ARMENIA PARTICIPATES IN CSTO MILITARY EXERCISES (PHOTOS)

The final phase of the “Unbroken Brotherhood 2013” second joint
peacekeeping military exercises are conducted Friday in Chebarkul,
Russia.

The drills are carried out in accordance with the joint training plan
of the armed forces of the member states of the Collective Security
Treaty Organization (CSTO).

Subdivisions from the armed forces of Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Russia, and Tajikistan are taking part in the exercises.

Armenia is represented by a 45-member peacekeeping unit from the
Armed Forces.

In addition, an Armenian delegation, led by First Deputy Defense
Minister Davit Tonoyan and Major General Levon Mnatsakanyan, Deputy
Chief of General Staff of the Armed Forces, traveled to Chebarkul to
take part in the final phase of the military exercises.

TOURISM SPECIALISTS FALL BEHIND INFRASTRUCTURES IN QUALITY: ARMENIAN DEPUTY MINISTER

YEREVAN, October 11. /ARKA/. Tourism infrastructures develop faster
than the professional community does, Armenian deputy minister of
economy Ara Petrosyan said.

Armenia lacks high-standard tourism personnel and this problem is on
the government agenda, he added, as “good infrastructure is nothing
without personnel”.

Demand for skilled specialists is growing in Armenian tourism market
every year, and good education can provide a job in the sector,
the deputy minister said.

Today tour companies experience lack of good tour guides and tour
managers speaking many languages, Petrosyan said.

According to him, educational institutions should adapt their curricula
in a timely manner having in mind high technologies that are widely
used in the sector today.

Without competitive specialists the country will fail to be competitive
in the tourism market, the deputy minister said.-0–

ALIYEV’S ALGORITHM IS MORE PAN-TURKISM

So, on October 9, presidential elections were held in
Azerbaijan, and, as it was actually predicted by everybody, they were
won by incumbent President Ilham Iliyev. In other words, the power in
this country has not changed, so, we can be sure that the policy of
official Baku on the Karabakh settlement will not either change for
the next five years.

The high probability of realization of such prediction is
conditioned by the fact that for the entire period of Aliyev Jr.’s
rule, we have heard nothing but the threats to capture Artsakh by
force and `to raise the Azerbaijani flag in Nagorno Karabakh’.

I must say, Aliyev repeats constantly these words like a trained
parrot, causing caustic derision even in his own country. But, we
think that neither the two Armenian states nor the competent
international structures should ignore Aliyev’s statements of
annexation nature.

It is often noted in the comments on such statements by
the Azerbaijani President that they are allegedly addressed to the
domestic audience and are dictated by his desire to draw the attention
of his own people from the social problems in Azerbaijan, or, they are
intended to ensure the electorate’s support in the pre-election
period. Surely, there is some truth in this; in fact, even during the
current election campaign, Aliyev did not fail to use the Karabakh
card in the struggle for the presidency. But, did he do so to gather
additional votes? We think not, because, like the majority of the
expert community representatives, he didn’t a bit hesitate over his
inevitable victory. However, even a day before the elections, that is
October 7, he again touched upon the Armenian issue in his speech at
the governmental session. And this was done despite the fact that the
session was dedicated to the results of the social-economic
development of Azerbaijan for the 9 months of 2013.

Faithful to the tradition, Aliyev made a comparative
analysis of the social-economic situation in Azerbaijan and Armenia,
and, as has repeatedly happened, predicted the latter’s imminent
collapse. He did not either avoid the temptation of repeating his
thesis about the “historical Azerbaijani lands – Irevan Zangezur, and
Geycha.” Surely, sensible people rightly call it nonsense, but it is
hardly worth to take lightly similar statements, no matter how absurd
they may look at the background of the true facts of history.

So, the mater is just in the facts of history and not in
the purely pre-election rhetoric of Aliyev openly claiming not only
for Artsakh, but also for the territory of Armenia. Therefore, the
words about the “historical Azerbaijani lands” referring to Artsakh
and part of Armenia, which have been repeated as a refrain for years,
are nothing else but a kind of struggle against these historical
facts, and they should be considered only and only in the context of
the pan-Turkic policy that Turkey and Azerbaijan try to realize,
particularly, in the South Caucasus. Just a glance at the map of the
region is enough to understand that exactly Artsakh and Zangezur, like
a bone stuck in the throat, do not allow the ideologues of pan-Turkism
to implement the plan on creating a single Turkic belt from Turkey to
China.Azerbaijan does not even try to hide its irritation by the very
existence of Armenia, as well as its intention to continue the policy
of Armenia’s strangulation. “We must and will continue to keep Armenia
in isolation – in diplomacy, politics, in economic and regional
initiatives”, said Aliyev at the noted governmental session.

