Le 18 Juillet 2013 lors d’une reunion qui s’est tenue a Beyrouth,
sous la presidence de Sa Saintete Aram I, l’Assemblee du CAtholicosat
a decide de renover les vieux monuments du Catholicosat dedies aux
martyrs et d’eriger de nouveaux pour commemorer le 100e anniversaire
du genocide en 2015.

Le Comite des Architectes a commence ses travaux de renovation de
la chapelle des Martyrs, qui a ete construite a Antelias lorsque
du deracinement du catholicossat de Cilicie vers Antelias. Ils
vont ensuite restaurer “Monument de la Renaissance” a l’occasion
de son 50ème anniversaire a Bikfaya, qui honore les martyrs et les
survivants. Dans la dernière phase, de nouveaux monuments seront
construits a Bikfaya comme des rappels du premier genocide du 20ème
siècle.

The resolution of the Nagorno-Karabakh conflict will be a significant
progress in providing peace, stability and prosperity in Eurasian
area, according to the joint declaration adopted at the third Summit
of the Cooperation Council of Turkic-Speaking States held in Gabala
(Azerbaijan) on Friday.

The summit was attended by the President of Azerbaijan Ilham Aliyev,
President of Turkey Abdullah Gul, President of Kyrgyzstan Almazbek
Atambayev and Kazakh President Nursultan Nazarbayev.

In a joint declaration the parties reiterated the importance
they attach to the peaceful settlement of the Armenia-Azerbaijan
Nagorno-Karabakh conflict, which is one of the main obstacles to
lasting stability and regional cooperation on the basis of sovereignty,
territorial integrity and inviolability of borders of the Republic
of Azerbaijan.

The parties emphasized the aim at strengthening political and
economic security of the States in accordance with the principles
of sovereignty, territorial integrity and inviolability of borders,
non-interference in internal affairs.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The third Summit of the Cooperation Council of Turkic Speaking States
was held in Azerbaijani city of Gabala on Aug. 16.

The main topic of the discussion at the third Summit of the Cooperation
Council of Turkic Speaking States was the issues of cooperation in
transport sphere and simplification of customs procedures.

A meeting of foreign ministers of the Turkic speaking states was held
on the eve of the summit.

The summit’s agenda and cooperation prospects within the organization
were discussed during the meeting.

The Council was established in 2009 by the Member States – Azerbaijan,
Kazakhstan, Kyrgyzstan and Turkey – with a purpose to make a joint
contribution to peace and stability in Eurasia. The organization’s
secretariat is located in Istanbul.

The city of Gabala is situated in the north of Azerbaijan, in 220
kilometres of the country’s capital Baku.

Azeri POW Firuz Faradzhev, who is currently held in Armenia, has
expressed a wish to return to Azerbaijan, Armenian First Deputy Defense
Minister David Tonoyan said while meeting with Dragana Rankovic,
a delegate of the International Committee of the red Cross.

“He [Firuz Faradzhev] has also asked for a meeting with representatives
of the international humanitarian missions operating in Armenia. The
Defense Ministry invited the ICRC to meet with Faradzhev. The ICRC
took note of the information,” the Defense Ministry press service
told Interfax on Thursday.

During a meeting in Yerevan on Thursday, Tonoyan and Rankovic also
discussed the return to Armenia of Armenian POW Akop Indzhigulyan,
who found himself in Azerbaijan on August 8.

“Dragana Rankovic informed the Armenian first deputy defense minister
that the Baku office of the ICRC has expressed confidence that the
date of the meeting with POW Akop Indzhigulyan will de determined in
the near future,” the ministry said.

THE NORTH of England’s first permanent Holocaust memorial will be
in Huddersfield.

Greenhead Park is one of three sites which have been shortlisted for
the memorial. The other possible sites are the town’s university and
Huddersfield New College, in Salendine Nook.

One option, revealed in Greenhead Park this week, could be the
blueprint for “6 Million+”, a memorial to the six million Jews and
other minorities massacred by the Nazis.

The concept, designed by Young Batley youth group, is one of several
ideas for the “6 Million+ In Our Hands” project.

Young people, including students from Huddersfield University,
Huddersfield New College and members of the Pakistani Youth Alliance,
have been working on different concepts with artist Antonia Stowe.

Ms Stowe designed and built the original 6 Million+, a work comprising
6.7m buttons installed at Huddersfield Art Gallery, in 2006.

