Politique intérieure

Le 19 octobre, la Cour Constitutionnelle a validé officiellement les
résultats de l’élection présidentielle, selon lesquels le Président
sortant Ilham Aliyev se voit réélire avec 84.55% des voix, contre
5.53% pour son principal concurrent, Jamil Hasanli, candidat du
Conseil national des forces démocratiques. L’ensemble de presse
azerbaïdjanaise fait état de la cérémonie d’investiture du Président
Ilham Aliyev qui s’est tenue le même jour devant le Parlement
azerbaïdjanais. « Les élections présidentielles ont complètement
reflété la volonté du peuple azerbaïdjanais » a déclaré le Président
lors de la cérémonie.

La presse d’opposition souligne la précipitation avec laquelle la
cérémonie d’investiture a été organisée ainsi que l’absence de
représentants de missions diplomatiques étrangères. Les changements
dans le gouvernement sont suivants : Artur Rasizadeh, est reconduit
dans ses fonctions de Premier Ministre. Zakir Hasanov est nommé
Ministre de Défense et Salim Muslumov, Ministre du travail et de la
protection sociale. Le décret du Président d’Azerbaïdjan relatif à la
nouvelle composition du gouvernement ainsi qu’Ã la transformation de
deux nouveaux ministères (Ministère de l’énergie et Ministère de
l’économie et de l’industrie) a été rendu public. La presse accorde
une large couverture au départ du Ministre de la Défense Safar Abiyev
et à celui de Fuzuli Alekperov, Ministre du travail et de la
protection sociale.

Le Président effectuera sa première visite après les élections en Turquie.

La presse rend compte du début des audiences dans l’affaire de Gular
Akhmedova, inculpée sur des charges de corruption à grande échelle
après la diffusion, au mois de septembre dernier, de vidéos sur You
Tube la montrant en train de monnayer un siège de député pour un
million de dollars.

Le candidat malheureux de l’opposition à l’élection présidentielle,
Jamil Hasanli, a déclaré qu’il se battra contre le régime actuel
jusqu’au bout. Il a également annoncé la dissolution de la Chambre
publique, qui avait été créée au lendemain des élections
parlementaires de 2010, au profit du Conseil national des forces
démocratiques. La manifestation du Conseil national des forces
démocratiques a été reportée au 27 octobre.

S’agissant de la question du statut du bureau de l’OSCE Ã Bakou, la
presse relève les propos d’Ali Huseynli, chef du Comité de la
politique des droits et de formation d’Etat au sein du Parlement,
selon lequel « la coopération avec le bureau de ODIHR OSCE doit être
arrêtée » a déclaré.

Relations arméno -azerbaïdjanaises

Ramin Hajili, chef du mouvement européen d’Azerbaïdjan, et Hamida
Giyasbeyli, se sont rendus à Erevan dans le cadre du projet : «
Développement des initiatives civiles pour le règlement pacifique du
conflit Haut Karabakh ».

Relations internationales

Le président Ilham Aliyev a reçu le coprésident américain du groupe de
Minsk, James Worlik. La presse informe de la prochaine visite des
coprésidents du groupe de Minsk en Azerbaïdjan au début du mois de
novembre. Selon APA, agence de presse officielle, les coprésidents
s’entretiendront avec le Président Aliyev et le ministre des Affaires
étrangères d’Azerbaïdjan. Ensuite ils se rendront en Erevan.
L’objectif de cette visite consiste en la poursuite des efforts pour
le règlement du conflit du Haut Karabakh ainsi que l’organisation
d’une prochaine rencontre des présidents azerbaïdjanais et arménien.

Dans le cadre de sa visite en Europe, Jamil Hasanli, ancien candidat Ã
l’élection présidentielle s’est entretenu à Strasbourg avec Nils
Muižnieks, Commissaire aux droits de l’homme du Conseil de l’Europe.
Les résultats du scrutin et la situation des droits de l’homme en
Azerbaïdjan ont été abordés lors de cette rencontre.

La presse mentionne des lettres et messages de félicitations adressés
au Président élu Ilham Aliyev.

