A senior member of the Heritage party blames Azerbaijan’s
infiltration attempts into Armenia and the ongoing tension on the
Armenian-Azerbaijani border on the authorities in Armenia.

Talking to A1+, Heritage member Armen Martirosyan said the reason is
‘that our authorities gave Azerbaijan an opportunity to speak to us
in the language of blackmail.

“The point is that our leadership’s foreign policy had a pendulum
effect, and now we have no leverage. In addition, our authorities have
vassalage to the Russian authorities. As a result, Azerbaijan, putting
pressure on the international community supports their interests.

Besides, they have vassal dependence from Russia, and in the result,
Azerbaijan pushes forward its interests, by putting pressure on the
international community.”

Mr Martirosyan says that everyone is trying to solve their problems at
the expense of a country that does not have a dignity. “In the given
situation, Serzh Sargsyan’s is pursuing complementary policies and
serving state interests to personal interests. If we had a legitimate
government and national tolerance, Azerbaijan would think a little
before shooting in the direction of Armenia.

Regarding Serzh Sarghsyan is now speaking about Russia’s arms sales
to Azerbaijan and the most interesting is that he made the statement
during his visit to Argentina, Armen Martirosyan said, “So, the glass
and walls of the Presidential Palace at 26 Baghramyan Avenue are so
thick that the information has reached him now.”

The Heritage party member says the only way to come out of the
situation is to change the power from top to bottom. “There is no
other option.” He said.

CULTURAL LIFE SEES VERY SLOW PROGRESS IN ARMENIA, SAYS OPERA SINGER

In an interview with Tert.am, Hasmik Papyan, a world-famous Armenian
opera singer who has performed concerts on such stages as the
Metropoliten Opera, Carnegie Hall of New York and Zurich Opera etc,
expressed her concerns overthe slowing cultural life in Armenia.

“People seem to be fast asleep here. They move very slowly and think
very slowly … or perhaps, they lack the necessary talent. And that’s
the general situation in all areas,” she said.

One of the world’s best sopranos, who has performed concerts in
different world countries for about 25 years, says she notices a lack
of professionalism in the country.

Asked whether she doesn’t see objective reasons for that, with many
talented professionals leaving abroad and the country occasionally
facing armed attacks two decades after the end of the Nagorno-Karabakh
war, the singer said she isn’t inclined to link her concerns with
the general situation.

“Yes, that’s true. But on the other hand, there are people who all
the time change photos on Facebook while a soldier dies on the border;
and afterwards, someone else leaves a [comment] saying, “you are very
sexy or pretty”. Or the same weddings continue with the same splendor
while a soldier is being killed on the border. By and large it doesn’t
have anything to do with that, but the trend really exists. There are
also very good young journalists who are fast enough to come in time
after making an appointment. So my desire is to be fast in everything,”
she said.

The singer further spoke about her experiences upon visiting Yerevan
and the things she has grown to dislike most about the capital city.

“I come here as a resident of Yerevan, as we have also kept our house
here. What I don’t like most of all is the very few green areas,
air not sufficing at all. And the names on the shop windows make
me feel offended very much – nothing in Armenian; only illiterate
translations from English. So what impression will a foreign tourist
from gain about our city? Would a name in Armenian be shameful? What
does Lunch Time or Number One have to do with us? It’s just terrible
provincial thinking that has no boundaries. That must be banned.

Asked about her concert programs, the singer did not elaborate much
on her plans.

“There are many plans but I wouldn’t like to enumerate them. I am going
from here to sing in the performances I am supposed to,” she replied.

PRESS CONFERENCE OF THE ARMENIA-GREAT BRITAIN FRIENDSHIP GROUP

On July 15 Tevan Poghosyan, Head of the Armenia-Great Britain
Friendship Group, and the Group members Karine Atshemyan, Ruzanna
Muradyan, Lyudmila Sargsyan, Mikayel Melkumyan, Artsvik Minasyan,
Levon Dokholyan detailed on the July 6-12 visit to London at the
invitation of Alistair Burt, Chair of the British Group of the
Inter-Parliamentary Union.

The delegation members have informed that during the visit MPs from
different parliamentary political forces were led by the cooperation
principle, and assessed the implemented work as effective.

At the centre of discussions and meetings with British partners were a
number of issues concerning Armenia-EU relations, Armenia ‘s decision
to join the Eurasian Economic Union, the Nagorno Karabakh conflict,
events dedicated to the 100th anniversary of the Armenian Genocide.

