les propriétaires de boîtes de nuit ont réalisé que la musique

jouer quelques nuits par semaine .

Missak Manouchian rejoindra-t-il les grands hommes au Panthéon ? C’est
en tout cas une idée qui plaît bien à André Molino, maire (PC) de
Septèmes-les-Vallons, qui vient d’adresser un courrier dans ce sens au
Président de la République. Né en 1906, Missak Manouchian débarque à
Marseille à l’ge de 19ans. C’est lui qui est à l’origine du célèbre
réseau très actif de résistance éponyme qui comptait 23 membres, la
plupart de confession juive. De juillet à octobre 1943, le groupe
Manouchian met en oeuvre quelque 70 attentats. Le résistant Missak
Manouchian est arrêté le 16 novembre 1943. S’ensuit un procès – le 3e
g rand p rocè s de l’Occupation mené par les Allemands àgrand renfort
de propagande- des 23 membres du groupe qui s’ouvre le 15 février
1944.Unepropagande nazie qui s’affiche : l’Affiche rouge représentant
les visages de dix des accusés est imprimée en 15 000 exemplaires et
placardée pour dénoncer leur action. Missak Manouchian et ses 22
compagnons de la résistance sont fusillés le 23 février 1944. “Le 21
février, sur l’initiative de l’association des Français d’origine
arménienne et de son président Nicolas Margossian, nous nous sommes
rassemblés à Septèmes pour rendre hommage à Missak Manouchian et aux
héros de l’Affiche rouge, écrit André Molino. Après les divers
hommages rendus par la République aux combattants de tous horizons,
j’entends relayer par ce courrier l’appel de septémois pour que ce
chef des FTP-MOI puisse bénéficier des honneurs de la République et
rejoigne au Panthéon les quatre personnalités que vous venez de
désigner. J’espère que notre sollicitation retiendra toute votre

Community and Religious Leaders Demand Immediate U.S. Action to Stop
Turkey’s Support for al-Qaeda Affiliated Terrorist Group Attacks on
Armenians and Innocent Civilians in Kessab, Syria

What: Armenian American religious and community leaders will be joined by
human rights activists at a press conference to call on President Obama to
press NATO ally, Turkey, to stop facilitating ongoing attacks by Al-Qaeda
affiliated foreign fighters against the civilian population of the
predominantly Armenian region of Kessab, Syria. Following the press
conference, the Armenian Youth Federation, Kessab Educational Association
of Los Angeles and community organizations will hold a protest at the same
site.

Background:

Armenian Americans from throughout the Southland have united in
speaking out against the recent brutal incursion, launched across the
Turkish border, by al-Qaeda affiliated terrorist groups against the
innocent civilian population of the historically Armenian town of
Kessab, Syria. Many Armenian Americans have heard horrifying accounts
from their relatives, who were forced to flee at a moment’s notice to
avoid capture or slaughter by extremist forces.

Located in the northwestern corner of Syria, near the border with
Turkey, Kessab had, until very recently, avoided major battles in the
Syrian conflict. The local Armenian population had increased in recent
years with the city serving as a safe-haven for those fleeing from the
war-torn cities of Yacubiye, Rakka and Aleppo.

The area had been relatively peaceful until March 21st, when Turkey
reportedly allowed hundreds of radical foreign fighters to cross its
border and attack the civilian population. ABC and CBS news are
reporting that the extremists are part of the al-Nusra Front, which is
a wing of al-Qaeda, a United States designated terrorist group.

Within days of the onslaught launched from Turkey, nearly the entire
population of Christian Armenians has fled to neighboring Latakia and
Bassit to avoid slaughter. Civilians, who were not able to flee, have
reportedly been taken hostage, while churches and homes are being
systematically desecrated and looted. Further, there are reports that
injured extremists are returning to Turkey for medical treatment.

Turkey’s facilitation of al-Qaeda affiliated foreign fighters and
their attacks on innocent civilians in Syria undermines ongoing
U.S. and international efforts to bring peace to a country ravaged by
violence for far too long. For Armenians in the region and around the
world, Turkey’s actions are a horrifying and bitter reminder of the
genocide committed against the Armenian, Pontian and Syriac
communities by Ottoman Turkish authorities from 1915-1923.

The United States has the power to stop Turkey’s provocations and
assistance to these radical groups and send a clear message that
targeted military strikes against innocent civilians is unacceptable
under any circumstances and a clear violation of international law.