Selon le rapport d’Amnesty International, le journaliste Parviz
Gashimli est déclaré « prisonnier de conscience. »

La presse continue à mentionner les lettres de félicitations adressées
au président Ilham Aliyev, parmi lesquelles figurent celle de Jean
Perrin, président de la Chambre de Commerce France-Azerbaïdjan et
celle de Jean Besson, sénateur de la Drôme. Rachida Dati, maire du
7ème arrondissement de Paris, Christophe de Margerie, PDG de Total, et
Jean Claude Mignon, Président de l’Assemblé parlementaire du Conseil
de l’Europe, ont également félicité M. Ilham Aliyev.

Un groupe des refugiés politiques de l’Azerbaïdjan, établis en France
ont envoyé une lettre de protestation à trois élus français après
leurs messages de félicitations adressés à Ilham Aliyev à l’occasion
de sa réélection.

En France, les écoliers protestent contre l’expulsion de leur camarade
Leonarda, relate « Ekho » en se référant à la presse française
(Libération, le Monde)

Les entretiens de Hafiz Mamedov en France continuent. Il s’est
également entretenu avec Albert II de Monaco.

Selon le journal Le Monde, l’agence de sécurité nationale américaine
(NSA) a effectué 70,3 millions d’enregistrements de données
téléphoniques de Français entre le 10 décembre 2012 et le 8 janvier
2013. « Bizim yol », « Bakinskiy rabotchiy », « Zerkalo », « Khalq
qazeti » .

Gérard Depardieu est en visite à Bakou dans le cadre du tournage du
film. L’acteur français s’est entretenu avec Abulfaz Garayev, Ministre
du tourisme et de la culture.

Catherine Deneuve, célèbre actrice française a fêté ses 70 ans.

L’armée syrienne reprend une cité clé près de Damas

(AFP) – L’armée syrienne appuyée par des combattants chiites étrangers
a repris jeudi une cité clé près de Damas, enregistrant ainsi un
nouveau succès qu’une ONG a attribué aux divisions parmi les rebelles.

Sur un autre plan, le ministre français des Affaires étrangères
Laurent Fabius a affirmé sans plus de précision que son gouvernement
avait des preuves de vie `assez récentes` de quatre journalistes
français enlevés en Syrie, Didier François, Édouard Élias, Nicolas
Hénin et Pierre Torrès.

Alors que les efforts pour organiser une conférence internationale
afin de trouver une solution politique au conflit en Syrie sont
bloqués, l’armée a pris le contrôle de Sbeineh, au sud de Damas, après
un an de siège, selon l’Observatoire syrien des droits de l’Homme
(OSDH) et la télévision d’Etat.

L’OSDH, qui s’appuie sur un vaste réseau de militants et de sources
médicales, a fait état de `lourdes pertes dans les deux camps` lors
des combats ayant duré plusieurs jours.

`Sbeineh était l’un des principaux bastions rebelles (dans la banlieue
de Damas). Pratiquement toutes les lignes d’approvisionnement des
rebelles positionnés dans le sud de Damas sont désormais coupées`, a
souligné le chef de l’OSDH, Rami Abdel Rahmane.

`L’armée était appuyée par des combattants du Hezbollah chiite
(libanais), les supplétifs de la Force de défense nationale ainsi que
par des combattants chiites syriens et non syriens`, a-t-il ajouté.

Il a exprimé des `craintes pour la vie des civils à Sbeineh`,
soulignant que l’armée pourrait, comme cela a été le cas selon lui
lors de précédentes conquêtes, `exécuter des civils et en accuser les
rebelles`.

Un haut responsable de sécurité a estimé que la prise de Sbeinah était
`très importante`.

`Sbeineh constitue une jonction entre les deux Ghouta orientale et
occidentale. En chassant de là les hommes armés, (l’armée) prend la
quasi totalité de la Ghouta occidentale et resserre l’étau sur les
hommes armés dans la Ghouta orientale`, a expliqué à l’AFP ce haut
responsable.

Trop longtemps assiégées

Cette nouvelle prise survient quelques semaines après la chute des
cités voisines de Husseiniyeh, Ziabiyeh et Boueida aux mains des
troupes du régime du président Bachar al-Assad.

