov
having the great support of Russian Federation authorities does his
best to register sambo in Olympic Games program.

In Aslanyan’s words it is a real issue and in case of its
implementation Armenian athletes will receive opportunity to fight
for several extra medals during Olympic Games.

First Free Economic Zone In Armenia To Be Launched On August 1

Free economic zone will be developed in Armenia on the grounds of RAO
Mars CJSC and Yerevan Scientific Research Institute of Mathematical
Machines (YerSRIMM). The decision about it was made at a cabinet
session today.

Sitronics Armenia CJSC is the initiator of creating free economic zone
in Armenia. The first free economic zone in Armenia will be launched
on August 1, 2013.

The free economic zone will be established in the areas of industrial
electronics and technical applied electronics, exact engineering,
pharmaceutics and biotechnologies, information technologies,
alternative energy, industrial design and telecommunications.

BAKU WON’T GET KARABAKH EVEN WITH THE HELP OF “SMERCH”

The visit of the minister of foreign affairs of Turkey Ahmet Davutoglu
to Baku has been interpreted in Azerbaijan from different points of
view. On the one hand, this is the first time Davutoglu responded
to Armenian territorial claims, and his response was tough, saying
that Turkey is not going to give even a pebble to the Armenians,
and in the Karabakh conflict it remains with Azerbaijan. But on the
other hand, some Azerbaijani experts say that Davutoglu arrived in
Baku to explain that it is time to say goodbye to Karabakh.

Azerbaijan is a barrier to the Atlantic community in the Caucasus as
a corridor to several global regions. In 2009, when the West tried
to open the region through normalization of the Armenian-Turkish
relations, Azerbaijan was able to convince Turkey to thwart the
process.

Now, the second attempt is being made and the issue is whether Baku
will be able to convince Ankara to remain stoic. Over the past four
years, a lot of things have happened in the region, particularly
the protests in Gezi Park which was referred to as the place of a
former Armenian cemetery in the international media. Over the past
four years, Sunnite regimes were toppled in some Arab countries,
while Assad’s Alawite regime in Syria is still strong. Yesterday,
foreign minister of Great Britain stated that his country is ready
to soften its policy on Iran.

Over the past four years, four American states have recognized the
independence of Nagorno-Karabakh, EU programs have been implemented
in Artsakh and Armenia is going to sign the Association Agreement
with the EU, which involves also Karabakh.

Over the past four years, a lot has changed but it not improved for
Turkey and Azerbaijan. Now they have a very little choice: either
save their face somehow and become a “peaceful” part of the opening
of the region or enter into a confrontation and lose everything. In
addition, now even Russia cannot be an ally in the war, knowing that
by supporting them it will finally lose not only Armenia but also
access to Iran.

The militaristic atmosphere and great-powerish snobbism of Azerbaijan
and Turkey have driven these countries into a trap, and in order to
get out of it they will have to lose their image. Baku and Ankara do
understand that even if they destroy the population of Karabakh with
the help of Russian “Smerch”, they will not get it but they will lose
their territorial integrity.

In Baku Davutoglu urged Yerevan to make claims but to the best of
ability. But he knows that not only Yerevan’s abilities are at stake.

La justice penale internationale n’est l’apanage d’aucun peuple,
dit le chef de la CPI

17 juillet 2013 – Le President de la Cour penale internationale
(CPI), Sang-Hyun Song, a declare mercredi que la justice penale
internationale, ideal profondement humain, n’etait l’apanage d’aucune
culture ni d’aucun peuple.

” C’est pourquoi tous les continents se sont rallies a la Cour “,
a affirme Sang-Hyun Song, a l’occasion de la Journee de la justice
penale internationale. Il a ensuite indique que les menaces qui
pèsent aujourd’hui sur la CPI, creee il ya quinze ans, sont tout
aussi reelles que par le passe.

” Il y a ceux qui tentent de saboter le mouvement de promotion de
la justice internationale, ceux qui politisent son action, ceux
qui doutent de son utilite et ceux qui pretendent parler au nom des
victimes que le mouvement defend “, a-t-il explique.

Puis, le President a mentionne ceux qui refusent de cooperer,
permettant ainsi a une dizaine de personnes suspectees par la CPI de
continuer a se soustraire a la justice.

Hier, la CPI a demande au Nigeria d’arreter le President soudanais Omar
Al Bashir, en visite a Abuja et de le remettre a la Cour. M. Al Bashir
est en effet suspecte de crimes de guerre, crimes contre l’humanite
et crimes de genocide, qui auraient ete commis au Darfour, au Soudan.

” C’est pourquoi, en ce 17 juillet, il convient de prendre le temps de
raffermir notre determination et de rappeler pourquoi nous ne devons
pas renoncer a notre quete de justice “, a continue Sang-Hyun Song.

Il a souligne la necessite morale d’apporter une paix, ne serait-ce que
relative, a des milliers d’enfants, de femmes et d’hommes victimes de
crimes inimaginables et ” de souffrances qui depassent l’entendement “.

” Nous le faisons parce que nous connaissons l’effet dissuasif de la
responsabilite penale, et parce que c’est notre devoir envers les
generations futures, lesquelles meritent de vivre sans craintes “,
a poursuivi le President.

