Three of the 20 Armenians kept in Turkish jail were set free after
midday today, and they have already reached Latakia, Deputy Chairman
of the Social Democratic Hunchakian Party (SDHP) Vazgen Mesropyan
said. Speaking to reporters in Yerevan, he said the events should be
condemned by the Armenian Ministry of Foreign Affairs and measures
should be taken to make the international community denounce the
attack.

Having learnt about the threat of terrorism, young Armenians of Kessab
managed to evacuate 650 families, Vazgen Mesropyan said, adding that
thanks to them it became possible to avoid casualties. Nevertheless,
20 Kessab Armenians – mostly elderly people above 80 – were kidnapped.

Vazgen Mesropyan said the events in Kessab were an act of terrorism.

He urged the Armenian Ministry of Foreign Affairs to take measures
to reach condemnation of the events by the international community.

Mesropyan said he would like the international structures to apply
sanctions against Turkey, since the country was directly involved in
organizing the incursion into Syria.

A few days ago a group of Armenian lawmakers visited Latakia to meet
the Kessab Armenians and the Syrian authorities. SDHP Vice-President
said, however, that the assistance should be continuous. He is hopeful
the Syrian Army will soon liberate the regions currently controlled
by the terrorists.

Members of Armenia’s National Assembly Naira Karapetyan, Levon
Martirosyan, Edmon Marukyan, Tevan Poghosyan, Arman Sahakyan, and
Samvel Farmanyan recently presented the findings of their fact-finding
mission to Syria on March 26-27 to the parliamentary speaker, the
National Assembly and the Armenian government.

According to an official statement issued by the Armenian parliament,
during their visit, the MPs met the Armenians who were displaced
from Kessab in Latakia, Catholicos Aram I, and Armenian colleagues
in Lebanon’s parliament to discuss the situation of Syrian-Armenians.

The deputies developed some proposals that after further discussion,
“can be implemented through not only state, but also private, public,
and national channels.”

The group notes that any possible assistance for Kessab Armenians in
this tragic situation (political, diplomatic, informational, moral,
material, or immaterial) is needed today. Furthermore, the importance
of rapid response, they note, is much more significant than the variety
of possible political or procedural assumptions and secondary concerns.

“The Syrian rebels reached the Mediterranean Sea for the first time.

The attack enabled them to seize several towns and villages, including
Kessab village that borders Turkey.

“Kessab is one of the few places where Armenians, who survived the
Armenian genocide organized by the Turkish authorities, live.

“Judging from everything, the Jabhat al-Nusra militants in Turkey
carried out this operation, and this means with [official] Ankara’s
participation.

“The Syrian authorities have confirmed that the rebels had come from
Turkey, together with their ally jihadists, to attack on their region.

“[In addition,] a Turkish fighter jet hit a Syrian plane.”

In the early morning on March 21, armed militants from the Jabhat
al-Nusra Islamic terrorist group infiltrated into northern Syria’s
Latakia Governorate, which is predominantly inhabited by Armenians
and Alawites, from four directions. Two large groups of terrorists had
launched the attack fromTurkey. About 600 Kessab-Armenian families are
currently sheltered in Latakia city. On March 23, Turkish fighter
planes downed a Syrian military aircraft that was conducting a
mission against the Islamic terrorists in Kessab. On Monday, a group
of Armenia parliament members headed to Syria to assess the situation
in the country.

SYRIAN REBELS BATTLE DEEPER INTO COASTAL PROVINCE

BADROUSIEH, Syria: Syrian rebels pressed their offensive deeper into
the coastal heartland of President Bashar Assad’s Alawite sect on
Wednesday, battling government troops backed by warplanes for control
of at least two villages in the heavily wooded and mountainous terrain,
activists said.

Opposition fighters from several conservative and hard-line Islamic
groups, including the al-Qaida-affiliated Nusra Front, launched their
assault Friday on the northern stretches of Latakia province along
the Turkish frontier. So far, they have seized a border crossing,
and also gained control of an outlet to the sea for the first time
since Syria’s uprising began three years ago.