Selon un militant anti-régime, l’armée `progresse sur le terrain sans
aucun doute, car les régions ont été assiégées pendant trop
longtemps.`

M. Abdel Rahmane a aussi mis en cause `les divisions au sein des
rebelles`, en allusion en particulier aux divergences entre rebelles
et jihadistes, qui dégénèrent parfois en combats meurtriers.

Les milices kurdes ont poursuivi leur offensive contre les combattants
liés à Al-Qaïda en prenant deux nouveaux villages dans la région de
Hassaka, selon l’OSDH.

Par ailleurs, des obus sont tombés sur deux quartiers de Damas, Qassar
et Bab Touma, faisant au moins sept blessés, selon la même
organisation.

Même si les troupes du régime ont récemment enregistré des succès,
personne n’a remporté de victoire déterminante sur le terrain après
plus de deux ans et demi d’un conflit ayant fait plus de 120.000 morts
selon l’OSDH et des millions de réfugiés et déplacés selon l’ONU.

22 des 23 sites chimiques inspectés

Même l’opposition politique syrienne, en exil, est divisée. Elle doit
se réunir samedi à Istanbul pour décider de sa participation à une
conférence internationale maintes fois reportées, alors que plusieurs
groupes de la coalition y sont opposés.

Mercredi, l’opposition a appelé l’émissaire international Lakhdar
Brahimi à `rester neutre`, après des déclarations dans lesquelles il
avait estimé que l’opposition syrienne était `divisée` et `pas prête`
pour une conférence Genève-2.

Concernant le démantèlement en cours de l’arsenal chimique syrien,
l’Organisation pour l’interdiction des armes chimiques armes (OIAC) a
annoncé que ses experts avaient désormais inspecté 22 des 23 sites
déclarés par les autorités syriennes.

Les Etats-Unis ont sollicité informellement l’aide de plusieurs pays
alliés, dont la France et la Belgique, pour participer à la
destruction de l’arsenal chimique syrien, a indiqué jeudi un
porte-parole du ministère belge des Affaires étrangères.

Les experts de l’OIAC ont placé sous scellés toutes les armes
chimiques déclarées par la Syrie et le Conseil exécutif de
l’organisation doit adopter avant le 15 novembre une feuille de route
pour leur destruction.

A Amman, le secrétaire d’Etat américain John Kerry a appelé jeudi la
communauté internationale à `jouer un plus grand rôle` pour aider les
autorités jordaniennes à faire face à l’afflux de réfugiés fuyant la
guerre en Syrie.

Weak defence of Aberystwyth exchanges with Azerbaijan that jails
students, condones racial murder, rigs elections & persecutes

In August of this year, Aberystwyth University announced that it had
signed a Memorandum of Understanding with the Azerbaijan Diplomatic
Academy (ADA).

They claimed that this was to promote academic and cultural
cooperation between the two institutions. The two institutions have
also signed a formal Exchange Agreement which means that students from
both institutions will be able to study at the partner institution for
either one semester or one academic year. Under the agreement,
Aberystwyth will receive two students from the Azerbaijan Diplomatic
Academy every year.

ADA however is an arm of the Azerbaijan Ministry of Foreign Affairs
and is heavily funded by the government. Therefore there can be real
concerns about a project that
involves a country that is ranked 139th out of 167 for democratic
rights and is rated as `not free’ in US freedom house rankings which
measure democracy and freedom.

The regime led by President Aliyev since 2003 has become increasingly
totalitarian and is heavily criticised by many human rights bodies.
The country is rich in natural resources and for this reason has
managed to avoid much criticism from states which rely on its oil such
as the UK. It is now looking to cement its place on the world stage by
spending vast amounts of its funds on `caviar diplomacy’ in which it
tries to make itself seem more palatable to the outside world. In
reality though the government is one that has little interest in the
established universal ideals of human rights and rule of law.

A particularly extraordinary example of this is that of Ramil Safarov
who hacked an Armenian to death in Hungary in 2004 while on a NATO run
course. Safarov killed his victim after he claimed he was insulted by
him. He attacked the Armenian with an axe while he was sleeping.
Hungary released Sarafov in 2012 only after they had been promised
that his sentence would be enforced in Azerbaijan. However on his
return Safarov was given a full pardon, a hero’s welcome, and was
promoted to major in the army. A man guilty of a cowardly racial
murder freed and elevated to the status of a national hero.

