The Armenian police break their promise and don’t release the civil
activists. Instead, Deputy Head of Police Artur Osipyan offers
the protesters to set up a delegation to negotiate with the Police
leadership.

ArmInfo’s correspondent reports from the scene that the protesters
are not going to accept Osipyan’s proposal and want to burst into
the Center community’s police department building. At the moment
Armenian MP, oppositionist Nikol Pashinyan is negotiating with the
police to release the activists. Petros Ghazaryan, a well-known TV
presenter, and Alen Simonyan, Editor-in-Chief of Ararat Magazine,
are among the protesters.

To recall, the demonstrators made their way from the Municipality
of Yerevan to the police department of Yerevan’s Center community to
hold a picket there.

They demanded releasing the four activists detained by the Police on
Tuesday morning. However, two more activists have been detained during
the picket near the police department. Nevertheless, Artur Osipyan,
Deputy Head of Police, assured the protesters that the activists would
shortly be set free provided that the protest action was stopped. The
protesters, in turn, said that if the Police broke the promise,
they would break into the police building.

The police told ArmInfo that a criminal case has been instituted
against 4 activists under Article 316 Part 1 of the Armenian Criminal
Code. To note, the article envisages imprisonment ranging from 1 month
to 5 years or a fine worth 300-500 times as much as the minimal wages.

When passing by the Government building, the protesters noticed
Armenian Prime Minister Tigran Sargsyan watching them through the
window. The protesters stopped to express their discontent with the
Government’s policy and demanded the Premier’s resignation. They
chanted “Tigran, go away!” and continued their way to the Center
police department.

Torkunov: One Of Advantages Of Eurasian Integration Is That Its Rule

Anatoly Torkunov, the head of the Moscow State Institute of
International Relations, speaking Saturday in Yerevan at an Internet
conference on Armenia’s geopolitical role in the system of the
contemporary international relations, said that one of advantages
of Eurasian integration is that its rules are set by the process
participants themselves.

“The European Union has firm rules, and it will be not easy to play
by these rules if to concentrate orientation only on the European
Union, while Eurasian integration began not so long ago, and all
its participants take an equal part in the decision-making process,”
he was quoted by Novosti-Armenia as saying.

The Eurasian cooperation, he added, is based on a very strong footing,
which had been created for decades and in some cases for centuries.

Torkunov said that the rules of the Customs Union and the rules
offered for the associative membership in the European Union are
different on many points.

He said harmonization process is under way now, and it will continue
also as part of preparations for a new basic agreement between the
European Union and Russia, “but today the adoption of the European
Union’s new rules creates gigantic problems in cooperation with the
Custom Union member countries”.

“There are many circumstances, such as phytosanitary norms, technical
regulations and many other things. That is why it is very important
to make choice, taking into account pragmatism and human aspects in
this situation.”

He said that at some stage, the requirements of the European Union,
the Eurasian Economic Space and the Customs Union will be in tune
with each other, but this is a time-consuming process. —0—-

YEREVAN, JULY 23, ARMNEPRESS: The only Kurdish Party in the Turkey’s
Parliament “Peace and Democracy” has launched a struggle against
the demolition of the Armenian houses in the MuÅ~_ Province. As
reported by Armenpress, quoting the Turkish Taraf Periodical, the
Van Preservation Regional Council has started the study of the Kale
District of MuÅ~_ Province. It is mentioned that, if in the result of
the study the Armenian houses are announced to be cultural heritage,
they will be taken under special care.

The MuÅ~_ Deputy of the “Peace and Democracy” Party Demir Celik stated
with pain that though the Van Preservation Regional Council is still
implementing the study, the MuÅ~_ Municipality, without waiting for
the decision of the Council, has already begun the demolition of
the houses.

“During the last visit to MuÅ~_ we saw unfortunately that about
the 60% of the 300 historical buildings of the region had been
destructed. The devastation of the centuries-old history of our city
is unacceptable. Was the Genocide of 1915 not enough? The devastation
of the tracks of the Armenians again brings the rights issue of the
people, who suffered the Genocide, into the agenda”, – said Demir
Celik, stating that they would not stop the struggle.

