phréatiques par des puits artésien est en élaboration à Mardouni
(République du Haut Karabagh). Ara Haroutiounian, le Premier ministre
de la République du Haut Karabagh a informé sur ce projet les
habitants de Mardouni. Dans la région, les autorités de Stepanakert
désirent remettre en place l’expérience des années soviétiques au
cours desquelles des puits étaient creusés pour l’extraction des eaux
des nappes phréatiques à Mardouni. Le nouveau projet mis en place par
le gouvernement devrait être effectif avant 2017.

Two Azerbaijanis found guilty of murdering chief architect of

In Russia two men, accused of the murder of the chief architect of the
city of Solikamsk of Perm region in 2010, were found guilty by the
juries. According to “RIA Novosti” the Investigative Committee of
Russia reported about that.

According to the investigation at the begging of 2010 an unknown
person approached to two natives of Azerbaijan and offered money to
assassinate the architect of the city Solikamsk. They were spying on
the woman and in the morning of the 18th of March, 2010 she was shot
at the stairwell of her house.

“By the unanimous verdict of the jury the convicted are found guilty
of incriminated activities whereas one of them as unworthy of
indulgence. After discussing the consequences of verdict the court
will pass the sentence,” it is said in the statement.

As Komersnat-Perm reads, of the chief architect of the city of
Solikamsk of Perm region, Olga Karapetyan was killed on the 18th of
March, 2010 at the stairwell of the house where she lived. Two men, 46
and 27 were found guilty. One of them is recognized as unworthy to
indulgence. The court will pass the sentence after the discussion of
consequences of the verdict. At the end of the last year law
enforcement agencies of Perm region adjudicated the alleged murderer
of the chief architect of the city of Solikamsk.

As Komersnat stated that man, Azar Akbarov was a former soldier of
Special Forces of Azerbaijan, already serving a sentence of murder and
illegal possession of weapons. The investigators couldn’t disclose the
second person.

One of the main potential versions of the murder was the professional
activities of the architect. The offence could have been connected
with her refusal to give permission for demolition or construction of
an architectural monument.

It was set by the investigation and the court that the above mentioned
individuals at the beginning of 2010 accepted the offer of an unknown
person to kill the chief architect of the city of Solikamsk in return
for monetary compensation.

The decision of the European Court of Human (UCHR) condones ‘negationism,’
wrote His Holiness Aram I to the Federal Counselor Simonetta Sammaruga

Antelias – 10 February 2014. In a letter to the Federal Counselor of the
Department of Justice and Police, Simonetta Sammaruga, His Holiness Aram I
shared the indignation of Armenians with the decision of the European Court
of Human Rights on the Perençik case condemning Switzerland. The Catholicos
wrote,” legitimization of negationism of the Armenian Genocide by the ECHR
not only deepens the wound of victimization, but also insinuates contempt
and racism against our people; it strengthens the position of those in
Turkey who use hate language to hinder all processes aiming at truth and
justice.”

Addressing the issue of freedom of expression, the Catholicos wrote, “the
decision of the ECHR condemning Switzerland challenges the country’s
commitment to freedom of expression and the safeguard of public order.
Questioning this crucial principle by the ECHR is a matter that has to be
discussed by the Court’s Grand Chamber in order to set the parameters within
which member states could condemn freedom of speech.

His Holiness Aram I then encouraged the Counselor to appeal to the Grand
Chamber of the European Court because it will also ensure impartiality.

Representatives of the Catholicosate of Cilicia discuss the 100th
Anniversary Commemoration of the Armenian Genocide with the Moderator and
General Secretary of the World Council of Churches (WCC)

Executive Committee of the World Council of Churches held in Geneva,
Archbishop Nareg Alemezian member of the Executive Committee and Ms. Teny
Pirri-Simonian, member of the Central Committee, met with the Moderator Dr.
Agnes Abuom and General Secretary Rev. Olav Fykse Tveit to discuss the 10th
Assembly Minute regarding the WCC’s commemoration of the 100th Anniversary
of the Armenian Genocide.

Archbishop Nareg conveyed the greetings of His Holiness Aram I and
informed the Moderator and General Secretary of the activities that the
Catholicosate of Cilicia has planned for the commemoration of the 100th
anniversary of the Genocide in 2015. This was followed by a presentation by
Ms. Teny Pirri-Simonian, who is also President of ARMENOFAS, the
Swiss-Armenian Foundation, of the plans of the Foundation and the Federation
of Swiss Protestant Churches to commemorate the Genocide next year in
Switzerland, as discussed recently Rev. Dr. Gottfried Locher, by the
President of The Federation of Swiss Protestant Churches, the ARMENOFAS
Board, and His Holiness Aram I.

In view of the Minute adopted by the WCC 10th Assembly on the 100th
Anniversary of the Genocide, it was decided: 1) to organize the
international consultation recommended by the Assembly between February and
March 2015; 2) to consider a theme on ‘Impunity’ that WCC had discussed and
around which the Catholicosate of Cilicia had organized an international
conference; 3) nominate a small committee to assist the staff in planning
the conference.

The General Secretary agreed to invite the Armenian members of the Central
Committee of the World Council of Churches to accompany the staff in
implement the recommendations of the assembly. They comprise Archbishop
Vicken Aykazian and Ms. Paula Der Matevossian (Holy See Etchmiadzin) and
Archbishop Nareg Alemezian and Ms. Teny Pirri-Simonian (Holy See of
Cilicia).

The haste in completing the process of joining the Customs Union
(CU) is accelerating in Armenia stirring more speculations on the
government actions and motives behind them.

During this week’s cabinet meeting Prime Minister Tigran Sargsyan
stated that the roadmap for accessing the CU will be ready in May
and instructed the task groups to keep strictly to the timeline set
in the action plan for joining the Russia-led economic union.