The human rights abuses and clamp downs on any anti government
activities particularly intensified in the lead up to the recent
presidential elections of October 2013. Oppositions were restricted in
where they could hold meetings and demonstrations and experienced
repeated disruptions to their campaigns. Dozens of political activists
were arrested on bogus charges according to Human Rights Watch.

Two opposition leaders in Azerbaijan, Ilgar Mammadov and Tofiq
Yaqublu, werecharged with staging riots in the town of Ismayilli.
Supporters of Mammadov and Yaqublu said they had nothing to do with a
protest sparked by local concerns, and were being framed by the
authorities. Mammadov, chairman of the REAL (Republican Alternative)
movement, and Yaqublu, deputy chairman of the Musavat Party, were
arrested and charged on February 4. If found guilty, both could face
up to twelve years in jail. Rachel Denber from Human Rights watch said
that `In the past year Azerbaijan’s government has launched an
unprecedented crackdown on critics…. Ilgar Mammadov and Tofig
Yagublu are among the victims of Azerbaijan’s dragnet to silence
dissent.’ During a pre trial hearing Mammadov told a judge that he was
promised release if he wrote a letter of apology to President Aliyev
indicating theseriousness of the abuse of democracy that is ongoing.
Amnesty International has declared them prisoners of conscience. They
have now been imprisoned for ten months

The Aliyev regime also tries to create charges for the opposition in
other ways. From May 2012 to May 213 at least six government critics
were arrested on drug charges. On each occasion the charges were based
on narcotics found by the police following arrests for other offences.
No lawyers were present during the searches. Following the arrests the
victims were questioned mainly about their criticism of the
government. Their lawyers reported that they had been beaten with
bruises and cuts to the face to prove the matter.

Following all of these abuses, it is no surprise to find that the
actual elections gainedconsiderable condemnation. The OSCE described
it as a `deeply flawed’ election. Inan almost unbelievable example of
these problems, President Aliyev was announced as victor on a
government phone app the day before voting began. There was also
evidence of ballot box stuffing, intentional miscounting and numerous
other procedural failings.

However, restrictions do not only apply to elections. Freedom of the
press is severely restricted and dozens of journalists have been
prosecuted and then imprisoned or fined in the past six years. A
leading investigative journalist, Khadija Ismayilova, has been
subjected to a smear campaign in which a camera was secretly put in
her bedroom, most recently in a newspaper associated with the ruling
party, in retaliation for her anti-corruption reporting. The BBC is
not broadcast in the country and anyopposition or independent media is
again severely restricted. The government iskeen to ensure that any
rumblings of discontent are quickly wiped out.

Academic freedom

According to a report by the Scholars At Risk Network, the independent
Azad Fikir University (Free Thought University) was shut down by local
police in April 2013 in connection with an investigation into an
opposition student group, after which the University’s lease on their
building was terminated, leaving them homeless for the upcoming
academic year. According to the Network, AFU is funded largely by
international organizations and the US and UK governments, and is
`dedicated to promoting democracy and human rights’ in Azerbaijan.

International human rights organisation Freedom House devote a section
of their 2012 report to academic freedom in the country:

`The authorities have linked academic freedom to political activity in
recent years. Some professors and teachers have reported being
dismissed for links to opposition groups, and students have faced
threats of lowered grades for similar reasons. In April 2011, a
student was expelled from Baku State University and banned from
further study after participating in protests, and a university
professor was demoted after criticizing the arrest of a youth
activist.’

The 2013 report by Freedom House describes Azerbaijan as `not an
electoral democracy’ where elections are considered `neither free nor
fair’ by international observers. Freedom House describe corruption as
`widespread’, and `critical institutions’, including the media and
judiciary, as `largely subservient’ to the president and ruling party.

At a time when these problems are not only continuing but are actually
real questions can be asked as to why a university with a proud
history in international politics is choosing to engage with a regime
that is consistently violating human rights and is using caviar
diplomacy to establish itself on the international scene.

is appalled that the ten-month imprisonment on trumped-up charges of
two opposition politicians continues; and calls on the Government to
make representations on behalf of Ilgar Mammadov and Yeni Musavat,
plus many others imprisoned for political reasons by the Aliyev
regime.