In the framework of the urban renewal project the Housing Development
Administration of Turkey (TOKI) intends to build 864 residential
houses and 107 offices in the place of the Armenian houses in the
Kale District of MuÅ~_. The TOKI has agreed with the 85% of the local
population to carry out the reconstruction works on the territory of
about 60,000 square meters.

Many of the local population, living in the Kale District of
MuÅ~_ Province, refuse to take the money suggested by the Housing
Development Administration of Turkey and leave their houses. The
TOKI representatives announced that in any case they will demolish
the houses and if the population does not leave voluntarily, their
goods as well will remain under ruins.

An electronic signature collection has been organized against the
demolition of the historical Armenian houses in the MuÅ~_ Province,
the initiators of which appealed to join them and prohibit the
devastation of the last Armenian historical tracks in MuÅ~_.

“Armenians, Greeks and Assyrians are being subjected to genocide. The
process, launched by the genocide in 1915, is currently continuing
as a cultural and economic genocide. To kill a culture means to kill
the mankind. It is a historical genocide”, – says the statement.

The confiscation of properties of minority foundations dates back to
the early days of the Turkish Republic. The 1936 Law on Foundations,
known as the 1936 Declaration, ordered all foundations to submit a
property declaration listing immovable and other properties owned by
each and every foundation. Following the death of the nation’s founder
Mustafa Kemal Ataturk, those property declarations were forgotten.

When the Cyprus problem escalated in the 1970s, the General
Directorate of Foundations asked non-Muslim foundations to resubmit
their regulations. Yet those foundations did not have such regulations
because of a practice during the Ottoman Empire where such foundations
could only be established by individual decrees of the sultan of the
day. After receiving a negative response from these foundations, the
General Directorate of Foundations made a ruling that the declarations
of 1936 would be considered their regulation. Unless these declarations
did not carry a special provision entitling the foundation to acquire
immovable property, the General Directorate expropriated all immovable
property acquired after 1936.These expropriation acts were in violation
of both the Lausanne agreement and property rights.

56-Year-Old Woman Commits Suicide In Yerevan

56-YEAR-OLD WOMAN COMMITS SUICIDE IN YEREVAN

YEREVAN. – A 56-year-old woman committed suicide in one of the
districts of Yerevan on Tuesday, jumping from an 8th-floor flat.

Police are holding an investigation. Forensic examination has been
appointed.

Another tragic accident was registered on Tuesday morning when a wall
of a house collapsed in one of the villages of Lori Region. The wall
fell on a 86-year-old man who died at the scene.

est tombee dans un guet-apens, tendu par des miliciens lies au Chef
Janjaweed Ali Kushaib, allie d’Omar el Bechir et recherche par la Cour
Penale Internationale (CPI). L’attaque s’est deroulee au Sud-Darfour
et a coûte la vie a 7 casques bleus, 17 autres sont blesses.

Ce n’est pas la première fois que Khartoum et ses allies tentent de
terroriser la mission ONU-Union Africaine dite l’UNAMID .

La Procureure de la CPI, Mme Fatou Bensouda, evoque un crime de
guerre, susceptible de faire l’objet de poursuites par la Justice
internationale.

Cette semaine, sept soldats de la force mixte de l’Union Africaine et
de l’ONU (UNAMID) ont ete tues dans la region du Darfour, dechiree par
la guerre. Cela porte le nombre total de casques bleus tues a 157 (1).

A la fin de ce mois-ci, l’ONU va proceder a un vote pour decider,
s’il faut continuer le financement de la MINUAD, sa mission la plus
chère du monde. Mais tant que l’ONU ne donnera pas a cette mission
l’appui politique necessaire pour remplir le mandat que lui a octroye
le Conseil de securite, il y aura plus d’argent et de vies gaspilles,
et les habitants du Darfour continueront d’etre terrorises, victimes
de viols et tues.