Indiquant que la presence de la CPI etait ressentie dans le monde
entier, ” meme si elle peut sembler invisible ou discrète “, le
President a affirme que cette presence encourageait les autorites
nationales a poursuivre les auteurs de crimes, poussait les differents
groupes a renoncer a la violence et dissuadait certains dirigeants
de commettre des atrocites.

” Nous devons sans relâche ~uvrer a faire en sorte que les criminels
repondent de leurs actes “, a-t-il conclu, relevant que le ” voyage ”
sur la voie de l’imputabilite des crimes internationaux etait sans fin.

Le 17 juillet 1998, la communaute internationale, reunie a Rome, en
Italie, decidait de la creation d’une cour internationale permanente,
chargee de punir les auteurs de genocide, de crimes de guerre et de
crimes contre l’humanite. Le Traite de Rome a ete signe par 122 Etats,
alors que de nombreux autres ont manifeste l’intention de le rejoindre.

Avec huit enquetes et huit examens preliminaires en cours, et la
delivrance de 23 mandats d’arret et 9 citations a comparaître, les
enquetes et procedures de la CPI concernent un nombre de suspects
qui n’a jamais ete aussi eleve.

La CPI a recu plus de 12 000 demandes de personnes souhaitant
participer, en tant que victimes, aux procedures portees devant elle,
ainsi que plus de 9 000 demandes en reparation.

Plus de 5 000 victimes participent effectivement aux procedures
devant la Cour, qui leur donnent la possibilite de se faire entendre
a l’audience. Le Fonds au profit des victimes vient en aide a près
de 80 000 victimes de crimes relevant de la competence de la CPI.

L’Azerbaidjan doit tenir des elections presidentielles a l’automne
prochain et le clan Aliyev doit tout faire pour conserver le pouvoir.

Cette fois-ci la technologie des Aliyev peut devenir un veritable ”
savoir-faire ” dans la politique mondiale.

La decision du parti Yeni Azerbaïdjan a deja designe le president
sortant Ilham Aliyev comme candidat pour ce qui serait son troisième
mandat successif. Mais il ya quelques jours des rapports sont egalement
apparus que le parti ” le Monde Azerbaïdjanais democratique ” avait
nomme la First Lady Mehriban Aliyeva a l’election presidentielle.

L’epouse d’Aliyev est très populaire parmi la population. Il a ete
discutee pendant des annees que Aliyeva pourrait briguer la presidence
en 2013 a la place de son mari qui est toutefois autorise a briguer un
troisième mandat consecutif en vertu du changement de constitution du
pays. Mais, apparemment, un plan complexe a ete concu et cela finira
par conduire l’un des epoux Aliyev a devenir le prochain president,
alors que le candidat de l’opposition sera de nouveau en deca du
pourcentage des voix requis.

Par ailleurs, le dramaturge bien connu Rustam Ibragimbekov pourrait
devenir le candidat unique de l’opposition en Azerbaïdjan. Il a
longtemps vecu principalement en Russie, mais beneficie egalement
d’une popularite parmi la population de l’Azerbaïdjan. Ibragimbekov
a recemment ete elu president du Conseil national des Forces
Democratiques d’Azerbaïdjan, et les dirigeants de l’opposition du
pays ont annonce leur soutien a sa candidature.

Le Conseil des Communautes azerbaïdjanaises de Russie, qui a ete mis
en place a Moscou l’annee dernière, a egalement exprime son soutien
a Ibragimbekov. Cette organisation comprend un certain nombre des
principaux hommes d’affaires russes d’origine azerie. Beaucoup d’entre
eux ont des relations tendues avec le president Aliyev, qui ne laisse
personne s’approcher de l’economie de l’Azerbaïdjan.

Si, en effet, la technologie ” conjoints Aliyev c Ibragibmekov ” est
appliquee, les electeurs d’Azerbaïdjan pourraient etre confrontes a
un choix difficile. D’une part, beaucoup de gens se rendent compte
que le clan Aliev a usurpe les biens nationaux et ne tolère aucune
rivalite, meme si elle vient de leur propre peuple. Ainsi, les masses
en humeur de protester sont certains de vouloir voter pour un candidat
unique de l’opposition. Mais d’autre part, la perspective d’avoir la
première femme presidente representee par une belle et intelligente
femme est sûr d’attirer de nombreux Azerbaïdjanais aussi bien.

Les elections en Azerbaïdjan seront sous le contrôle des democraties
occidentales. Meme maintenant des declarations critiques sont exprimees
contre Aliyev. La semaine dernière, il s’est rendu a Bruxelles où il
a declare que l’Azerbaïdjan veut se rapprocher de l’Europe. Dans le
meme temps, dans le programme de Partenariat oriental l’Azerbaïdjan
n’est plus consideree comme un candidat pour la signature bientôt
d’un accord d’association avec l’Union europeenne.

D’ailleurs, beaucoup dependra de la reponse d’Aliyev a la proposition
de longue date de l’Ouest pour la pose d’un nouveau gazoduc vers
l’Europe.

Il est egalement interessant de noter que depuis les premiers jours
des manifestations de rue actuelles en Turquie, on a parle que très
bientôt les protestations vont se repandre a une minorite ethnique
cousine et allie regionale de la Turquie a savoir l’Azerbaïdjan.
