Ministry of Diaspora became a prospective structure: Armenia’s President

YEREVAN, OCTOBER 11, ARMENPRESS. On October 11, the President of the
Republic of Armenia Serzh Sargsyan paid a visit to the Ministry of
Diaspora of the Republic of Armenia and participated in the event
summing up the results of the Ministry’s five-year activity. The Mass
Media and Public Relations Department of the President’s Office
informed “Armenpress” that previously the President toured in the
Ministry, got acquainted with the working conditions of the staff’s
departments, and had a conversation with the employees of the Ministry
regarding the ongoing activities and future plans. Also, President
Serzh Sargsyan visited the introducing the Ministry’s activity during
the past 5 years.

The President of the Republic of Armenia Serzh Sargsyan made remarks
at the event and congratulated the participants on the occasion of the
anniversary of the Ministry’s establishment. Also, the President
touched upon the challenges the Ministry has to face with, its
achievements, the structure’s mission and the future plans.

Among other things the President of the Republic of Armenia Serzh
Sargsyan underscored: “The Ministry of Diaspora is not just a
successful structure, but also it has become a developing and
prospective structure, which is engaged in the solution of the issues
involved in the Armenians’ agenda. This Ministry links the Diaspora to
the Motherland, and strengthens and directs those ties. The 5-year
activity of the Ministry proves the expediency of the regulation of
our relations with the Diaspora and concentration of the ties with the
state.”

Membership of Customs Union will reduce level of Armenia’s shadow economy

YEREVAN, OCTOBER 11, ARMENPRESS. The membership of the Customs Union
will reduce the level of Armenia’s economy to be in the shadow. The
head of the Union of Local Manufacturers of Armenia Vazgen Safaryan
mentioned about it at the talk with the journalists on October 11.
According to him, the shadow component in the economy of our country
is around 35 percent. Safaryan believes that the Government will
demonstrate sufficient will for the reduction of the shadow economy.
`Being a member of the Customs Union will promote the implementation
of fair tax policy, as not to put the burden on small and medium
business, which are more vulnerable,’ said the head of the Union of
Local Manufacturers of Armenia, Vazgen Safaryan, adding that entering
the Costumes Union, the Republic of Armenia will admit co-economic
laws and will implement new approaches to the issues of tax and
customs policy.

Azerbaijani scholar: NATO should extend Article 5 to Eastern
Partnership countries

The chief editor of The Lithuania Tribune Ruslanas Irþikevièius spoke
with Bakhtiyar Aslanbayli, a lecturer from the Baku State University,
Department of Diplomacy and Contemporary Integration Processes at the
Riga Conference 2013.

The conversation concerned Azerbaijan’s view on the hidden Russia’s
pressure in relation to the Eastern Partnership Programme, as well as
NATO’s plans to amend the treaty by extending the Article 5 to the
Eastern Partnership countries, and the Nagorno-Karabakh conflict being
very useful for Russia. According the academic, there is no end to
that conflict for another 5-10 years.

The Lithuania Tribune (TLT): President Grybauskaitë has argued that
Russia’s pressure on the EU’s Eastern Partnership showed the lack of
state’s confidence. Does Azerbaijan feel Russia’s pressure in relation
to the Eastern Partnership?

Bakhtiyar Aslanbayli (BA): I would agree with Her Excellency. There is
pressure coming from Russia. Although it is invisible – you cannot
really feel that pressure coming from the state officials –
undoubtedly it is there considering certain behaviour and reactions to
certain things.

Especially if we look at the Eastern Partnership context, which is
regarded as provocative in Russia, that pressure element is there and
it includes reactions to different political factors in the Eastern
Partnership countries, such as Azerbaijan’s co-operation with the
European Union.

The main issue for Azerbaijan in relation to the EU and the Eastern
Partnership is to get the security guarantee. The EU-oriented foreign
policy of Azerbaijan affects certain status quos, which, consequently,
has an impact on the state’s relations with Russia. We try to balance
that by maintaining good relationship with Russia and strengthening
the relationship with the EU.

