AZERBAIJAN VIOLATES CEASEFIRE MORE THAN 1,000 TIMES IN SEPTEMBER

YEREVAN. – Azerbaijan breached the truce with Armenia and the
Nagorno-Karabakh Republic over 1,000 times in September 2013.

Armenian Defense Minister’s Press Secretary Artsrun Hovhanisyan told
the aforesaid to Armenian News-NEWS.am.

As a result of the ceasefire violation by Azerbaijan, the Armenian
side was compelled to open response fire 210 times, the Armenian
MOD reports.

Ten percent of the truce violation by the Azerbaijani Armed Forces
was carried out by snipers, who made use of average-caliber weaponry.

At the same time, the Azerbaijani side used large-caliber sniper
weapons about 35 times.

The Armenian side, on the other hand, made use of such weaponry close
to 15 times.

DINK MURDER SUSPECT MISSING FOR 15 DAYS

One of the suspects in the Hrant Dink murder trial is nowhere to be
found, although a court order was issued for his capture 15 days ago.

Erhan Tuncel, one of the main suspects in the 2007 murder of Dink,
a journalist, was initially acquitted by a lower court. The first
court trial also revealed suspicious links between Tuncel and police
and gendarmerie intelligence units. It appears that Tuncel worked as
an informant for a local police department.

When Dink was assassinated in January 2007, Yasin Hayal and Tuncel
were among the 19 suspects accused of plotting the murder. At the
end of the trial, the İstanbul 14th High Criminal Court acquitted
Tuncel of the charges against him related to the assassination, but
sentenced Hayal, who the court found had conspired to assassinate
the journalist, to life.

The İstanbul 2nd Juvenile High Criminal Court sentenced Ogun Samast,
the hitman, to 23 years in prison. However, the court also ruled
that Samast and Hayal had acted on their own, and that there was no
criminal or terrorist organization behind them, a finding that was
overturned by the Supreme Court of Appeals in a review of the lower
court’s ruling in May of this year.

The İstanbul 14th High Criminal Court started to rehear the trial
on Sept. 17, and this time the prosecution demanded Tuncel’s arrest
and the court complied, issuing an arrest warrant. However, Tuncel
is nowhere to be found. Police have been looking for him for the past
15 days.

Erdogan Soruklu, a lawyer representing Tuncel, had earlier said that
his client would surrender.

Dink, the editor-in-chief of the Turkish-Armenian weekly Agos,
was shot dead on Jan. 19, 2007, by ultranationalist teenager Samast
outside the newspaper’s offices in İstanbul in broad daylight.

Samast, tried in a juvenile court because he was a minor at the time
of the crime, was sentenced to nearly 23 years in prison. On Jan. 17,
2012, the İstanbul 14th High Criminal Court handed Hayal a life
sentence for inciting Samast to commit murder.

The prosecutor of the first trial said that the murder was planned
and carried out by the Ergenekon terrorist organization, but the
court denied the existence of organized criminal activity in the
murder. The prosecutor of the Supreme Court of Appeals later said
there was a terrorist organization involved and that the state should
investigate it.

The 9th Chamber of the Supreme Court of Appeals in May ruled that there
was an organization involved, but said that it was a simple crime ring,
effectively denying that Ergenekon played any role in the murder.

Armenia’s Accession To Customs Union Will Substantially Reduce Trans

although it does not share a common border with any of its members
will substantially reduce the transit costs of Armenian exporters,
Prime Minister Tigran Sargsyan said on Wednesday during a Q&A session
of parliament.

He said all member countries use the same type documents and once the
goods with relevant documents are in the territory of the Customs Union
there will be no need of customs clearance and goods will cross the
border in a simplified manner without inspection . This will provide
an opportunity to significantly reduce transit costs of exporters,”
he said.

On September 3 President Serzh Sargsyan pledged to make Armenia
part of the trade bloc in a joint statement with his Russian
counterpart Vladimir Putin following their talks in Moscow. Sargsyan
also promised to “participate in the formation of the Eurasian

The law enforcers’ checkup revealed all guilty of sendingArmenian
citizen to Baku from Borispol airport.

As reported earlier, the Union of Armenian of Ukraine is monitoring
the situation. The chairman of the Union Vilen Shatvoryan, who is
also MP of the Ukrainian Rada, has filed an inquiry to clarify the
circumstances of the incident when Armenian citizen was sent to Baku
instead of Yerevan.

The checkup conducted by prosecutor’s office of the Kiev region
revealed all those responsible for the incident. They will be held
accountable, AnalitikaUA.net reported.

Asatur Khachatryan appeared to have problems with documents and was
seated on a plane heading to Baku instead of Yerevan.

