TURKISH-KURDISH WRITER TO BE AWARDED ARMENIAN MEDAL OF HONOR

YEREVAN. – The Culture Ministry of Armenia has decided to present
the Grigor Narekatsi (St. Gregory of Narek) Medal to renowned
Turkish-Kurdish writer and publicist Yasar Kemal.

Kemal was considered deserving of this award for his deep respect
toward the cultural heritage of the Armenian nation, his devotion
to civic ventures, justice, freedom and human dignity, and for his
literary merit.

The medal will be presented to Kemal on September 4, in Istanbul.

To note, owing to the efforts by Yasar Kemal, the Turkish authorities’
plan to destroy the Surp Khach (Holy Cross) Armenian Church on Akhtamar
Island in Lake Van was stopped in 1951.

Yerevan 7th International Music Festival dedicated to the great
Armenian composer Aram Khachaturian’s 110th Anniversary will be held
Yerevan 11 September – 25 October.

A world-known pianists Konstantin Lifschitz, Marianna Shirinyan,
Matan Porat, Kirill Gerstein, Alexander Melnikov, Anahit Chaushyan,
violinists Boris Brovtsyn, Daishin Kashimoto, Kolya Blakher, anhd Anush
Nikoghosyan, as well as alt musicians Dimut Popen and Yana Daryan will
perform at the festival. The Armenian Philharmonic Orchestra will
open the event performing a joint concert with the German violinist
Isabelle Faust on September 11.

The Festival is held under the High Patronage of the First Lady of
Armenia- Mrs. Rita Sargsyan and is supported by the Ministry of Culture

With Russian President Vladimir Putin’s trip to Azerbaijan being
high on the regional agenda, the Armenian political circles remain
relatively balanced in their opinions on the issue.

The political analyst Levon Shirinyan says the visit is quite normal
if viewed from the angle of the bilateral relations’ agenda. But
from the regional viewpoint, he says, it is a little bit alarming,
especially for Armenia.

“The is felt not only in Armenia and [Nagorno-]Karabakh, but also
in Turkmenistan and Iran, because they too, have problems with
Azerbaijan. This is a regional issue,” he said in comments told
Tert.am. “Russia is our strategic ally – perhaps officially – but
we know historically that it was Russia that had our country divided
between the Turks and the Georgians. So we mustn’t forget the history”

Putin is travelling to Azerbaijan on Tuesday, the visit being the
first since his being elected a president. Earlier reports said that
the Russian leader will be accompanied by a big delegation, as well
as cruisers.

“It is also important that Azerbaijan – while starting an approximation
process with Europe – is not seeking for the Association [Agreement]
process, but rather trying to gain advantages.

“Azerbaijan has adopted the right approach to the so-called Customs
Union which is overestimated for Putin. And they are trying to
gain maximum benefits, also in relation to the Karabakh issue,”
Shirinyan added.

Aghasy Yenokyan, the director of the Armenian Center for National
and International Studies (ACNIS), thinks that major complication may
arise in autumn while the initialing of the Association Agreement is
in process.

“Russia has a clear-cut agenda in relation to the Karabakh issue. [It
plans] to deploy Russian troops in Azerbaijan, either in the form of
peacekeepers or through the return of the military base. But Azerbaijan
will never naturally agree to that; hence the hopes for breaking the
stalemate in the relations will remain vain,” he said.

Protestors staging a sit-in outside the Yerevan Municipality say that
last night a number of municipality employees got out of a car and
proceeded to hit them.

The protestors say that the perpetrators then entered the municipality
building.

They were able to jot down the license plate of the car – 34UD476.

The protestors say that police on the scene did not intervene to
protect them.

Captured Armenian Soldier’s Family Asks President For Help

PanARMENIAN.Net – The family of Armenian serviceman Hakob Injighulyan,
who has been held captive by Azerbaijan since Aug 8, has addressed
RA President Serzh Sarsgyan and Defense Minister Seyran Ohanyan with
a request.

The letter published on a Facebook page created to contribute to the
soldier’s release, says in part: “We know that Russian President
Vladimir Putin accompanied by the Defense Minister and other
high-ranking officials, will be in Baku. We are asking you to contact
your Russian counterparts to discuss the issue and help release of
our soldier… As to the so-called interview, we can firmly say that
Hakob was scared and only uttered the text dictated to him.”

