ARMENIA’S DECISION TO JOIN CUSTOMS UNION WAS CALCULATED AND BALANCED -PRIME MINISTER

YEREVAN, October 1. / ARKA /. Armenia’s decision to join the Russia-led
Customs Union was calculated and balanced, Prime Minister Tigran
Sargsyan said today in Russia’s St. Peterbsurg at a meeting with the
Russian transport minister Maxim Sokolov.

Sargsyan traveled to the Russian city to attend a session of the
joint Russian-Armenian intergovernmental commission on economic
cooperation. Sargsyan and Sokolov are the Armenian and Russian
co-chairmen of the commission.

“No one invited us to join the Customs Union. Armenia’s decision in
favor of the Customs Union was calculated and balanced,” Sargsyan said.

According to him, on the one hand this decision is backed
by the historical experience and on the other -hand by a
cold calculation, aimed at creating an environment that is
fully consistent with the national interests of Armenia. He
added that integration associations should be formed

YEREVAN. – Azerbaijanis do not seem to show much interest in
presidential elections slated for October 9, political analyst Arif
Yunusov said during a space bridge.

“Registration of candidates for presidential elections was accompanied
by pressure. Incumbent leader Ilham Aliyev was the first to register
his candidacy, others appeared to have problems with documents,”
he said.

He is convinced the candidates cannot have contacts with citizens, and
the police are preventing them from having any contacts. Yunusov said
this resulted in low level of public awareness and lack of interest
in presidential vote.

People think that the central electoral commission has decided
everything beforehand, the political analyst concluded.

Elderly people make up 12.1% of Armenia’s population. Aysor.am was
informed by Ministry of Labor and Social Affairs that 60% of elderly
citizens are women. 1,090 elderly people currently live in old people’s
homes of Armenia.

By standards of the World Health Organization, people aged between 65
and 75 are considered elderly. In Armenia, the average life expectancy
is 73-74 years.

PanARMENIAN.Net – For decade and more after the collapse of the Soviet
Union, the newly independent republic of Moldova was widely regarded
in the West as a basket case, The Washington Post said in an editorial.

Governed by an unreconstructed Communist Party, it was known – when
it was known at all – mainly for trafficking in organs and women. Now
a liberal democracy with a growing economy, Moldova stands on the
brink of initialling an association agreement with the European Union.

“Russia’s bullying is not limited to Moldova. Georgia, Armenia and
Ukraine also have been the target of a mix of punitive measures and
bribes in the last several months. The Kremlin’s zero-sum aim is to
block those countries from completing association agreements with the
European Union and compel them to join a Moscow-led customs union that
would be an E.U. rival – and a means of realizing Mr. Putin’s dream
of recreating something like the Soviet Union,” the editorial said.

“Earlier this month Armenia capitulated and said it would join the
would-be Eurasian Union. But Moldova, Ukraine and Georgia have been
holding firm, saying they will proceed with their E.U. agreements. The
choice is a courageous one for all three governments. To qualify
for E.U. association, and the free-trade benefits that come with
it, the countries have to enact far-reaching reforms. Mr. Putin,
in contrast, asks nothing more other than tariff harmonization –
and implicit acceptance of Russian suzerainty,” the daily said.

“Some E.U. countries, such as Lithuania and Poland, are pressing E.U.

governments to ease the political conditions in response to Russia’s
pressure. That probably would be a mistake: if respect for the rule
of law is not linked to the economic benfits of E.U. association,
backsliding is likely. But E.U. leaders should work hard in the next
two months to persuade the Eurasian countries to embrace those Western
values – and they could use some help from the United States,” The
Washington Post concluded.

Armenia completed technical talks on a ‘deep and comprehensive
free-trade agreement’ (DCFTA) with the EU in July and it was set
to be signed at a summit with the EU in late November. In addition
to a free-trade deal, Armenia has been working towards the signing
of an association agreement with the EU, a framework agreement on
co-operation that is seen as a first step towards political integration
with the EU.