Digitec 2013 Annual Expo To Be Held October 4-6

Digitec 2013 Annual ICT/HighTech Expo will be held on October 4-6 in
Yervan Expo Centre. About 125 foreign and local companies are expected
to participate in the 9th Expo.

This year’s event will be held under the title “Festival for High Tech
Armenians.” It will bring together companies from Canada, Singapore,
Russia, US and Armenia representing the IT sector. Organizers
anticipate 26,000 visitors (instead of last year’s 24,000) at the
exhibition.

This year the expo will consist of separate sections. The participants
will present the latest innovative products and systems, engineering
and high-tech solutions, mobile solutions, software etc. during the
3 days, Executive Director of the Union of Information Technology
Enterprises (UITE) Karen Vardanyan told a press conference today.

The basic goal of the ninth international technological expo is to
create favorable communication platform for high-tech companies,
business customers and society. It will be held under the high
patronage of the Prime Minister of the Republic of Armenia.

What Has Hollande Prompted?

WHAT HAS HOLLANDE PROMPTED?

During the Sargsyan-Hollande meeting keeping up the pace and quality
of the EU-Armenia partnership was highlighted, the official press
release runs. It is not clear how the pace and quality will be kept up
if it was mostly determined by the Association Agreement and DCFTA,
which actually disappeared after the decision of Armenia to join the
Customs Union.

The Europeans want specific proposals from Armenia to understand
Armenia’s vision of further partnership with Europe. In his
congratulatory message the French President Hollande invited Serzh
Sargsyan to Paris to talk about the latest developments.

Does France have the vision of the future of the EU-Armenia pace and
quality to talk about which Serzh Sargsyan was invited?

Sargsyan has placed France in an awkward situation. France has played
an important role in the EU-Armenian cooperation. France is Armenia’s
partner number one in Europe, and this partnership is described by
deeper lines than just trade statistics. Serzh Sargsyan’s U-turn to
Moscow on the way to Vilnius was clear disrespect for Paris in the
first place. It is not just a matter of surprise. Simply Armenia
took a step that placed its most important European partner in an
awkward situation.

On the other hand, France is smart enough a state not to have illusions
about the Armenian government. In this sense, Paris should be ready
for the most unexpected U-turn and have a back-up plan.

It is not ruled out that this very thing was discussed with Serzh
Sargsyan. Or maybe the word “discuss” is a complement for Yerevan.

Serzh Sargsyan has just been introduced to some details of the back-up
plan for the forthcoming period.

France is interested in keeping its capacity of Armenia’s “protector”
because Europe seems up for the competition of bilateral relations
involving Armenia. The United Kingdom, Germany, as well as Poland
have been noticeably active. The Armenian government with its typical
wiliness and intuition are trying to use the competitive moods in the
old continent to overcome frustration and anger of European partners
after the Customs Union.

In this regard, the appointment of two Armenian ambassadors, Armen
Sargsyan to the United Kingdom and Vahan Hovhannisyan to Germany is
significant. No doubt, these are not just names on the diplomatic
duty list.

In this regard, Paris may try to keep up the leader’s role in Armenia’s
bilateral relations in Europe. And it is not ruled out that Paris will
give Yerevan a hint of proposals that Europe is expecting from Yerevan.

YEREVAN, October 1. / ARKA /. Armenia’s decision to join the Russia-led
Customs Union was calculated and balanced, Prime Minister Tigran
Sargsyan said today in Russia’s St. Peterbsurg at a meeting with the
Russian transport minister Maxim Sokolov.

Sargsyan traveled to the Russian city to attend a session of the
joint Russian-Armenian intergovernmental commission on economic
cooperation. Sargsyan and Sokolov are the Armenian and Russian
co-chairmen of the commission.

“No one invited us to join the Customs Union. Armenia’s decision in
favor of the Customs Union was calculated and balanced,” Sargsyan said.

According to him, on the one hand this decision is backed
by the historical experience and on the other -hand by a
cold calculation, aimed at creating an environment that is
fully consistent with the national interests of Armenia. He
added that integration associations should be formed

YEREVAN. – Azerbaijanis do not seem to show much interest in
presidential elections slated for October 9, political analyst Arif
Yunusov said during a space bridge.

“Registration of candidates for presidential elections was accompanied
by pressure. Incumbent leader Ilham Aliyev was the first to register
his candidacy, others appeared to have problems with documents,”
he said.

He is convinced the candidates cannot have contacts with citizens, and
the police are preventing them from having any contacts. Yunusov said
this resulted in low level of public awareness and lack of interest
in presidential vote.

People think that the central electoral commission has decided
everything beforehand, the political analyst concluded.