TLT: What does Azerbaijan expect from the Eastern Partnership Summit
that will take place in Vilnius?

BA: I would not say that there any specific expectations from that
particular summit. There are only general expectations and we expect
to materialise them.

TLT: The success of the Eastern Partnership partly depends on the EU.
>From your point of view, what should the EU do to facilitate the
increasing co-operation between the EU and its Eastern neighbours?
What can go wrong?

BA: Talking about Azerbaijan and Georgia, there is a general
understanding that the relationships with the EU and NATO are two-way
streets. If people could see that those relationships bring certain
results, that could fulfil some of our expectations, in terms of more
support to the Eastern Partnership countries and the activities that
weaken Russia’s influence in the region. That might be too much to
expect, but I would not say there is any kind of failure in the EU or
NATO’s actions.

I think that both the EU and NATO have to rethink their relationships
with the Eastern Partnership countries. For instance, NATO’s Article 5
does not apply to us, as we are only partners of the Alliance, and the
alliance’s Article 4, which refers to partner-states, does not suit us
any longer under current circumstances; for example, continuous
threatening from Russia and occasional threats from Iran (for
instance, any Western attack against Iran could lead to their response
directed against the Western interests and energy-related matters that
are based in Azerbaijan).

If we look at the Armenian example, they also conduct military
exercises, the purpose of which is to learn to attack a pipeline.
Having in mind certain geopolitical conditions, any threat coming from
Armenia becomes an indirect threat from Russia, so there are many
serious threats against energy infrastructure.

The question is whether Azerbaijan is ready to protect its energy
infrastructure. The state is ready, but not to the largest possible
degree. Therefore, we see the need for new agendas due to the already
mentioned conditions regarding the NATO’s Articles 4 and 5. I would
suggest some sort of new specific operational or partnership
agreement. That is important as the protection of our energy
infrastructure is a mutual interest of Azerbaijan and many of the EU
and NATO member-states, because the infrastructure benefits the people
living in those countries.

TLT: Recently, Armenia has declared that it would like to relate its
future to the Eurasian Union. How that may affect the Nagorno-Karabakh
conflict?

BA: I cannot call that as something unexpected. Armenia is close to
the Customs Union, it is also close to Russia, which was always
supportive towards Armenian politics. So, I do not think there are any
significant changes. What has changed is that now Armenia and Russia
will strengthen their relationship in order to achieve the Customs
Union.

These two states do not share any border; therefore, it was suggested
to build a railway which would connect Russia and Armenia. If such
project was successful, the most important would be Georgia’s reaction
to that. That might change the relations between Georgia and Armenia.

Regarding the Nagorno-Karabakh conflict, I would like to speak as an
academic, not a diplomat. The conflict was triggered and developed,
promoted and maintained by Russia. Russia is not interested in any
form of resolution of the conflict. Even if we supported the
independence of Nagorno-Karabakh, Russia would probably not be
interested in that despite its support to Armenia.

So the conflict will continue as long as Russia continues to influence
the geopolitics of the region. Maybe then Azerbaijan and Armenia will
be able to agree on the potential solution of the conflict.

TLT: Can it be argued that the conflict will continue for at least
next 50-100 years?

BA: I would not be so pessimistic. I honestly do not see its
conclusion in the next 5-10 years. The issue is that we do not know
how Russia’s influence will be weakened. New energy sources, such as
shale gas and more environmental-friendly use of coal, could impact
Russia’s economy and, consequently, its influence.

The conclusion would be similar to what happened with the Soviet Union
– it collapsed after its economy collapsed. Another possible scenario
can be based on the changing political system in Russia. Democratic
powers are becoming more and more influential domestically, that could
eventually lead to a less aggressive foreign policy.

TLT: What do you think about Lithuania’s role in solving the
Nagorno-Karabakh conflict?

