1259 titres de livres publiés pour 796 000 exemplaires en Arménie l’an dernier

1259 titres de livres furent publiés en Arménie en 2012 avec une
diffusion totale de 796 000 exemplaires. Un chiffre qui est très
modeste en comparaison des éditions des pays d’Europe occidentale.
1240 titres avec une diffusion de 760 000 exemplaires avaient été
enregistrés en 2011. Les livres traitant de l’art représentent à peine
le quart de ces éditions d’Arménie tandis que les titres liés aux
sciences sociales furent au nombre de 453 l’an dernier. Les livres
dédiés aux sciences naturelles furent de 135 en 2012 et celles des
sciences de la terre de 145. Que reste-t-il aux titres dédiés à
l’Histoire ou la politique ?

Le vin arménien s’exporte même en Chine. Robert Haroutiounian le
responsable de l’Organisation arménienne de développement a dans une
conférence de presse le 5 novembre, affirmé qu’une seconde livraison
de vin d’Arménie partait pour la Chine. Selon R. Haroutiounian, son
organisation a aidé en 2012 de nombreuses sociétés d’Arménie à se
mettre en lien avec le marché chinois et en décembre dernier, les
premières livraisons de vins arméniens partaient à destination de la
Chine. « Nous avons enregistré avec bonheur une nouvelle commande, ce
qui prouve que nous sommes sur la bonne voie » dit Robert
Haroutiounian. Ce mois-ci d’autres producteurs de vins et alcools
d’Arménie participeront à la Foire de Shanghai où une dégustation de
vins arméniens sera proposée aux consommateurs Chinois. Au 1er
semestre 2013 l’Arménie avait exporté vers la Chine 41 900 litres de
boissons alcoolisés (vins, cognacs) pour une valeur marchande totale
de 1,5 million de dollars. Sur la même période de l’an dernier
l’Arménie avait exporté en Chine 28 600 litres de boissons alcoolisées
représentant 279 000 dollars.

Armenia has been ranked the fourth most militarized country in the
world by the Bonn International Conversion Centre in its annual
report, Azaturyun radio reports.

The most militarized nation is Israel. Singapore and Russia have been
ranked as second and third respectively.

Criminal case opened over disturbances in Yerevan, 20 arrested – police

YEREVAN. Nov 6

A criminal case has been opened over clashes between the police and
civil activists during Tueday’s protest march in Yerevan.

The case was opened under Part 2, Article 316 (violence against a
person in authority) and Item 1, Part 2, Article 185 (deliberate
property damage by arson, explosives or other dangerous substance) of
the Armenian Criminal Code, the Armenian police press service told
Interfax.

Some 38 persons were detained. Twenty of them were arrested and 18
were held as witnesses.

“The clubs and handmade bombs found at the scene of the clash were
taken to a laboratory for examination. The high-profile case division
of the Armenian police’s main investigative department is
investigating the case,” the police said.

Activist Shant Arutyunian who had proclaimed his revolutionary
ambitions earlier said he intended “to blow up the residence of the
Armenian president”. The Anonymous demonstrators marching along
Mashtots Avenue responded to his words by blowing up bottles with
gasoline. Arutyunian and his supporters also tried to organize a march
towards the presidential residence.

Nine people, including eight police officers and a 16-year-old boy,
were hospitalized after the clash. The boy sustained a brain injury.

“The police urged Arutyunian and his supporters, who were armed with
clubs and metal rods, to abstain from illegal actions but they
disobeyed and tried to block the traffic on Mashtots Avenue. They also
blew up handmade bombs stuffed with stones,” the police said.

Arutyunian told the press earlier on Tuesday that he “could not
tolerate the incumbent authorities any longer but he did not wish to
leave the country or commit suicide.”

My neighbor, 75 year-old grandpa Sourik, is pretty active, politically.

He’s attended almost all of the opposition demonstrations and says
he’s become aware of developments in the country by participating in
various protests.

During the current relatively “peaceful period”, Sourik only source
of news is Armenian TV. But he’s not satisfied with the limited
programming it offers.

Every two days, grandpa Sourik would come to our home with the names
of news sites written on a piece of paper. He wanted me to read him
the opinions of the internet press.

But I stopped serving as the press spokesman for Sourik about one month
ago. When he visited me the last time, with his piece of paper in hand,
and asked that I open his favorite site, a semi-nude picture of Kim
Kardashian popped out on the first page. On the next website, Sourik
said he read news that wasn’t true; just a pack of malicious gossip.

