2015 approche avec son lot de commemorations centrees autour du
centenaire du genocide armenien. La Fondation Hrant Dink a organise
les 22 et 23 novembre 2014 une serie de conferences a l’Universite
d’Ankara. Les participants ont disserte sur LA frontière hermetiquement
fermee qui separe la jeune Republique d’Armenie et la Republique
de Turquie.

Entre Turcs et Armeniens, il existe aussi DES frontières invisibles.

Mieux les cerner, c’est commencer a ciseler les barbeles d’un conflit
potentiel dans une region du monde deja a feu et a sang. Dialogues
croises avec trois participants a l’evenement ; Lale Yalcin Heckmann
une sociologue turque, Vahram Ter Matevosyan un universitaire de
Yerevan et Gerard Libaridian, ancien conseille du President armenien
Ter-Petrossian (1991-1997), qui vit desormais aux Etats-Unis.

Otage d’enjeux qui la depasse, prisonnières d’interets politiques
divergents, l’Histoire entre Armenie et Turquie a du mal a trouver
la serenite necessaire pour approcher la verite, s’en tenir aux faits
et ne pas etre a la merci de diplomaties partisanes. La frontière qui
separe la Republique de Turquie de la jeune Republique d’Armenie qui
a vu le jour en 1991, après la chute de l’Union sovietique, n’echappe
pas a cette >. Sa fermeture officielle depuis 1994 est
diversement interpretee selon que les politiques se trouvent d’un
bord ou d’un autre. Une dialectique d’autant plus complexe qu’un
troisième pays est implique ; l’Azerbaïdjan avec qui l’Armenie est
en guerre pour la region du Haut-Karabagh.

ARMENIA SHOWS STRONG Q3 GDP RESULTS BUT OUTLOOK IS CLEARLY DARKER

According to the latest national accounts results published by the
Armenian National Statistical Service, the economy in the third
quarter of 2014 expanded by 5.3% year on year (y/y). This rate
marks substantial acceleration in growth; second-quarter growth had
been reported at 2.3% y/y, following 3.1% y/y in the first. Further
Statistical Service data, quoted by ARKA News, showed that agricultural
output increased by 2.8%, accounting for nearly 30% of the total
GDP. Meanwhile, the industrial and construction sectors continued to
struggle; industrial output edged up by just 0.4%, while construction
activity contracted by 0.7%. GDP-shares of these two sectors were 15.1%
and 7.5%, respectively.

Services, including domestic trade, accounted for close to 40% of
the total GDP, rising by 2.5%. Suggesting weakening performance, the
latest indicator of economic activity from the National Statistical
Service increased by 3.7% y/y in October, following gains of 5.1%
in September, 4.2% in August and 7.2% in July. Annual growth for the
January-October period was put at 4.2%. The latest economic results
come after some downward revisions to official economic projections.

Indeed, according to ARKA News, the Central Bank of Armenia (CBA)
recently cut its 2014 growth forecast to 3.1-3.6%, down from the
previous projection range of 3.6-4.2%. Meanwhile, the Finance Ministry
now projects 2014 economic expansion at 3.3%. This rate compares to
5.2%, originally targeted in this year’s budget.

Significance:The weakening seen in the monthly indicator is more
informative in reflecting the current key trends in the Armenian
economy. The industrial and construction sectors continue performing
weakly. Meanwhile, also the outlook for the service sectors – which
have this year generally performed relatively well – is weak, given
that household consumption is likely to be increasingly suppressed in
the coming months and quarters. This is because the economy is very
dependent on external capital inflows such as workers’ remittances,
and these increasingly threatened given the substantially weakened
outlook for the Russian economy, in particular. The Russian downturn
has a negative impact on the Armenian economy also due to its important
role as a trade partner. Consequently, we see major risks to the
government’s official 2015 growth projection of 4% as well.

The conference will examine the war, its aftershocks in the region
and how it shaped identities to the present day.

Water-logged trenches, screaming shells and battlefields of mud. These
are the images that have long dominated perceptions of the First
World War.

But what about the destruction of the Ottoman Syrian civilian
population? What about the negative legacy for Iraqi women?

These are just some of the interesting topics up for discussion at
The First World War and its Aftermath: The Shaping of the Middle East,
a conference to be held in London next month.

It will examine the war, the aftershocks of the conflict and how it
reshaped the identities of the peoples of the Middle East.