BA: I think that the Baltic States, including Lithuania, are doing
their best. They are very supportive towards the conflict resolution
within the EU and the Council of Europe. The support that your foreign
policy is expressing is visible. Regarding the current geopolitical
situation, I do not think you could do more.

Last Stretch: Koutoujian Garners Key Endorsements as Election Day Nears

WALTHAM, Mass. (A.W.) – With only days remaining until the Democratic
primary in the Fifth District Congressional race on Oct. 15, Middlesex
Sheriff Peter J. Koutoujian – who describes himself as a `kid from
Waltham’ – garnered some key endorsements, as he campaigned to succeed
Edward J. Markey in the US House of Representatives.

Since this will be a special election, the candidate who is able to
move more voters and get them to the polls will win the primary.

The 52-year-old Koutoujian’s campaign is likely to get a boost with
state House Speaker Robert A. DeLeo’s endorsement on Oct. 9.

Commentators expect DeLeo’s endorsement to go far in this race where a
low voter turnout is expected. DeLeo, who represents Winthrop and part
of Revere, is a political heavyweight in the state, and his support
for Koutoujian – a former state representative – is likely to help lift
voters’ and donors’ confidence in the Sheriff, say observers.

`I know how important it is for a district to have a strong dedicated
and intelligent representative always willing to do what is in the
best interest of his or her constituents,’ DeLeo said in a statement
released by the Koutoujian campaign. `Peter will be that person for
the Fifth Congressional District…. I am proud to endorse my friend
Peter Koutoujian for Congress.’

The Boston Herald also endorsed Koutoujian on Oct. 8. `Sometimes it’s
hard to look at the dysfunction that is now Washington, D.C., and not
marvel that anyone would want to be a part of it. And frankly a number
of the candidates currently in the race are such committed ideologues
of the left that it is hard to imagine them doing anything but
contributing mightily to that dysfunction. But one of those Democratic
contenders, current Middlesex County Sheriff Peter Koutoujian, by
virtue of his experience, his integrity and his work ethic has the
potential to actually make a positive contribution and the Herald is
pleased to endorse his candidacy,’ read the editorial.

Others who have endorsed the Sheriff include State Senator Warren
Tolman of Watertown and former Director of the White House Office of
Women’s Initiatives and Outreach Betsy Myers.

During his campaign, Koutoujian has said that the big issues matter to
him as much as the smaller ones, as both impact people’s lives. As a
state representative, he has worked on a school nutrition bill,
stalking legislation, workplace smoking ban, and is an outspoken
supporter of the Affordacle Care Act.

On education, Koutoujian believes there should be a fixed rate
established on college education loans. On gun safety, he calls for a
ban on assault weapons and high capacity magazines, saying, `No
responsible gun owner needs a weapon that shoots 100 bullets a
minute.’ He also calls for expansion of mental health services, as
well as universal background checks for firearm purchases. He wants
Congress to end tax subsidies for oil companies, while increasing
investment in alternative sources of energy. As the grandchild of
immigrants, Koutoujian believes immigration reform is a must to help
undocumented immigrants become legal citizens. On Social Security,
Koutoujian says he will not compromise: `We cannot solve the nation’s
deficit problem on the backs of our seniors while billionaires and
corporations are not paying their fair share. Our senior citizens have
spent their entire lives paying their fair share and we owe it to them
to hold up our end of the bargain.’ Like the other candidates,
Koutoujian is pro-choice, and believes that women should receive the
same compensation as their male counterparts in the workforce.

Koutoujian has said his Armenian heritage and his experience as a
descendent of Armenian Genocide survivors informs certain positions on
issues. For instance, during a televised debate between the Democratic
contenders, Koutoujian was asked whether he would have supported
military intervention in Syria. `I’m the grandchild of Armenian
genocide survivors and everything in my being wanted to go there and
protect those people because I know what happened to my people,’ said
the Sheriff. `But when I really considered it in line with the lack of
support of the larger international community and the failure of a
long-term vision, not just for entrance, but for exit with regard to
Syria, really made me realize … that we can’t go in there.’ He also
added that in case of Genocide, he would absolutely vote for an
intervention.