On Aug 12, Azeri media outlets spread an ‘interview’ Injighulyan gave
to ANS channel.

On the night of Aug 8, Injighulyan, born in 1991, failed to find
his bearings on the ground and crossed into the Azeri-controlled
territory. Representatives of the International Committee of the Red
Cross (ICRC) have not been granted access to the captive yet.

In the video, Injighulyan tells that he was “having dinner with the
other soldiers, when the officer ordered him to fetch some water.” “I
said that I am tired and will go and bring the water later but he
hit me in the eye in response. I could not tolerate humiliation
and offence any longer and crossed into the Azerbaijani territory,”
he allegedly said.

Meanwhile, just a couple of days ago Shahin Sailov, the Secretary of
the State Commission on Prisoners of War, Hostages and Missing Persons,
said “it was clarified that the Armenian got lost and crossed into
the territory controlled by Azerbaijani armed forces.”

“Azerbaijan again resorts to its “favorite” methods. But we would like
to repeat once again that our citizen will bear no legal responsibility
after he returns to Armenia,” Armenian Defense Ministry’s spokesman
Artsrun Hovhannisyan told a PanARMENIAN.Net reporter.

It’s worth reminding that on September 11, 2010, Armenian shepherd,
resident of Ttujur village of Gegharkunik province Manvel Saribekyan
was captured by the Azeri forces. Several days later, the same ANS
channel aired an interview, which, according to experts, contained
elements of psychological and physical pressure.

On the night of October 5, Saribekyan allegedly committed suicide. The
Azeri investigators said he used his shirt and sheet to hang himself.

However, when the body was transferred to the Armenian side, the
examination revealed numerous traces of torture.

ANCA-WR Brings Democracy 101 To AYF Camp Big Pines

Wrightwood, CA – Nearly every Armenian American is familiar with the
closing words shared by President Abraham Lincoln on November 19, 1863
during his Gettysburg Address, `We here highly resolve that these dead
shall not have died in vain, that this nation, under God, shall have a
new birth of freedom; and that government of the people, by the
people, for the people, shall not perish from the earth.” This
summer, hundreds of youth at AYF Camp Big Pines got a fresh dose of
Abraham Lincoln’s praise for `government of the people, by the people
and for the people’ by taking part in weekly mock congressional
elections organized by the Armenian National Committee of America –
Western Region (ANCA-WR).

The mock congressional elections taught over 500 campers the value of
democratic governance, the hard work it takes to be elected in a
democracy, the value of a free press, and why Armenian Americans need
to be energetically engaged in local, state and federal government and
campaigns.

`Democracy is a contact sport,’ explained Elen Asatryan, ANCA-WR
Executive Director. `The elections we held this year at AYF Camp
taught the campers, in a very vivid way, that they need to be on the
field when it comes to advancing the Armenian Cause in the United
States. Happily, the campers grasped the fact that change cannot occur
in politics and more broadly in public policy by standing on the
sidelines,’ she added.

During the summer of 2013, AYF Camp Big Pines hosted half a dozen mock
congressional elections. The elections, which were importantly led by
campers, involved each camper getting one ballot and then breaking
into three political parties. The political parties were charged with
selecting a candidate and crafting policies, on issues as diverse as
health care policy, environmental issues, matters related to Tibet and
finally U.S. policy with respect to Armenia and Artsakh. As the
political parties worked on their party platforms, AYF campers serving
as media representatives from CNN, NPR and ABC News, peppered the
party members and their candidates with tough questions. Concurrently,
the elections involved undercover fraud investigators, seeking out
voters who might be willing to violate election laws. At the
conclusion of the elections, each party’s candidate stood before all
the campers and delivered a campaign speech, seeking to gain the votes
needed to win the general election. On several occasions, the
elections were decided by only one or two votes, proving to all
campers that in a free and fair election, every vote counts.

For several years AYF Camp Big Pines has partnered with the ANCA-WR to
teach the next generation how America’s democratic system of
government works and the value of Armenian Americans being actively
involved in all levels of government. At each of the week-long
sessions this summer, the ANCA-WR provided a speaker to talk about
issues related to the Armenian Cause.

“We were proud to partner with the ANCA-WR again this year as part of
our content-rich educational program for AYF Camp Big Pines campers,’
remarked Anya Agopian, who serves as Management Board Member for AYF
Camp. `Next year we look forward to continuing our positive
partnership with the ANCA-WR,’ Agopian added.