The final design will be made into a permanent memorial which will
be installed at an unconfirmed venue in Kirklees.

The design and the venue will be announced on January 30, three days
after UK Holocaust Memorial Day.

Again, it will include over six million buttons representing those
killed during the Holocaust and other genocides.

Other ideas include stringing buttons together and making branches
to form a tree.

Another uses the buttons to make a giant pod inside which visitors
can hear the voices of Holocaust and genocide survivors.

Ms Stowe, who is based in Leeds, said: “I’m not just looking at
ideas, I’m looking at how people think, connect and describe their
own personal stories and their emotional responses.”

But why is the project based around buttons? Project leader Kim
Strickson explains: “Buttons have little stories behind them; like
where they’re from and who they belonged to.

“Everyone has buttons and they’re all different with different colours,
textures and sizes – a bit like people.”

Involved in the project is Dieudonne Manirakiza, a Kirklees Council
officer who survived the Rwanda-Burundi genocide.

Mr Manirakiza said: “I have been giving my ideas and perspectives
having grown up in Burundi and seen some atrocities of the civil war.

“It’s about changing the way we think.”

HOLOCAUST? The word Holocaust comes from the Greek ‘holos’ (whole)
‘kaustos’ (burnt).

. ? Between 1933 and 1945 the Nazis massacred six million Jews as
well as up to 1.5m Gypsies and thousands of homosexuals, disabled
people and political opponents.

. ? Some extend the definition to include the murder of millions of
Slavs, Poles and Soviet prisoners of war.

. ? Other genocides include the Armenian Genocide of 1915
(approximately 1.5m victims), Rwandan Genocide of 1994 (up to one
million victims) and the Srebrenica massacre of 1995 (8,372 victims).

of humanitarian rights to tie together the issues of reciprocal
returning of the Armenian conscript taken hostage in Azerbaijan
Hakob Injighulyan and Azerbaijani soldier Firuz Farajev held in
Armenia. The first Ombudsmen of Armenia, the Chairwoman of the NGO
“Against Illegal Arbitrariness” Larisa Alaverdyan stated this in a
conversation with “Armenpress’. Among other things she underscored;
“It’s noteworthy that Firuz Farajev’s wish to go back to Azerbaijan
may create another useful condition for Hakob Injighulyan’s returning.”

On August 15 the First Deputy Minister of Defense of Armenia David
Tonoyan held a regular meeting with the International Committee of
the Red Cross delegate in Armenia Dragana Rankovich.

During the meeting Rankovich informed that according to the information
from the ICRC office in Baku “they are confident that they will soon
get the date of the visit with Hakob Injighulyan”.

On his part David Tonoyan informed the ICRC delegate that Firuz
Farajev, the Azerbaijani serviceman who is kept in Armenia has changed
his intention and expressed a wish to return back to Azerbaijan.

He also requested meetings with representatives of international
humanitarian organizations in Armenia.

Earlier the Nagorno-Karabakh Republic Defense Army informed that
Hakob Injighulyan, born in 1991, at about 03:00 at night of August
7-8 during his service did not manage to orient in the territory and
crossed the Karabakh-Azerbaijan border and appeared on the territory
protected by the rival’s troops. On August 8 the Armenian Office of
the International Committee of the Red Cross applied to the RCIC Baku
Office on the incident. Recently Hakob Injighulyan gave an interview
to one of the Azerbaijani TV channels.

ANDRE ANDONIAN’S NEW “SOUNDTRACK” FOR ARMAVIA

They write and speak about the oligarchic economy everywhere and
all the time. There is no lack of calls for fighting the economic
crisis and the economic barriers. The authorities sometimes cannot
help uttering trite expressions like liberal, competitive, equitable
economy, support to SMEs.

On June 6 the government “produced” the protocol decision with the
beautiful title “Concept of Liberalization of Air Transportation”. Its
equally beautiful text starts with a paragraph written with a touch of
penitence: “… the Government of the Republic of Armenia has designed
a tailored policy for each period, authorizing state-run and private
airlines to operate the Armenian air routes and always arrived at the
idea of having one carrier. The purpose of similar decisions was to
ensure a steady position for the Armenian carrier and implement the
ideology of having an Armenian carrier…” And since the agreement
signed between Siberia Airlines and Armavia in 2003 for ten years has
expired, the government sighed with relief and eventually got rid of
that strangling agreement and immediately got down to liberalization
of the sunny sky above Armenia.