However, during a Sept 3 meeting with Russian President Vladimir Putin,
Armenian leader Sargsyan said Armenia is ready to join Customs Union,
with further plans to be involved in formation of the Eurasian Economic
Union. Mr. Putin supported the initiative, vowing procedural assistance
to Armenia.

Swedish Foreign Minister Carl Bildt described Armenia’s intention as
a U-turn in relations with the European Union. “Seems as if Armenia
will break talks on free trade agreement with EU and integrate with
Russia instead,” he said.

Linas Linkevicius, the Foreign Minister of Lithuania, which holds
the rotating EU presidency, said Armenia “has blocked its chances of
signing a free trade deal with the European Union by choosing to join
the Russia-led union.” “We respect any choice of countries but they
cannot enter both organizations at the same time because of different
tariff requirements,” he said.

In a separate statement, Linkevicius and seven other ministers
from Nordic and Baltic countries warned against Russian pressure on
post-Soviet states. “Any economic threat or political pressure directed
against Eastern partners because of their European aspirations and
engagement with the EU is unacceptable,” they said.

The European Commissioner for Enlargement and Neighbourhood Policy,
Stefan Fule said the Customs Union membership is not compatible with
the DCFTAs which have been negotiated with Ukraine, the Republic of
Moldova, Georgia and Armenia.

“This is not because of ideological differences; this is not about
a clash of economic blocs, or a zero-sum game. This is due to legal
impossibilities: for instance, you cannot at the same time lower your
customs tariffs as per the DCFTA and increase them as a result of
the Customs Union membership,” he said during the European Parliament
plenary meeting in Strasbourg in a statement on “the pressure exercised
by Russia on countries of the Eastern Partnership.”

“It may certainly be possible for members of the Eastern Partnership
to increase their cooperation with the Customs Union, perhaps
as observers; and participation in a DCFTA is of course fully
compatible with our partners’ existing free trade agreements with
other Commonwealth of Independent States (CIS) states,” Fule said.

The Customs Union was formed in 2010 to include of Belarus, Kazakhstan,
and Russia; Kyrgyzstan and Tajikistan later expressed willingness to
join the Union.

Naryshkin At PACE: Russia Is Not Exerting Pressure On Ukraine

Russia is not exerting pressure on Ukraine, but is using its right
to inform Kiev about the advantages of joining Customs Union and
consequences of EU accession, Russian Speaker Sergey Naryshkin said.

Whatever decision Ukraine makes, Russia will care and worry about
the country, he said answering the questions during the PACE plenary
session on Tuesday, ITAR-TASS reported.

“Russia is not exerting any pressure. The only thing, we have the
right to present comparative information and we use it,” he said in
response to a PACE delegate who named Ukraine, Moldova and Armenia
among the states pressed by Russia.

In particular, the delegate noted that Russia is taking measures to
hamper Ukraine’s accession to the EU, Interfax reported.

As soon as Armenia joins the Customs Union, 30% of the Russian gas
tariff for the country will be subsidized, Director of the New York
based Institute for Democracy and Cooperation Andranik Mihranyan
said during a meeting with professors of Armenian State Pedagogical
University on Tuesday.

Concerning the suspension of the association negotiations with
the European Union, Mihranyan said that Armenian goods are not
competitive on the European market, so, the Association Agreement
will give Armenia no economic benefits.

“The decision to join the Customs Union will not close the door into
Europe for Armenia. On the contrary, it will turn the country into a
strong player and an equal negotiator with any European country. So,
this was a double victory for the Armenian diplomacy,” Mihranyan said.

BOOK ON HISTORY OF ARMENIAN ORPHAN RUG TO BE PRESENTED

have a reception and presentation of Dr. Hagop Martin Deranian’s work,
President Calvin Coolidge and the Armenian Orphan Rug.

It is dedicated to the memory of the Armenian orphan rug weavers of
the Near East Relief orphanage in Ghazir, Syria (presently Lebanon).