Located in the Angeles National Forest near the city of Wrightwood,
AYF Summer Camp is 11.5 acres of beautiful forestland with facilities
to accommodate up to 120 campers each week. The Armenian Youth
Federation Summer Camp was established in 1977 and provides a great
atmosphere for young Armenians between the ages of eight and seventeen
to make new friends, become better acquainted with Armenian history
and culture, and participate in a wide array of athletic activities.
Each year, Armenian youth from all over the United States and Canada
make AYF Summer Camp an integral part of their summer agenda.

Nerkin Karmir Aghpyur, Armenia-The Medical Center in the village of
Nerkin Karmir Aghpyur, Tavush Region, was successfully renovated
through The Paros Foundation. This project, one of the Paros
Foundation’s 100 for 100 Projects for Prosperity, was implemented
through the generous sponsorship of Jean-Marie & Lori Atamian from New
York. The Paros Foundation underwrote all administrative expenses
allowing their contribution to be spent 100% on the project.

The Medical Center, which is located within sniper range of the Azeri
border, had a leaky roof, poor windows and doors and no heating
system. The Center also was short on needed medical and laboratory
equipment. While the Center functioned despite these shortcomings, it
was difficult for them to meet their critical mission.

“This Medical Center provides daily medical care, vaccinations and
evaluations for the 3,200 residents of this and the two neighboring
villages.” Said Peter Abajian, Executive Director of the Paros
Foundation, “Both the proximity to the border and the fact that this
region is so isolated, makes this Medical Center’s success that much
more important.”

The Center’s building, which was hit by enemy fire as recent as four
months ago, was fitted with a new roof, new windows and doors and a
new heating system. Interior cosmetic improvements completed the
renovation. Needed equipment was also provided to the Center. When
possible, both local materials and labor were used to help stimulate
the villages’ economy.

“We are quite pleased with the outcome of this project. We are able
to have a positive impact on the lives of thousands of people, and we
were able to do it together as a family.” Said Jean-Marie Atamian
during the Atamian family’s visit on opening day. “On behalf of our
family, I would like to recognize The Paros Foundation and their team
for the terrific work they did to complete this project. I look
forward to continuing our relationship into the future.”

Russian-Azerbaijani Relations Are Incomparable To Russia-Armenia One

There have always been problems and issues in relations between Russia
and Azerbaijan, Russian political scientist Victor Nadein-Raevsky
told Armenian News-NEWS.am.

In his words, Russia has taken steps toward the settlement of the
Nagorno-Karabakh conflict and organized numerous talks between the
leaders of Armenia and Azerbaijan.

As for the Russian president’s working visit to Azerbaijan on Tuesday,
considering that he has not yet paid an official visit to Armenia,
the analyst noted:

“The relations of Russia and Armenia are so much developed and broad
that they cannot be compared to the Russian-Azerbaijani relations.

Relations with Armenia are among the priorities of Russia’s foreign
policy.”

Nadein-Raevsky stressed that what is important is not the succession
of the visits, but rather the content of the cooperation.

The majority of Armenia’s youth population is positively disposed
to leaving the country forever if offered the option, the paper
says, citing a recent survey by the UN Population Fund’s Armenian
representation.

Director of the UNFPA Country Office Garik Hayrpetyan has told
the paper that the 78.5% of the younger generation are inclined
to migrating from the country in search of better jobs with higher
salaries.

“Some 48 percent of the respondents believe that it is easier to find
a job abroad. The salaries are 42 percent higher there. Then comes
the moral-psychological [factor],” Hayrapetyan has said.

Commenting on the figures, the paper notes that the Armenian society
is now facing two realities, one seeing the youth celebrating their
day with the prime minister and the other seeing young people who
are ready to leave the country permanently.

La question des minorites et le problème armenien

A) L’echange des populations

Il est très caracteristique pour la Conference de Lausanne qu’avant
d’aborder le problème des minorites, elle ait pose la question de
l’echange des populations. En effet, cette Conference, reunie peu
de temps après la conclusion des traites de minorites de 1919-1920,
a offert au monde le triste spectacle des auteurs de ces traites
recourant a une solution du problème des minorites aussi simpliste
que barbare. Il est vrai que, quelques annees auparavant, un pareil
echange avait ete pratique entre la Grèce et la Bulgarie[375]. Mais
cet echange avait ete volontaire, tandis qu’il fut reserve a la
Conference de Lausanne de sanctionner un echange obligatoire[376].