Parallel with the government actions also public propaganda is
being carried out: during the presentation of his book “Armenia in
the Customs Union: The Beginning of Irreversible Changes in the
Transcaucasia”, ruling Republican faction MP Artashes Geghamyan,
leader of National Unity political party, welcomed President Serzh
Sargsyan’s September 3 decision to join the CU.

“The decision was historic not only in terms of prospects for
our country, but also because, finally, the European Union member
countries’ approach to us has changed,” said Geghamyan.

Earlier, Russian Ambassador to Armenia Ivan Volinkin commented saying
that Armenia was making 7-mile steps towards the CU.

During a discussion on “Armenia Today and Tomorrow”, with three
former foreign ministers Vahan Papazyan, Alexander Arzumanyan, and
Vartan Oskanian as invited speakers, the main emphasis was Armenia’s
decision to join the CU.

Arzumanyan stressed that the entire history of Armenia’s independent
statehood comes down to an endless attempt to escape from Russia and
during all the 22 years the Armenian authorities have tried to become
less dependent on Russian authority, which was in the basis of the
1988 movement.

“Nothing has changed in that respect. At that time we escaped from a
totalitarian regime, declared an independent state, were able to make
unprecedented military achievements… The dilemma was in the very
question in the referendum ‘do we want Armenia to be an independent
democratic state outside the USSR?’ So far we have failed to answer
that question, failed to build a democratic country under the rule
of law with legitimate leadership, which would be able to determine
our way through a public discourse… Today we have conceded our
sovereignty to Russia,” he says.

Oskanian believes that Armenia could have made a completely different
decision on September 3, and still keep excellent relations with
Russia, although those relations had to be excellent before September
3 to start with.

He says Armenia’s foreign policy is the continuation of the domestic
one. At the same time, he says, foreign policy determines a lot within
the country in terms of the country development, increase of trade
opportunities, attracting investments, etc.

“One complements the other, it’s a mutual process. However, the state
of things inside our country has dictated a lot in terms of external
developments. We feel weak these days – the economy is in poor state
with high poverty and migration rates, we also have big demographic
issues, legality issues. All these together substantially decrease
our opportunities for maneuvering when it comes to foreign political
matters. The biggest obstacle in our political system is the lack of
counterweights. We are a single-party system today. Let us officially
agree on that, because the rest is formality,” says Oskanian.

Papazyan strongly believes that the current events are not irreversible
and that there is always a chance to rectify things.

“Much is talked about the fact that this is supposed to be first
of all a platform for economic cooperation. I doubt it greatly. My
understanding is that above all the CU will be a platform for political
unity, if it establishes itself as such…” he says.

Oskanian says the situation in the entire region is highly complicated,
which will affect Armenia, especially in terms of her relations
with Georgia.

“Georgia is moving towards Europe, we – towards Russia, and Azerbaijan
is somewhere in the middle. There was one thing in common for the three
of these countries – European integration, which is no longer the case,
and today the divisive lines in the Caucasus have deepened so much,
that, I have no doubts its negative consequences will inevitably come
forth in the future,” he says.

On Feb. 13, Armenian Defense Ministry hosted a consultation chaired
by Minister Seyran Ohanyan.

Expansion of the Armenian armed forces, creation of groups, conducting
combat operations, distribution of new armament and equipment and
use of long range weapons were discussed.

The focus of the participants was on the ways and forms of troops’
use during defensive actions and counter-offensives.

The consultation was attended by Chief of General Staff of Armenian
Armed Forces Colonel General Yuri Khachaturov, Deputy Defense Ministers
and Deputy Chiefs of the General Staff of Armenian Armed Forces and
department heads, the press service of Defense Ministry reported.

IRAN AND ARMENIA AGREE TO BUILD PEACE PARK IN JOINT BORDER AREA

Iran and Armenia held final talks for establishing a Peace and
Friendship Park at the joint border area, IranianPresidential Advisor
and Head of Department of Environment Masoumeh Ebtekar said.

Her remarks came during the inaugural ceremony of the 13th
International Environmental Exhibition which officially opened in
the Iranian capital earlier in the day with the participation of a
number of Iranian and foreign officials.

The idea of Iran-Armenia peace park has originally started in 2012
when Tehran and Yerevan signed an agreement to establish a natural
reserve on either side of their border to symbolize and cement growing
cooperation between the two neighboring states, IRNA agency reported.

The Iranian official expressed hope that construction of the project
would begin in a near future.

The park will cover around 65,000 hectares (160,000 acres) of land
straddling the Aras river, which marks the Armenian-Iranian border.

According to the Iranian and Armenian officials, the project would
not only protect wildlife and flora in the mountainous area but also
promote ecotourism.

Armenian Civic Group Urges For State Efforts To Suspend Funded Pensi

ARMENIAN CIVIC GROUP URGES FOR STATE EFFORTS TO SUSPEND FUNDED PENSIONS

The civic group conducting an active campaign against funded pensions
has called for government efforts towards ruling out salary transfers
to the pension funds.

In an appeal to Armenia’s State Revenue Committee, activists of the
group I am Against! ask for revising the electronic reporting forms
and deactivating the fields requiring an insertion of the deduced
salary sum.

The group says that the existing form automatically obliges an employer
to make the required deductions (as a taxpayer).

In the meantime, the activists express willingness to offer a relevant
professional assistance.

The amended pension law, which went into effect on January 1, requires
that all the employed citizens of Armenia born after 1973 pay 5%-10%
salary taxes to the pension funds to secure their future retirement
benefits. The measure met strong protests by the society, with many
expressing distrust in the system. On January 24, the Constitutional
Court issued a ruling to suspend the mandatory component of the law.