The behavior of the Baku regime, which demonstrates its
disregard for the elementary norms of international law, clearly
testifies to the danger it poses to the region. The danger is also in
the fact that repeating as a mantra the invented postulate on the
native Armenian lands’ belonging to Azerbaijan, Aliyev is programming
the Azerbaijani youth for the future, inspiring it with a very
pernicious idea of the possibility and even the necessity of capturing
others’ territory. “We will return to this land, be sure to return.
The younger generation should live with this dream and these thoughts.
The time will come, and we shall live there as well. To achieve this,
we are conducting our policy’, this is the directive that Aliyev gave
at the session of the ministerial cabinet.

Such frankness by Aliyev is no longer touching by its
stupidity. On the contrary, there is a sincere desire to spank the
insolent fellow as a naughty boy. But, who will do it? How will the
civilized world react to this obviously barbarous statement, or will
it react at all? It refers, in particular, to the Council of Europe,
which advocates the principles of pacifism and respect for
international law and which has comprised Azerbaijan for more than
twenty years. Or, the UN Security Council, which admitted Azerbaijan
for two years as a non-permanent member. It is unlikely that they do
not understand that they should not allow anyone to conduct the policy
of the Middle Ages, with its wars of conquest. Times have changed. Or,
this is allowed to the Baku regime due to the fact that its
representatives live just in those times? Or, pan-Turkism is just a
chimera to the world? Yet, one thing is true: they operate on the
principle “no matter what the child plays, but oil should flow into
the European pipelines”. Does Europe, like a Russian peasant, need
thunder indeed? But, then it will burst out not only over the sky of
the Southern Caucasus.

President sent a letter of condolences on demise of the President of
EPP Wilfried Martens

The Office of the President Republic of Armenia has issued the
following press release:

President Serzh Sargsyan sent today a letter of condolences the
family, friends and all members of the EPP community on demise of the
President of the European Peoples Party Wilfried Martens. Serzh
Sargsyan expressed support to the Martens family and friends; he
wished tenacity and resilience to the members of the EPP.

`Wilfried Martens made remarkable contribution to the greatest of the
European political families – European Peoples Party in its
foundation, maturing and numerous achievements.

We highly value Wilfried Marten’s input and comprehensive assistance
to Armenia’s rapprochement with Europe. In particular, notable are Mr.
Martens’ consistent efforts in awarding membership to the Republican

He’s building on a precious tradition

LEOMINSTER — As the son of a jeweler, George Boulgarian developed an
interest in silver, gold and precious stones at a young age.

He learned much of what he knows from his late father, Van Boulgarian,
an Armenian who lived in Egypt before immigrating to the United
States.

The elder Boulgarian once owned the former Van’s Jewelry on Prichard
Street in Fitchburg. It was there, helping his father, that George
Boulgarian got a taste of what it was like to work in a jewelry shop.

“I learned from watching him, but I did go to school,” Boulgarian
explained. “Pretty much I was born in the business.”

“I’m not just a hobbiest,” he added. “I’ve been in the business my whole life.”

He later began to work at George’s Fine Jewelers in North Leominster.
Most recently, he has relocated to George Boulgarian Jewelry Services
at 109 North Main St.

“I wanted to go out on my own and do my own thing,” he explained. “I’m
still making my own jewelry.”

His new shop is located in a small space, but Boulgarian said this
keeps overhead low, so he’s able to pass savings along to customers.

Boulgarian said his new business is a full-service jewelry shop that
offers everything from custom design to repairs.

A sign out front advertises $5.99 replacement batteries for most
digital watches, a price, he noted, is at the low end of the spectrum.
“My repair prices are very competitive,” he added.

He said he particularly likes to do custom creations, and he noted
that he’s working on a few pieces right now, including an engagement
ring.

One part of his jewelry case contains a number of Wind & Fire
Eco-Sustainable Jewelry expandable bracelets that Boulgarian said are
hot sellers because they are made from recycled materials. These
bracelets are made in the U.S., and some of the proceeds are donated
to groups that help children with disabilities.

Boulgarian also has a display of sterling silver charms for charm
bracelets. He said a large order of wedding bands and diamond
engagement rings are due to arrive soon as well.

Beginning Nov. 2 from 9 a.m. to 3 p.m., Boulgarian will offer a series
of appraisal workshops for people in the community, in which they can
speak with an independent appraiser. The fees for this service will
start at $95.

He plans to hold these appraisal events every six to eight weeks.

He said jewelry cleaning at his shop is always without charge.

Boulgarian said that, through the years, he has made lasting
friendships with many of his regular customers.

“I take it personally that people can trust me with their jewelry,
that I can help them out,” he said.