Issues related to trade-economic ties between the two countries,
sphere of education, armenology and preservation of the Armenian
identity were discussed.

The Friendship Group members had meetings with British partners,
studied the path and principles of British Parliamentarism. As a
result of the discussions preliminary arrangements were made to
implement certain programs in a number of spheres.

In the delegation members’ opinion, this visit to Great Britain is
distinguished by the precision of discussions at diverse meetings and
their fulfillment through various programs. In particular, Ruzanna
Muradyan noted that “Women for Peace” program is envisaged to be
implemented; Tevan Poghosyan informed that an arrangement had been
made during the meetings at Oxford University to organize there an
exhibition of Armenian manuscripts in autumn for 3 months. Mikayel
Melkumyan and Levon Dokholyan highlighted the discussions on
trade-economic ties: the Armenian and British partners agreed that
there is an unused potential in that area and it is necessary to
intensify trade-economic ties. The reworking of British Airways was
also among the issues relating to the sphere. Lyudmila Sargsyan
highlighted such mutual visits and introduced some principles of
British Parliamentarism. Mainly, Karine Atshemyan presented that the
NA delegation worked effectively and fulfilled the problems they faced.

The delegation members’ position on need to strengthen Armenian-British
multilateral ties and relations was dominating in their speech.

In an interview with Tert.am, David Babayan, Spokesman for the
President of the Nagorno-Karabakh Republic (NKR), commented on the
detention of Azerbaijani saboteurs in Karvachar.

“There can be no panic. If entire Azerbaijan and its allies cannot
throw us into panic, what can a group of few people do? We have been
maintaining the ceasefire for over twenty years.”

Mr Babayan, how can you explain their coming so freely, doing
something, video recording, which was spread by Armenian mass media?

This is psychological sabotage on their part as well. Of course,
that was a raiding party that was neutralized in time. They recorded
a video just to show they could freely come and make a video. But
they were neutralized, and you know that one of them was killed in
offering resistance. The other two are under our relevant agencies’
supervision. Their ultimate aim is to stifle Armenia and Artsakh. But
they cannot, and we are doing our best to prevent any such step. This
is their style. Azerbaijan commits acts of sabotage not only against
its neighbors, but also against by arresting human rights activists,
oppositionists and so on.”

What about the opinions that the saboteurs captured in Karvachar
did not look like saboteurs. Some say they are members of the Grey
Wolves group?

The investigation is in progress. So let us wait until the
investigation is over. But they illegally crossed the Nagorno-Karabakh
border, they had arms and ammunition used in acts of sabotage. I
cannot understand those saying that they are members of Grey Wolves.

What’s the difference? This is even worse, because Grey Wolves are
terrorists – both saboteurs and terrorists. Some people say they do
not look like saboteurs. But it is people that can easily mingle with
the crowd that are normally selected to commit sabotage. And their
neutralization shows that we are on the alert.

“Modern cinematography is rich in money, but poor in ideas,” says
Israeli filmmaker Amos Gitay, an author of over 80 documentaries
and feature films mostly surrounding the Middle East and Jewish-Arab
conflict. Retrospective screening of his films will take place within
the framework of the Golden Apricot 11thInternational Film Festival
in Yerevan.

Although this is Gitay’s first visit to Armenia, he has long wished to
visit the country to see the people that have passed through massacres
and need to present their pain to the world. The filmmaker believes
cinema is a powerful tool for preserving memory.

“I never understood why Turkey does not recognize the Armenian
Genocide. I see similarities between the histories and identities of
the Armenian and Jewish peoples. The demand of Armenians is completely
legal and justified as was the demand of the Jews. This is not a
sentimental issue connected with the memories of the past. Only by
condemning the crimes of the past can we be confident that they will
not reoccur in the future. Politics is certainly important in the
process of recognition of the Armenian Genocide, but no less important
is the power of art, which should be used,” Amos Gitay told reporters
in Yerevan.

Famous Turkish film director Tayfun Pirselimoglu is also among the
guests of the Golden Apricot Film Festival. His 2013 film presented
in the competitive program is a joint production of Turkey, Greece,
Germany and France. The film “I’m not him” tells about a man, who
changes his identity and becomes a different person, without thinking
about the consequences.

“The change of human identity lies in the basis of the film. It seems
that the hero had no reason to change his identity, but this happens,
anyway,” the Turkish filmmaker said.

According to him, the issue of identity is still urgent in Turkey,
and he does not rule out that one of his heroes could be an Armenian
that has changed his identity.