Six other Democrats are also vying to get the Democratic nomination in
this race, four of whom – like Koutoujian – hold elected office. All of
the candidates describe themselves as `progressive.’ Since this will
be a special election, the candidate who is able to move more voters
and get them to the polls will win the primary.

According to a poll conducted by the Emerson College Polling Society
in Sept., Koutoujian’s main contenders are State Senator Katherine
Clark, 50, who is ahead, and State Senator Karen Spilka, 60, behind
him.

Clark, who is a resident of Melrose, is endorsed by state Attorney
General Martha Coakley, as well as EMILY’s list, a national
organization that supports pro-choice female candidates. She has
promised to be a voice for women’s rights in Washington, is advocating
for universal pre-kindergarten in the country, and has vowed to fight
`radical’ and `extremist’ Republicans in Congress.

`I’m tired of hearing radical Republicans talk about family values
when they don’t actually focus on what’s best for our families,’ Clark
was quoted as saying on her campaign site. On Oct. 10, the Boston
Globe endorsed Clark. `[Of all the candidates] the one who has best
articulated a strategy for navigating the bitterly divided House is
state Senator Katherine Clark of Melrose, whose warmth and
intelligence are complemented by a sharp understanding of the issues
and a shrewd legislative game plan. The Globe is pleased to offer her
its endorsement in next Tuesday’s Democratic primary,’ read the
statement. As a State Senator, Clark represents Malden, Melrose,
Reading, Stoneham, Wakefield, and Winchester.

Ashland-resident Spilka, a former social worker and labor lawyer, is
enjoying endorsements from most labor unions. Spilka, who has been a
state senator since 2001, has focused her campaign on health
issues – including rights for the mentally disabled. She is a champion
of labor unions, and says job creation is a top priority of hers.

State Senator Will Brownsberger, 56, from Belmont has made
transparency a focal point, priding himself on being the only
candidate to refuse any financial contributions from PACs or lobby
groups. He has made his email and cell phone number available to the
public, and vows to do the same if elected. Brownsberger, who is often
described as `professorial,’ says he is not someone to shy away from
unpopular votes. `…It really takes courage to vote against the tide.
And I’ve been willing to do that too…. Sometimes, a legislator needs
to do something that is unpopular and trust that constituents will
respect his explanation of his vote,’ he noted on his campaign
website.

State Representative Carl M. Sciortino Jr., 35, from Medford has made
cooperation a running theme in his campaign, with an ad in which he
embraces his father who is a Tea Party supporter. Sciortino, a
self-described `Massachusetts liberal,’ has asserted his unyielding
and principled approach to issues, a trait critics view as
counterproductive in a bipartisan environment.

Two other Democratic candidates are also in the race. Arlington
Democrat Martin Long, 52, hopes to solve the issue of bipartisan
non-cooperation, and has called for the decriminalization and taxing
of marijuana. Paul John Maisano from Stoneham, 59, who describes
himself as a conservative, hopes to find `harmony’ between Democrats
and Republicans in Congress, and is championing the cause of fighting
cyber-terrorism.

The general election will take place on Dec. 10.

YEREVAN. – A photo exhibition `Old Yerevan: Glimpse from the Future’
has opened in Yerevan subway on the occasion of the 2795th anniversary
of the Armenian capital.

Photos from the archive of the Museum of History of Yerevan were
hanged in the subway stations as silent chronicle of the city . The
photos are depicting how the city changed next to the subway stations
over the 20th century. The exhibition is a historical essay that
compares the past and today’s Yerevan.

partook in Lyon in a solemn ceremony dedicated to the 20th anniversary
of the `Hayastan’ All-Armenian Fund’s French affiliate.

In his speech President Sahakyan noted that this organization was one
of the most important institutions of the Armenian Community in
France, which since the first day of its foundation actively
participated in the process of supporting the Motherland,
strengthening and developing Artsakh.