Armenian Foreign Ministry Spokesperson Tigran Balayan has commented on
Turkish Foreign Minister Ahmet Davutoglu’s statement that the process
of ratification of the 2009 Armenian-Turkish protocols was halted due
to the Armenian Constitutional Court’s decision and that Turkey looked
for “creative ideas” for normalizing Armenian-Turkish relations and
that Azerbaijani-Armenian relations could also benefit from them, the
Mediamax news agency reported on 11 October.

“Four years have passed since the signing of the protocols [on
normalizing relations and establishing diplomatic relations] and
during all four years, we can hear the same old tale of Turkey about
‘creative approaches’. These are nothing but continued efforts to
disguise the fact that Turkey thwarted the ratification and
implementation of the protocols without preconditions, contrary to the
expectations of the international community,” Mediamax quoted Balayan
as saying.

The website also said that, contrary to the remark by the Turkish
foreign minister, the Armenian Constitutional Court approved the
Protocols on 12 January 2012.

Deputy Lithuanian FM mulls EU-Armenia ties ahead of Vilnius summit

Yerevan, 10 October: Lithuanian Presidency of the Council of EU
anticipates Armenian presence on the Vilnius Summit of Eastern
Partnership on the highest level in November.

Andrius Krivas, Lithuanian Deputy Foreign Minister, said this during
his meeting with Armenian journalists in Vilnius.

“Armenian attendance in the Vilnius Summit and active participation in
all Eastern Partnership’s activities are very important for Lithuanian
Presidency and all EU member-states. We hope to see Armenian
attendance on the summit on the top-level and hope that Armenian voice
would be heard during the debates. We also anticipate Armenian
participation in the process of summit’s Declaration drafting and
adoption”, Andrius Krivas said.

Speaking on the Association Agreement with the EU, the Lithuanian
Deputy FM stressed that Armenia used to be one of the leaders of this
process and they were very happy about successful completion of the
negotiations this summer.

“I would be not sincere if I said that it did not make any difference
to us then in early September Armenian leadership announced that
Armenia was going to join to Customs Union. Of course, it is free and
sovereign choice of any interested partner and EU respects sovereign
choices of our partners. But the results of efforts that both Armenia
and EU put into developing the Association Agreement and DCFTA are
currently shelved because some important provisions in AA and DCFTA
are incompatible with obligations that will be adopted by Armenia as a
member of Customs Union. Therefore currently the issue of initialling
of Association Agreement with Armenia is off the table”, Andrius
Krivas noted.

At the same time he stressed that the EU leadership noted very serious
interest, expressed by the Armenian leadership and diplomatic
representatives in continuing the dialogue and close cooperation with
EU in order to look for new forms of cooperation, integration and
political association. Andrius Krivas assured that “we are open for
the searching of such forms and ways, but it will be a task for the
next phase after the Vilnius summit”.

Thousands protest elections in Azerbaijan

Thousands gathered in the capital of Azerbaijan on Saturday to protest
the re-election of President Ilham Aliyev in a vote widely criticized
by international election monitors.

The protesters in Baku demanded that the election be nullified and
that Aliyev resign. Aliyev succeeded his father to the presidency of
this small oil-rich nation in 2003, extending decades of dynastic
rule.

Leading the march was Jamil Hasanli, the historian who ran as the main
opposition candidate but snagged less than 6 percent of the vote to
Aliyev’s 85 percent.

Police estimated that there were 1,500 at the rally, whereas the
opposition put the number between 8,000 and 10,000. The protest was
significantly smaller than in previous presidential elections in 2003
and 2008, when at least three to four times as many people gathered to
contest the results.

Monitors from the Organization for Security and Cooperation in Europe
called the Wednesday vote flawed. The day before, the Central Election
Commission released the results of the vote on a smartphone app,
showing Aliyev comfortably in the lead.

“This government must go and it will go,” said Hasanli. He criticized
Azerbaijani election officials, saying “they will all receive their
punishment.”

Booming oil prices and a growing economy have allowed Aliyev to cement
his control over the country, particularly after the tumultuous
collapse of the Soviet Union, when Azerbaijan plunged into war with
neighboring Armenia.

Years of relentless government crackdowns and bitter infighting has
also weakened the opposition, which found it hard to mount a challenge
to Aliyev in the latest vote.

Hasanli was forwarded as a candidate at the last minute after the
opposition’s first choice was unable to register because he had
Russian citizenship, and many observers said his campaign was poorly
planned and lacked energy.

Contract serviceman Jacques Galstyan, 20, died in a military hospital
after a road crash on October 11, the press service of the NKR Defense
Army reports. The Defense Army offers condolences to the family and
friends of Galstyan.

We reported earlier that a road crash happened in the territory under
control of one of the eastern military units of the NKR Defense Army
around 09:30 on October 11. Defense Army soldiers were injured in the
crash. An investigation is underway to find out the details of the
crash.