À la seance de la première Commission du 1er decembre 1922, la
plupart des delegues semblèrent acquis au système de l’echange
obligatoire. Le Dr Nansen, qui en etait un partisan avere, declara,
entre autres choses, que les Grandes Puissances etaient favorables
a ses propositions ” parce qu’elles croyaient que la separation des
populations du Proche-Orient tendrait a assurer la pacification
effective du pays et parce qu’elles pensaient que l’echange des
populations constituait le moyen le plus rapide et le plus efficace de
donner une solution aux graves problèmes economiques issus du grand
deplacement ethnique qui a deja eu lieu “. ” Sans doute, dit lord
Curzon, tout le monde prefererait d’instinct, si c’etait possible,
un echange volontaire ” ; mais il estimait ” que la contrainte serait
très probablement jugee necessaire pour plus d’une raison “[377].

Cependant, au cours des discussions dans le Comite special, la
question fut remise sur le tapis par une declaration ecrite de la
delegation grecque qui proposa que l’echange fût volontaire. La
delegation turque s’y opposa nettement, de sorte que l’on en resta
a la decision anterieurement arretee.[378].

Ainsi, les Turcs obtinrent satisfaction sur le principe de l’echange
obligatoire. Ils avaient insiste d’abord egalement sur le caractère
total de cet echange en exigeant qu’il s’etendît a toutes les minorites
grecques etablies en Turquie, y compris les Grecs de Constantinople
et toutes les minorites musulmanes en Grèce, excepte toutefois celles
etablies en Thrace occidentale[379]. Mais, devant les insistances
unanimes de la Conference, la delegation turque consentit a ce que,
a l’instar des Musulmans de la Thrace occidentale, fussent exclus de
l’echange egalement les Grecs etablis a Constantinople avant le 30
octobre 1918. Elle renonca aussi finalement a sa demande d’eloignement
de Constantinople du Patriarcat ~cumenique et accepta le maintien
du Patriarche, depouille de tout caractère politique et n’exercant
plus que ses attributions spirituelles et ecclesiastiques[380].

En somme, la Conference de Lausanne a sanctionne l’echange obligatoire
d’environ un million de Turcs et de Grecs. Le seul fait qu’un Nansen
ait pu preconiser un pareil echange prouve certainement que la haine
entre les deux peuples avait atteint son degre supreme. Il reste
neanmoins vrai que la sanction, par les Puissances, de ce procede
barbare, arrachant des individus a leur sol natal, est un retour
aux procedes du Moyen Age, prouvant le peu de foi qu’elles avaient
elles-memes en l’efficacite des dispositions pour la protection
des minorites dont elles demandaient l’insertion dans le traite de
Lausanne. À côte de la mesure radicale de l’echange obligatoire,
les dispositions pour l’avenir des minorites demeurees en Turquie
n’apparaissent plus que comme de simples mesures palliatives[381].

B) Le statut des minorites

Le 12 decembre, la première Commission de la Conference de Lausanne
aborda la question du statut des minorites devant rester en Turquie.

Elle lui consacra plusieurs seances, en revenant a diverses reprises,
au cours des discussions, a la question de l’echange des populations
qui, pendant ce temps, etait encore a l’etude d’une sous-Commission
speciale. Les debats qui eurent lieu au sein de la Commission sont
de la plus haute importance pour la precision des vues des Puissances
et de la Turquie kemaliste sur la protection des minorites en general
et des Armeniens en particulier.

La seance du 12 decembre[382] fut ouverte par un grand discours du
President sur la protection des minorites. ” J’invite les delegations
turque et grecque, dit lord Curzon, a se rendre compte que l’univers
a les yeux fixes sur nous au moment où nous discutons cette question
et que, elles et nous, serons juges selon que nous l’aurons reglee
de facon equitable et raisonnable, ou inversement “. En reprenant
brièvement la question, le noble lord declara expressement que ” l’un
des objectifs que se fixèrent les Allies, lorsqu’ils furent entraînes
dans la guerre, fut la protection et, si possible, la liberation des
minorites chretiennes existant en nombre considerable en Asie Mineure.

