YEREVAN, JUNE 2, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan remotely chaired a session of the commission coordinating the activities for preventing the spread of COVID-19 in the Republic of Armenia, the PM’s Office told Armenpress.

Opening the meeting, the Prime Minister noted: “Dear colleagues, despite the preventive measures taken by the Government and the rules set by the State of Emergency Commandant’s Office (SECO), we can witness a daily increase in coronavirus cases in the country. I suggest discussing the situation with the COVID-19 epidemic, the effectiveness of those measures taken so far and our further action to prevent the spread of infection.”

Healthcare Minister Arsen Torosyan provided statistics of confirmed coronavirus cases, recovery and mortality rates, patients’ health status and the monitoring of asymptomatic cases. The Minister spoke about the dynamics of infection and the steps aimed at upgrading the healthcare system’s capacity. The Prime Minister was informed of those control measures taken to comply with the SECO-prescribed rules, the change in public behavior, and the use of protective measures

Reference was made to the effectiveness of the so called “raids” carried out in some administrative districts, other preventive measures implemented by inspection bodies and the police. The meeting touched upon the observance of the preventive rules applied in the most risky areas, including the sanctions imposed in case of violations. It was noted that despite the applicable restrictions, mass events are being held in the country, which can have a negative impact on the epidemiological situation.

A number of proposals and recommendations were voiced during the exchange of views that followed, featuring calls for tighter preventive action.

Summing up the discussion, the Prime Minister noted: “We are pushing ahead with the logic of tighter control over citizens’ compliance with the prescribed rules. Serious work must be done to increase discipline and prevent mass events.”

The Premier told those responsible to be consistent in enforcing the restrictions set by the Commandant’s Office, control the organization of mass events, and submit progress reports on a regular basis.

Armenian human rights defender reacts to Azerbaijani ombudsperson’s distortion of his remarks

Human Rights Defender of Armenia Arman Tatoyan had reacted to the Azerbaijani ombudsperson’s remarks. A statement issued by Tatoyan on Friday reads:

“The Human Rights Defender of Armenia, when presenting the 2019 Annual Report to the National Assembly of Armenia, stressed that human rights are universal categories and that rights of all persons, including children, women, people with disabilities living in Artsakh (Nagorno-Karabakh), should be protected, regardless of the political status of the territory or other political factors, whether it is a conflict or postconflict area. This is a well-known concept driven by a status neutral principle within International Human Rights Standards.

Additionally, in response to the question from a member of the Armenian parliament regarding whether the Human Rights Defender of Armenia anticipates cooperation with his Azerbaijani counterpart on human rights issues, Mr. Arman Tatoyan noted that he has not yet met the new Ombudsperson of the neighboring country, but he is ready to meet his counterpart, for example, within international meetings, should such an opportunity present. Thus, the Human Rights Defender of the Republic of Armenia expressed his readiness for the meeting. Moreover, the Defender emphasized that he believes it would be appropriate if the Human Rights Defender or civil society of Artsakh participate in human rights related international discussions or discussions on rights of Armenians living in Artsakh.

Immediately after parliamentary discussions, Commissioner for Human Rights of Azerbaijan (Ombudsperson) Sabina Aliyeva made an official statement, accompanied by inaccurate, political comments clearly atypical of a head of a human rights institution, quoting the official positions of her country’s political authorities, even considering the issue from the perspective of the OSCE Minsk Group’s activities dealing with the political solution of the conflict, also using expressions that generate aggression and hatred. Moreover, the statements of the Azerbaijani Commissioner for Human Rights were accompanied by public insults addressed to the Armenian Human Rights Defender, noting that the Armenian Human Rights Defender “turned legal issues into objects of political manipulation and organized a cheap show by primitive methods.”

Besides, the Azerbaijani Ombudsperson put forward a political precondition for meeting with the Armenian Human Rights Defender, stating that “the negotiations with the Human Rights Ombudsman of Armenia will be possible only after the elimination of occupation.”

The Armenian Human Rights Defender has to respond to these political and insulting statements of the Azerbaijani Ombudsperson, to prevent distortion of statements and position, as well as presentation of false information to international partners.

The Armenian Human Rights Defender Arman Tatoyan regrets that his Azerbaijani counterpart makes political statements. Nonetheless, we refrain from commenting on the statements, given that it is not appropriate for a human rights institution to do so. We regret that the Commissioner for Human Rights of Azerbaijan sets a political precondition for the cooperation between the two institutions, obviously following the political framework of the Azerbaijani authorities.