The Armenian National Committee of America (ANCA) and the
Armenian-American communities across the United States have urged
Secretary of State John Kerry, U.S. Ambassador to the Republic of
Turkey Francis Ricciardone, and U.S. Ambassador to the United Nations
Samantha Power to immediately press Turkey to stop facilitating
attacks on civilians in Kessab and investigate Turkey’s reported
assistance to foreign fighters associated with U.S.- designated
terrorist groups. They have further requested assistance in directing
need-based humanitarian aid to the victims of the onslaught on Kessab
as soon as possible.

Separately, the ANCA has been in communication with members of the
House Committee on Intelligence, House Foreign Affairs Committee and
Senate Foreign Relations Committee, and has issued an action alert to
urge that Congress use its influence to immediately end Turkey’s role
in the destruction of Kessab.

Southern California U.S. Representatives Adam Schiff and Brad Sherman
have already issued statements condemning the al-Qaeda inspired
attacks and urged the State Department to take immediate action.

On Thursday, March 27, 2014, a delegation of Armenian American
community and religious representatives met with the State Department
and submitted a series of requests for prompt U.S. action.

The Armenian National Committee of America-Western Region is the
largest and most influential Armenian American grassroots advocacy
organization in the Western United States. Working in coordination
with a network of offices, chapters, and supporters throughout the
Western United States and affiliated organizations around the country,

Armenia strongly supports the people’s right to self-determination,
Armenian Permanent Representative to the UN Karen Nazarian said.

“For many years Armenia has been consistent and principled in its
support for democracy, freedoms and rights, including equality and
the right of people to self-determination,” said Nazarian before the
UN General Assembly vote on the Ukrainian resolution.

Armenian Parliament Vice-Speaker, press secretary of the ruling
Republican Party Eduard Sharmazanov stated that the Armenian vote
against the resolution was not surprising. “Armenia has said time
after time that it supports the self-determination of people through
a free expression of their will. So, our position is not a surprise,”
Sharmazanov told.

The resolution, which didn’t recognize the Crimean referendum results,
was passed at the UN General Assembly session. A hundred countries
supported the resolution, eleven were against and 58 abstained.

Armenia, Belarus, Bolivia, Cuba, North Korea, Nicaragua, Russia,
Sudan, Syria, Venezuela and Zimbabwe voted against the resolution.

The US policy on Armenia has resulted in a break-up of Armenia’s once
powerful light industry, in lopsided reforms and the ensuing economic
and social problems. According to experts, the US long-term plans to
make Armenia distance itself from Russia are hardly feasible today,
just as they were unfeasible 20 years ago. Americans have to take
into account the historical and political realities of the region.

The US has never cherished illusions about the post-Soviet Armenia.

Washington has conversely been and will remain suspicious of Yerevan,
for Armenia is Russia’s strategic partner, a member state of the
Collective Security Treaty Organization and has friendly relations with
Iran despite the geographical and geopolitical realities. And yet, the
US seeks to play an active role in the Trans-Caucasus. The US has for
example tried to ensure that Armenia and Turkey will open their border,
one that’s been closed since 1993 at the insistence of Ankara. The US
thus sought to bolster its ally Turkey’s position in the region. But
the diplomatic effort of 2010 yielded no specific result. The US plan
failed. This is what Director of the Institute for Caucasus Studies,
political analyst Alexander Iskandaryan, says about it in a comment.

“The US has clearly miscalculated. The moment the Armenian-Turkish
factor became a factor in Turkey’s home policy, the US pressure proved
insufficient. There is a world of a difference between pressurizing
Turkey in Zurich and doing the same thing in Ankara. Besides, the US
badly needs Turkey; it needs the crazy house that’s emerged in the
Middle East in recent years. Ankara is perfectly aware of that. So, it
was the US miscalculation and also the drastically changed situation,
I mean the Arab Spring, etc. In short, the US efforts failed”.

Yet another factor in the US attempted boosting of influence on Armenia
over the past 20 years have been all sorts of grant programmes, the
loan financing of government and central bank programmes, and also
support for numerous nongovernmental public organizations that have
initiated most protest actions in Armenia.

According to experts and analysts, the US is thus trying to create
financial dependence and pro-western sentiment of the local elite. But
according to an Armenian political analyst and spin doctor Vigen
Akopyan, the Americans failed to ensure an alternative to Russia in
such important areas as military and economic security.

“Security is of paramount importance to Armenia. If Armenia has strong
armed forces, it will be able to settle the issue of Nagorno-Karabakh,
and will also manage to settle economic problems. Transfers are
also very important. A transfer is Armenia’s second budget. Some 2.5
billion dollars are transferred to Armenia officially every year.

Russia accounts for some 86% of that amount. Americans have failed
to offer alternatives to these important factors”.