While modest in terms of territory, those gains have buoyed an armed
opposition movement that has suffered a series of recent setbacks
on the battlefield. Over the past month, Assad’s forces, backed by
his allies from the Lebanese Hezbollah militant group, have captured
towns and villages along Syria’s border with Lebanon, squeezing the
flow of rebel fighters and materiel across the frontier.

A Latakia-based activist who identified himself as Mohammed Abu
al-Hassan said rebels were hoping that the offensive in Latakia would
draw more Syrian soldiers to the area, relieving some of the pressure
on harried opposition fighters elsewhere in the country.

“The thinking is to open a battle that will make the regime rush to
fight,” Abu al-Hassan said via Skype. “The regime can’t imagine losing
the sea (of Latakia). They will bring reinforcements, and that will
lessen the pressure (elsewhere).”

On Wednesday, rebels were battling government troops in the Latakia
villages of Qastal Maaf and Nabaain, activists said. Syrian military
jets were conducting airstrikes around to try to push back the
opposition fighters, according to the Britain-based Syrian Observatory
for Human Rights.

“So far, it is attacks and retreats, nothing is certain,” said
Abdurrahman.

Both villages are south of the Armenian Christian town of Kassab and
the nearby border crossing, which rebels seized on Sunday.

The Syrian government took a group of reporters Wednesday to the
village of Badrousieh, about 15 kilometers (9 miles) south of Kassab
and some 3 kilometers from Nabaain.

Badrousieh is a picturesque village on a hilltop surrounded by
mountains overlooking the sea – a pine wooded area with orange and
lemon and olive groves as well. The idyllic scene was broken every few
minutes by the roar of outgoing artillery aimed at rebel held areas,
followed shortly after by the distant thud as the shells landed.

A field commander told reporters that “terrorist groups” with the
“clear support” of the Turkish government attacked Kassab from
four fronts.

The commander, who spoke on condition of anonymity in line with
regulations, claimed that the fighters battling the Syrian army
included Turkish soldiers and special forces dressed up like Nusra
Front militants.

He did not offer any evidence to support his claims.

Turkey, which used to enjoy good ties with Syria, is one of the
anti-Assad rebellion’s strongest supporters. Ankara has allowed rebels,
as well as weapons, to move with relative freedom across its frontier,
but there is no indication of direct Turkish involvement inside Syria.

The Syrian commander said armed groups are in full control of Kassab,
but that Syrian troops are still stationed in Nabaain as well as
Qastal Maaf and engaged in heavy fighting there.

He said around 50 Syrian soldiers were killed as well as “hundreds”
of terrorists, most of them foreigners including many Chechens,
in the past four days.

“The situation today is better than the days before, hundreds of
gunmen have been killed and you will hear good news in the coming days,
God willing,” the commander said.

The rebels advanced on Qastal Maaf on Tuesday after seizing a hilltop
area known as Observatory 45. Activists said the strategic post was
important because it enjoys a commanding view of the surrounding
mountains and green plains below.

The Syrian commander said the rebels moved on Observatory 45 under
after a pounding the position for three days with mortars and
artillery. They then detonated a BMW packed with explosives at the
entrance to the post, and attacked under the cover of smoke and fog.

He said the rebels have since been pushed back. They no longer at
the point but in nearby areas

On the coast, rebels captured a small, rocky strip known as Samra
on Tuesday.

The activist Abu al-Hassan said the area could be used by rebels to
smuggle weapons. He said the shoreline there at the foot of rocky
mountains was used by smugglers for decades because of its close
access to Turkey and the nearby presence of deep water. Still, Samra
has no port, and Syrian military’s airpower would likely be able to
prevent rebels from using any sea passage to great effect.

Syria’s conflict has killed more than 140,000 people, displaced at
least a quarter of its pre-war population of 23 million and triggered
a humanitarian crisis across the region.