For the people of Ottoman Syria, including Lebanon, the carnage of the
Great War was particularly devastating. According to Najwa Al Qattan,
a “perfect storm” of mutually reinforcing catastrophes devastated the
population, torn apart as the British and the Ottomans battled it out.

“The poor, the middle-class reduced to poverty by 1918, peasants in
Mount Lebanon, women and children suffered the most. Nature (including
human nature) colluded with wartime conditions and led to countless
deaths by famine and disease,” says Al Qattan, a professor at Loyola
Marymount University in LA.

Al Qattan will examine Lebanese civilian responses to the war by
focusing on writers’ and poets’ use of history and how notions of
identity and community were fluid in a time of crisis.

“Most were illiterate and/or too exhausted to record their experiences
before they passed. But many of the survivors who wrote about their
experience describe communities that broke down at every level.”

The story of women and the war in Turkey and Iraq will also be the
subject of two talks at the conference. Firstly, in Turkey, the period
up to and during the war had resulted in gains for women in education,
work, family life and greater visibility in cultural and social spaces.

But after the war, the main role of women was still seen as being
wives and mothers, living in the domestic sphere, and did not present
a radical challenge to established gender roles, says Sevinc Elaman,
of the University of Manchester in the United Kingdom. “This paradox
is articulated eloquently by a new group of feminists since the early
1980s through the phrase ’emancipated but unliberated’,” she says.

“We cannot deny that reforms opened new doors for women in terms of
legal and social corrective implications. Yet they did not alter the
patriarchal norms.”

In Iraq, meanwhile, the story is more severe. In the new state, women
were considered as tribal possessions rather than citizens. This
was because of a law introduced by the British in 1916 that became
a state law in 1924.

“Iraqi officials and intellectuals, men and women, Sunnis and Shias,
opposed the regulation which divided the citizens of Iraq into two
groups with two different legal systems – one for urban and the
other for rural dwellers,” says Noga Efrati, of the Open University
of Israel.

“The regulation legitimised honour murders and allowed that in the
settlement of feuds, especially blood feuds, the guilty party, in
addition to paying blood money, would hand over one or more women
from his clan to the tribe or family of the victim for the purpose
of marriage. In addition, a woman had to receive her cousin’s consent
to marry and, if overlooked, the cousin was justified in killing the
woman or the man she ultimately married.”

This law was the subject of much protest by female figures at the time,
who said it allowed men unbridled power over women’s lives.

Meanwhile in Egypt, the years before and up to the Great War resulted
in hundreds of thousands of refugees moving to the country – Armenians,
Lebanese and Syrian Maronites, Druze and more. Some were allowed to
come if they invested money; others came in search of work.

Amany Soliman, of Alexandria University, will examine the rise of
Egyptian nationalism and the perception of foreigners in the country
from 1914 to 1923.

“Nationalists mixed their resentment of the [British] occupation with
anger against the biggest interest group in the country, which was
the foreigners,” she says.

“There were different perceptions of foreigners by pro-nationalism
intellectuals and educated Egyptians. This ranged from hate speech
down to nationalists who thought that foreigners were very important
to the economic, cultural and social interests of Egypt.

“Egypt had a multicoloured religious environment at this time. It
was a very big mosaic.”

* The conference is organised by the Gingko Library and takes place
in London from December 6 to 7.

LANGUAGES AND CIVILIZATIONS EVENT LAUNCHED AT HIGHER INSTITUTE FOR LANGUAGES

Damascus, SANA – The “Languages and Civilizations” event was launched
on Sunday at the Higher Institute for Languages at Damascus University,
organized by the University in cooperation with the Iranian and
Armenian Embassies and the Russian Cultural Center in Damascus.

The event involves three cultural weeks for Iran, Armenia, and Russia
respectively, in addition to movie screenings, lectures, seminars,
and a book fair, with the event concluding on December 18th with
marking the World Arabic Language Day.

Higher Education Minister Mohammad Amer al-Mardini said this event
is a chance to strengthen cultural ties between Syria and friendly
countries, stressing the importance of languages in spreading and
exchanging science and knowledge.

He also said that similar activities will be held to celebrate the
Kurdish and Circassian languages.

For her part, Nora Arissian , the representative of the Armenian
Ambassador to Syria, said that this event will help bolster academic
cooperation between Syria and Armenia, in addition to showcasing the
Armenian culture, asserting the Embassy’s readiness to support any
similar activity.

In turn, Cultural Consultant at the Iranian Embassy in Damascus Anwar
Habibi said that the strong bonds between Syria and Iran is due to
the shared history of their civilizations, noting that Iran provided
around 250 university scholarships for Syrian students.

