TBILISI/MOSCOW, October 27 (RIA Novosti) – An opponent of outgoing
president Mikheil Saakashvili claimed victory in Georgian presidential
elections Sunday just hours after voting stations closed in the former
Soviet nation on Russia’s southern border.

Initial exit polls gave Giorgi Margvelashvili, from the
anti-Saakashvili Georgian Dream party, about 65 percent of the vote in
an election that marks the end of a decade in power for Saakashvili.

`I want to thank everyone who supported me,’ Margvelashvili said
outside his party headquarters in Tbilisi on Sunday evening where his
supporters had already taken to the streets to celebrate his win.
`Thanks to the Prime Minister who facilitated today’s victory.’

Margvelashvili is a close ally of Georgian Prime Minister and
billionaire Bidzina Ivanishvili, who led Georgian Dream to a crushing
victory over Saakashvili’s United National Movement in parliamentary
polls in 2012.

Twenty three candidates took part in Sunday’s elections in the South
Caucasus nation, but the presidential position is less powerful than
it was under Saakashvili after laws passed earlier this year diluted
presidential powers.

Margvelashvili’s main rival, Davit Bakradze of United National
Movement, was given about 20 percent of the vote by exit polls. He
said shortly after polling stations closed that the exit polls
provided a `clear picture’ and that he was prepared to work with the
country’s new president.

Both front-runners in the election pledged to continue policies of
integration with the European Union and NATO, and have indicated a
willingness to improve ties with Russia, which soured badly under
Saakashvili.

Turnout among the country’s 3.5 million registered voters was 46.6
percent, according to the country’s election commission.

Outgoing President Saakashvili said on Sunday evening that Georgian
voters had `spoken’ and called on his supporters to respect the
election result.

A Columbia Law School graduate, Saakashvili enjoyed broad public
support early in his presidency after he swept to power following
Georgia’s 2003 “Rose Revolution” and carried through successful
institutional reforms. But a disastruous defeat in a brief war with
Russia in 2008 contributed to a later precipitous drop in his approval
ratings.

Saakashvili’s bitter political rival, Ivanishvili, is a secretive
tycoon whose fortune Forbes magazine puts at $.5.5 billion, making him
Georgia’s richest man. Ivanishvili, who became prime minister last
October, has pledged to quit politics after the presidential vote, but
has yet to name a successor.

Political tensions have often spilled onto Georgia’s streets

Georgians vote on Sunday to elect a successor to strongly pro-Western
President Mikheil Saakashvili, who is stepping down after 10 years in
power.

The frontrunner is a close ally of Prime Minister Bidzina Ivanishvili,
Mr Saakashvili’s bitter rival, while the candidate of the incumbent
president’s party is polling a distant second.

Mr Ivanishvili’s win in the parliamentary elections last year ushered
in the former Soviet republic’s first legal transfer of power. He
himself intends to resign within weeks of this vote and leave public
office.

What is at stake?

In theory at least, less than last time. Under constitutional
amendments passed at Mr Saakashvili’s initiative in 2010, much of the
presidency’s executive powers will be transferred to the prime
minister.

The president will formally remain head of state and
commander-in-chief of the military, however.

The changes will go into effect after the new president is inaugurated.

Mr Saakashvili already voluntarily ceded most of his political clout
to Mr Ivanishvili last year in response to the emphatic election
victory of Mr Ivanishvili’s Georgian Dream coalition over the
president’s United National Movement (UNM).

What are the main foreign policy issues?

Since his election, Mr Ivanishvili has tried to mend Georgia’s brittle
relations with Russia. Ties were formally cut after the two former
Soviet allies clashed in 2008 over South Ossetia, a Georgian breakaway
region now firmly in the Russian camp.

But Mr Ivanishvili says he shares Mr Saakashvili’s aspirations to join
Nato and the EU.

Why is Mr Ivanishvili resigning as prime minister?

He says his aim is to wean Georgia off its “Messiah complex” – an
alleged tendency to invest unrealistic expectations in a single strong
leader.

He cites Mr Saakashvili as a prime example, accusing his rival of
falling prey to authoritarianism and corruption after coming to power
on a wave of euphoria as leader of the 2003 Rose Revolution.

Some observers think Mr Ivanishvili plans to maintain influence
through his as-yet-unannounced successor and the government with
newly-enhanced powers that he is leaving in place.