Successor to the American Committee for Armenian and Syrian Relief,
the Near East Relief was established in 1915 in response to urgent
pleas from Henry Morgenthau, the American Ambassador to Turkey, and
through the efforts of industrialist and philanthropist Cleveland
Dodge and the support of President Woodrow Wilson. As such Near
East Relief embarked on a herculean task of saving the lives of over
1,000,000 refugees, including over 100,000 Armenian orphans scattered
throughout the Middle East and the Caucasus in the aftermath of the
Armenian Genocide. Over $100,000,000, an astronomical figure at the
time, was raised between 1915 and 1930 and an army of 1,000 American
physicians, nurses, civil servants, and volunteers labored to save
countless lives, Asbarez reports.

The result of over three decades of research and investigation, Dr.

Deranian’s work traces the history of the rug and the Armenian orphans:
their transportation from Urfa to safety to the present day Lebanon by
the great Swiss humanitarian and physician Jakob Kunzler, known as the
“Father of the Armenian orphans.” He details its journey to the United
States, presentation to President Calvin Coolidge in the White House,
several decades in the possession of the Coolidges and its return again
to the White House in the mid-1980s, where it is stored to this day.

Born in Worcester, Massachusetts in 1922, Dr. Hagop Martin Deranian
was born to genocide survivors from the town of Hussenig, Kharpert
Province, Ottoman Empire. He is named Hagop in honor of Hagop Bogigian,
his mother’s uncle, who was a pioneer rug merchant in America and
benefactor of education for Armenian young women. His mother, born
Varter Bogigian, who died in 1929, was a survivor of the genocide,
having lost six children, her first husband, and parents.

His father, Marderos, who died in 1957, arrived in America in 1900
and operated a grocery store in Worcester. His father raised him from
the age of seven.

Dr. Deranian, a graduate of Clark University and the University of
Pennsylvania School of Dental Medicine, served as Lieutenant (junior
grade) in the United States Navy (1951-53) and has been engaged in
the private practice of dentistry while at the same time serving on
the faculty of the Tufts University School of Dental Medicine.

His translation of his father’s memoir, Hussenig, The Origin,
History and Destruction of an Armenian Town, was published in 1996;
an earlier bilingual edition appeared in 1981. His second book,
Worcester Is America, the Story of Worcester’s Armenians, appeared
in 1995 followed by Miracle Man of the Western Front: Dr. Varaztad
H. Kazanjian, Pioneer Plastic Surgeon, which was published in 2007.

Membership in the Customs Union will give Armenia a chance to speak
to the European Union on a different level. The decision was well
thought-out, Director of the Institute for Democracy and Cooperation
(US), famous Russian-Armenian political scientist Andranik Mihranyan
said during a meeting at the Armenian State Pedagogical University.

According to him, it’s necessary to be in the right time with the
right structures. “The Armenian diplomacy is behaving flexibly today,
and the membership in the Customs Union in no way diverts us from
the path of European integration,” Mihranyan said. According to him,
Armenia’s decision to join the Customs Union makes Armenia a stronger
negotiator with Europe and other countries.

It’s clear that Armenia is situated in a region, where it’s impossible
to be in different security and economic systems, the political
scientist said. He considers that it’s first of all necessary to
understand where your interests are. “In this respect, Armenia is
tightly connected with Russia. Besides, there have been promises from
Europe which have never been realized,” he said.

Europe has come to understand that the principle of “either…, or”
will not work and now they declare they’re ready to continue the
development of cooperation with Armenia, Mihranyan added.

The political scientist added that “if Armenia speaks to Europe, it
does not mean it does or should oppose Russia, especially considering
that Russia has nothing against European values, moreover – Russia
is Europe itself.”

Kokobelyan condemns the incident involving Zaruhi Postanjyan, a
Heritage parliamentary group member.

movement is not defended in our country,” Kokobelyan told Tert.am.

On its part, the Armenian Department of the RF Federal Frontier Service

border under Russian frontier guards’ control.

“The Russian side’s explanations suggest that they committed a
violation,” Kokobelyan said.