That this House is appalled at the evidence of many abuses in the
recent general election in Azerbaijan, including an official
announcement of the result before voting began; applauds the thorough
scrutiny by the Organisation for Security and Co-operation in Europe
that reported manipulation of voter lists, results and protocols,
including cases of votes being reassigned to a different candidate,
with 58 per cent of observed polling stations assessed as bad or very
bad, with clear indications of ballot box stuffing in 37 polling
stations and every conceivable violation of voter identification;
notes that the US State Department found that the election fell short
of international standards.

Turkey denies planning to reopen border with Armenia

The Turkish Foreign Ministry has denied media reports that Turkey
plans to open its border with Armenia, closed by Ankara in the early
90s in protest against Armenia’s occupation of Nagorno-Karabakh and
surrounding Azeri districts.

“This is untrue,” a statement from the Turkish Embassy in Baku quoted
ministry spokesman Levent Gumrukcu as saying.

“Turkey wants peace in the Caucasus. For this reason, our country,
along with its efforts in seeking an end to the occupation of Azeri
territory, approves of any measure to boost regional cooperation,” the
statement said.

However, Turkey will not reopen its border with Armenia without the
consent of Azerbaijan, according to Gumrukcu.

On 9 November Artsakh Republic President Bako Sahakyan visited the
village of Norshen in the Martouni region and partook in solemn
ceremonies of dedicating the reconstructed St. John the Baptist
church, opening the village club and public house of celebrations.

President Sahakyan considered important the existence of such
spiritual and cultural structures in rural areas calling them
necessary components for natural development.

The Head of the State expressed gratitude to philanthropists who had
supported the realization of those projects noting that such mission
was demanded and should be of a continuous nature.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, National Assembly speaker Ashot
Ghoulyan, premier Ara Haroutyunyan, other officials partook in the
event.

Vladimir Spivakov arrived in Yerevan in the evening of
November 8. The Executive Director of `Aram Khachaturian’ foundation
Anna Ter-Hovakimyan informed `Armenpress’ that the
famous musician will depart from Armenia only on November 12.

Within the framework of Aram Khachaturian International Festival,
dedicated to the 110th anniversary of the great composer, the
National Philharmonic Orchestra of Russia under the artistic director
and principal conductor Vladimir Spivakov will give a concert in
Yerevan.

On November 10 at 19.00 the concert will be held in Aram Khachaturian
concert hall. The Yerevan concert is dedicated to the
80th anniversary of violist and conductor Zareh Sahakyants, the
founder of Chamber Orchestra of Armenia.

And on November 11 National Philharmonic Orchestra of Russia led by
V.Spivakov will perform in Gyumri. The Gyumri concert will be held in
the
frames of “Gyumri CIS Cultural Capital 2013”.

Aram Khachaturian International Festival is organized by the State
Youth Orchestra of Armenia.

Vladimir Spivakov, well known to orchestras and audiences alike as one
of the leading violinists of our time, equally enjoys a multifaceted
career as a respected conductor and committed humanitarian. He is
artistic director and principal conductor of the National Philharmonic
of
Russia and president of the Moscow Performing Arts Centre since 2003.
>From 1999 to 2002 Spivakov served as principal conductor of the
Russian National Orchestra. As a chamber and symphony orchestra
conductor, Vladimir Spivakov has appeared in the world’s most
important concert venues and has conducted European and American
orchestras, including the symphony orchestras of London, Chicago,
Philadelphia, Cleveland and Budapest, the La Scala Symphony Orchestra,
the orchestra of the Accademia “Santa Cecilia”, the Cologne
Philharmonic Orchestra, the French Radio Orchestra as well as all the
leading Russian orchestras.

In 1979 Vladimir Spivakov, together with some of his colleagues who
shared his flair for chamber music, formed a new chamber orchestra
named “Moscow Virtuosi”. He has been its artistic director, conductor
and soloist ever since. Maestro Spivakov studied conducting with
Professor Izrail Gusman in Russia. He furthered his skills with a
couple of private lessons from the great Leonard Bernstein in the
United
States. Leonard Bernstein presented him with his own baton as a sign
of his belief in Mr. Spivakov’s conducting future. Vladimir Spivakov
is
never separated from this precious gift.