The government has adopted and continues to adopt dozens of such
decisions which never change anything in our lives. At best, one could
enjoy the content of the text decorated with kind wishes to which
we will come back later. Let us dwell on two interesting pieces of
information which seem to have nothing to do with the abovementioned
decision.

A few days ago the Russian deputy minister of manufacturing and
trade Yu. Slyusar officially announced suspension of state funding
of Sukhoi SuperJet New Generation, the funds of 130 million dollars
will be directed at refurbishment and enhancement of security of
SSJ-100. The deputy minister also said that the future of the Russian
aircraft industry depends on the success of SuperJets.

The other interesting news is Armavia’s statement dated July 27 that
the process of bankruptcy has been suspended to discharge debts.

Hence, after three months of deliberations and anxiety the company
has finally found its bearings or was helped to orient.

The orientation is that it will return to the sunny and liberal sky
of Armenia but will have to follow the rules of the game outlined in
the abovementioned program of government. What does SSJ-100 have to
do about it?

The explanation of Armavia’s crisis over the last few years is the
sale of two SSJ 100 jets imposed on Armavia. The crash of SSJ100 in
Indonesia in 2012 and in Iceland in 2013 have softened the relations
between Armavia and the aircraft company whose CEO Mikhail Pogosyan
arrived in Yerevan on July 18 to sign a memorandum of cooperation
with the National Academy of Sciences.

Unfortunately, the official sources are silent whether he took part
in the ceremony of signing of the agreement between the National
Competitiveness Foundation and McKinsey & Company. The latter will
develop the competitive and continuous air transportation plan.

(Ostensibly, the plan will proceed from the June 6 decree of the
government. But since the probability that two busy officials,
Andre Andonian of McKinsey & Company and Michael Poghosyan of the
United Aircraft Corporation would appear in Yerevan simultaneously
is 1/(365×365) which equals 0,000007506098705197973, then we would
commit a sin that is equally close to zero if we assumed that the
abovementioned plan will take into consideration Superjet and salvation
of the Russian aviation.

Hence, Armavia will be returned to the game under new rules of the
game but with old values, mindset and players.

A spokesperson for the Nagorno-Karabakh Defense Ministry says the
Azerbaijani authorities won’t accept their proposal for a joint use
of the water resources of the river Tartar and Sarsants

“There were such statements over the past years, also in the frameworks
of the negotiation process. But the Azerbaijani side has always turned
them down,” David Babayan told Tert.am.

Vice Prime Minister of the Nagorno-Karabakh Republic Arthur Aghabejyan
had earlier proposed the cooperation plan in comments to the Armenian
service of RFE/EL (Azartutyun).

Babayan says he doesn’t think the idea is anything special. He more
stresses the need of peaceful co-existence between the two neighboring
states.

Nagorno-Karabakh considers the water resources a major security
component, as well as a promising trend promoting its own economic
development and its cooperation with other states.

Babayan says Azerbaijan used its reservoirs in the Soviet period as
key hydro-pressure tool against Nagorno-Karabakh.

“They always built the reservoirs beyond the Nagorno-Karabakh borders,
thus preventing us to use our river waters,” he noted.

Babayan said the Sarsang reservoir used to supply irrigation water to
a vast land area (128,000 hectares), of which the major part (118,000
hectares) was on Azerbaijan’s territory. Most Azerbaijani villages
are now under a desertification threat as the reservoir remains idle.

“The Azerbaijanis have said repeatedly – responding to our proposal
– that the areas had better get drained. But the decision affects
thousands of people in Azerbaijan. And our lands are affected by the
rats and lizards coming from Azerbaijan,” said the spokesperson.

Babayan added that Nagorno-Karabakh has adopted new strategies to
build many water channels and hydropower plants on its territory for
solving energy-related problems in the coming three years.

“So, we have nothing to hide. Water is a vital product for us. They
can supply us with oil or natural gas in return for water if they
are interested to, of course,” he said.

The spokesperson believes Azerbaijani will politicize what he called an
environmentally and economically friendly proposal. He said Karabakh
is always mindful of both its own and the neighbor’s interests,
and always keeps international organizations in the know of its
willingness for a mutual cooperation.

Captive Armenian private speaks about “mistreatment”

A private of the Armenian army has said that he crossed the
Azerbaijani border after a brawl with his commander, Azerbaijani ANS
TV channel showed him as saying on 12 August.