For the service rendered to the NagornoKarabaghRepublic and in
connection with the 20th anniversary of patriotic activity the Head of
the State rewarded the `Hayastan’ all-Armenian Fund French branch with
`The Gratitude’ medal, Central Information Department of the Office of
the NKR President reported.

Artist of Armenia, duduk player Jivan Gasparyan the Medal of Honor of
the National Assembly on the occasion of his 85th birthday and for his
considerable contribution in the field of culture, Armenian
parliament’s press service reported.

In his remarks, Mr Abrahamyan highly appreciated the merited
musician’s contribution to the development and popularization of
Armenian art and wished him good health, longevity and further
professional success. Jivan Gasparyan thanked the NA speaker for the
high award and appreciation.

d’une chaîne de television privee dont le decollete avait ete juge
un peu trop plongeant par un vice-Premier ministre du gouvernement
islamo-conservateur au pouvoir a Ankara fait des vagues en Turquie.

Dans un entretien accorde jeudi au quotidien Hurriyet, la jeune femme,
Gozde Kansu, a accuse son employeur, la chaîne ATV, d’avoir cede aux
pressions des autorites. “C’est ridicule, c’est pathetique (…) j’en
ai assez de ces debats sur le corps des femmes. Me sacrifier etait
la chose la plus facile a faire et ils l’ont faite”, s’est indignee
l’ex-presentatrice.

Dimanche, le vice-Premier ministre Huseyin Celik, egalement
porte-parole du Parti de la justice et du developpement (AKP) au
pouvoir, s’etait publiquement emu de la robe très echancree portee
par Gozde Kansu la veille. “L’animatrice d’un jeu hier (samedi)
portait une robe qui n’etait pas acceptable”, avait juge M. Celik,
sans nommer Gozde Kansu. “Nous ne nous melons pas de la vie des gens
mais c’etait trop”, avait-il poursuivi.

Deux jours plus tard, les medias turcs ont rapporte que la jeune femme
avait ete licenciee par le producteur de son emission, suscitant une
avalanche de reactions indignees.

Dans un communique publie mercredi, les producteurs de l’emission ont
affirme que la fin du contrat de Gozde Kansu n’avait “absolument rien
a voir avec la controverse des deux derniers jours”. “Son style et sa
facon de presenter ne correspondaient pas au projet” de l’emission,
ont-ils justifie.

“S’ils n’avaient pas apprecie ma facon de presenter, ils me l’auraient
dit, non ?”, a reagi Gozde Kansu jeudi. “Tout ceci n’est qu’une
excuse. Les audiences (de l’emission) n’etaient pas mauvaises. Mais
personne n’a voulu contredire la volonte politique qui a denonce mon
decollete. C’est evident”, a-t-elle souligne.

Pendant la fronde antigouvernementale de juin, les manifestants ont
accuse les autorites, au pouvoir depuis 2002, de vouloir “islamiser”
la societe turque.

Sur decision de M. Erdogan, les femmes sont autorisees depuis mardi
a porter le foulard islamique dans la fonction publique, ce qui etait
formellement interdit auparavant.

Des compagnons d’armes et amis d’un colonel a la retraite de l’armee
Volodia Avetisyan, en garde a vue pour ” tricherie et le detournement
de l’argent “, ont fait circuler une petition pour faire appel de
la decision generale du tribunal de la Cour d’appel, par laquelle le
veteran de la guerre s’est vu refuse une liberation sous caution. Plus
de 350 personnes ont signe la petition.

Le Conseil des veterans de la guerre indique qu’il n’est pas defait
par l’arrestation d’Avetisyan qui a initie et mene une serie de
grèves et de protestations civiles exigeant l’amelioration des
conditions sociales et des modifications legislatives pour les
anciens combattants.

” Nous voulons informer les autorites que nous ne prendrons pas la
voie qu’ils choisissent pour nous. Parallèlement a soutenir Volodia
Avetisyan nous continuerons notre lutte pour des conditions sociales
decentes pour nos camarades anciens combattants, leurs familles et
les familles des combattants de la liberte decedes ” ont declare
les membres du conseil des veterans qui se sont rallies Place de
la Republique.