Elderly people make up 12.1% of Armenia’s population. Aysor.am was
informed by Ministry of Labor and Social Affairs that 60% of elderly
citizens are women. 1,090 elderly people currently live in old people’s
homes of Armenia.

By standards of the World Health Organization, people aged between 65
and 75 are considered elderly. In Armenia, the average life expectancy
is 73-74 years.

MOSCOW SEEKS TO BLOCK POST-SOVIET STATES FROM INKING EU TREATY: PAPER

PanARMENIAN.Net – For decade and more after the collapse of the Soviet
Union, the newly independent republic of Moldova was widely regarded
in the West as a basket case, The Washington Post said in an editorial.

Governed by an unreconstructed Communist Party, it was known – when
it was known at all – mainly for trafficking in organs and women. Now
a liberal democracy with a growing economy, Moldova stands on the
brink of initialling an association agreement with the European Union.

“Russia’s bullying is not limited to Moldova. Georgia, Armenia and
Ukraine also have been the target of a mix of punitive measures and
bribes in the last several months. The Kremlin’s zero-sum aim is to
block those countries from completing association agreements with the
European Union and compel them to join a Moscow-led customs union that
would be an E.U. rival – and a means of realizing Mr. Putin’s dream
of recreating something like the Soviet Union,” the editorial said.

“Earlier this month Armenia capitulated and said it would join the
would-be Eurasian Union. But Moldova, Ukraine and Georgia have been
holding firm, saying they will proceed with their E.U. agreements. The
choice is a courageous one for all three governments. To qualify
for E.U. association, and the free-trade benefits that come with
it, the countries have to enact far-reaching reforms. Mr. Putin,
in contrast, asks nothing more other than tariff harmonization –
and implicit acceptance of Russian suzerainty,” the daily said.

“Some E.U. countries, such as Lithuania and Poland, are pressing E.U.

governments to ease the political conditions in response to Russia’s
pressure. That probably would be a mistake: if respect for the rule
of law is not linked to the economic benfits of E.U. association,
backsliding is likely. But E.U. leaders should work hard in the next
two months to persuade the Eurasian countries to embrace those Western
values – and they could use some help from the United States,” The
Washington Post concluded.

Armenia completed technical talks on a ‘deep and comprehensive
free-trade agreement’ (DCFTA) with the EU in July and it was set
to be signed at a summit with the EU in late November. In addition
to a free-trade deal, Armenia has been working towards the signing
of an association agreement with the EU, a framework agreement on
co-operation that is seen as a first step towards political integration
with the EU.

However, during a Sept 3 meeting with Russian President Vladimir Putin,
Armenian leader Sargsyan said Armenia is ready to join Customs Union,
with further plans to be involved in formation of the Eurasian Economic
Union. Mr. Putin supported the initiative, vowing procedural assistance
to Armenia.

Swedish Foreign Minister Carl Bildt described Armenia’s intention as
a U-turn in relations with the European Union. “Seems as if Armenia
will break talks on free trade agreement with EU and integrate with
Russia instead,” he said.

Linas Linkevicius, the Foreign Minister of Lithuania, which holds
the rotating EU presidency, said Armenia “has blocked its chances of
signing a free trade deal with the European Union by choosing to join
the Russia-led union.” “We respect any choice of countries but they
cannot enter both organizations at the same time because of different
tariff requirements,” he said.

In a separate statement, Linkevicius and seven other ministers
from Nordic and Baltic countries warned against Russian pressure on
post-Soviet states. “Any economic threat or political pressure directed
against Eastern partners because of their European aspirations and
engagement with the EU is unacceptable,” they said.

The European Commissioner for Enlargement and Neighbourhood Policy,
Stefan Fule said the Customs Union membership is not compatible with
the DCFTAs which have been negotiated with Ukraine, the Republic of
Moldova, Georgia and Armenia.

“This is not because of ideological differences; this is not about
a clash of economic blocs, or a zero-sum game. This is due to legal
impossibilities: for instance, you cannot at the same time lower your
customs tariffs as per the DCFTA and increase them as a result of
the Customs Union membership,” he said during the European Parliament
plenary meeting in Strasbourg in a statement on “the pressure exercised
by Russia on countries of the Eastern Partnership.”

“It may certainly be possible for members of the Eastern Partnership
to increase their cooperation with the Customs Union, perhaps
as observers; and participation in a DCFTA is of course fully
compatible with our partners’ existing free trade agreements with
other Commonwealth of Independent States (CIS) states,” Fule said.

The Customs Union was formed in 2010 to include of Belarus, Kazakhstan,
and Russia; Kyrgyzstan and Tajikistan later expressed willingness to
join the Union.