And what about Mr Saakashvili?

Having served two terms, Mr Saakashvili is constitutionally barred
from standing again. He says he now wants to work in the Georgian wine
industry.

After leading the protests that ousted President Eduard Shevardnadze
in 2003, Mr Saakashvili took Georgia down a path of free market
reforms and pursued a pro-Western foreign policy, antagonising Russia.

Mr Ivanishvili has indicated that Mr Saakashvili could face
questioning or even prosecution over the alleged crimes of his
“regime” after his presidential term ends.

Who are the main contenders?

Giorgi Margvelashvili, 44, is Bidzina Ivanishvili’s handpicked
candidate of the Georgian Dream coalition, which dominates parliament.
He fully supports the prime minister’s policies, especially on
improving ties with Russia while continuing to seek eventual Nato and
EU membership.

Critics say the former academic is bland and uncharismatic. Mr
Ivanishvili, who frequently appears with Mr Margvelashvili on the
campaign trail, says he was chosen to rid Georgia of its “stereotype”
of the “superman” leader.

Mr Saakashvili’s UNM has nominated MP Davit Bakradze, 41, as its
candidate. Briefly foreign minister in 2008 and parliamentary speaker
in 2008-12, he is currently leader of the parliamentary minority.

His campaign has been centred on his opposition to Mr Ivanishvili’s
softer line towards Russia and purported failure to fulfil campaign
promises.

The UNM’s popularity has declined significantly since the 2012 vote,
and Mr Bakradze’s performance will be seen as a test of whether it can
remain a political force in Georgia.

Nino Burjanadze, 49, of the small Democratic Movement – United Georgia
party, is seen as the only other contender.

Once a supporter of Mr Saakashvili and his pro-Western course, and
parliamentary speaker in 2001-08, she became one of his fiercest
critics after the 2008 war with Russia.

Ms Burjanadze is now one of the strongest pro-Moscow voices in
Georgian politics.

Of the remaining 20 candidates, only Shalva Natelashvili, 55, leader
of the populist Labour Party, Giorgi Targamadze, 39, a former TV
presenter campaigning for a constitutional ban on same-sex marriages,
and Koba Davitashvili, 42, a defector from Georgian Dream, are
registering at all in the opinion polls.

What do the polls say?

Opinion polls give Mr Margvelashvili a comfortable lead, but indicate
that a second round with Mr Bakradze is a distinct possibility.

One survey – conducted for the US-based National Democratic Institute
in late August and early September – gave Mr Margvelashvili 39%
support, Mr Bakradze 18% and Ms Burjanadze 7%. The record of polls in
Georgia has been mixed, however.

How will the election work?

If no candidate wins more than 50% of the vote, a run-off between the
two top-placed candidates must be held two weeks after the results of
the first round are published.

Mr Margvelashvili has said he will refuse to stand in a second round,
which effectively means conceding the election to the runner-up. He
has clarified that he made that statement only out of absolute
confidence in a first-round win.

Polling stations open from 0800 to 2000 (0400-1600 gmt). Final results
must be published no later than 16 November.

Will it be free and fair?

Past elections were followed by opposition complaints of vote-rigging,
but international observers registered only minor irregularities at
the 2012 parliamentary vote. In any case, the election was free and
fair enough to produce an opposition victory.

La production de céréales et de fourrages en Arménie cette année
devrait se situer autour de 535000 tonnes, selon le vice-ministre de
l’agriculture Samvel Galstyan.

S’exprimant lors d’une conférence de presse il a déclaré que le
chiffre représente une augmentation significative de la production par
rapport à l’an dernier, lorsque les agriculteurs ont ramassé 456000
tonnes.

Le vice-ministre a précisé que les agriculteurs ont ramassé 306 500
tonnes de blé cette année, contre 243 100 tonnes en 2012, soit une
augmentation de 26%. Il a attribué cette croissance à une expansion de
la superficie de blé de 93500 hectares en 2012 à 99700 hectares en
2013.

Il a aussi dit que le plan pour 20124 est d’augmenter la superficie
consacrée au blé à 105000 hectares.