En theorie, les soldats de la paix sont au Darfour pour proteger
les civils, mais en pratique ils ne peuvent meme pas se proteger
eux-memes. La dernière embuscade s’est produite dans une zone contrôlee
par l’une des milices suppletives du regime soudanais.

Khartoum a promis d’enqueter, comme toujours. Mais a ce jour, personne
n’a ete amene a rendre compte de la mort d’autres soldats de la paix,
ou de travailleurs humanitaires, comme ces deux de l’ONG World Vision,
tues recemment dans des circonstances similaires au Darfour.

Jusqu’a recemment, l’ONU avait insiste pour dire que le Darfour etait
devenu moins violent, et que les personnes qui avaient ete victimes de
nettoyage ethnique par leur propre gouvernement, rentraient finalement
chez elles (2). Aucune mention n’etait faite de la permanence des
viols systematique des filles et des femmes, ou de la destruction
et du pillage de villages. Ces assertions de l’ONU se sont averees
politiquement absurdes : depuis le mois de janvier, 300.000 civils ont
fui vers des camps, prouvant l’augmentation du niveau de la terreur
(3). Dix ans après que le regime de Khartoum ait commence sa politique
de bombardements de villages non arabes, 1,4 million d’habitants du
Darfour (sur une population de six millions) vivent dans des camps
de refugies sur la frontière avec le Tchad ou luttent pour survivre
sans aucune protection dans des camps de deplaces. (4).

L’ONU a bloque le compteur du nombre de morts au Darfour a 300.000
en 2007 (5). Depuis Janvier 2009, le Bureau de la coordination des
affaires humanitaires de l’ONU a cesse la publication de son bulletin
d’analyse : “Profil humanitaire au Darfour ” sur les conditions
desastreuses de vie au Darfour, dans l’espoir qu’en apaisant le regime,
les auteurs du nettoyage ethnique pourraient changer d’attitude
(6). Des membres du personnel des Nations Unies ont admis que leur
chef du service, Georg Charpentier, soumettait a l’approbation du
regime ses communiques de presse avant de les publier. (7). Il n’est
pas etonnant dans ces conditions, que les pauvres gens du Darfour
soient convaincus que l’ONU soit du côte de leurs oppresseurs.

C’est cette attitude de soumission qui met en danger la vie des
soldats de la paix. Les officiers de la MINUAD savent qu’ils ont peu
de soutien a attendre des hauts-fonctionnaires de l’ONU. S’ils mettent
en cause les services de securite soudanais et les autorites locales,
ils sont peu susceptibles de recevoir le soutien de leurs superieurs
dont la priorite, semble t’il, est d’apaiser les responsables de
la violence plutôt que de les contester. Si les soldats de la paix
interprètent leur mandat au pied de la lettre, en essayant de proteger
les civils contre les attaques, ou en designant de quel côte viennent
ces attaques, ils prennent des risques personnels, sans aucune garantie
que l’ONU a New York, soit de leurs côtes.

Tous les jours, les autorites soudanaises inventent de nouvelles règles
pour empecher les caques bleus de la MINUAD d’exercer leur mission;
l’administration coupe leur approvisionnement pour les affaiblir;
les officiers de securite soudanais les obligent a respecter le
couvre-feu, plutôt que de les laisser patrouiller, l’armee et la
police de Khartoum les empechent de se rendre dans les villages
d’où parviennent des rapports faisant etat de violence. Mais au
lieu d’exiger que le Soudan respecte ses propres engagements, en
respectant les conventions et traites internationaux qu’il a signes,
l’ONU ne parvient pas a proteger son propre personnel.

Le sommet de l’absurde a ete atteint en 2007, quand l’ONU a presente
ses excuses a Khartoum après qu’une de ses agences locales ait revele
que les Soudanais maquillaient leur avions militaires aux couleurs de
l’ONU pour transporter des armes au Darfour, violant ainsi l’embargo
decide par les Nations Unies (8). En attendant la MINUAD est a court
d’equipements essentiels, tels que des helicoptères, indispensables
pour proteger les civils en danger imminent ou pour surveiller le
terrain, deux elements essentiels du mandat de l’ONU au Darfour.