Experts also point out that the US has never tried to stage a coup
in Armenia, like the one in Georgia, because of Armenia’s obvious
orientation towards Russia. An increasingly great number of experts
agree that to weaken Russia’s influence on the region will soon
become next to impossible, given Armenia’s forthcoming joining of
the Customs Union.

Views differ in Armenia and Nagorny Karabakh, but both fail to see
risks in backing Russia’s stance.

For Armenians, history has always been a central pillar of identity.

Even more significant for Armenians is the denial or selective
misinterpretation of history, which have always triggered intense
and immediate condemnation.

Given these tenets of identity, the recent determination of
many in Armenia and Nagorny Karabakh to apply their own selective
interpretation of history and to resist more mainstream interpretations
of the Crimean crisis is bewildering.

Yet underlying this seemingly contradictory view of Crimea and its
dubious referendum, there is an even deeper level of complexity. This
is evident on several levels.

First, Armenians in Nagorny Karabakh and in Armenia proper, who are
normally united, now differ in their perspectives on Crimea.

For many people in Karabakh, the recent referendum in Crimea
is a validation and a vindication of their own quest for
self-determination. This was most evident in the celebratory, joyous
public reaction to news of the Crimean vote.

For Armenia, however, the Crimean issue has more to do with the
country’s strategic “partnership” with Russia.

It was this perspective that prevailed in determining the Armenian
government’s response to the Ukraine conflict, which had initially
been cautious. It became ever clearer this week when Armenia openly
backed the Russian position by voting against a resolution at the
United Nations General Assembly that reaffirmed Ukraine’s territorial
integrity and labelled as illegal the referendum that led to Crimea’s
annexation by Russia.

To another degree of complexity, the implications of these two
positions mean that both of them present greater challenges and greater
threats than any possible benefits or dividends they might bring.

For Nagorny Karabakh, the danger of embracing the Crimean referendum
is that its own argument for self-determination risks being diluted.

There are three main reasons for this. First, in the absence of any
real threat to Crimea’s security, events there were largely driven
by Russian expectations and demands. In contrast, the core issue
of Karabakh’s bid for self-determination has always been security,
in the wake of a pattern of violence from Azerbaijan.

Second, the Crimean referendum itself was never really a question of
“national” self-determination. Rather, it was one of “regional”
self-determination, with no attempt to use Ukrainian legal,
political or constitutional processes for this purpose. Here too,
Nagorny Karabakh’s experience of dialogue and negotiation, and its
experiment in using Soviet constitutional avenues make the Karabakh
referendum starkly different.

A third key difference is rooted in the referendum itself. Crimeans
voted to join the Russian Federation and – in contrast to nearly all
other cases of self-determination – never sought or even suggested
any degree of outright independence. Against that backdrop, Karabakh’s
current embrace of Crimea as an inspiration is more likely to weaken
and dilute the essence of its own quest. Such a development would be
a deadly blow to the sacrifice and tenacity of the Karabakh Armenians.

It would weaken not only their case before the international community,
but also their position vis-a-vis the mediators in the conflict.

The worst-case scenario for Nagorny Karabakh, however, has more
to do with Russia than with Crimea. Newly-assertive and resurgent,
Russia now seems to recognise no limits or restraints. With reckless
disregard and disdain for the costs and repercussions of its actions,
Moscow may select new targets and other objectives, including Karabakh.

Russia may now move to expand and extend its power and influence
in the South Caucasus. Karabakh could be an appealing means toward
that end. This route could involved a dangerous bid for greater if
riskier dividends, in which Moscow would seek to transform the frozen
Karabakh conflict into a hot war, with only Russia and its peacekeepers
capable of direct and immediate intervention. Such a scenario would
mimic Russia’s leverage in the phase prior to the August 2008 war
with Georgia. In the frozen Abkhazian and South Ossetian conflicts,
it was the deployment of Russian-led peacekeepers and the issuing of
Russian passports that defined and defended Moscow’s interests.

The case of Armenia, meanwhile, is in some ways even more dangerous.

By adopting the Russian stance on Crimea, Yerevan seems destined to
become a prisoner in its partnership with Moscow. And as the West
moves to impose greater sanctions against Russia, Armenia may become
even more isolated, trapped on the wrong side of history.

Perhaps even more distressingly, Armenia may also remain constrained
within the new Iron Curtain that Russian president Vladimir Putin seems
intent on constructing within the borders of the former Soviet Union.

