ambassadeur de Russie en Armenie Vyacheslav Kovalenko lors d’une
videoconference Moscou-Erevan.

” C’est elementaire, et on ne sait pas sur quoi est fondee l’aspiration
de l’Armenie a signer un accord d’association avec l’Union europeenne
or cela bloquerait, a mon avis, la seule option possible pour Erevan
de consolider ses relations d’alliance avec la Russie dans le processus
eurasien ” a dit Kovalenko.

Le diplomate a dit qu’il n’a jamais doute que l’Armenie finalement
choisirait l’integration eurasienne, notant que les relations
d’alliance entre l’Armenie et la Russie sont fondees non seulement
sur les secteurs militaro-technique, commerciaux et economiques,
mais aussi sur la cooperation humanitaire.

” La cooperation humanitaire implique le developpement des relations
humaines etroites : c’est la langue russe, l’enrichissement mutuel
entre les deux cultures, c’est l’ouverture prevue de la branche de
l’Universite d’Etat de Moscou en Armenie ” a declare Kovalenko.

Nouvelle Galerie Des Manuscrits Et Des Expositions Au Saint Siège D’

NOUVELLE GALERIE DES MANUSCRITS ET DES EXPOSITIONS AU SAINT SIÈGE D’ETCHMIADZINE

Le 30 septembre, a 14h00, dans la maison des Tresors Alex et Marie
Manoogian au Saint Siège d’Etchmiadzine Sa Saintete Karekine II,
Patriarche supreme et Catholicos de tous les Armeniens, a preside la
ceremonie d’ouverture de la Galerie des manuscrits de M. et Mme Carl
et Emma Soghoyan.

M. et Mme Soghoyan, bienfaiteurs du Saint Siège, ont fait don de près
de deux douzaines de manuscrits ecrits et de la première Bible imprimee
en armenien (Amsterdam, vers 1666), au Saint Siège d’Etchmiadzine.

Les manuscrits seront exposees de facon permanente a côte de ceux du
Saint Siège. Certains documents exceptionnels provenant des archives
du Saint Siège y sont egalement affiches, y compris les documents
secrets par le patriarche d’Istanbul, Mgr Zaven Yeghiayan, concernant
le genocide armenien ainsi que sa lettre au Catholicos Gevorg V,
qui a declare le 24 Avril, comme le jour de la commemoration du
genocide armenien.

Le President Sortant Illham Aliev Remporte La Presidentielle

LE PRESIDENT SORTANT ILLHAM ALIEV REMPORTE LA PRESIDENTIELLE

BAKOU, 9 oct 2013 (AFP) – Le president sortant d’Azerbaidjan, Ilham
Aliev, etait sur le point mercredi de remporter aisement les elections
lui assurant un troisième mandat a l’issue d’un scrutin entache de
fraudes selon l’opposition marginalisee.

Le president etait assure de remporter le scrutin totalisant 84,7%
des voix, selon des resultats partiels fournis par la Commission
electorale centrale sur la base du depouillement de 36% des bulletins.

Son principal adversaire de l’opposition, Jamil Hasanli ne totalisait
que moins de 5% des voix, selon ces resultats.

Plus d’un milliers de partisans du president Aliev, âge de 51 ans,
s’etaient rassembles dans la soiree en dansant et chantant lors d’un
concert pop dans le centre de la capitale Bakou, celebrant la victoire
avant meme l’annonce du score final de leur president.

“Nous pouvons dire que Aliev a ete elu president pour cinq autres
annees”, a declare Ali Ahmedov, le secretaire executif du Nouveau
parti azerbaidjanais d’Ilham Aliev.

Mais l’opposition derrière son candidat Jamil Hasanli a d’ores et
deja denonce “des fraudes massives” durant ces elections dans un pays
riche en gaz et en petrole et a averti qu’elle ne reconnaîtrait pas
les resultats definitifs du scrutin.

M. Aliev a succede a son père en 2003 et a ete reelu en 2008 pour
un deuxième quinquennat, avant d’obtenir par referendum en 2009 la
levee de la limitation a deux mandats presidentiels consecutifs. Avant
lui, son père Heydar Aliev, ancien du KGB (Securite d’Etat du temps
de l’URSS) et membre du Politburo du Parti communiste de l’Union
sovietique, avait dirige le pays presque sans interruption de 1969
a 2003.

YEREVAN. – The members of “Let’s liberate monument from an oligarch”
initiative have reached the Closed Market (photo).

The demonstrators calling to boycott “Yerevan City” supermarket chain
belonging to MP Samvel Aleksanyan gathered on the left. Aleksanyan’s
supporters are standing on the right with police and journalists
between the rows.

Those supporting Aleksanyan are chanting “Go away”, “You are enemies”
slogans.

A group of police officers headed by deputy chief of police Valery
Osipyan are trying to resist Aleksanyan’s “people” who are making
attempts to get through the police line.

Earlier, speaking during the meeting in Mashtots Park, the activists
did not rule out the possibility of clashes.