Les criminels de guerre de Khartoum tirent les bonne conclusions
de l’acquiescement de l’ONU: la reprobation du Secretaire general ne
compte pas pour grand-chose alors que les Nations-Unies ne parvient pas
a faire tenir ses engagements internationaux a Khartoum. L’ONU pourrait
appliquer et faire appliquer les sanctions deja adoptees par le Conseil
de securite – comme des sanctions intelligentes qui rendraient la
vie personnelle des dirigeants soudanais genante. L’ONU pourrait
aussi mettre fin aux discussions sur l’allegement de la dette dont
le Soudan a tant besoin. Pourtant, on persiste a croire que Khartoum
repondra favorablement a d’autres manifestations de veulerie, plutôt
que de les interpreter comme une faiblesse immediatement mise a profit.

Pendant des annees, les milices proches de Khartoum ont harcele et
tue le personnel des Nations Unies, y compris des soldats de la paix.

Leurs actions ont ete accueillies par rien de plus fort que quelques
mots de condamnation du siège de l’ONU a New York, signalant clairement
que le regime soudanais est libre de faire ce qu’il veut.

Et Khartoum a pu violer la souverainete internationale du Sud-Soudan
voisin en bombardant les camps de refugies qui s’y trouvent, sans
prejudice (9). Il n’est donc pas etonnant que les soldats de la MINUAD
soient reticents a risquer leur vie pour proteger les civils. Nous
devons a la memoire de leurs collègues morts, et aux habitants
du Darfour victimes de violence chaque jour, d’insister pour que,
pour une fois, Khartoum enquete et punisse les responsables des vie
perdues au Soudan.

La Republique D’Azerbaïdjan Fait Un Don De 5 Millions De Dollars A L

LA REPUBLIQUE D’AZERBAÏDJAN FAIT UN DON DE 5 MILLIONS DE DOLLARS A L’UNESCO

Le 18 juillet, la Directrice generale de l’UNESCO, Mme Irina
Bokova, et le Ministre de la culture et du tourisme de la Republique
d’Azerbaïdjan, M. Abulfas Qarayev, ont signe un accord-cadre sur la
cooperation entre l’UNESCO et la Republique d’Azerbaïdjan.

Cet accord prevoit le renforcement de la cooperation dans tous les
domaines de competence de l’Organisation et le versement a l’UNESCO
d’une contribution financière de 5 millions de dollars des Etats-Unis.

La ceremonie de signature s’est deroulee au Siège de l’UNESCO en
presence de Mme Mehriban Aliyeva, Première Dame d’Azerbaïdjan et
Ambassadrice de bonne volonte de l’UNESCO.

Cette ceremonie a ete suivie des inaugurations officielles
des sculptures en pierre offertes a l’UNESCO par la Republique
d’Azerbaïdjan et de l’exposition sur l’art de la sculpture sur pierre.

Dans son discours, la Directrice generale a remercie les autorites
azerbaïdjanaises de l’importante contribution qu’elles ont versee a
l’UNESCO. La Directrice generale a egalement exprime sa gratitude a
Mme Mehriban Aliyeva pour son engagement personnel auprès de l’UNESCO
en qualite d’Ambassadrice de bonne volonte.

Mme Mehriban Aliyeva a insiste sur l’evaluation très positive de la
cooperation globale de l’Azerbaïdjan avec l’UNESCO, qui se developpe
rapidement dans les domaines de l’education, des sciences, de la
communication et de la culture. Mme Mehriban Aliyeva a en outre
salue le leadership energique de Mme Irina Bokova ainsi que son
profond attachement aux activites et projets communs executes dans
les domaines de competence de l’Organisation.

sein du ministère du Travail et des Affaires sociales de la Republique
du Haut-Karabakh en vertu d’une decision du gouvernement.

Le Centre a pour objectif de favoriser les reformes des retraites,
d’offrir des consultations et de l’assistance liee aux reformes et
de sensibiliser le public sur le système de retraite complexe.

Le ministre du Travail et des Affaires sociales a nomme Marat Asratyan
en tant que directeur du Centre.