Un defenseur des droits de l’homme a ete condamne lundi en Azerbaïdjan
a six ans de prison pour hooliganisme et possession d’arme blanche,
des accusations qualifiees d’infondees par son avocat.

Le tribunal de Ganca, deuxième ville d’Azerbaïdjan, a condamne a “six
ans de prison Hasan Huseynli sur de fausses accusations d’hooliganisme
et de possession d’armes blanches”, a indique a l’AFP l’avocat Elchin
Sadykhov. Hasan Huseynli a ete accuse d’avoir poignarde le 31 mars
un habitant de Ganca, a-t-il precise.

Mais, selon cet avocat, le tribunal n’a fourni aucune preuve venant
corroborer le fait que cette attaque avait veritablement eu lieu.

Ce procès a ete monte de toutes pièces par les autorites, qui sont
inquiètes de l’influence grandissante de M. Huseynli sur les jeunes
de Ganca, ont juge des groupes azerbaïdjanais des droits de l’homme.

Le ministre de la Justice s’est refuse lundi a tout commentaire.

La condamnation de M. Huseynli intervient dix jours après celle de
l’opposant Omar Mamedov pour possession de drogues, des accusations
qualifies de “fabriquees” par son avocat.

L’Azerbaïdjan, petit pays du Caucase riche en hydrocarbures, est
regulièrement critique par les ONG locales et internationales, qui
denoncent un renforcement de la repression contre l’opposition depuis
la reelection de M. Aliev l’annee dernière.

L’ONG Human Right Watch accuse notamment le pouvoir azerbaïdjanais
d’avoir recours a de fausses accusations de detention de stupefiants
pour faire taire les voix critiques dans cette ancienne republique
sovietique riche en petrole.

M. Aliev, 52 ans, au pouvoir depuis qu’il a succede a son père en
2003, a remporte une victoire ecrasante a l’election presidentielle
du 9 octobre 2013, s’assurant un troisième mandat consecutif.

Avant lui, son père Heydar Aliev, ancien haut responsable du KGB,
avait dirige l’Azerbaïdjan presque sans interruption de 1969 a 2003.

YEREVAN: An ethnic Armenian separatist officer in Nagorny Karabakh
and an Azerbaijani soldier died in the latest raid along the disputed
region’s volatile frontline, the rebel defence ministry said on
Saturday.

Several other Azerbaijani soldiers were captured in the fighting,
breakaway Armenian forces said, although Baku has made no comment on
the claims.

A 37-year-old Armenian woman, Movses Gasparian, was seriously wounded
in the shootout, rebels claimed.

At least 18 soldiers have been killed in a surge in violence along
the border since the beginning of the year, with snipers frequently
exchanging fire across the frontier.

Most have died in tit-for-tat commando raids. The dead Armenian
officer was named as 42-year-old Major Sargis Abrahamyan.

The rebels claimed on Thursday that they had captured another
Azerbaijani soldier after a separate raid. Baku, however, said the
man named as captured was not a member of their forces.

Armenia-backed separatists seized Nagorny Karabakh from Azerbaijan
in a war that left 30,000 people dead as the Soviet Union collapsed.

Despite years of negotiations since a 1994 ceasefire, the two sides
have yet to sign a peace deal.

Azerbaijan has threatened to take back the majority Armenian-inhabited
region by force if negotiations do not yield results, while Armenia
has vowed to retaliate against any military action.

Russian, Armenian Premiers To Discuss Pressing Bilateral Issues

RUSSIAN, ARMENIAN PREMIERS TO DISCUSS PRESSING BILATERAL ISSUES

– Russian Prime Minister Dmitry Medvedev and his Armenian colleague
Ovik Abramyan will meet in Sochi on Friday, July 11, to discuss
pressing issues of bilateral cooperation in trade, economic,
investment, industrial, energy, infrastructure, humanitarian, and
cultural fields.

They will also discuss Armenia’s participation in the Eurasian economic
integration processes.

Abramyan will visit the Olympic Village in Sochi. He will be
accompanied by several ministers and the head of the Armenian
migration service.

At a meeting in Minsk in May, the Russian and Armenian heads of
government discussed Armenia’s accession to the Customs Union created
by Belarus, Kazakhstan and Russia.

They also agreed that Moscow would provide a 300 million U.S. dollar
loan to Yerevan for the modernisation of the nuclear power plant
in Metsamor.