Lithuanian Officials: Armenia-EU Process Relaunch May Take Years

LITHUANIAN OFFICIALS: ARMENIA-EU PROCESS RELAUNCH MAY TAKE YEARS

PanARMENIAN.Net – Representatives of the Lithuanian government warned
against expectations for initialing any version of the Armenia-EU
association agreement at a Vilnius Eastern Partnership summit next
month.

A number of Lithuanian officials who asked to remain anonymous noted
the initialling of the deal to be impossible for several reasons,
one of them being time frame. With only several weeks left till the
summit launch, introducing amendments to a several hundred pages-long
document is impossible, the officials note. Also, the association
agreement being viewed as a single document, a new mandate from
the European Commission or EU member states is necessary to pick
out and sign certain parts of the document. As the officials note,
the process should be started over again with several months if not
years necessary to complete it.

According them, disappointed over Armenia’s unexpected decision to
join the Russia-led Customs Union, European officials aren’t motivated
to alter the document before the start of the summit.

Lithuanian officials, however, show understanding for Armenian
decision, explaining it by Russia’s pressure.

Lithuania’s parliamentary vice-speaker Petras Austrevicius, by
contrast, was harsh in his criticism of Armenia’s decision, noting
that it came as an unpleasant surprise to Europeans, also violating
the principles of transparency and consistency.

“By joining the Customs Union, Armenia will be missing on its chances
for Eurointegration, also having lower status in EU partnership
compared with Ukraine, Moldova and Georgia,” RFE/RL Armenian service
quoted him as saying.

Armenian Energy Minister Armen Movsisyan announced in parliament
yesterday that negotiations are underway with Russia’s Rosneft over
the sale of Nairit plant. According to him, the results of the first
three stages are positive and Rosneft intends to make the planned
investments. The fourth stage is underway. It is expected to be
completed in October.

“We will start the sale process with Rosneft unless any problem
emerges,” the Minister was quoted as saying by Zhoghovurd.

activities of the participating subdivisions of “Reaction – 2013”
strategic commander and staff exercises demonstrate good results. This
was said by the minister of the Defense of the Republic of Armenia,
Seyran Ohanyan, during the talk with the journalists. As reports
Armenpress, Ohanyan said: “I am content with the tactical part
of this exercise, the activities of the subdivisions. The results
of the fire pierce are visible to everybody. Observing from here,
I consider them to be high. We will make a final decision after the
number of the pierced targets to be accounted, then we will give an
appropriate assessment”.

Armenia’s minister of energy and natural resources said Tuesday
in parliament that the decision to join the Eurasian Customs Union
will help simplify the terms of the natural gas delivery agreement
with Russia.

“There is an agreement which says the gas price for Armenia is $270 on
the border,” the paper has quoted Armen Movsisyan as telling reporters
after a National Assembly debate.

“The negotiations are now underway so an agreement will be signed
soon. I am hopeful it will be concluded in April,” the minister added.

Movsisyan said further that a simplification also means removal of
the taxes, which accounted for about 30% of the total gas tariff.

The paper reports the minister as saying that the prices of the
imported gas will the same as in Russia, save for the transport costs
which will raise the amount to $189 on the border.

The minister thus explained that the tariffs will remain unchanged
for the population, the paper comments .

Reaction-2013 command and staff exercises were held at Baghramyan
Polygon, in Armavir, Armenia, on 7-9 October. SCUD ballistic missiles,
8K14-1, S300 missile systems, OSA air-to-land missile system, as well
as Krunk and Baze drones and other radiolocation systems, weapons made
in Armenia and other arms were tested in the course of the exercises.

Prime Minister Tigran Sargsyan and all the members of the Government
got an opportunity to test their shooting skills, familiarize
themselves with the military hardware and ammunition demonstrated
during the exercises. The Government members followed the exercises
from the observation post. The scenario of the exercises: adoption
of military-political decisions in tense situations, responding to
security challenges, rebuffing foreign aggression, counterattacking
etc.

The goal of the exercises was to transfer experience of assessing
military-political situations, developing recommendations and making
decision to the government agencies, as well as harmonization of the
activity of the government and military agencies in case of tense
military-political situations, introduction of new effective measures
of state government etc.

Reaction-2013 command and staff exercises have proved Armenia’s
readiness and preparedness to meet any security challenges.

Armenia’s Ambassador to UK Armen Sargsyan may become the fourth
president of the country, a Yerevan-based Haykakan Zhamanak Daily
writes.

Head of the President’s Staff Vigen Sargsyan has submitted a proposal
to the Commission for Constitutional Reform to reduce the current
10-year of permanent residence in the country required from the
candidates for president. The paper writes that the amendment will
enable nominating Ambassador Armen Sargsyan as candidate for president
at the next presidential election in Armenia.

“Although Sargsyan has been living abroad for long years, his latest
appointment as Ambassador of Armenia to UK can be considered as
residence in the country, because the Embassy is considered the
territory of the country it represents in line with international
conventions. It has been rumored in the government circles recently
that Sargsyan will be appointed the prime minister and then will
be nominated for the position of the president of Armenia from the
Republican Party,” the paper writes.