“And here I was thinking that they operated normally. They are either
in need of sex or either gossip like a group of old women. To be a
journalist back in the Soviet era was an honor. Now, they have turned
into naggers. Back then we would impatiently wait for the postman
to arrive with the newspapers for us to read. I used to subscribe
to five papers and magazines. The ones I didn’t subscribe to I would
pick up from my neighbors. Nowadays, young kids just out of diapers
claim to be reporters, running from interview to interview with tape
recorders in hand,” Sourik exclaimed and left.

There are real reasons for Sourik to complain. It’s true, the internet
press has benefitted the media field, ensuring greater diversity and
serving as an alternative platform for speech and opinion, in contrast
to the TV under state control and the newspapers with small print runs,
which have little impact on public opinion.

However, the internet press has intensified the issue of media
self-regulation. A number of ethical questions (the use of anonymous
sources, disinformation, or the publication of unverified news and
even outright lies) have been given much greater attention. Such
methods have become the accepted work ethic at certain news sites.

These daily growing media outlets had a need for new staff and
filled the void with young people who were untrained and unfamiliar
with professional standards. As a result, serious analytical and
investigative journalism almost disappeared. What rose instead was
a demand for easily digestible news. On the other hand, cutthroat
completion amongst internet media sources for a shrinking audience
led to a serious fall in quality, a devaluation of professionalism.

Today, yellow journalism dominated the internet press. Almost
every other site fills the need to lift Facebook posts of well-known
individuals and reprint them on their sites, thus ensuring the desired
number of “likes”. It was due to this race that, for example, that
during the course of one minute on July 30 of this year, the internet
was swamped with the false news that prominent humorist and broadcaster
Mark Saghatelyan had died after being rushed to hospital in critical
condition. Minutes later, the news had been removed from the news
sites, but none felt the need to apologize to their readers for
publishing the unverified and undignified report in the first place.

The devaluation of professionalism also benefits certain political
circles that obtain or create news sites for propaganda purposes –
by providing one-sided news and by stoking political intrigue. In the
struggle against the political opposition or competition, we see the
more frequent use of news websites. As a consequence, reporters have
become tools to be exploited and the media community is being split
apart. And this can only benefit the powers that be. The fact that
oligarch/MP Samvel Aleksanyan recently expressed a desire to open a
news site and strike back at his reporter naysayers, proves our point.

It is difficult to imagine how many such “beaten” reporters would
express a desire to work for Tsarukyan.

So the following questions remain:

How to regulate the media field in Armenia? How to raise the level
of professional of internet reporters? How to spur journalism that
adheres to ethical norms?

These questions are of concern not only to responsible reporters and
editors, to media analysts and experts, but also to readers who have
grown tired of low quality news reporting

How to overcome the problems now faced by the internet press in
Armenia?

The principle of free speech in news reporting is gradually turning
into a free for all, where concepts of responsibility, ethics and
morality are being disfigured under the rubric of Article 10 of the
European Convention of Human Rights:

“Everyone has the right to freedom of expression. This right shall
include freedom to hold opinions and to receive and impart information
and ideas without interference by public authority and regardless of
frontiers. This Article shall not prevent States from requiring the
licensing of broadcasting, television or cinema enterprises.”

In several precedent setting decisions, the European Court of Human
Rights has often stated that freedom of expression is a pivotal
pillar of a democratic society and that its advancement, as well as
individual expression of all, a fundamental prerequisite. The right
to freedom of expression not only guarantees the freedom of the press
to inform the public, but also the right of the public to be informed
in a responsible fashion.

Specialists say that it is easy today to create a news site. It’s
not an expensive proposition. Naturally, this is the case if we are
merely talking about having a website. It takes around $200 to open
a site in WordPress, $10 monthly for the hosting, and $10 annually
for the domain name.

Neither is greeting content all that expensive. You can get two
students to work for next to nothing if they agree to lifting Facebook
and other social web posts of prominent individuals and copy pasting
articles from other sites without due credit. Clearly, for serious
news sites, creating a site is a serious problem as well as the
financial challenges of getting and keeping a quality staff.

In an interview with Hetq, media analyst Samvel Martirosyan said
that the issue of regulating the sector is complex as it demands
solutions involving the engagement of the media community, educational
institutions and the consumer.

The public needs to be more demanding; otherwise it’s all being
read. The public must be mature enough to remove any site that spreads
disinformation from its reading list. The press community must go the
route of self-regulation, a process that has started to some small
degree. Yellow journalism must be separated from the responsible
media. All must not be given the same credit rating,” says Martirosyan.