Similarly, Assistant Director of the Russian Cultural Center Jamal
Dormash pointed out to the deep-rooted Syrian-Russian relations in
the field of culture, with the most recent milestone in them being
the recent opening of a department for Russian language and literature
at Damascus University.

As part of the event, a book fair was opened at the Higher Institute
showcasing works of literature and linguistic textbooks, in addition
to showing paintings from the Iranian heritage along with traditional
Iranian handicrafts.

Criminal Case On "Khachaghbyur 2" SHPP Construction

CRIMINAL CASE ON “KHACHAGHBYUR 2” SHPP CONSTRUCTION

In Tavush regional investigation department a criminal case is
under investigation with regard to damages caused to nature during
“Khachaghbyur 2” small HPP construction by “Megaenergy” LLC in
the neighboring area of Getahovit village in Ijevan region. The
criminal case was instituted under Article 290 of the RA Criminal
Code (“Spoilage of soil”) and Part 2 of Article 296 (“Illegal tree
and bush cutting in natural reservations”).

With regard to the criminal case an investigation is under way. Since
May, 2012 “Khachaghbyur 2” small HPP construction works have been
done in Getahovit village without construction permission given by
the community. Heavy machinery was used, many trees were felled and
changes in soil layer were made during the construction.

Turkey and Russia are seeking political efforts to demonstrate their
alternative potential to the West, an Armenian analyst has said,
commenting on Russian President Vladimir Putin’s visit to Turkey.

“Plans for signing a big treaty have already been announced, and that
already implies establishment of closer relations,” Ara Papyan, the
director of the Yerevan based analytical center Modus Vivendi, told
Tert.am, pointing out to political motives behind the economic deal.

The expert said he thinks that the Russian leader’s visit was part
of the earlier announced efforts to increase the turnover with
Russia to $100 billion within ten years. “Politically, they both
seek to demonstrate their alternative potential to the West. That
is, Turkey says, ‘I will be with Russia if I am not treated well’,
and Russia says, ‘no matter the sanctions, there is Turkey,’ ” Mr
Papyan explained.

The Turkish website TRT Haber had earlier reported that the two
countries had signed eight agreements in the energy sector and
concluded a memorandum of understanding on launching a nuclear power
plant in Turkey.

In earlier comments to Tert.am, Turkologist Levon Hovsepyan cited a
big economic interdependence as the motive behind the Russian-Turkish
economic partnership against the backdrop of apparent geopolitical
and political-military discords.

Saro Saroyan, an expert in regional studies, says he is skeptical about
the developing economic ties between the two countries. “I don’t think
anything of the kind is possible against the background of the current
geopolitical balance which will always leave political problems actual,
not allowing any cooperation to cover up the countries’ political
bias. All the problems which address the political component can never
be pushed to the background. The Syrian issue will always remain
actual for Russia, and I don’t think that Russia is likely to ever
change its position for the sake of political interests,” he added.

As for possible Russian-Turkish agreements over Armenian issues
(Armenian Genocide, Karabakh conflict etc), Saroyan said he thinks that
those problems have always and will always conflict with Armenia’s
interests. “If there is a Russian interest in relation to Armenia,
I don’t think that Russia can step aside. As regards Armenia’s state
interest, such agreements have always existed and will always exist,”
he noted.

ARMENIAN COOK WINS GOLD MEDAL AT CULINARY WORLD CUP 2014

Armenian cook Vera Hovhannisyan won a gold medal and a cup at the
Culinary World Cup 2014 held in Luxemburg from November 22 to 26.

The competition featured more than 1 000 cooks from 60 countries ,
as well as 105 national, regional and youth teams.

Vera Hovhannisyan’s twin sister Rena Hovhannisyan also jointed her
in the competitions. The sisters presented two works at the contest
and both won gold medals.

Vera and Rena have inherited the love for culinary from their parents
and grandfather. Vera once had a pastry shop in Yerevan, and her
family continued the business after she moved to Moscow.