Volodia Avetisyan avec un groupe de camarades anciens combattants
avaient organise un sit-in place de la Liberte a Erevan en mai dernier,
qui a grandi plus tard en un mouvement plus structure et uni en vue
de l’amelioration de leurs conditions sociales et des modifications
legislatives. Le 20 Septembre, le ministère de la Defense a indique
que ” par tricherie et abus de confiance Volodia Avetisyan a detourne
2000 $ sous pretexte de soutien au citoyen H.

Zakaryan en liberant son petit-fils de la conscription militaire
obligatoire “.

Le chef de l’ONG Khachakir, Gagik Sarukhanyan a souleve la question
de ceux qui ont donne et pris un pot de vin, après avoir declare que
le cas d’Avetisyan etait ” truque “.

” Meme si l’accusation est exacte, que nous ne croyons pas, il y
a quelqu’un qui a donne un pot de vin et il y a un mediateur – ils
tentent de faire de Volodia Avetisyan les deux a la fois et qui est
la personne qui a pris le pot de vin pour liberer ce jeune homme du
service dans l’armee ? Maintenant, comment se fait-il que ceux qui
soudoye et a obtenu la corruption soient libres et Volodia Avetisyan
est en etat d’arrestation “a-t-il dit, ajoutant : ‘L’affaire est
clairement liee aux questions soulevees par Avetisyan, qui, avec
son bras de fer a demontre le vrai visage des autorites incapables
de resoudre meme les petits problèmes. Il a frappe un point faible,
donc il etait logique de le neutraliser “.

Il est a noter que le lieutenant-colonel a la retraite Samvel Lazarian
et le secretaire du groupe ” pre-Parlement ” commandant de la division
speciale de Chouchi Zhirayr Sefilyan affirment tous deux que, pendant
les quatre mois des activites des anciens combattants Volodia Avetisyan
a recu plusieurs offres a plusieurs reprises de pot de vin par diverses
personnes afin d’arreter ses activites civiles.

Sefilyan a dit : ” si la persecution d’Avetisyan continue “, il va
valoir nommer ceux qui ont offert des pots de vin.

Avetisyan a refuse de dire quoi que ce soit a l’organisme d’enquete
et son avocat a dit qu’il va bientôt faire une declaration publique.

WASHINGTON, 10 oct 2013 (AFP) – Les Etats-Unis ont fait part jeudi
de leur “trouble” quant aux resultats de l’election presidentielle
en Azerbaïdjan qui a vu la victoire ecrasante du sortant Ilham Aliev,
mais a ete marquee par d'”importants problèmes”, selon l’OSCE.

“Nous avons maintes fois appele le gouvernement d’Azerbaïdjan a
faire en sorte que le processus electoral soit libre et juste,
et nous regrettons que ce scrutin n’ait pas repondu aux normes
internationales”, a declare Marie Harf, une porte-parole du departement
d’Etat.

Selon les derniers resultats partiels annonces par la Commission
electorale centrale, le president sortant Ilham Aliev a recueilli
environ 84,6% des voix, tandis que son principal adversaire de
l’opposition, Jamil Hasanli, a totalise 5,5% des suffrages.

Mais la mission d’observateurs de l’Organisation pour la securite et la
cooperation en Europe (OSCE) a fait etat d'”importants problèmes” et de
“manquements qui doivent etre regles pour permettre a l’Azerbaïdjan de
respecter entièrement ses engagements devant l’OSCE sur de veritables
elections democratiques”. Parmi ces “problèmes”, l’OSCE a notamment
releve des “manipulations des listes electorales”.

“Nous sommes troubles par ces manquements”, a dit Mme Harf. Les
Etats-Unis, a-t-elle poursuivi, appellent l’Azerbaïdjan a “respecter
les droits de reunion, d’association et a la libre expression”.