The channel carried an interview with private Hakob Injigulyan who
crossed into the Azerbaijani-controlled area on the night of 7-8
August. “Close to the evening, the platoon commander ordered me to go
for water. I told him I was tired and that I would go later. He told
me who are you to ignore my order. He kicked me on the eye and we
brawled. That is why I was forced to cross the border into
Azerbaijan,” Injigulyan said.

ANS quoted the soldier as saying that he was not fit for the military
service and was conscripted regardless, adding that there was
“unbearable” condition in the army. Injigulyan said that he was sent
to serve in Nagornyy Karabakh instead of Armenia since he had to pay
bribe.

The Karabakh bureau of Baku-based APA news agency reported on 8 August
that Hakob Injigulyan and another Armenian soldier crossed the border
line into Azerbaijan near Agdam District on the night of 7-8 August.
Injigulyan was captured, while the other soldier was injured in a mine
explosion when he attempted to escape near the Armenian-controlled
area, APA said. The website said Injigulyan was captured by local
shepherds. On 14 August, APA identified the second soldier as Armenak
Akopyan.

Sahin Sayilov, secretary of the State Commission for Prisoners of War,
Missing Persons and Hostages said that Injigulyan will be allowed to
return his country if he wishes so, APA said.

On 8 August, news.am Armenian website quoted the press service of the
Nagornyy Karabakh defence army as saying that Injigulyan was “taken
captive” by Azerbaijan after he lost his way at about 0300 [2300 gmt]
and ended up in the Azerbaijani-controlled area. Armenia also denied
reports that the second soldier was wounded.

Meanwhile, Azerbaijani Defence Ministry spokesman Eldar Sabiroglu
commented on his Armenian counterpart Artsrun Hovhannisyan’s statement
that a broadcast of the interview with the Armenian soldier violated
the Geneva Convention for the Treatment of Prisoners of War.

“I want to ask him [Hovannisyan]. Did he think about the treatment of
Azerbaijani hostages when reminding us of the Geneva convention? The
interviews with Azerbaijani hostages taken under pressure were
repeatedly broadcast almost on daily basis by TV channels in Yerevan.
These video clips are used up until now. Is this not the violation of
the Geneva convention?” APA quoted Sabiroglu as saying.

YEREVAN. – Armenian side expects reasonable moves from Azerbaijan, as
any state must be interested in return of its citizens, Armenian
Defense Ministry said.

Earlier spokesperson for Azerbaijani Defense Ministry said they had
not violated the Geneva Conventions.

If Baku is confident they had not violated the Conventions, they have
to be more interested in `a healthy relationship’ and have to swap the
captives, MOD spokesperson Artsrun Hovhannisyan told Armenian
News-NEWS.am.

The party saying it has not violated the Conventions must not be
interested in delay of exchanging the POWs.

Hovhannisyan also linked Azerbaijani captive Firuz Faragev’s intention
to return to Azerbaijan with the recent incident concerning Hakob
Injighulyan.

Faragev has been in captivity for over a year, but it is only now that
he voiced intention to come back, Armenian official said.

As informed earlier, Armenian soldier Hakob Injighulyan (born in 1991)
found himself in the territory under the control of the adversary.
According to preliminary information, Injighulyan turned up there on
August 8 at around 3am, while carrying out his military service, by
crossing the Nagorno-Karabakh Republic (NKR)-Azerbaijan border, and as
a result of losing his orientation in the area. An investigation is
underway to determine the details of the incident, the NKR MOD press
service had informed.

statement by Turkish President Abdullah Gul who voiced a wish to hold
a Turkic Council summit in the Nagorno Karabakh.

`The move would be possible if Turkey recognized the NKR’s
independence and requested the Republic’s authorities to organize the
summit. But if Turkey means to stir Azeri aggression, expressing
readiness to support Baku in a war against Karabakh, the step is
clearly unconstructive,’ David Babayan told PanARMENIAN.Net

`The final declaration of the summit was much more reserved in terms
of Karabakh conflict and was mainly addressed to Turkey and
Azerbaijan. This spells Turkic countries’ unwillingness to be involved
in Karabakh conflict as well as make it a pan-Turkic issue, contrary
to Baku’s intention,’ the official stressed.

As the Turkish President earlier said at a Gabala-hosted Third Turkic
Council Summit Meeting, a day will come when we’ll hold a similar
event in Karabakh.’