Armenia does not stop talking about the future of “European
integration.” Of course, a full-fledged membership in the European
Union is not expected, but it longs to get at least a consolation
prize – the Association Agreement and the agreement “on a deep and
comprehensive free trade area” with the EU within the framework of
the “Eastern Partnership”, established in 2008 at the initiative of
Poland and Sweden.

That’s when it became clear that taking new members to “united
Europe” is suspended. However, as the idea of European integration
has become the official religion of the present pro-Western elites
of some post-Soviet states like Ukraine, for them the aforementioned
“ersatz” was invented with associated membership and other inventions
of European diplomats not binding upon the European institutions
clear commitment to new partners. This made it possible to join the
“Eastern Partnership” for the countries which are not located in
Europe, including the Caucasus.

Armenia and EU plan to initial these agreements at the Vilnius summit
in November. However, the motives that compel the parties to take
such actions do not always follow the usual logic.

For example, why does Yerevan need a “deep and comprehensive free
trade” with the European Union? Now its share in foreign trade turnover
of Armenia is about one-third of the total – and its imports exceed
exports by “only” 1.5 times. “Only” – because the whole import of the
whole foreign trade exceeds export by 2.7 times. That is, logically,
to remedy the situation Armenian goods should be made more competitive
in the markets of the CIS, in particular, the Customs Union and the
WTO in general. The situation in the European direction looks quite
good – in comparison with the rest of the vectors of foreign trade.

In fact, the classic factors of common interest of different states
to reduce the duties on their products or to make them more in demand
on foreign markets do not play any significant role in this situation.

Regarding Armenia, in general, the most useful words were said by
satirist Zadornov said in the last years of the Soviet Union: “Our
goal is to reach the world market! And to at least buy something…”

Armenia’s economy is prohibitively import-oriented. True “export goods”
are not scarce extracted minerals but the labor of migrant workers of
the Armenian diaspora – 2.4 million people in Russia, given that the
number of Armenians living in their homeland is a little more than
3 million. Transfer payments sent home are the determining factors
of foreign exchange earnings, which allow the economy to continue to
exist with the unthinkable negative balance of foreign trade. However,
signing or not signing the agreements with the European Union does
not improve or worsen the movement of financial assistance through
international payment systems.

Similarly, a few signed papers do not improve the real conditions
of international trade in Armenia. To do this, they need not the
signatures but the opening of the path of movement of goods.

Meanwhile, Yerevan, due its policy towards its neighbors, is under
blockade by Azerbaijan and Turkey. The relations with Georgia are
also not so good, especially because of the cool relations between
Tbilisi and Moscow.

However, pro-Western politicians and intellectuals in Yerevan on the
eve of the EU summit in Vilnius are not averse to indulge in sweet
dreams. On July 15, the deputy from the ruling Republican Party of
Armenia Gagik Minasyan expressed the view that the signing of the
association agreement will lead to the opening of the Armenian-Turkish
border, as for Europe “closed borders are unacceptable.” There is
one problem – the MP has forgotten that Turkey is not included into
the European Union and it is not obliged to obey the rules. Ankara is
almost the only European capital which “dares to have a judgment” on
a range of issues, including the most resonant ones – like relations
with Iran, the Palestinian Authority in Israel and the situation in
Syria. Against this background, counting on the fact that for the
sake of the ghost of “Eastern Partnership”, the group in which it
is not included, Turkey would agree to bury the doctrinal Armenian
Turkophobia, expressed in particular in the constant raising of the
idea of the “Armenian genocide”, and take its haters in the friendly
embrace, is not possible.

The Director of the Center for Regional Studies Richard Giragosian
expressed an even more fantastic idea on the topic of “the benefits
of the association with the EU for Armenia”. According to him, if the
situation escalates over Nagorno-Karabakh, “Brussels can punish Baku,
as no one needs the war in the region”. However, political scientist
could not even describe the specific mechanisms of this “punishment”.