Ce fut particulièrement le cas par rapport a l’Armenie “. Le
plenipotentiaire britannique rappela que ” le gouvernement turc
avait lui-meme, dans la declaration du 17 fevrier 1920, proclame son
acceptation du principe que les droits des minorites devaient etre
confirmes et garantis ” ; que, dans la Note du 23 septembre 1922,
qui aboutit a la Conference de Lausanne, ” les Puissances invitantes
marquaient que l’une des conditions auxquelles elles appuyeraient,
a la Conference, le retour de la Thrace orientale jusqu’a la Maritza a
la Turquie, serait l’adoption d’un commun accord de mesures a inscrire
dans le traite, et destinees a assurer efficacement, sous les auspices
de la Societe des Nations, la protection des minorites ethniques
et religieuses ” ; que, la Thrace orientale ayant ete depuis lors
rendue a la Turquie, ” celle-ci devait maintenant remplir l’obligation
correspondante qu’elle avait alors contractee ” ; qu’enfin, dans sa
reponse du 4 octobre, le gouvernement d’Angora avait declare qu’il
n’y avait pas de ” difference de principe ” entre la Turquie et les
Allies au sujet de la sauvegarde des droits des minorites ” dans les
limites dans lesquelles cela est compatible avec l’independance et la
souverainete de la Turquie et avec les exigences de la pacification
effective de l’Orient “.

Lord Curzon prit, par ailleurs, soin de souligner, dans les termes
les plus categoriques, la necessite de l’egalite absolue du traitement
des minorites chretiennes et musulmanes. Et il attira l’attention de
la Turquie sur l’avantage qu’elle aurait a entrer dans la Societe des
Nations, où ” elle aurait voix directement, d’une manière pratique,
pour la surveillance des clauses relatives aux minorites, qu’il s’agît
des minorites chretiennes en Anatolie ou des minorites musulmanes en
Europe “.

Le noble lord dit beaucoup regretter la ” simplification ” du
problème des minorites par le transfert des populations. ” Je me
demande parfois, declara-t-il, si le gouvernement turc a examine
complètement les resultats economiques de ce gigantesque transfert
de peuples dont il n’y a pas d’equivalent dans l’histoire moderne et
qui aura pour resultat, a mon sens, de faire perdre a la Turquie,
dans bien des cas, beaucoup plus qu’elle n’y gagnera “. Quoi qu’il
en soit, il fallait envisager le sort des minorites restantes, des
Chretiens de Constantinople, des Nestoriens, des Armeniens.

En passant au cas des Armeniens, meritant une ” consideration
speciale ” a cause des souffrances endurees pendant des generations
et des assurances qui leur avaient ete donnees quant a leur avenir,
le premier plenipotentiaire de la Grande-Bretagne trouva des accents
emouvants pour peindre la detresse des 130.000 âmes qui demeuraient
encore dans l’Asie turque, sur une population qui jadis en comptait
environ trois millions. Il demanda l’insertion dans le traite de paix
des clauses particulières relatives a leur protection. Mais du dernier
espoir des Armeniens, du Foyer national, lord Curzon parla, ce jour-la,
dans des termes qui ne manquèrent pas de donner l’impression que les
Puissances alliees avaient deja sacrifie cette idee humanitaire, comme
tant d’autres, sur l’autel de leurs propres interets politiques[383].

Enfin, en ce qui concerne la situation respective des minorites en
Turquie et en Grèce, lord Curzon proposa, en dehors des garanties
specifiques, conformes a celles contenues dans les traites europeens
et completees par quelques autres dispositions, les mesures suivantes
: a) Les gouvernements turc et grec devront etre invites a proclamer
une amnistie generale, b) Les Chretiens de Turquie et les Musulmans
de Thrace occidentale devront avoir le droit d’echapper au service
militaire en payant une taxe raisonnable, c) La liberte de circuler
et la faculte de quitter le pays devront etre assurees egalement
aux Chretiens restant en Turquie et aux Musulmans restant en Thrace
occidentale, d) La Societe des Nations ou un autre organe qualifie
devra surveiller, en Turquie et en Grèce, l’application effective
des dispositions du traite. ” Cet organe devrait avoir le pouvoir
d’envoyer un ou plusieurs de ses membres enqueter de temps en temps
dans les regions où resident des minorites, tant en Europe qu’en Asie,
se renseigner sur les abus dont elles ont pu souffrir et constater
que les clauses du traite sont loyalement observees. Ses membres
devraient pouvoir s’adresser aux autorites turques et grecques dans
les regions en question “.