Congressman Brad Sherman, in a letter to President Obama’s Chief
of Staff Denis McDonough criticizing the White House’s decision to
keep the Armenian Orphan Rug in storage, has called for the permanent
public display of this historic artwork at the Smithsonian Institution,
reported the Armenian National Committee of America (ANCA).

Noting that, “an exhibit to display this relic at the Smithsonian was
canceled due to the White House’s inexplicable decision not to loan
out the rug,” Representative Sherman stressed that, “this unique work
should not be hidden away in storage. Instead, it should be displayed
on a permanent basis at the Smithsonian. It is in our national interest
to recognize and remember the past. We must acknowledge and learn
from the tragic crimes against humanity that orphaned the weavers
of this rug to ensure that they are never repeated. I urge the White
House to take this intricate piece of history out of storage and to
display it at the Smithsonian permanently.”

“We join with Armenian Americans in California and across America in
thanking Congressman Sherman for his principled leadership in seeking
a prominent and permanent public display for this powerful artistic
symbol of shared American and Armenian heritage,” said ANCA Executive
Director Aram Hamparian.

The ANCA launched a grassroots campaign yesterday calling upon the
White House and Congress to secure a prominent and permanent public
display of the historic rug, woven by Armenian Genocide orphans and
presented to President Calvin Coolidge in 1925 in appreciation for
U.S. humanitarian assistance in the aftermath of Turkey’s murder of
over 1.5 million Armenians from 1915-1923.

The Armenian orphan rug measures 11’7â~@³ x 18’5â~@³ and is comprised
of 4,404,206 individual knots. It took the Armenian girls in the
Ghazir Orphanage of the Near East Relief Society 10 months to weave. A
label on the back of the rug, in large hand-written letters, reads
“IN GOLDEN RULE GRATITUDE TO PRESIDENT COOLIDGE.”

PanARMENIAN.Net – A Syrian activist group said Kurdish gunmen have
captured a crossing point on the Iraqi border after days of fighting
with Muslim hard-liners, the Associated Press reported.

The Britain-based Syrian Observatory for Human Rights said Kurdish
militiamen captured the Yaaroubiyeh post in northeast Syria on
Saturday, Oct 26, after three days of clashes with several jihadist
groups there, including al-Qaeda-linked factions Jabhat al-Nusra and
the Islamic State in Iraq and the Levant.

The capture of the border point came hours after Syrian TV claimed
that the leader of the powerful Jabhat al-Nusra has been killed.

Friday’s one-line report, which could not be immediately confirmed,
said Abu Mohammad al-Golani died in the coastal province of Latakia,
according to the AP.

Clashes between Kurdish fighters and jihadists in northern Syria have
killed hundreds of people in the past months.

Turkish President Abdullah Gul has said his country could employ all
kinds of measures against bugging, commenting on recent claims that
the United States monitored phone conversations of 35 world leaders,
Today’s Zaman reported.

“We could take all kinds of measures on this issue. Our relevant
institutions could take necessary precautions,” Gul said on Friday
in Kayseri.

British newspaper The Guardian said on Thursday that it had obtained
a confidential memo suggesting the US National Security Agency (NSA)
was able to monitor 35 world leaders’ communications in 2006. The
memo said the NSA encouraged senior officials at the White

House, the Pentagon and other agencies to share their contacts so the
spy agency could add foreign leaders’ phone numbers to its surveillance
systems, the report said.

The Guardian did not identify who was reportedly eavesdropped on,
but said the memo termed the payoff very meager: “Little reportable
intelligence” was obtained, it said.

The report came amidst suspicions that Washington bugged German
Chancellor Angela Merkel’s phone, in the worst spat between the close
allies in a decade.

The White House did not deny the bugging, saying only that it would
not happen in the future. President Barack Obama spoke with Merkel
to assure her she was not now under surveillance.

En ce mois d’octobre finissant, l’excellent Orchestre National
du Capitole de Toulouse, sous la direction de Tugan Sokhiev, son
directeur musical ossète de reputation internationale, accueille
Sergey Khachatryan au sein d’une très belle programmation qui favorise
le rapprochement de trois compositeurs. En ouverture de concert,
l’~uvre rarement donnee du russe Anatoli Liadov (1855-1914) dont Le
Lac enchante, legende, pièce aux couleurs irisees, tantôt doucement
feeriques, tantôt sombres et inquietantes, fut ecrite en 1909 a partir
d’ebauches d’un opera feerique.