If the issue is focused on “punishment” during the hostilities Yerevan
provoked, then perhaps it will touch upon notthe main alternative
supplier of strategic energy resources to Europe, Azerbaijan but
those who blow up in the region for a quarter of a century by their
aggressive policy.

However, the weak logic during involving Armenia into the “Eastern
Partnership” can also be seen on the European side. Azerbaijan is
the major supplier of oil and gas to the European market, which is
concerned about the diversification of supply from Russia. Georgia
is not less important transit route for these supplies. Armenia can
provide nothing but its problems, fundamentally unsolvable under the
previous EU foreign policy.

The only explanation of the Armenian-European cooperation is that
the European Union want to do something to spite Russia, which,
incidentally, is also working with Armenia which is completely
uninteresting for it in economic terms in defiance of the West –
look, we also have a strategic ally in the Caucasus.

An important role in the Euro-centric attempts made by Yerevan is
played by the internal factor. It has long been the custom that in
their troubles both individuals and entire nations prefer to blame
someone else but not themselves. And Armenia, conducting destructive
policies for nearly a quarter-centurytrying to “beat” the neighbor,
exceeding its number of population by 3 times, as well as in terms
of GDP, drove itself to the brink of economic ruin and abyss. The
“arms race”, “expeditionary corps” and “humanitarian corridors” from
foreign territories can bring much more economically prosperous states
to their knees.

Recognizing this fact in the Armenian society and political circles
is like death – political, anyway. So people start searching for an
answer to the eternal question: “What to do – and who is to blame?” As
for those whom Yerevan has appointed to the role of enemies, Turkey
and Azerbaijan, there is no progress with them while maintaining
the same policy, and the authorities can only blame the allies. That
is, Russia. Well, it should turn the life of Armenia in the earthly
paradise, with its oil wealth, shouldn’t it? And unscrupulous Gazprom
even increases the price of gas – not too much, just to 270 dollars
per thousand cubic meters, that, for example, is twice cheaper than
for “brotherly” Ukraine in terms of constant glancing at the West. And
the price has been raised only after the official Yerevan too frankly
declared its commitment to European principles, which, in the opinion
of the European Union, are not compatible with membership in the
Customs Union and the hypothetical Eurasian Union. But it still
hurts – because the Kremlin could give gas to Yerevan for nothing,
and with these “injections” Armenia on all cylinders would rush to
the coveted Europe.

One way or another, but after decades of economic hopelessness and
the militarization of society, the Russian vector of cooperation in
the eyes of many Armenians began to look more and more bleak, and the
European “milk and honey” – more enticing. Although it would seem that
the global economic crisis, because of which the “poor relatives” in
the “common European home”, like Greece or Cyprus, are not really in
favor, should have alerted the experts among the Armenian “Westerners”.

How can they think realistically? The most banal Russophobia appears in
the country. A striking example of this was the situation surrounding
the arrest of the Armenian driver, who became responsible for an
accident near Podolsk. The prosecuted countryman means a “rigged
anti-Armenian campaign.” It is possible to arrange pickets in front of
the Russian embassy and to fill the entire Internet with angry posts.

So in this attempt of Yerevan to get to the European Union, if you
look, there is nothing surprising – with the observed touching unity
of anti-Russian citizens and the ill-concealed Eurocentrism of the
ruling elite. The only thing which those and others are missing is
that no change in the vector of foreign policy can fix the position
of Armenia placed by Forbes among the worst economies in the world, as
long as this Caucasian republic does not give up its other militarist
vector of mobilization and establish relations with its neighbors,
rather than dwelling with them in a state of either “cold” or even
“hot” war.

Relations between Armenian, Georgian presents become “cold”

It was interesting to watch the course of the summit of the European
People’s Party Eastern Partnership Leaders from the point of few of
specific opposition between Georgian President Mikheil Saakashvili and
Armenian President Serzh Sargsyan.

It is noteworthy that judging from the video [showing the summit], the
receptive organizers put the two presidents into different corners,
including during the news conference which summed up the results of
the summit.

Let us note that the Armenian and Georgian presidents used to hold
bilateral talks at other similar events, but such talks did not take
place this time.