For example, he says that the Sun British tabloid isn’t rated equally
with The Guardian.

Martirosyan notes that if we follow the instincts of the general
public, then naturally, only sex and violence are needed in the press.

But the problem is that the responsible press must address the public
consciousness.

“Since the field of competition has developed incorrectly in Armenia,
the yellow and normal press has been sandwiched together with the same
credit rating. Naturally, in order to compete successfully, the normal
press becomes yellow as well. There must be a separation. Throughout
the world, the yellow press is more popular. It’s just that it operates
in another field,” he added.

The expert finds the competition to gather “likes” as normal, since
it shapes an audience. The problem arises when “likes” are gathered
by deceiving and disgusting readers.

Anna Israyelyan, the editor of the online Aravot news site, doesn’t
agree with the claim that serious analytical and investigative
journalism has almost disappeared and that a demand for easily
digestible news has arisen.

She says that serious journalism has its readers and so too does
the easy, syrupy stuff. The two don’t cross paths or get in the
other’s way. It’s a whole other question that news sites seeking to
disseminate serious news must slightly review the way they work. Such
sites shouldn’t wait for advertisers to line up outside their door
after publishing a good article.

Anna Israyelyan says that we have also have a lot of stuff to borrow
from the websites providing the easily digestible news, in terms of
integrating with social networks and disseminating original material.

“And I’m not even talking of the necessity to study the needs of the
reader audience. Perhaps we must contact market analysts, in order to
regulate the activities of sites in such a way to make it as easy as
possible to work with search systems/ As regards the professionalism
of internet reporters, I don’t think that the situation is all that
different now than in the past. There have always been more reporters
who don’t spend much time and effort on an article than those that do.

I mean the ones who always present a second opinion,” notes Israyelyan.

The Aravot editor believes that the only way to raise the professional
level of inexperienced reporters is to fill in the gaps by sending
them to on the job training courses and seminars. She confesses
that in the competitive rush to publish breaking stories, quality
and precision suffer as a result. Israyelyan notes that this is a
worldwide problem not unique to Armenia.

“Regarding the resolution of plagiarism and other ethical issues,
I have long ago given up any hope that the answer will come from
self-regulation measures. They do not work and experience has shown
they aren’t effective. The only solution is to financially penalize
those who violate copyright laws. Luckily, such an opportunity now
exists with the recent passage of a parliamentary bill,” Israyelyan
added.

Media specialist Mesrop Harutyunyan proposes a different solution.

Just like viewers use the remote control to change the TV channels
of those broadcasting tasteless programming, so too must the computer
mouse be the first weapon against unscrupulous internet news sites.

That’s to say that if readers don’t visit these sites they will wither
and die off.

“It’s better to educate and reeducate new reporters; by constantly
working with them and informing them regarding all possible manners
of self-regulation. This starts with educating them as to the rules
of ethics and explaining the need for reprimand and other means when
these rules are violated,” added Harutyunyan.

GLENDALE-The Armenian National Committee of America – Western Region
announced its endorsement of Matt Dababneh for the 45th State Assembly
District. The decision came after a thorough candidate selection
process, which included meetings with candidates, an examination
of each candidate’s track record with regards to issues of concern
to the Armenian-American community as well as their position on key
issues facing the State of California.

“As Congressman Brad Sherman’s District Chief of Staff and Senior
Aide for the last nine years, I have developed a strong working
relationship the American Armenian community in the West San Fernando
Valley. I have long-standing relationships with ANCA members and
officers. I have also developed relationships with many Armenian
elected officials and community leaders,” noted now ANCA WR endorsed
candidate Matt Dababneh. “Every year, I participate in dozens of
American Armenian events in the West San Fernando Valley, including
the Homenetmen Navasartian Games Festival where our office hosts a
booth every year and the yearly Armenian Genocide commemoration in

climate in Sacramento, economic conditions and improvement in the
Valley, as well as, issues of interest to the Armenian American
community such as further fostering the long standing cooperation
between the Armenian American community and legislators in the
California Assembly, increasing scrutiny on the proliferation of the
Magnolia Charter schools in California, and increasing opportunities
for Armenian Americans in the civic and political forum.

Chapters of the Western Region met with top tier candidates in this
race, our two chapters and the communities it represents fully endorse
Matt as the best qualified candidate to represent the Armenian-American

Russia has repeatedly stated about its readiness to defend Armenia,
as a Collective Security Treaty Organization (CSTO) member.