Cette page sera suivie du celèbre Concerto pour violon op.46 d’Aram
Khatchaturian (1903-1978) que Sergey Khachatryan alors très jeune avait
enregistre pour le label Naïve en 2003. Ce concerto très populaire,
nourri des accents et du rythme de la musique folklorique armenienne,
est une forme d’hymne a la vie, une fete joyeuse qui entraîne les
c~urs et les corps dans un mouvement endiable et tournoyant que
ponctue l’archer virtuose du violoniste.

Cette partition redoutable, qui fut creee en 1940 par le grand David
Oïstrakh, dedicataire de l’~uvre, exige du soliste une technique
fulgurante et une maîtrise exceptionnelle de son instrument que possède
a la perfection Sergey Khachatryan. Il est un immense musicien,
au phrase inimitable, a la sensibilite intuitive qui sonde avec
une intelligence musicale aigue la profondeur des partitions qu’il
interprète. Il est aujourd’hui reconnu comme l’un des meilleurs et des
plus singuliers violonistes de sa generation. Il a collabore avec les
plus importants orchestres de la planète musicale sous la direction
de chefs eminents et a grave de nombreux disques sous le label Naïve
dont le dernier, avec sa s~ur Lusine, consacre a l’integrale des
sonates de Brahms. Cet enregistrement a ete salue unanimement pour
par la critique et les melomanes. Gageons que Sergey Khachatryan
et l’Orchestre National du Capitole de Toulouse sous la baguette de
Tugan Sokhiev nous donneront a ecouter une interpretation inspiree
d’une ~uvre dont la renommee est bien etablie.

En seconde partie, les Variations Enigma op 36 du britannique Edward
Elgar (1857-1934). Ce compositeur apporta en son temps un renouveau
d’interet a la musique anglaise bien que son style s’inscrive dans la
tradition du romantisme allemand et ne soit pas franchement novateur.

Creee par Hans Richter, cette suite de 14 variations qu’Elgar a
lui-meme presentee comme des portraits musicaux de son entourage,
lui valurent a quarante-deux ans une consecration inattendue. Soiree
de concert a ne pas manquer.

Patrick Roberts says he cannot remember much about his wonder strike
against Armenia on Thursday – but he’s looking to add another goal
or two against Gibraltar or Republic of Ireland.

The Fulham winger opened the scoring for England U17s in their European
qualifier on Thursday after only three minutes, picking up possession
out wide, darting forward before leaving the full-back helpless as he
cut inside to fire an unstoppable shot straight into the top corner
from 18 yards.

“I can’t really remember it to be honest,” admitted Roberts.

“I got the ball from Jonjoe [Kenny], had a run and went past the
left-back, cut inside onto the edge of the area, and had a shot.

“I have to admit that I didn’t mean it to go straight in the top
corner. I tried to curl it, but it just flew. With the connection,
I just knew it was going in.”

Roberts’ early goal settled England down and they enjoyed a dominant
first-half display at FFA Academy.

The 16-year-old said: “It was good to get in front early. It allowed
us to just pop the ball around, and we were able to build from there.

“I thought we dropped a bit in the second-half, maybe we eased of a
little, and allowed them back into the game.

“But the substitutions livened us up. Dom came on and gave us a bit
of a boost, obviously scoring and creating one.”

During the first-half in particular, Roberts and full-back Kenny
proved to be a real thorn in Armenia’s side as they attacked down
the right. It is a partnership that seems to be blossoming.

Roberts said: “I really enjoy playing with Jonjoe, he talks a lot.

He’ll tell me to go inside, then he’ll get up around me.

“We have got a great understanding.”

With two important qualifiers to come, Roberts is relishing his time in
eastern Europe – and he is also keen to add more goals to his record.

He added: “I don’t know much about Gibraltar, but I know they got
beat 4-1 against Republic of Ireland.

“It’s their first time in a UEFA competition, so it will be a good
experience to play them.

“I also know one lad who plays for Ireland, but we haven’t played them,
so it will be just as good to play them too.

“Before I came here I didn’t really know anything about Armenia,
so it is a really good experience.

“It’s nice to see a new place, new pitches, and with new teams,
so it’s all good.

“But it would be nice to add another goal or two and get the wins we
need in the next few days.”