The Human Rights Defender of Armenia was hoping that the new Ombudsperson of Azerbaijan could adopt new approaches for cooperation that could be in accordance with international human rights principles and standards; however, by presenting an approach identical to the official political propaganda shows that nothing has changed in this regard.

Political neutrality of ombudspersons and national human rights institutions is one of the basic principles of their apolitical activity. This cooperation is to ensure the effective protection of human rights. Hence, there should be no political preconditions for cooperation between ombudsperson institutions in establishing and guaranteeing an agenda for human rights.

Human rights protection is of the universal nature. Hence, the guarantee and protection of the human rights of people living in Artsakh should not depend on the disaccord related to the political status of Artsakh.

Women, children, persons with disabilities, who live in Artsakh cannot be deprived of legal protection; that would contradict the international legal principles. Participation of the Human Rights Defender of Artsakh and the civil society in international human rights discussions and meetings has an irreplaceable role because political factors should have no impact on human rights.”

Russian PM returns to work after recovering from coronavirus

YEREVAN, MAY 19, ARMENPRESS. Russian Prime Minister Mikhail Mishustin, who had been admitted to hospital with COVID-19, has resumed his duties, according to Russian President Vladimir Putin’s decree published on the Kremlin website, reports TASS.

Mishustin held several meetings in the format of a video conference while he was in hospital.

On April 30, Mishustin announced that he had been diagnosed with the coronavirus infection. After that, the prime minister was admitted to hospital for treatment, while his duties were assumed by First Deputy Prime Minister Andrei Belousov. The presidential decree has canceled an earlier decree that appointed Belousov as the acting head of government.

40 residents at Yerevan’s Nork nursing home test positive for coronavirus

40 residents of Yerevan’s Nork old age home have tested positive for Covid-19, the Spokeswoman at the Ministry of Health Alina Nikoghosyan wrote on Facebook. infections have been confirmed among the staff as well.

“This is a quite dangerous epicenter of the virus, considering the age group of the patients and the accompanying chronic diseases they may have,” Nikoghosyan added.

In her words, all patients are under the care of the medical staff from Yerevan St. Grigor Lusavorich Medical Centre. The infected residents and staff members will be transferred to Yerevan hospitals for the future treatment.

184 coronavirus cases confirmed in past 24 hours – NCDC

YEREVAN, MAY 15, ARMENPRESS. 184 coronavirus cases have been diagnosed in Armenia in the past 24 hours, bringing the total number of confirmed infections to 4044, the NCDC reported.

94 people recovered, raising the total number of discharged patients to 1666.

The number of fatalities has reached 52, with 3 patients having died from coronavirus complications in the past day.

The number of active cases stands at 2304.

Armenia’s minister of environment sacked

Lynch mob in Armenia: hundreds riot in the provincial city of Gavar

A double homicide has been committed in the Armenian city of Gavar, 90 km from the capital, provoking almost 500 people to form a lynch mob in protest.
 
The incident took place on April 28, but the motivation behind the bloody occurrence is not yet known.

The Armenian media write that this is one in a string of recent events involving a showdown between underage Gavarians, which began two months ago. Adults tried to intervene in order to break up the youths, but shooting broke out.
 
A video appeared on social media showing cars come to a stop in the middle of the road before several men get out and start shooting.
 
As a result, two were killed, one of whom was a military police investigator. Four more were taken to the hospital with injuries.
 
Two of the attackers attempted to flee in their car, but crashed and are now also in the hospital.
 
Additional police forces were sent from Yerevan to Gavar. The chief of police himself went to the scene.
 
While representatives of law enforcement agencies worked at the crime scene, a crowd of 500 people burst into the Gavar hospital where the wounded had been taken.
 
After breaking through the police blockade, hundreds of people smashed everything in the medical center and reached the ward where the two shootout participants were held. Media wrote that they were friends and relatives of the dead. The mob then slit the throat of one of the injured men.
 
However, the press service of the investigative committee denied this report, officially declaring that after police intervened, the Gavarian ‘avengers’ “did not commit the crime and dispersed.”
 
More than 50 attack participants have already been detained. The Gavar hospital, despite the attack, remains open and under the surveillance of special police in case there is another riot.