The plant, the only one in the region, is located in the city of
Metsamor, some 30 km south of Yerevan. It was commissioned in 1980 and
stopped in March 1989 after a devastating earthquake in December 1988.

It was put into operation again in 1995 after having been equipped
with two Russian-made reactors. In March of this year, the Armenian
government approved a proposal to extend the plant’s service life
for ten years using a Russian loan.

Trade turnover between Russia and Armenia is growing steadily. “Last
year, trade turnover increased by 10.6 percent from the previous
year and keeps growing this year too. And Russia remains the leading
investor in Armenia,” President Vladimir Putin said during a meeting
with Armenian President Serzh Sargsyan in May.

Putin recalled that during his latest visit to Armenia important
agreements had been reached and invited Sargsyan to “synchronise
watches” and see “what else needs to be done and where we should
speed up our work”.

Sargsyan said Russian-Armenian relations were developing dynamically
and assured Putin that Yerevan would seek to intensify them.

“We are ready for active work. This is consistent with the historical
tradition of friendship between our nations,” he said.

Russian-Armenian relations are regulated by more than 160 treaties and
agreements, including on friendship, cooperation and mutual assistance,
as well as on allied relations.

The two countries have good prospects in many sectors of the economy,
primarily in the energy sector, the power industry, atomic energy,
and many other serious projects.

There is also a big potential in joint development of the
agro-industrial sector in Armenia.

Putin stressed earlier that Russian-Armenian relations had deep
historical roots, had grown into allied partnership and continued to
develop further.

He also expressed confidence that together Russia and Armenia would
be able to further strengthen their relations and expand cooperation
in various multilateral formats, including in the context of Armenia’s
accession to the Customs Union.

Russia pledged to assist Armenia in joining the Eurasian Economic
Union to be created from January 1, 2015. Abramyan said there were
no fundamental disagreements over the issue.

Armenian parliament speaker Galust Saakyan said during a visit to
Moscow earlier this week that Armenia had met all the conditions set
forth in the roadmap for accession to the Eurasian Economic Union. He
believes that Armenia’s participation in the EaEU and the Customs
Union of Belarus, Kazakhstan and Russia will create new mutually
advantageous prospects for their member states.

On September 3, 2013, after talks with Russian President Vladimir
Putin, Sargsyan announced that the “Republic of Armenia will join
the Customs Union and will take practical steps to this end and will
subsequently participate in forming the Eurasian Economic Union”.

At their summit in Moscow on December 24, 2013, the presidents of
Russia, Belarus, Kazakhstan and Armenia approved an accession roadmap,
which said that the treaty on Armenia’s accession to the Customs
Union would be ready by May 2014.

Preliminary results of implementation by Armenia of the roadmap for
accession to the Customs Union were reported to the presidents of
the member states at a meeting of the Eurasian Economic Commission
on March 5, 2014.

The Customs Union between Russia, Belarus, and Kazakhstan was
established on December 19, 2009, in Almaty, Kazakhstan, where the
leaders of the three states – Dmitry Medvedev, Alexander Lukashenko,
and Nursultan Nazarbayev – signed the Joint Statement on its founding.

The first phase of the Customs Union’s functioning began on January 1,
2010, with the introduction of a uniform customs tariff.

President Putin expressed hope that the agreement on the creation of
the Eurasian Economic Union would become effective from January 2015.

Common markets of oil, petroleum products and gas of the three
countries will start operating no later than 2025, and a common
electricity market slightly earlier.

Putin stressed the need to guarantee “four freedoms”: free movement
of goods, services, capital and labour among the member states. “It
is important to set forth concrete obligations to eliminate exclusions
and limitations remaining in the Customs Union and the Common Economic
Space,” Putin said.

Women’s reigning WBA Flyweight Champion Susi Kentikian will come to
Armenia for a vacation soon.”I do my best to visit Armenia every year.

I miss my country, my family and my home. I feel good here,” she told
NEWS.am Sport correspondent. On June 1 Kentikian defeated Dan-Bi Kim,
the reigning IFBA Champion. She says the bout against Korean boxer
was tough. “Now looking back I realize that I managed to defend my
title due to hard work,” Kentikian noted.The world champion says now
it is time to have a rest, and Armenia is a good place for it.

“I do agree with Arthur Abraham that defending a title is a
difficult task, but winning is not less difficult,” the boxer
emphasized.Commenting on her personal life, Susi said she managed to
abandon stupid rumors about her marriage to a Chechen man. “I want to
have family and kids, but I’ll think about marriage after I am 30,”
she added.