Vera has won a number of international competitions. At the age of
20 she received her first gold medal in Malta. She’s particularly
known for her unique cakes, but at the Culinary World Cup the sisters
presented sugar compositions.

novembre a l’issue d’une operation speciale des forces armees du

de la guerre du HK). L’ensemble de la presse, toutes tendances
confondues, qualifie de > l’operation du commando des
forces armees du HK et exprime l’admiration vis-a-vis du niveau de
professionnalisme des militaires armeniens. Pour Hayots Achkhar,
l’operation est un camouflet non seulement pour l’adversaire,
mais aussi pour la communaute internationale, en l’occurrence
l’Ambassadeur Kasprzyk, dont les efforts diplomatiques visant a

Le President Erdogan, Roi De La Polemique

LE PRESIDENT ERDOGAN, ROI DE LA POLEMIQUE

Le president turc Recep Tayyip Erdogan a relance jeudi la polemique
nee de ses propos sur la decouverte de l’Amerique par des musulmans,
dernière en date d’une serie de controverses qui font le miel de ses
partisans autant qu’elles irritent ses detracteurs.

Volontiers provocateur, l’homme qui règne sans partage depuis plus de
onze ans sur la Turquie, s’est illustre par deux fois ce seul mois-ci,
d’abord en privant Christophe Colomb de sa première historique,
ensuite en assurant que l’egalite entre les hommes et les femmes etait
“contre nature”.

Dans ces deux cas, M. Erdogan n’a pas capitule face aux critiques et
aux railleries, mais bien au contraire a persiste et signe, mettant
en cause les medias internationaux accuses de “calomnie” a son egard.

“Simplement parce que j’ai fait etat d’un fait fonde sur des recherches
scientifiques, j’ai ete critique par les medias occidentaux et les
etrangers qui vivent parmi nous (les Turcs tournes vers l’Occident,
ndlr), qui souffrent d’un problème d’ego”, a-t-il lâche.

Les livres d’histoire enseignent que c’est le marin genois Christophe
Colomb qui a, en 1492, pose le premier le pied sur le continent
americain.

Quelques historiens ou theologiens musulmans, ultra-minoritaires,
ont recemment remis en cause sa decouverte, suggerant une presence
musulmane anterieure en Amerique, bien qu’aucun vestige d’inspiration
islamique n’y ait jamais ete decouvert.

Nombre de commentateurs voient dans ces saillies la volonte du
president Erdogan de jouer sur la fibre nationaliste de sa base

aime bien quand un dirigeant tient tete a une puissance etrangère”,
analyse Adil Gur, directeur de l’institut de sondages A&G Arastirma,
“l’electeur eduque s’interroge sur la portee internationale de telles
declarations, mais l’electeur moyen n’y pense pas et s’en rejouit”.

Mais ces sorties embarrassent meme ses partisans : “Il devrait songer
a parler moins car, meme s’il a raison, la facon dont il le fait
suscite d’interminables polemiques”, a regrette recemment Mehmet
Barlas, chroniqueur du journal progouvernemental Sabah.

‘Declarations fracassantes’ –

Voici quelques unes de ses recentes declarations les plus controversees
:

“Les musulmans ont decouvert l’Amerique”

“Les contacts entre l’Amerique latine et l’islam remontent au XIIe
siècle. Les musulmans ont decouvert l’Amerique en 1178, pas Christophe
Colomb”, affirme sans sourciller le 15 octobre M. Erdogan lors d’un
sommet rassemblant a Istanbul des dignitaires musulmans des pays
d’Amerique latine.

L’egalite hommes-femmes “contre nature”

“Notre religion (l’islam) a defini une place pour les femmes : la
maternite”, lance lundi dernier le chef de l’Etat devant un parterre
de femmes reunies , “on ne peut pas mettre les femmes et les hommes
sur un pied d’egalite, c’est contre nature”. De l’opposition aux
mouvements feministes, la levee de boucliers est immediate.

Une generation “sous l’emprise de l’alcool”

Musulman pratiquant, M. Erdogan a renforce la legislation conte
la vente et la consommation d’alcool. “Nous ne voulons pas d’une
generation qui titube jour et nuit sous l’emprise de l’alcool”, met-il
en garde en 2013. Derrière ses motivations de sante publique, ses
detracteurs ne voient qu’une volonte d'”islamiser” la societe turque.

“Eradiquer Twitter”

“Nous allons eradiquer Twitter. Je me moque de ce que pourra dire la
communaute internationale”. A la veille des elections municipales du
30 mars dernier, M. Erdogan ordonne le blocage du reseau en Turquie,
coupable de diffuser des accusations de corruption contre son regime.

Les accidents “dans la nature du travail de mineur”

En mai 2014, la Turquie connaît sa catastrophe minière la plus
meurtrière, qui fait 301 morts a Soma (ouest). “Ces choses-la sont
courantes (…) c’est dans la nature meme du travail de mineur”,
se defend M. Erdogan alors que la responsabilite de l’exploitant et
de son gouvernement est mise en cause.