Former Russian Federation Ambassador to Armenia Vyacheslav Kovalenko,
who is Regional Program Director at the Institute for Caspian
Cooperation, said the aforementioned at Friday’s Yerevan-Moscow live
television link discussion.

Commenting on Russia’s selling of weapons to Azerbaijan, Kovalenko
noted:

“If Russia will not sell weapons to Azerbaijan, Israel and other
countries will do it. [But] this is not the matter that can cast the
allied relations between Russia and Armenia into doubt.

“By maintaining partnership relations with Azerbaijan and allied
relations with Armenia, Russia contributes so that that there will
not be great bloodshed in the region.

“Although a serious conflict has taken place between Armenia and
Azerbaijan because of [Nagorno-]Karabakh, the war has stopped, [and]
the region lives in peace.”

In the former Russian ambassador’s words, by maintaining relations
with Azerbaijan and Armenia and being a mediator in the negotiation
process, Russia contributes to the maintenance of peace.

“By taking the side of a party [to the conflict], Russia would worsen
the climate, and conditions may be created for the resumption of the
armed conflict,” Vyacheslav Kovalenko concluded.

We set great hopes on our cooperation with this organization, we think
we are in great need for consultation at the international level,
head of the tourism and natural environment conservation department
adjunct to the NKR government Sergey Shahverdyan announced after the
memorandum on cooperation had been signed between the department and
the “Management Mix” consulting company. In Artsakh the consulting
company will try to promote the development of Tigranakert. As
reported by Chairman of the company Raffi Semerjyan the company is
going to draft out the programme for the development of Tigranakert
enclosure and present it to the NKR government. There will be created
two groups to study the issue of tourism development in Tigranakert.

They are planning to create the brand of Tigranakert, to present
Tigranakert in a more interesting way to Artsakh people, RA citizens,
Diaspora Armenians and to all Artsakh tourists in general. The
programme development will have been completed by the end of the
year and will be realized in stages. Such issues as the in-town
transportation, the way to reach the church and some others will be
discussed as well.

The “Management Mix” consulting company functions in more than forty
countries, has regional centers in Cyprus, Lebanon and Armenia.

Members of the European Parliament (MEPs) took a completely sober
position complying with the existing international laws, in line with
the regulations of the United Nations, a German military expert said
in an interview with Azerbaijan’s Day.az website.

“That is, they acted quite logically, which previously they did not
do so consistently,” says PhD Johannes Rau, a member of the Science
Forum for International Security.

Rau was commenting on a recent European Parliament resolution which
confirmed that Armenian troops have occupied Azerbaijani territories
and urged to resolve the Nagorno-Karabakh conflict on the basis of
UN Security Council resolutions and the L’Aquila statement of the
mediating countries’ leaders.

“But it is clear now that if the Nagorno-Karabakh conflict is
not resolved, it is fraught with the most complicated conflict,
including an armed one, in the Caucasus, with absolutely unpredictable
consequences, including those for Europe,” Rau said.

According to changes to the resolution, the European Parliament
recalls its position that the occupation of territory of an Eastern
Partnership member by another member state violates the fundamental
principles and objectives of the EU program.

Rau pointed out that 20 percent of the territory of a sovereign state
has been occupied, and the invader takes no steps to withdraw from
at least one or several occupied regions as a gesture of goodwill.

“And nothing is even said about that, as if everything is all right.

They are seemingly waiting for time to pass by and for everything to
fall back into place: a new generation will grow up, and so forth.

That is, the emphasis is on time, which is unacceptable,” Rau said.

Armenia and Azerbaijan fought a lengthy war that ended with the signing
of a fragile ceasefire in 1994. Armenian armed forces have since
occupied over 20 percent of Azerbaijan’s internationally recognized
territory, including Nagorno-Karabakh and seven adjacent regions,
defying the U.N. Security Council’s four resolutions calling for
immediate and unconditional withdrawal.

Peace talks mediated by Russia, France and the U.S. have produced no
results so far.

Trend:Turkey demands from Armenia to liberate occupied Azerbaijani
territories, Turkish Foreign Minister Ahmet Davutoglu said on Wednesday
at a meeting of the committee on Foreign relations of the Parliament,
the newspaper Aksam reported.

“Our demand is the liberation of Karabakh. We expect progress on this
issue,” Turkish FM said, commenting question of the deputy from Igdir
province Sinan Ogan due to opening borders with Armenia.

According to the minister, only after the liberation of Azerbaijani
territories it can be talked about the normalization of Turkish
-Armenian relations.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the THE OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