WAM GENEVA, 20th March, 2014 (WAM) — Mohammed Ahmed Al Murr, Speaker
of Federal National Council (FNC) and Hovik Abrahamian, the Speaker
of Armenia’s National Assembly, have discussed ways of enhancing
cooperation in various fields, particularly parliamentary, on the
sidelines of the 130th General Assembly meetings of the IPU in Geneva.

During the meeting, the two sides discussed the development of
relations between the U.A.E. and the Republic of Armenia in many
sectors, especially economic and investment relations, and mechanisms
for strengthening parliamentary cooperation between the two countries.

The two sides stressed the importance of exchanging expertise in both
legislative and regulatory fields and foreign participation, as well
as activating the role of the parliamentary friendship committees.

Al Murr noted the depth of relations between the two friendly
countries.

For his part, Hovik Abrahamian expressed his admiration of the U.A.E.’s
progress and development in various fields.

WASHINGTON–The US State Department on Friday said it was “deeply
troubled” by the violence in Syria that is endangering the Armenian
community in Syria.

“We are deeply troubled by recent fighting and violence that is
endangering the Armenian community in Kessab, Syria, and has forced
many to flee,” said State Department spokesperson Marie Harf during
a press briefing on Friday.

The press conference came one day after a meeting between a delegation
of Armenian community representatives led by the Armenian National
Committee of America and Department of State officials, during which
the State Department was urged to act immediately to end the vicious
onslaught on the historically Armenian town of Kessab by al-Qaeda
affiliated extremists and to confront Turkey about its complicity in
aiding the extremists’ attack on Kessab. Among the participants at
the meeting were Dr. Viken Hovsepian and Western Prelate Archbishop
Moushegh Mardirossian.

“The United States will continue its steadfast support to those
affected by violence in Syria and throughout the region, including
Syrian Armenians,” Harf said in her press briefing. “We have long
had concerns about the threat posed by violent extremists and this
latest threat to the Armenian community in Syria only underscores
this further.”

Harf acknowledged the role of the ISL, al Nusra, and other al-Qaeda
linked terrorist groups in the attacks and that they have targeted
Armenians and other minority groups, saying, “we’re particularly
concerned about these minority communities and want to make sure that
their rights are protected.”

Harf made no mention, however, of the State Department’s stance on
Turkey’s involvement in the attack on Kessab or their support of the
belligerent extremists.

Asked about the recent leaked phone conversations between Turkish
leaders, in which high level Turkish officials – including Foreign
Minister Ahmet Davutoglu – are heard planning military intervention
in Syria via a false flag, Harf said, “I don’t have anything for you
on alleged calls or conversations that are out there among Turkish
officials.”

Moreover, Harf echoed statements made by Syrian rebels that they will
respect minorities.

“We have seen some statements by groups fighting in Kasab [sic.]
saying they will not target civilians and will respect minorities
and holy places. We expect those commitments to be upheld,” Harf said.

“We are continuing our struggle,” Heritage leader Raffi Hovannisian
said in his address. “The aim of this meeting is to express our wish
to live in a sovereign and legal Armenia, call for extraordinary
elections and make the government hand power to people. Our aim is
to make this a united square for everyone.”

Commenting on Armenia’s decision to vote against the UN resolution
that declares the Crimea referendum and Russia’s annexation of the
Crimea illegal, Mr Hovannisian said, “They were unable to abstain
from voting on the resolution as did China and Kazakhstan.

“As long as the acting authorities are in power, we can forget about
the international recognition of the Genocide, Artsakh sovereignty
and territorial integrity. We can forget about environmental and
national interests. Looting, inflation, sale of national property,
gas and energy deals will continue unless the illegitimate authorities
are unseated,” he said.

“The change of power should be started from the highest echelons. All
those you believe in this imperative – be it an extra-parliamentary
force, a freedom fighter, a peasant or a citizen – should join us
and build a united square,” he said adding that the situation in the
country should be changed until the end of April.

On 28 March Artsakh Republic President Bako Sahakyan partook in a
solemn ceremony of handing over keys from a newly built dwelling
house located at theVardan Mamikonyan St. 7 of capital Stepanakert.

The Head of the State underlined that the authorities of the
republic would go on providing with housing the families of perished
freedom-fighters, veterans of the Artsakh liberation war with first
disability group, the Defense Army servicemen and demobilized soldiers
as well as families with many children.

President Sahakyan expressed gratitude to philanthropists Edgar
Aramyan and Vassily Sargsyan for participating in this process,
qualifying it as a patriotic initiative.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, National Assembly speaker Ashot
Ghoulyan, prime-minister Ara Haroutyunyan, other officials and guests
from abroad were present at the event.