Le sionisme “crime contre l’humanite”

Fidèle soutien des islamistes palestiniens du Hamas, le president
est devenu un des critiques les plus virulents d’Israël. “Comme c’est
le cas pour le sionisme, l’antisemitisme et le fascisme, il devient
maintenant inevitable de considerer l’islamophobie comme un crime
contre l’humanite”, declare-t-il en 2013.

Turkish citizenship for Armenian diaspora good for normalization

The normalization of Turkish-Armenian relations starts with honest,
responsible dialogue and concrete steps taken by the Turkish
government toward Western Armenians — descendants of the former
Armenian citizens of the Ottoman Empire — such as an offer of
citizenship, says a diaspora Armenian, who believes Turkish civil
society should encourage the state to take responsibility and
facilitate any such initiatives.

Sevak Artsruni, secretary-general of the National Congress of Western
Armenians (NCWA), an international NGO with headquarters in Paris,
says that if the Turkish government offers citizenship to Armenians
who wish to return it will be a step forward, provided these citizens
are given full political, cultural and civil rights. Artsruni said
this step must be immediately followed by others: laws and decrees
concerning so-called abandoned property must be canceled; cadastre and
civil state archives must be opened; Armenian churches and cultural
institutions must be returned; the Turkish Penal Code (TCK) and the
Constitution must be revised, not only for the Armenians, but to make
Turkey a country where all citizens have equal rights and where the
rule of law and justice prevail.

In an interview with Sunday’s Zaman, Artsruni said that if you read
the books and newspapers, or study statements of Armenians in the
Ottoman parliament, you will discover a basic will to see their
Ottoman homeland transformed into a more democratic, more liberal,
more harmonious state.

Emphasizing that most Armenians may not welcome the offer of
citizenship, Artsruni believes it is still a step forward in
relations. Moreover, he is of the opinion that Turkey has to take the
step without expecting a joyful reaction from Armenians as it needs to
solve the Armenian issue most importantly for its own sake and for its
own development as a democratic, just and free state.

Underlining the importance of civil society organizations, Artsruni
said the more progress that is made, the greater the ability to
involve constructive goodwill in the common endeavor to achieve peace,
progress and harmony. `We should mobilize people of good sense on both
sides,’ Artsruni added.

Artsruni criticized the existence of Article 301 in the TCK, under
which writers like Elif Ã…?afak and the late Hrant Dink have been tried
for insulting Turkishness or the Turkish nation, and said that no
matter what label is given to the organized mass killing and
deportation of Armenians in 1915, the most important issue is to offer
appropriate legal and economic reparations for the loss of Armenian
lives and property and to create a favorable context for the
rehabilitation of all victims of Turkish ultra-nationalism.

According to Artsruni, the 100th anniversary of the events of 1915 is
a chance to change Armenian sentiments from hate, revenge and
frustration into dialogue and constructive, responsible approaches to
the Western Armenian problem. On the eve of the centenary, the Turkish
state should initiate an open and official discussion with NCWA with a
sincere and courageous effort, added Artsruni.

Turkish-Armenian commentators and groups representing diaspora
Armenians consider the granting of Turkish citizenship to the
descendants of the Armenians who left Turkey during the events of 1915
as a key means of initiating a process of reconciliation, all the more
so if accomplished ahead of the 2015 commemoration.

Some steps have been taken to revive the Armenian initiative, boosted
by remarks from then-Foreign Minister Ahmet DavutoÄ?lu that showed

including the Armenian diaspora. During his visit to Yerevan in
December 2013, DavutoÄ?lu said Turkey never supported the deportation
of Armenians in 1915, which most Armenians define as `genocide,’ and
described the deportations as an inhumane act of which it is
impossible to approve. The Armenian diaspora and Armenians living in
Turkey found the remarks a belated but significant step that showed
Turkey’s willingness to come to a solution.

DavutoÄ?lu’s speech was followed by a historical first for the Turkish
Republic; then-Prime Minister Recep Tayyip ErdoÄ?an extended his
condolences to the grandchildren of Armenians who lost their lives in
1915. His surprising statement came on April 23, 2014, ahead of the
Armenian commemoration on April 24 of the events they describe as
genocide under Ottoman rule. The demand for Turkish citizenship was
lauded again in January 2013 by some Armenian diaspora groups that
visited Ankara. The Turkish Foreign Ministry said in April 2014 that
they look at the demand positively and may complete the work before
April 2015.