C’EST LA VERSION SYRIENNE du pot de fer contre le pot de terre. En
début de semaine, prenant à contre-pied le régime Assad, qui
concentrait ses efforts sur la reprise en main de la zone frontalière
avec le Liban, des brigades rebelles ont avancé dans le djebel
turkmène, au sud de la frontière avec la Turquie. Avec la couverture
tacite de l’armée turque, quia abattu un chasseur syrien et les a
laissés passer par son territoire, les insurgés ont, pour la première
fois, atteint le rivage méditerranéen. Mais cette percée, qui rompt

Parallèlement, l’armée régulière pilonnait les environs de Kassab,un
village arménien,à un jet de pierre de la Turquie, dont les insurgés
se sont emparé dimanche,en même temps qu’un poste-frontière.

Selon Rami Abdel Rahmane, de l’Observatoire syrien des droits de
l’homme,Damas a mobilisé des milliers de soldats et de miliciens, en
puisant dans la communauté alaouite, la confession du clan Assad,
dominante dans la région de Lattaquié. Le pouvoir syrien, qui grignote
peu à peu les positions rebelles depuis la chute de Qoussair, en
juin2013, ne peut laisser ses adversaires prendre pied dans son
sanctuaire, sans réagir vite et fort. D’autant qu’un parent de Bachar
Al-Assad, Hilal Al-Assad, chef des comités de défense nationale, un
groupe paramilitaire alaouite,a été tué dans les combats de Kassab.

été tirés de Turquie et que des maisons et une église ont été pillées.

Dans ce village, rescapé du génocide de 1915, on voit volontiers la
main d’Ankara derrière l’attaque des djihadistes.Mais une vidéo,
tournée par un militant présent aux côtés des assaillants,montre une

NDP Foreign Affairs critic Paul Dewar (Ottawa Centre) has issued the
following statement regarding the attacks in Kessab:

“New Democrats continue to be shocked by the terrible violence of the
conflict in Syria, which has killed over 120,000 people and displaced
millions of civilians. I am deeply saddened by the recent attacks by
extremist militants on the ancient and culturally significant Armenian
community of Kessab and the forced evacuation of its residents.

“Such attacks on civilians, and the targeting of ethnic or religious
minorities, are unacceptable and must be vigourously condemned by the
international community. The perpetrators should be brought to
justice.

“The NDP has written to the Minister of Foreign Affairs to request
that Canada set aside a portion of its humanitarian assistance for the
conflict in Syria to specifically ensure that minority groups,
including ethnic and religious minorities such as Armenian and
Christian populations, receive the help they need. Canada should show
leadership in targeting its assistance to help those most at risk from
the devastating physical, social, and economic impacts of the Syrian
conflict.

“The Government of Canada must also work in concert with its
international partners to maximize civilian protections in Syria and
the surrounding region. Canada should also play a leading role in
pursuing a lasting political solution that includes security, justice,
and peace for all people in Syria.”

37 millions de dollars pour moderniser le système d’irrigation de l’Arménie

Un programme visant à moderniser les systèmes d’irrigation de
l’Arménie, d’une valeur de 37,5 millions de $, a été lancé a déclaré
Adibek Ghazarian, chef de bureau en charge de la mise en oeuvre de
l’irrigation et des programmes connexes du Comité d’Etat des
Ressources en Eau.

Il a dit que 30 millions de dollars proviennent d’un prêt de la Banque
internationale pour la reconstruction et le développement,
remboursable en 25 ans, et 7,5 millions de dollars sont alloués par le
gouvernement de l’Arménie.

Selon Adibek Ghazarian, le programme de quatre ans permettra de passer
de systèmes d’irrigation mécaniques à des systèmes par gravité sur
environ 2000 hectares de terres, pour augmenter la taille de terres
irriguées de 1660 hectares ainsi que de réduire de façon significative
le montant des pertes d’eau.

En vertu de ce programme, quatre systèmes de pompes d’irrigation
seront remplacés par des systèmes gravitaires à Meghri, Gegardalich,
Akhurian-Norakete et Kakhtsrashen.