Mr. Spivakov founded the International Colmar Music Festival in France
in 1989, and has been its artistic director until today. Many
prominent musical groups have appeared at the festival during the
sixteen years of its existence as well as great world famous artists
such
as Mstislav Rostropovich, Yehudi Menuhin, Evgeny Svetlanov, Krzysztof
Penderecki, Jose van Dam, Jessye Norman, Robert Hall, Thomas
Quasthoff, Kristian Zimmermann, Michel Plasson, Evgeny Kissin, Vadim
Repin, Nikolay Lugansky, Vladimir Kraynev and Sergey Leiferkus.

Mr. Spivakov has taken part as a jury member in many well-known
international competitions since 1989 (e.g., those of Paris, Genoa,
London, Montreal); he is president of the Sarasate Violin Contest in
Spain. In 2002 he presided over the jury of the Tchaikovsky
International Violin Competition in Moscow. Mr. Spivakov succeeded
Nathan Milstein in leading the very prestigious annual violin master
classes in Zurich in 1994.

According to the traffic police of Armenia, they continue installing
speed measuring devices in Yerevan and on interstate highways in an
effort to control traffic offences.

In particular, on November 18, 2013, 2 speed measuring devices will be
launched in Hovhannes Shiraz Street in Yerevan. The speed limit in
Shiraz Street is 60 km/h.

On 9 November Artsakh Republic President Bako Sahakyan visited the
village of Norshen in the Martouni region and partook in solemn
ceremony of consecration of the reconstructed St. John the Baptist
church, opening of the village club and the public house of
celebrations.

President Sahakyan considered important the existence of such
spiritual and cultural structures in rural areas calling them
necessary components for development.

The President expressed gratitude to philanthropists who supported the
implementation of those projects, noting that such initiatives are of
great demand and should be continuous.

Preparliament demands releasing activists detained during unrest in Yerevan

The Preparliament demands that the Armenian authorities should
release the citizens detained during the unrest in Yerevan.

“We demand immediately releasing Shant Harutyunyan and all the
political prisoners detained on November 5 and punishing all those who
initiated the given provocation”, Preparliament says in its statement
sent to ArmInfo. The authors of the statement say that at the moment
Armenia is undergoing to processes: consolidation of the society and
rapprochement of the authorities and criminals. “The incumbent
authorities are trying to retain power in every possible way and even
use the foreign political vector, which will result in the loss of the
country’s sovereignty”, the statement says.

To recall, dozens of policemen and activists were injured as a result
of the clashes that followed a demonstration organized in the center
of Yerevan in support of activist Shant Harutyunyan, on 5 November.
Over 20 activists have been detained. The clashes started at 05:30 PM
when the demonstrators came across a police cordon. The police say
that the demonstration was not sanctioned. As was reported earlier,
the demonstrators were moving to Mashtots Park, when Shant Harutyunyan
tried to cross the street against the traffic lights. The police’s
attempt to stop him ended in a skirmish. Harutyunyan and his son were
detained. Some demonstrators began blowing up bottles with gasoline.
The police cordoned the road leading to the presidential palace.
Earlier Shant Harutyunyan organized a picket in Liberty Square. He
stood there with a poster saying “I am Declaring a Revolution!” A
criminal case has already been instituted. The Office of the Human
Rights Defender of Armenia has told ArmInfo that Ombudsman Karen
Andreasyan will make a statement after all the details of the incident
are found out.

1259 titres de livres publiés pour 796 000 exemplaires en Arménie l’an dernier

1259 titres de livres furent publiés en Arménie en 2012 avec une
diffusion totale de 796 000 exemplaires. Un chiffre qui est très
modeste en comparaison des éditions des pays d’Europe occidentale.
1240 titres avec une diffusion de 760 000 exemplaires avaient été
enregistrés en 2011. Les livres traitant de l’art représentent à peine
le quart de ces éditions d’Arménie tandis que les titres liés aux
sciences sociales furent au nombre de 453 l’an dernier. Les livres
dédiés aux sciences naturelles furent de 135 en 2012 et celles des
sciences de la terre de 145. Que reste-t-il aux titres dédiés à
l’Histoire ou la politique ?