Saakashvili grows cold towards Armenia

All this is not accidental, of course. It is very likely that the past
warm relations between the two leaders have grown somewhat cold
lately.

The reason is obvious: Saakashvili’s conduct in the past, especially
after the victory of the Georgian Dream party of [incumbent Prime
Minister] Bidzina Ivanishvili in the parliamentary election.

After the defeat of his party in the election, Saakashvili made
regular statements, which cannot be described as friendly towards
Armenia. These were both statements against rehabilitation of the
railway going across [Georgia’s breakaway] Abkhazia and the amnesty of
Javakheti [Armenian] activist Vahagn Chakhalyan and accusations that
the new Georgian prime minister pursues “pro-Armenian policy”.

At the same time, the Georgian president made curtsies to Baku and
Ankara. Such a conduct could not have remained unnoticed and Sargsyan
probably made Saakashvili realize this in Chisinau.

Georgian leader pursues “anti-Russian” policy

However, “substantial” opposition between the two leaders turned out
to be even more interesting from the political point of view.

When making speeches at the summit, Saakashvili resembled a bear, who
speaks only about honey. All of his speeches were openly anti-Russian.

He went on blaming all possible sins on Russia: Interfering into
Georgia’s domestic affairs, hindering Georgia’s integration into
Europe and slow progress in this process because of the Kremlin, and
finding Russia’s fault in the fact that Georgia and the EU will not
sign, but will only initial potential agreements with Georgia, that
is, will announce final coordination of the text of the agreement.

Such tone of Saakashvili’s statements is easy to understand. He needs
to repay Western investments, which have reached 1bn dollars on the
part of the USA after the [Georgian-Russian] war in 2008.

Armenian leader backs inclusive policy

The tone and content of speeches of the Armenian leader were
completely different. He spoke about the inadmissibility of dividing
lines and closed borders in the region and the prospect of Yerevan’s
signing the potential agreements with the EU in Vilnius in that very
context.

According to Sargsyan, Armenia does not believe that any arrangements
with the EU are or can be against any state or a group of states.

That is, Sargsyan emphasized that Yerevan views agreements with the EU
exclusively in the framework of developing integration processes and
overcoming dividing lines and does not, in any way, intend to make
those arrangements anti-Russian or attribute any other overtones to
them.

In other words, Saakashvili went on to present the line of exclusive
policy, while Sargsyan insisted on inclusive policy.

EU’s, Armenia’s positions coincide

During his last visit to Yerevan [on 10 July 2013], EU Commissioner
for Enlargement and European Neighbourhood Policy Stefan Fule made
statements, which were identical with the position of Sargsyan on many
issues.

Of course, that is a much more constructive position, which may
benefit both the EU and its “eastern partners” and partners of those
partners. This means that stability in the European region will win as
a whole.

As for Saakashvili’s policy, it is ceding its positions in the region,
and the incumbent Georgian president will stay in office only for a
few months.

Saakashvili’s brave statements that Russia will leave Georgia alone in
a few years, sound funny, although it is Saakashvili, who is more
likely to finally stop bullying everyone with his bellicose
Russophobia, which probably harmed Georgia most of all.

La protection de l’environnement a le vent en poupe en Arménie. Le
personnel communal de l’arrondissement Erébouni à Erévan aidé par des
association et organisations de jeunesse ont entrepris dans le cadre
de l’opération « Avéli makour Yérévan » (Erévan plus propre), le
nettoyage des abords du musée et site archéologique Erébouni. Selon
Karlen Ghazarian l’un des responsables des affaires économiques au
sein de la mairie d’Erévan, jusqu’à présent 4 espaces de la capitale
arménienne firent l’objet de ces nettoyages collectifs des déchets
afin de préserver l’environnement. Gaguik Kyurdjian, le directeur du
Musée d’Erébouni a félicité l’initiative qui donnera en cette période
estivale, une meilleure image des abords du musée, d’autant plus que
les touristes sont nombreux. La semaine prochaine, une nouvelle équipe
se mettra en place pour le nettoyage du parc « Paros » (Phare) à
Erévan.
